Yes. Currency markets can move within minutes—or by the next trading day—when a credible tariff threat changes expected trade costs, retaliation risk, interest-rate expectations and risk premia. The direction is conditional: a unilateral tariff may lift the imposing country’s currency, while retaliation, policy uncertainty or a loss of safe-haven confidence can push it lower.

Why a tariff threat moves currencies before any goods cross a border

Foreign-exchange prices reflect expected future earnings, inflation, interest rates and capital flows. Traders do not need to wait for customs data when a government announces a sufficiently specific and credible tariff plan. They immediately reassess the export revenue that the targeted country may lose, the probability of retaliation, the likely effect on consumer prices and central-bank policy, and the compensation investors demand for taking risk.

That repricing can change the value of a currency even if the tariff is later delayed, reduced or cancelled. A threat is therefore a financial event in its own right, not merely an administrative step before implementation.

How quickly do exchange rates react?

Minutes after a message

A Bank of Canada study of tariff-related presidential messages in 2021 estimated average bilateral moves within five minutes. The U.S. dollar appreciated 0.022% against the Canadian dollar and 0.049% against the Mexican peso over that window. These are short event-window estimates, not forecasts of a full-day or permanent change.

The first full trading day

An event study published in International Economics in 2026 found the strongest response on the first full trading day after the 2025 U.S. reciprocal-tariff announcement. For countries facing tariffs above the 10% floor, each additional 10 percentage points of announced tariff was associated with approximately 0.13% depreciation against the dollar on the following trading day.

The estimate covers 97 countries overall, with the sharper above-floor calculation based on 40 countries. The full sample’s average effect was small and statistically insignificant because many countries received the 10% minimum.

Why the dollar can rise or fall

Unilateral tariffs can support the imposing currency

In a textbook unilateral action, a tariff makes imported goods more expensive and may increase demand for domestic production. Investors can also expect the targeted country’s export receipts to weaken relative to the imposing country’s receipts. Those channels can create demand for the imposing country’s currency.

Evidence summarized by Daniel Ostry, Simon Lloyd and Giancarlo Corsetti in Bank of England Staff Working Paper 1,139 (2025) states: “The US dollar (USD) appreciates if the tariff is imposed unilaterally, but depreciates if other countries retaliate.” The result is a conditional relationship, not a rule that every U.S. tariff announcement strengthens the dollar.

Retaliation can reverse the initial move

When trading partners threaten or impose counter-tariffs, expected trade losses spread to the imposing country. Retaliation can reduce export demand, disrupt supply chains and increase the chance of slower growth. If investors also expect easier monetary policy, the currency may depreciate instead of appreciating.

Risk and safe-haven effects can dominate

Tariffs often arrive alongside broader policy uncertainty. Investors may sell equities, reduce leveraged positions and move money between government bonds, cash and traditionally defensive currencies. The exchange-rate move can therefore reflect liquidity and safe-haven positioning as well as the tariff’s direct trade effect.

The European Central Bank’s analysis of the April 2025 episode characterized it as a broader risk-off and policy-uncertainty shock. Tariffs were an important trigger within that repricing, but the currency change cannot be attributed to tariffs alone.

What happened after the 2025 reciprocal-tariff announcement?

The 2025 episode shows why announcement-day headlines and longer-term currency trends can differ. The event study found a measurable next-day response, including roughly 0.13% depreciation for each additional 10 percentage points of tariff above the 10% floor in the affected-country subset. Currencies began recovering on day two and moved back toward pre-announcement levels within days.

That pattern indicates a fast repricing followed by reassessment. Traders initially priced the announced schedule and its risks, then adjusted as officials signaled possible exemptions, delays, negotiations or retaliation. A short-lived move does not mean the announcement had no economic effect; it means subsequent information offset part of the first price change.

Four comparisons that determine the likely currency response

Dimension What markets price Evidence or implication
Unilateral action versus retaliation Whether trade costs fall mainly on the target or spread to both sides Bank of England evidence finds dollar appreciation after unilateral U.S. tariff shocks but depreciation when partners retaliate.
Threat or announcement versus implementation Credibility, timing and probability that the policy will actually take effect Markets can move at the message; implementation may produce a second move if the final terms differ.
Tariff size and coverage Expected effect on export revenue, prices and growth across countries In the 2025 study, every additional 10 percentage points above the 10% floor corresponded to about 0.13% next-day depreciation for the above-floor group.
Immediate move versus persistence Whether later information confirms or reverses the initial repricing The 2025 currencies began recovering on day two and returned toward pre-announcement levels within days.

Why the exchange-rate channel can offset a tariff

A currency change alters the relative prices that the tariff is intended to change. If the local currency appreciates, the targeted country’s goods become cheaper in foreign-currency terms, which can offset part of the tariff’s price effect. Bank of Canada researchers Dmitry Matveev and Francisco Ruge-Murcia write that tariff effects “can be eased or overturned if the local currency appreciates and prevents the relative prices of local and foreign goods from adjusting.”

This is why the same tariff percentage can produce different trade outcomes across countries. Exchange rates, domestic inflation, monetary policy and supply-chain exposure all influence the final adjustment.

How long does a tariff-driven currency move last?

There is no fixed duration. The immediate response can occur within minutes, while the largest measured move may appear on the next full trading day. In the 2025 study, currencies started recovering on day two and moved toward their pre-announcement levels within days. A move is more likely to persist when tariffs are implemented, retaliation escalates, or the policy changes expected growth and interest rates for a sustained period.

Conversely, a threat that is postponed, narrowed or offset by negotiations can produce a sharp but temporary move. The 2025 estimates describe short-run responses to one unusually transparent announcement; they are not a permanent elasticity that applies to every tariff episode.

How to interpret a tariff-day currency headline

  • Check the time window: a five-minute reaction, next-day return and multi-week trend measure different things.
  • Identify the action: distinguish a proposal, formal announcement, implementation date and confirmed retaliation.
  • Compare the tariff with the 10% floor: the 2025 above-floor estimate does not describe countries that received only the minimum.
  • Look for simultaneous shocks: equity losses, bond-market moves, liquidity stress and safe-haven flows may be moving the currency at the same time.
  • Separate direction from causation: a weaker dollar after an announcement does not prove tariffs alone caused the decline.

What the evidence establishes—and what it does not

The evidence supports a clear answer on speed: credible tariff threats can move exchange rates almost immediately. It also supports a conditional answer on direction: unilateral action may strengthen the imposing currency, while retaliation and uncertainty can reverse that effect. The measured 2025 response was fast and largely reversible over several days.

It does not establish a universal tariff-to-currency formula. Country coverage, tariff design, retaliation, monetary-policy expectations and the wider risk environment determine the outcome of each episode.
