The right export-finance product depends on the cash problem you are solving. Use SBA Export Express for a loan or revolving line up to $500,000, SBA Export Working Capital (EWCP) or the SBA Working Capital Pilot (WCP) for larger borrowing-base or order-driven needs, SBA International Trade financing for equipment and expansion, and EXIM guarantees or insurance when foreign-buyer risk limits what a bank will lend. The programs do not have identical eligibility, collateral, U.S.-content, or reporting rules, so match the instrument to the transaction before approaching a lender.
Choose the financing job before choosing the program
Manufacturers usually encounter four different financing problems in export sales:
- Small, immediate borrowing: a modest equipment purchase, market-entry expense, or short revolving line.
- Pre-shipment cash: materials, labor, overhead, and production costs must be paid before an overseas customer pays.
- Longer-term competitiveness: a plant, machinery, expansion project, or refinancing tied to international sales.
- Buyer-payment risk: a foreign customer wants open-account terms, but nonpayment would leave the manufacturer carrying the loss.
SBA programs primarily improve the lender’s ability to make a loan. EXIM products either support a lender’s working-capital facility or insure eligible export receivables. A guarantee is not a grant and does not eliminate the borrower’s obligation to repay.
| Program | Primary use | Published scale | Guarantee or coverage | Typical collateral base |
|---|---|---|---|---|
| SBA Export Express | Smaller revolving line or term loan for developing exports | Up to $500,000; revolving lines may run up to seven years | 90% for loans of $350,000 or less; 75% above $350,000 | None required up to $50,000 under stated policy; lender requirements may apply above that level |
| SBA Export Working Capital (EWCP) | Pre-shipment production and export receivables | Up to $5 million; revolving terms generally 36 months or less | Up to 90% SBA guarantee | Export inventory and foreign accounts receivable are generally the borrowing base |
| SBA Working Capital Pilot (WCP) | One line supporting domestic and export cash cycles | Up to $5 million | SBA guarantee applies under the pilot structure; the exact percentage depends on the approved facility | Inventory and receivables for an asset-based line, or contract cash flow for a transactional line |
| SBA International Trade | Facilities, machinery, expansion, market development, or related refinancing | Up to $5 million total financing | Up to 90% SBA guarantee under export-loan rules | Assets financed and other collateral required by the lender |
| EXIM Working Capital Loan Guarantee | Increase a bank’s lending against export receivables, inventory, inputs, labor, overhead, or standby letters of credit | Amount is set by the participating lender and borrowing base | 90% of eligible export accounts receivable and 75% of eligible export inventory | Export receivables and inventory, subject to EXIM and lender eligibility |
| EXIM Export Credit Insurance | Protect against eligible foreign-buyer nonpayment and support open-account sales | Express Insurance criteria include no more than 10 buyers and average export-credit sales of $10 million or less | Express Insurance lists 95% base coverage with no first-loss deductible | Insured receivables; a lender may also require a borrowing base and other collateral |
The figures above are program-level limits, not an approval promise. A lender still evaluates repayment capacity, ownership, financial statements, concentration, collateral quality, and the specific export contracts.

SBA Export Express: the streamlined option for smaller needs
What it finances
The U.S. Small Business Administration describes Export Express as a program that “guarantees smaller dollar revolving lines of credit or term loans to support small business concerns that wish to develop the export side of their business.” It is designed for a manufacturer testing an overseas market, purchasing a relatively modest piece of equipment, or funding a discrete order without building a large borrowing-base facility.
Amount, guarantee, and term
The maximum loan amount is $500,000. The SBA guarantee is 90% for loans of $350,000 or less and 75% for loans above $350,000. A revolving line may run for up to seven years. The lender makes the credit decision; the SBA guarantee protects the lender against a defined portion of loss rather than paying the borrower’s debt.
Collateral and lender process
No collateral is required for loans up to $50,000 under the stated Export Express policy. For larger facilities, the lender can request available collateral, but the policy says a loan cannot be declined solely because collateral is inadequate. Ask the lender whether it has delegated authority to process Export Express applications; that can reduce an additional SBA review, although underwriting and documentation still take time.

Export Express is generally the first program to discuss when the requested amount is below $500,000 and the need is not primarily a long-term plant expansion or a complex asset-based borrowing base.
Working-capital programs for export orders and mixed cash cycles
SBA Export Working Capital Program (EWCP)
EWCP is built for a company that can generate export sales but must spend cash before shipment or before collecting the foreign receivable. The maximum loan amount is $5 million, with a 90% maximum SBA guarantee. Revolving terms are generally 36 months or less.

The collateral base is usually export-related inventory and foreign accounts receivable. A lender may advance against an approved borrowing base, require periodic reports, and limit advances when receivables age, a buyer concentration changes, or inventory falls outside the eligible categories. Interest is negotiated with the lender; the SBA lender guidance does not state a maximum interest-rate cap for EWCP.
Use EWCP when a signed purchase order or recurring export pipeline drives a measurable need for materials, labor, overhead, production, or collection-period financing. Prepare an order schedule and a borrowing-base model rather than asking only for a general-purpose loan.

WCP can support both domestic and export working capital in one facility. SBA describes two useful structures:
- Transactional line: advances are tied to specific contracts or orders.
- Asset-based line: availability is calculated from eligible inventory and receivables.
Loans can reach $5 million. WCP is a better fit than EWCP when domestic and export cash cycles are intertwined and separating only the export portion would make the facility impractical. Confirm the guarantee percentage, advance rates, reporting cadence, reserves, and ineligible receivables in the lender’s term sheet; those details are not identical across facilities.
SBA International Trade loans for equipment and expansion
An SBA International Trade loan combines fixed-asset financing, working capital, and debt refinancing for an existing exporter or a business developing new export markets. SBA’s export-finance guidance, updated January 27, 2026, describes a $5 million maximum total financing and an SBA maximum guarantee of 90% under the export-loan rules.

This product fits a manufacturer replacing production equipment, modernizing a facility, adding capacity for international orders, investing in market development, or refinancing debt connected to international competitiveness. It is not the natural choice for a short production gap that will be repaid when one invoice is collected; use a working-capital structure for that cash cycle.
The lender determines the repayment term, collateral package, equity contribution, and financial covenants. Expect to document the assets to be financed, how the project improves export competitiveness, projected domestic and foreign sales, and any debt being refinanced.
EXIM support when the bank needs additional export protection
EXIM Working Capital Loan Guarantee
The Export-Import Bank of the United States (EXIM) works through a private lender rather than replacing it. EXIM’s description is direct: “EXIM doesn’t replace your private bank; it simply backs their loan and increases your borrowing power.” The participating bank still underwrites and administers the facility.
For eligible U.S. exporters, EXIM can guarantee 90% of export-related accounts receivable and 75% of export-related inventory. The support can cover production inputs, labor, overhead, export inventory, receivables, and standby letters of credit, subject to product rules and lender approval.
For this product, the business generally must have operated for at least one year, export goods with at least 50% U.S. content manufactured in and exported from the United States, and be adequately capitalized for the requested loan. Because EXIM also publishes general eligibility guidance with a three-year operating-history benchmark, one full-time employee, positive net worth, eligible U.S.-made goods or services by U.S. workers, a DUNS number, and SAM.gov/UEI registration, ask EXIM and the lender which threshold applies to the specific product and transaction.

EXIM Export Credit Insurance
Export-credit insurance protects eligible foreign accounts receivable against buyer nonpayment. That protection can make a bank more willing to lend against receivables and can let a manufacturer offer open-account terms instead of demanding cash in advance or a letter of credit from every buyer. The policy does not remove the need to screen buyers, follow reporting rules, or comply with approved-credit limits.
EXIM Express Insurance for smaller exporters
EXIM Express Insurance is designed for small exporters with limited credit-export experience. Published criteria include:
- SBA small-business status.
- Three-year average export-credit sales of $10 million or less, excluding Canada and secure-payment sales.
- 10 or fewer buyers.
- No more than five years of export-credit experience.
The product lists 95% base coverage, no first-loss deductible, and a refundable $500 advance deposit to issue the policy. Verify buyer eligibility, country limits, covered risks, premium calculations, and claim procedures before relying on the coverage in a pricing decision.
Eligibility checkpoints before you apply
SBA baseline
SBA generally expects an operating, for-profit U.S. small business that is creditworthy and unable to obtain reasonable credit elsewhere. The lender will apply SBA size standards and its own credit policy. Being an exporter does not guarantee approval; weak cash flow, incomplete records, excessive leverage, or a poorly documented order can still result in a decline.

EXIM’s general eligibility description calls for at least three years in business, one full-time employee, positive net worth, eligible U.S.-made goods or services produced by U.S. workers, a DUNS number, and SAM.gov/UEI registration. Product-specific rules can differ, as shown by the working-capital product’s generally one-year operating-history statement. Confirm the applicable rule in writing with the participating lender or EXIM contact.

- Define the cash problem. Decide whether you need pre-shipment cash, a revolving line, fixed assets and expansion, or protection against buyer nonpayment.
- Build the evidence package. Assemble export contracts or purchase orders, sales projections, borrowing-base detail, receivables aging, inventory records, ownership information, and U.S.-content calculations.
- Approach an SBA-participating lender. Ask specifically about Export Express, EWCP, WCP, or International Trade financing and whether delegated authority is available.
- Add EXIM support when appropriate. Identify a participating lender, confirm buyer approvals and U.S.-content rules, and complete required DUNS and SAM.gov/UEI registrations.
- Compare the complete term sheet. Review total interest, guarantee fees or insurance premiums, collateral, advance rates, reporting, tenor, reserves, covenants, and currency and payment terms before signing.
How to choose in common manufacturer situations
A first overseas order below $500,000
Start with Export Express if the need is a modest line, equipment purchase, or market-entry expense. If the order creates a large pre-shipment borrowing need, EWCP may be more appropriate even when the first contract is small, because availability can be tied to eligible inventory and receivables.
Several export contracts with a recurring production cycle
Compare EWCP with WCP. EWCP keeps the facility focused on export sales. WCP may be simpler when domestic and export receivables share the same payroll, inventory, and collection cycle.
Recommended Free Tools
A new plant, machine tool, or capacity expansion
Discuss an International Trade loan when fixed assets and longer repayment are central. Add a separate working-capital line if the construction or purchase does not itself fund the production cycle.
A sound buyer wants open-account terms
Consider EXIM export-credit insurance. It addresses the risk that a foreign account receivable will not be paid and may improve the lender’s willingness to advance against that receivable. Insurance is not a substitute for confirming the buyer’s approved credit limit and the policy’s exclusions.
The lender likes the order but rejects the borrowing base
Ask whether an EXIM Working Capital Loan Guarantee can support the facility. EXIM’s 90% receivables and 75% inventory guarantees may increase borrowing power, but the lender still controls underwriting, collateral administration, and the final advance structure.
Costs, terms, and pitfalls to check
- Guarantee versus coverage: SBA and EXIM guarantees protect the lender’s exposure; they do not forgive the borrower’s debt. Insurance covers defined receivable risks and has policy conditions.
- Collateral availability: A stated guarantee percentage does not tell you the advance rate. Ask how aged receivables, foreign buyers, disputed invoices, inventory location, and currency affect availability.
- U.S.-content calculations: EXIM’s working-capital rule generally requires at least 50% U.S. content manufactured in and exported from the United States. Document the calculation for each eligible product.
- Buyer and country approvals: Insurance and guaranteed facilities can require approval of individual buyers or destinations. Do not promise open-account terms until those approvals are confirmed.
- Rates and fees: SBA lender pricing is negotiated. The supplied SBA guidance states no maximum interest-rate cap for EWCP, and the only specific Express Insurance amount published here is the refundable $500 advance deposit. Obtain every lender fee, SBA guarantee fee, EXIM premium, audit charge, and unused-line fee in writing.
- Reporting burden: Asset-based and insured facilities may require borrowing-base certificates, receivables aging, inventory reports, shipment evidence, and periodic compliance certifications. Include the staff time and accounting cost in the comparison.
- Currency and payment terms: A guarantee or policy does not eliminate exchange-rate exposure, late-payment timing, or disputes over delivery. Match invoice currency, hedging, shipment terms, and the borrowing-base currency to the facility.
A practical decision rule
Choose the smallest structure that reliably funds the actual export cycle, then add protection where the lender’s risk—not the production economics—is the constraint. That usually means Export Express for a sub-$500,000 streamlined need; EWCP or WCP for order-driven working capital up to $5 million; International Trade for fixed assets and expansion; and EXIM guarantees or insurance when receivables, inventory, or buyer credit prevent a conventional facility from working. Confirm current rules, participating-lender status, and product-specific eligibility before committing, because lender pricing and approval conditions are not set by the program ceiling alone.
