Sometimes, but there is no Russia-wide guarantee. Roskomnadzor announced a decision to block ExpressVPN in September 2021, and access can still vary by ISP, city, device, protocol, server endpoint and destination in 2026. ExpressVPN may connect for one user and fail for another, or connect successfully while a particular website remains unreachable.
The most useful answer depends on what you mean by “work”: establishing a tunnel from inside Russia, loading a blocked website after connecting, or obtaining a Russian IP address are separate questions. No authoritative 2026 success rate or live nationwide status indicator has been published.
What “works” can mean
People asking whether ExpressVPN works in Russia are often asking one of three different questions. Treating them as the same produces misleading advice.
Connecting from a Russian network
This is the basic connection test: can the app authenticate and establish an encrypted tunnel to any ExpressVPN server while the phone or computer is using a Russian ISP, mobile carrier, office network or public Wi-Fi? A state or ISP block can prevent the app from reaching a server at all. A block can also affect only particular protocols, domains or IP ranges, so one network may connect while another cannot.

Reaching a website after the VPN connects
A green “connected” status does not prove that every destination will load. The website may block the VPN server’s address, the route from that server to the website may be failing, or the app may expose a location signal other than its IP address. ExpressVPN’s support guide, updated July 24, 2026, lists all of these as possible explanations for content that will not open.
Getting a Russian exit IP
A Russian exit location is the opposite direction: your traffic leaves the VPN through an address assigned in Russia. Being able to connect from inside Russia does not imply that a Russian exit server is offered, and a provider’s global server count does not prove that it has a Russian endpoint. Confirm an available location in the provider’s current app or server list rather than inferring it from marketing totals.
Why access is uncertain in 2026
The documented 2021 block decision
Roskomnadzor announced on September 2 that it had decided to block ExpressVPN along with five other VPN services. The European Union Agency for Asylum’s country report identifies that announcement as occurring in 2021. The decision is evidence of official blocking action; it is not proof that every ExpressVPN connection has failed continuously since that date.

Blocking changes over time
VPN blocking is an ongoing technical contest. Authorities or ISPs can add known VPN addresses to filtering lists, interfere with connection handshakes, or change the networks on which filtering is applied. Providers can move or add server addresses and alter software behavior. As a result, a configuration that connected last month—or on a different carrier—may not connect today.
In a TechRadar report, an ExpressVPN spokesperson said: “VPN connectivity can be challenging in some countries, and conditions can change over time. We continuously monitor network performance and work to maintain reliable access for users wherever possible.” That is the provider’s statement, relayed by TechRadar, rather than independent measurement from Russian networks.
The 2026 regulatory signal
A letter from Russia’s Ministry of Digital Development dated April 27, 2026 states that Roskomnadzor may block VPN services that do not meet applicable requirements through the centralized network-management framework. The letter describes a mechanism for restricting services; it does not, by itself, establish that every individual’s VPN use is unlawful or explain the legal position for every circumstance.

Rules and enforcement can change. Check current Russian law, local guidance and the VPN’s terms before using the service. Do not rely on blanket claims that VPNs are either universally illegal or universally permitted.

ExpressVPN’s support article, last updated August 19, 2026, reports 113 countries and 214 server locations. Those figures describe the provider’s stated global footprint at that date. They do not provide a Russia-specific connection probability, identify every location in the article’s text, or establish that a Russian ISP can reach any particular endpoint.

Diagnose the failure before changing settings
Use the symptom that matches your situation. Changing settings meant for a website-access problem will not necessarily fix an app that cannot reach any server.

Step-by-step troubleshooting when no server connects
These checks are diagnostic, not a guarantee of circumventing state-level filtering. Stop if local law, an employer’s policy or a network owner’s rules prohibit the activity.
- Record the conditions. Note the date, city or broad region, ISP or mobile carrier, device operating system, ExpressVPN app version and the exact error. A connection that fails only on one carrier points to a different problem than a failure on every network.
- Test another access network. If safe and permitted, compare the same device on a different Wi-Fi connection and on mobile data. If one network connects and another does not, the difference is likely network filtering or routing rather than an account credential.
- Try several server locations. ExpressVPN recommends changing server locations for some access problems. Test a small set rather than repeatedly retrying one endpoint. A successful connection to one location does not show that all locations are reachable.
- Check the app and account basics. Install the current app version offered for your device, sign in again if the session has expired, and verify that the device clock is correct. These checks address ordinary software and authentication errors, not a national block.
- Temporarily remove local conflicts. Security software, another VPN, a proxy, restrictive DNS settings or an enterprise firewall can intercept VPN traffic. Change only one setting at a time, and restore protections after testing.
- Contact support if the pattern persists. ExpressVPN’s guidance specifically recommends contacting support when troubleshooting does not resolve access in a high-censorship country. Give support the network, device, app version, attempted locations and timestamps; do not assume support can override an ISP or state block.
When ExpressVPN connects but a website does not
ExpressVPN identifies several causes for this second case: the website may block known VPN IP addresses; the path between the VPN server and the website may be unavailable; the website or app may use GPS, browser or other signals in addition to your IP; and the provider’s Advanced Protection feature may interfere with a particular service.
- Confirm that the problem is destination-specific. Open a few unrelated sites. If most sites load and one does not, the VPN tunnel is functioning and the issue is more likely the destination’s policy or route.
- Change the server location. A website can block one VPN address range while allowing another. Choose a nearby alternative, wait for the connection to re-establish, and test again.
- Review Advanced Protection. ExpressVPN’s July 24, 2026 support guidance says to disable Advanced Protection if it is interfering with access. Treat this as a controlled diagnostic change; re-enable protective features when finished if you need them.
- Use split tunneling where supported. Split tunneling can send a selected app through the VPN while other traffic uses the normal connection. ExpressVPN notes that availability depends on the supported device and operating system. It may solve an app conflict, but it will not make a blocked VPN endpoint reachable.
- Check location permissions and signals. A mobile app that has GPS or other location access may make a decision that does not match the VPN IP. Review the app’s location permissions and the destination’s account or browser settings, observing the service’s rules.
- Escalate with precise details. If a destination still fails, send support the URL or service name, server location, device, app version and whether other sites work. ExpressVPN does not promise that these steps defeat censorship or a website’s blocking policy.
How to verify an alleged Russian exit location
If your goal is a Russian IP address, first determine whether the current ExpressVPN location list includes Russia. The published total of 113 countries and 214 locations is insufficient evidence. After connecting, use a reputable IP-geolocation checker and compare the reported country with the location selected in the app. Geolocation databases can be stale or disagree, so treat one result as an indication rather than legal proof of physical server location.

Also distinguish an IP address registered to a Russian organization from a server physically hosted in Russia. Providers may use virtual locations or infrastructure arrangements; only the provider’s current location documentation can clarify that distinction. If a website still shows another country, it may be using cookies, account history, GPS or a browser fingerprint rather than the VPN address.
What you can responsibly conclude
- ExpressVPN may connect for some users in Russia in 2026, but access is volatile and network-specific.
- There is an official 2021 block decision and a 2026 ministry letter describing additional blocking authority, so uninterrupted access should not be assumed.
- A provider statement about monitoring performance is not independent evidence of a nationwide success rate.
- Connection from Russia, access to a particular website and a Russian exit IP are separate capabilities.
- No reliable Russia-wide percentage or live status dashboard is established; avoid anecdotes presented as national performance data.
Before you rely on it
Prepare a fallback that does not depend on one VPN endpoint, keep essential accounts and recovery methods available without the tunnel, and avoid making a time-critical decision based on an unverified connection. Recheck the provider’s current app, location list and support guidance on the day you need access. Conditions can change by ISP, device, protocol, destination and date, so a result observed elsewhere—or yesterday—is not a promise for your connection.
