Eutelsat is the European company investors are turning to after Ukrainian officials reported restrictions on SpaceX’s Starshield military satellite service. Its OneWeb low-Earth-orbit network is the main existing European alternative discussed in current reporting, but it cannot immediately replace Starshield’s battlefield capabilities or Starlink’s scale.

Why Eutelsat shares rose 25%

Eutelsat shares gained about 25% in the week ending 16 October 2026. Euronext’s market report, carried by Reuters, showed a 15% rise during the morning session that brought the weekly increase to roughly 25%.

The move reflects a geopolitical and resilience trade: governments and investors are reassessing dependence on satellite networks controlled outside Europe after Ukraine reported interruptions affecting military communications. It is not evidence that Eutelsat has already won equivalent contracts or completed a lasting earnings turnaround. Share prices can move ahead of actual revenue, capacity and procurement decisions.

What Ukraine reported about Starshield

Starshield and Starlink are related but different services. Starlink is SpaceX’s commercial satellite-internet offering. Starshield is its military-grade service, and Ukrainian units have used Starshield terminals for communications and drone operations.

The Associated Press reported that sudden Starshield restrictions alarmed Ukrainian military and government officials. Commanders described lost drones and disrupted missions, while some units later said connectivity returned. Public reports did not establish a complete technical order from SpaceX or the US government, so the precise cause and scope remain uncertain.

Tom’s Hardware reported Ukrainian officials’ claim that Starshield terminals were speed-limited above 100 miles per hour (160 km/h). A limit at that threshold would complicate operations involving fast-moving drones and other mobile platforms. It should not be described as a universal shutdown of every Ukrainian Starlink terminal.

Why OneWeb makes Eutelsat Europe’s leading alternative

Reuters reporting carried by MarketScreener describes Eutelsat as the only other company besides SpaceX providing space-based internet through a low-Earth-orbit network. Eutelsat’s OneWeb constellation therefore gives European governments an existing connectivity option when control, continuity and procurement sovereignty matter.

OneWeb is not a like-for-like substitute in every mission. Current reporting says Europe does not immediately match Starlink’s scale and capabilities. A government choosing between systems has to examine more than satellite ownership:

  • Control and sovereignty: who can alter, restrict or restore service during a crisis.
  • Coverage and capacity: how much usable bandwidth is available in the required locations.
  • Mobility and resilience: whether terminals work on moving platforms and in contested or jammed environments.
  • Availability timeline: what can be delivered through existing OneWeb capacity versus future European infrastructure.
  • Business model: OneWeb is oriented toward wholesale, enterprise and government customers, while Starlink is also built around mass-market retail access.

IRIS² EU operator consortium under a long-term concession Planned multi-orbit connectivity for government users Developing strategic capability, not an immediate battlefield replacement

IRIS² is Europe’s strategic answer, not an instant switch

European officials frame IRIS²—Infrastructure for Resilience, Interconnectivity and Security by Satellite—as the long-term answer to dependence on foreign satellite networks. Chambers describes it as a planned multi-orbit constellation delivered through a long-term concession with an EU operator consortium.

Euronews, citing European Commission calculations for 2026, reports a projected 60% increase in secured public-sector capacity in the EU and 54% worldwide. Those are forward-looking capacity projections, not measurements of an operational constellation today.

IRIS² is designed around government resilience and sovereign access. The available reporting does not establish that Ukrainian forces can immediately transfer all Starshield-dependent drone or communications missions to IRIS², nor that IRIS² currently operates at Starlink’s scale.

Europe’s launch capability helps, but does not solve the network problem

Europe’s Ariane 6 launcher has been flying since 2024. Euronews reports that it completed four launches in 2026, including three missions carrying satellites for Amazon Leo, Amazon’s satellite-internet project.

Those launches support Europe’s industrial and strategic space base, but launch access is only one part of a broadband system. A useful military network also requires a dense constellation, ground infrastructure, user terminals, spectrum coordination, cybersecurity, network operations and contracts that guarantee service under pressure. Ariane 6 progress therefore strengthens the foundation without making OneWeb or IRIS² an instant Starshield equivalent.

What the market reaction does—and does not—mean

The 25% weekly gain is best read as a signal about perceived strategic value. Investors may expect governments to diversify suppliers, fund sovereign capacity or seek more European-controlled connectivity after seeing how a private operator’s decision can affect military operations.

It does not prove that Eutelsat’s revenue will rise by 25%, that OneWeb has won a specific Ukrainian contract, or that the company can reproduce Starlink’s coverage, capacity or mobility performance. The figure is a dated market snapshot from the week ending 16 October 2026 and can change with subsequent trading.

Questions governments must answer before switching networks

Can existing OneWeb capacity support the mission?

Procurement teams need to match available coverage, terminal type, throughput and latency to the actual operation. A network suitable for fixed government sites may not meet the demands of fast-moving drones.

Who has authority in a crisis?

Contracts should specify service-continuity obligations, escalation procedures and the circumstances in which a provider can restrict traffic. The Ukraine episode shows why technical capability and political control are separate procurement questions.

How quickly can terminals and gateways be deployed?

A constellation is not useful to a unit that lacks compatible terminals, trained operators, resilient gateways or secure integration with command systems. Transition planning must cover those elements rather than assuming that a satellite subscription alone creates interoperability.

Bottom line for readers

Eutelsat is Europe’s most visible existing connectivity alternative because OneWeb is already in orbit and serves institutional customers. That explains the share rally after reports of Starshield limits. But Europe’s durable answer is a combination of OneWeb, future IRIS² capacity and independent launch and ground infrastructure—not an immediate one-for-one replacement for Starshield or Starlink.
