If Fail2ban reports a ban but the address can still connect, troubleshoot the packet path from the outside in: confirm that UFW is active, verify the correct Fail2ban jail and log filter, identify whether the action writes to iptables or nftables, inspect the live rule and its position, then test the same address family and network path the client uses. A ban message is evidence that Fail2ban matched a log line; it is not proof that a terminating rule is being traversed by the connection.
The commands below let you establish each fact instead of guessing. Run tests from a separate network so an existing local session, proxy, or allow rule does not hide the result.
How the two layers are supposed to work
UFW is Ubuntu’s default firewall configuration tool. Canonical describes it as a frontend for both iptables and nftables. Fail2ban is a log-driven service: it reads application logs, counts matches in a jail, and invokes a firewall action when the threshold is reached. The firewall, not Fail2ban itself, is what ultimately accepts, rejects, or drops packets.
That separation explains the common false positive. Fail2ban can record “Ban” after running an action, while the resulting rule is in an iptables-compatible chain that the active nftables/UFW path never reaches. The reverse can also happen: a rule exists, but an earlier ACCEPT rule, a different interface, IPv6 traffic, or a proxy address means the connection does not encounter it.

1. Prove that UFW is enabled and the rule exists
Start with UFW, because no rule can enforce a block while the framework is inactive. Run all three status views:
sudo ufw status
sudo ufw status verbose
sudo ufw status numbered
The first command gives the basic state. The verbose view includes defaults and logging state. The numbered view shows the exact rule order, which matters when an earlier allow rule matches first. If the output says Status: inactive, UFW rules are not enforcing a block; enable it only after confirming that your administrative access is allowed and that you have console or out-of-band recovery access.

A rule for one source address does not automatically cover a different IPv6 address, a translated source, or an application listening on a separate interface. If the rule is missing, add it with the appropriate UFW syntax for your service and then immediately verify it with status numbered. Do not assume a successful command means the packet reached that rule.
UFW is a configuration frontend. Its displayed policy can differ from rules inserted directly by another service, and a service reload can recreate chains. Treat the numbered output as the policy you requested, then inspect the kernel’s live rules in the later steps.
2. Validate the Fail2ban jail, not just the global service
List the jails that Fail2ban has actually loaded:
sudo fail2ban-client status
Then inspect the jail that should protect the service:
sudo fail2ban-client status <jail>
For SSH, the usual example is:
sudo fail2ban-client status sshd
Confirm that the jail is enabled, that its “Currently failed” and “Currently banned” values change when expected, and that the address appears in the banned list. A global list without the expected jail means the service is not being protected by that configuration.

Check the log path and filter
Fail2ban cannot ban an event it never sees. Inspect the jail definition in /etc/fail2ban/jail.local and any included configuration files. Verify that logpath points to the log actually receiving authentication failures. On systems using systemd journals rather than a traditional file, the jail must use the appropriate journal-aware setting; pointing it at an empty or obsolete file produces no matches.

Read recent service entries and compare their spelling, fields, and source address with the filter’s expected pattern. Distribution updates, a changed SSH configuration, or a different web-server format can make a previously valid filter stop matching. A jail that reports bans from old entries but does not react to current ones usually has a path or filter mismatch.
Check exclusions and thresholds
Review ignoreip and any subnet or hostname exclusions. An address in an allowlist is deliberately not banned, even if failed attempts appear in the log. Also verify the jail’s threshold settings: the number of failures, observation window, and ban duration. A short test may not reach the configured threshold, and an expired temporary ban will disappear before you test it.
Inspect the action selected by the jail
Where supported, ask Fail2ban which action the jail is using:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →sudo fail2ban-client get <jail> banaction
Inspect the referenced action and related files under /etc/fail2ban/action.d/. Record whether the action invokes iptables, ip6tables, nftables, or a UFW-specific command, and whether it creates a dedicated chain. The action name is more reliable than a message in the log: it tells you where Fail2ban attempted to install the block.
3. Determine which firewall backend is live
Ubuntu’s nftables backend has been the default since Ubuntu 20.10, according to Canonical’s Ubuntu security documentation. UFW can present one interface while the underlying kernel rules are represented through nftables or an iptables compatibility layer. A Fail2ban action aimed at the wrong layer may succeed syntactically yet have no effect on the path used by incoming packets.
Capture both views instead of inferring the backend from package names:
sudo iptables -S
sudo ip6tables -S
sudo nft list ruleset
Search the outputs for the banned address and for the chain or set named by the Fail2ban action. If the address appears only in iptables -S while the active UFW policy and packet path are in nftables, backend misalignment is a leading cause. If it appears only in nftables, an iptables-only inspection will falsely suggest that no ban exists.

Do not mix fixes blindly. Choose an action compatible with the firewall path that actually handles the interface, and use the same address family as the connection. The goal is not to make the address appear in every command; it is to place one effective terminating rule in the chain traversed by the packet.
4. Follow rule order, interfaces, and counters
A DROP or REJECT is ineffective when an earlier rule accepts the packet. Numbered UFW rules, manually added allowlists, Docker or other bridge chains, and service-specific chains can all change the order. Inspect the complete live ruleset, not only the line you expected Fail2ban to add. In iptables output, look for the chain’s sequence and packet counters. In nftables output, inspect the hook, priority, interface conditions, sets, and counters attached to the relevant rule.
A rule in an unused chain is another common explanation. The action may create a Fail2ban chain, but the INPUT path may not jump to it, or traffic may enter through FORWARD because it is being bridged or forwarded. Verify the interface and hook that receive the connection. A host firewall rule cannot block traffic that is terminated upstream, and an INPUT rule does not necessarily govern forwarded container traffic.
Generate one controlled connection attempt from a separate network, then check whether the counter on the intended rule increases. A counter that stays at zero means the packet did not traverse that rule; investigate ordering, interface, address family, and intermediaries before changing the ban duration.
5. Turn on logs and trace one packet
Enable UFW logging when you need evidence of what the firewall is doing:
sudo ufw logging on
Ubuntu documents an important ordering rule: logging statements must occur before a terminating ACCEPT, DROP, or REJECT rule to record that packet. Therefore, “logging enabled” alone does not prove that a particular denied connection will appear in the log.
For nftables, add an appropriate log statement to the rule or use nftables packet tracing (nftrace) in a controlled test. The trace identifies each chain and verdict matched by the packet, which resolves disputes between a Fail2ban chain, a UFW chain, and an earlier allow rule. Remove temporary tracing or verbose logging after the test; it can produce substantial log volume.

Review the Fail2ban service log for action errors and reload events:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorssudo journalctl -u fail2ban --since "1 hour ago"
Look for permission failures, command-not-found errors, an action that could not initialize, or a reload that removed a previously inserted rule. An entry that says an address was banned without a subsequent action error still needs confirmation in the live rules and counters.
6. Test IPv4 and IPv6 separately
An IPv4 block does not block an IPv6 connection. A hostname can resolve to both families, and a client may prefer IPv6 without showing an obvious change in the browser or SSH command. Inspect both:
sudo iptables -S
sudo ip6tables -S
sudo nft list ruleset
In nftables, check rules in inet tables as well as IPv6-specific tables. Confirm that the Fail2ban action supports the family the service log records. Then force a test over the same family used by the client, rather than assuming that an IPv4 test validates IPv6 protection.
When an address is shown as an IPv6-mapped or normalized form in logs, use the exact representation expected by the action and filter. Avoid copying an IPv4 rule and assuming the syntax or chain is interchangeable.
7. Account for proxies, load balancers, NAT, and containers
The source address in the application log is the address Fail2ban can evaluate. Behind a reverse proxy or load balancer, that may be the proxy itself. Behind NAT, many users may appear as one gateway. In a container deployment, the host may see a bridge or forwarding address rather than the external client.
Banning an intermediary can either fail to stop the attacker or block every user sharing that intermediary. Preserving the original address requires deployment-specific proxy headers, trusted-proxy settings, logging configuration, and a filter that cannot be spoofed by untrusted clients. Do not blindly add a forwarded address to an allowlist or ban list. First establish which address reaches the host and which address the service authenticates.

Follow the packet through the correct path: INPUT for traffic terminated on the host, FORWARD for routed or bridged traffic, and the relevant container or proxy policy when termination occurs elsewhere. A host-level Fail2ban rule cannot enforce a ban on a connection that never reaches that host.
Remediation patterns that survive verification
Align the action with UFW’s active backend
If UFW is active and the live packet path is nftables, use a Fail2ban action designed for that path or an action that deliberately integrates with UFW. If your environment intentionally uses the iptables compatibility layer, keep the action and inspection commands on that same layer. The correct choice depends on the installed Ubuntu release and your firewall configuration; the decisive test is whether the action’s rule is traversed and its counter increases during a controlled attempt.
Fix the jail, then reload and recheck
After correcting logpath, the filter, ignoreip, or the action, reload the jail through Fail2ban’s client or restart the service according to your change procedure. Then run status <jail> again, inspect the live rules, and perform a fresh test. Existing bans may not be recreated automatically after an action change, so verify the current banned list and add a test ban only in a controlled maintenance window.
Remove an earlier allow that defeats the ban
Use the numbered UFW output and live chain order to locate broad allow rules, trusted subnets, or administrative exceptions that precede the Fail2ban jump. Narrow the exception if it is unnecessary, or place the ban logic in a chain and priority that is evaluated before the exception while preserving your management access. Test from both an allowed and a banned source so the change does not lock you out.
Make the result persistent
Firewall rules inserted at runtime can disappear after a service reload, reboot, or network restart. Confirm that UFW’s configuration, the Fail2ban jail, and the selected action all load at boot. After a reboot or deliberate reload, repeat ufw status numbered, the backend inspections, and a controlled connection test. Persistence is part of a working fix; a rule that vanishes on restart is only a temporary observation.
A repeatable outside-in test procedure
- From a separate network, record whether the client uses IPv4 or IPv6 and the destination port.
- On the Ubuntu host, run
sudo ufw status verboseandsudo ufw status numbered; stop if UFW is inactive or the intended rule is absent. - Run
sudo fail2ban-client statusand the service jail’s status; confirm the jail, source address, and ban state. - Inspect
jail.localand the relevant action file; record the log path, filter, ignoreip, threshold, ban time, and backend. - Compare
iptables -S,ip6tables -S, andnft list ruleset; locate the exact address and chain. - Check rule order, interface or hook conditions, and counters. Confirm that the packet path includes the chain.
- Enable UFW logging and, for nftables, temporary logging or packet tracing. Repeat one connection attempt.
- Read
journalctl -u fail2banand the firewall logs together. Match the timestamp, source address, verdict, and counter change. - Apply one remediation, reload the affected jail or firewall, and repeat the same test over the same address family.
What a successful diagnosis looks like
You should be able to state four independent facts: UFW is active (or another intended firewall path is active); the correct Fail2ban jail matched the current service log and did not ignore the source; the action inserted a rule into the backend and chain that handle the connection; and a controlled packet reached that rule and received its terminating verdict. If any one of those facts is missing, the “ban” message alone is not enough to call the address blocked.
