Yes—but not everywhere and not automatically. Europe’s rapidly expanding data-centre load could push electricity costs higher where very large new connections run into saturated grids, long connection queues or limited local generation. The risk is concentrated rather than a uniform Europe-wide surcharge: stronger networks, flexible demand, storage, workload shifting and clean generation near campuses can reduce the pressure.

What the latest figures show

European data centres already represent a material electricity load, and official projections show a steep increase this decade. The European Commission said in 2026 that data centres account for around 2.5% of EU electricity consumption. Installed capacity is expected to rise from approximately 12 GW in 2025 to around 28 GW by 2030.

The Council of the EU estimated data-centre consumption at about 70 TWh in 2024, roughly 2% of total European electricity use. It projects demand of approximately 115 TWh by 2030—an increase of more than 45 TWh, or about 70% from 2024. The different percentages reported by the Commission and Council reflect different years, measures and methodologies; neither represents a separate surcharge on consumer bills.

Measure Official figure Period and qualification
EU data-centre electricity share About 2.5% European Commission, 2026
Data-centre electricity use About 70 TWh Europe, 2024; approximately 2% of total electricity consumption
Projected data-centre electricity use Approximately 115 TWh 2030 projection; more than 45 TWh above 2024, roughly 70% growth
Installed data-centre capacity About 12 GW to 28 GW 2025 to 2030 projection
Ireland’s data-centre share About 20% of national electricity consumption 2024
Average EU retail electricity price €104/MWh 2024 average; 8% below 2023 but 81% above 2021

An earlier Joint Research Centre estimate placed EU data-centre use at 45–65 TWh in 2022, equivalent to 1.8–2.6% of EU electricity consumption. Efficiency gains meant energy use grew more slowly than data-centre workloads at that point, but projected AI-related expansion changes the scale of new demand.

How data centres can increase electricity prices

Local grid congestion can raise connection and network costs

Large campuses often seek connections measured in tens or hundreds of megawatts. When several projects target the same area, transmission and distribution equipment can become the constraint before the wider European power system runs short of generation. Developers may face expensive network upgrades, while regulators must decide how those costs are recovered through connection charges or network tariffs. Other customers can be affected if reinforcement costs are socialised.

The European Commission warned in its 2026 Energy for AI communication: “These developments could, if not proactively managed, undermine the security and sustainability of the energy supply, exacerbate grid congestion and drive-up electricity prices, especially considering data centres’ capacity to compete with other energy consumers for access to energy.”

More demand can tighten wholesale markets at busy times

A data centre that operates continuously adds demand to the hours when the system is already stressed. If supply is tight, the marginal generator needed to meet that extra load can be more expensive, lifting wholesale prices in the affected bidding area. The size of that effect depends on interconnection, available generation, weather and the timing of computing demand; it is not a fixed charge attached to every data-centre megawatt.

Retail bills combine several different prices

Wholesale energy is only one part of a bill. Retail prices also include network tariffs, taxes and levies, supplier costs and infrastructure investment. Consequently, a local data-centre connection could increase network costs without producing the same-sized change in the wholesale price, or wholesale prices could rise while a household’s bill changes less because of contracts and regulated components. These measures should not be conflated.

Which places are most exposed?

Exposure is greatest where data centres are clustered and the grid has little spare capacity. Established European hubs with long connection queues or saturated substations face more immediate pressure than areas with available transmission and distribution capacity. National averages can therefore conceal significant local effects.

Ireland is the clearest quantified example

Data centres consumed about 20% of Ireland’s national electricity in 2024, according to the Council of the EU. That concentration makes planning, connection policy and peak-demand management especially important. It does not mean every Irish household paid a 20% data-centre surcharge; it shows how large the sector’s share of national demand has become.

There is no evidence for a single country ranking

The official figures establish a mechanism and identify concentrated hubs as the risk points, but they do not provide a Europe-wide ranking of countries by future price impact. A country with substantial capacity can face less pressure than a smaller market if its grid has more headroom, stronger interconnection or better demand flexibility.

Why AI makes the pressure more urgent

AI services require power-dense computing equipment and supporting cooling systems. The Commission’s capacity projection—from about 12 GW in 2025 to 28 GW in 2030—illustrates how quickly new connections could arrive. The Council’s demand projection, from 70 TWh in 2024 to approximately 115 TWh in 2030, indicates that the issue is not limited to a short-lived construction cycle.

Efficiency improvements remain important. The Joint Research Centre found that energy demand grew more slowly than workloads through 2022. Efficiency, however, reduces the electricity required per unit of computing; it does not guarantee that total consumption will fall when the number of workloads and facilities expands faster.

Why adding generation alone may not solve the problem

New wind, solar, nuclear or gas capacity can increase the amount of energy available, but a project still needs a deliverable grid connection at the right location and time. A locally saturated substation or transmission corridor can delay a campus even when Europe has enough generation in aggregate. This is why the Commission identifies grid congestion and competition for access—not only total generation—as central risks.

Building reinforcement also takes time and requires cost-allocation decisions. If demand arrives before upgrades are complete, the system may rely on expensive short-run generation or restrict new connections, either of which can raise costs or delay investment.

Measures that can limit price pressure

Reinforce networks where demand is durable

Transmission lines, substations and distribution equipment can remove physical bottlenecks. Planning works best when grid operators receive credible information about project timing, size and operating profiles rather than a collection of speculative connection requests.

Make computing and cooling flexible

Cooling systems, batteries and other controllable loads can reduce consumption during stressed hours. Demand-response contracts can allow an operator to lower or defer non-urgent workloads when the grid is constrained, limiting the need for costly peak generation.

Shift workloads between regions or times

Some AI training, batch analytics and backup tasks can move to a different facility or run when renewable output is high. Geographic and time shifting is less practical for latency-sensitive services, but even partial flexibility can reduce local peaks.

Locate clean generation with or near campuses

Co-located or nearby low-carbon generation can reduce the amount of power drawn through constrained corridors. It does not eliminate the need for reliable grid backup, storage or connection capacity, particularly when renewable output varies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use connection and tariff rules to reflect system conditions

Queue management, transparent upgrade charges and tariffs that reward flexible demand can discourage projects from concentrating in the most constrained locations. Policymakers must balance rapid digital investment with fair access for households, manufacturers and other electricity users.

What households and businesses should expect

Europe’s electricity prices were already elevated before the next wave of data-centre capacity arrives. The European Commission reported an average EU retail price of €104/MWh in 2024—8% lower than in 2023 but still 81% above 2021—and said industrial gas and electricity prices remained two to four times those of the EU’s main trading partners after the energy crisis. Data-centre growth could add pressure in constrained areas, but the official evidence does not establish one Europe-wide euro-per-megawatt-hour increase caused solely by data centres.

For customers, the most relevant indicators are local connection queues, planned substations and transmission projects, changes in network tariffs, and whether large campuses have enforceable flexibility or storage arrangements. A national price average can remain stable while a particular region experiences higher infrastructure costs or tighter capacity.

What to watch through 2030

  • Whether installed capacity follows the projection from approximately 12 GW in 2025 to around 28 GW in 2030.
  • How quickly electricity demand approaches the Council’s approximately 115 TWh 2030 projection.
  • Connection-queue duration and available capacity at major data-centre hubs.
  • Investment in transmission and distribution reinforcement, rather than generation alone.
  • Adoption of batteries, demand response, flexible cooling and workload relocation.
  • How regulators allocate network upgrade costs among data centres and other users.

The central conclusion is conditional: unmanaged concentration can raise electricity costs, while coordinated grid investment and flexible operations can contain the effect.
