How do you start the Detour quest?

What version is available, and who made it?
The Nexus Mods page displayed version 1.0.3 when checked for this article. Its changelog records 1.0.0 as the initial release, followed by fixes in 1.0.1 and 1.0.2 for quest, language, and NPC persistence issues; version 1.0.3 adjusted crime flags for quest actions.
