A clean install of Windows 11 Pro may fix an F30 boot problem if damaged Windows files or boot configuration are to blame. It will not repair a failed SSD or necessarily resolve a UEFI Secure Boot trust problem. Check the drive and firmware first, and back up important files before reinstalling: Microsoft warns a clean install removes personal files, apps, customizations, and settings.

What an F30 error does—and does not—tell you

The case behind this question is an HP EliteBook 840 G5 report in which Windows starts when Secure Boot is disabled but fails with it enabled, displaying an authentication rejection. That pattern makes Secure Boot trust or boot configuration worth investigating; it does not prove which one is at fault. The report is anecdotal, not an HP diagnosis. The reported case

HP’s official startup guidance covers the related code “3F0 Boot Device Not Found or Hard Disk Error.” The available information does not establish that “F30” and “3F0” are universally interchangeable. Record the exact on-screen code and check the support guidance for your specific HP model rather than assuming the two codes mean the same thing. Which fault layer should you check?

Possible fault layer What a reinstall might do Useful evidence or next check
Windows startup files or boot configuration A clean install may replace damaged Windows files and rebuild boot configuration, but it is destructive and not guaranteed to help. Try Startup Repair first if Windows Recovery Environment is available. Microsoft: Startup Repair
SSD or storage detection Reinstalling Windows will not fix a failed or undetected drive. Check whether the SSD appears in BIOS/UEFI and run HP PC Hardware Diagnostics UEFI storage tests. A passing test is useful, but does not rule out every intermittent or firmware-related problem. HP startup diagnostic guidance
UEFI Secure Boot trust or firmware configuration A Windows reinstall is not established as a fix for firmware trust state or certificate problems. If failure occurs only with Secure Boot on, investigate Secure Boot settings, boot-manager trust, and model-specific firmware guidance. Microsoft: Windows 11 and Secure Boot

What to try before a clean install

  1. Record the starting state. Note the full HP model, exact error text and code, BIOS version, whether the SSD is listed in firmware, and the result of the UEFI storage test. HP begins its 3F0 guidance with drive diagnostics. If the drive is missing or diagnostics report a failure, prioritize data recovery and hardware service rather than reinstalling Windows onto it. HP diagnostic steps
  2. Restore BIOS defaults, then check boot mode. HP recommends restoring BIOS defaults after the drive check. Afterward, confirm that the system is using the intended UEFI boot mode and that Windows Boot Manager is available. Change one firmware setting at a time so you can tell what affected startup. HP diagnostic steps
  3. Run Startup Repair if recovery is accessible. In Windows Recovery Environment, choose Troubleshoot > Advanced options > Startup Repair. Microsoft says this tool can attempt to correct startup problems such as damaged system files and boot configuration data. It cannot establish that every storage or firmware problem is fixed. Microsoft Startup Repair instructions
  4. Investigate Secure Boot when its on/off behavior is the clue. If Windows boots with Secure Boot off but fails with it on, consult HP’s guidance for the exact model and Microsoft’s Secure Boot troubleshooting material. Avoid clearing or changing Secure Boot keys without a recovery plan: firmware trust changes can prevent the machine from trusting its boot manager. Microsoft Secure Boot troubleshooting guide

When reinstalling Windows 11 Pro makes sense

Consider reinstalling only after the drive is detected and has no reported diagnostic failure, firmware defaults and the intended UEFI boot configuration have been checked, and less destructive startup repair has not resolved a likely Windows boot-file problem. Nothing in the available case establishes that Windows 11 Pro specifically fixes F30; the relevant question is whether Windows installation or boot files are damaged.

Why Secure Boot certificates are relevant—but not a diagnosis

UEFI Secure Boot checks signatures on boot software against certificates trusted by the firmware. Microsoft says the 2011 Secure Boot certificates begin expiring in 2026: Microsoft Corporation KEK CA 2011 on June 24, Microsoft UEFI CA 2011 on June 27, and Microsoft Windows Production PCA 2011 on October 19. The listed replacements include Microsoft Corporation KEK 2K CA 2023, Microsoft UEFI CA 2023, Microsoft Option ROM UEFI CA 2023, and Windows UEFI CA 2023 for signing the Windows boot loader. These are certificate dates, not evidence that a particular F30 error is caused by certificates. Microsoft: Secure Boot certificate expiration and CA updates

Microsoft says devices without the newer certificates continue to start normally and receive standard Windows updates, though over time they lose new early-boot security protections. Its troubleshooting guide also describes a narrower failure scenario: resetting Secure Boot to firmware defaults can clear trust databases needed by a boot manager signed with a newer certificate. Whether that applies to a particular EliteBook depends on its firmware and certificate state; consult the device maker and Microsoft guidance rather than assuming a reinstall will update or repair firmware trust.
