The EU has not banned video game microtransactions or found Ubisoft or Activision Blizzard liable. Instead, consumer-protection authorities are scrutinizing specific practices in two separate, ongoing actions: one involving Ubisoft’s For Honor and virtual currencies, and another involving Microsoft and Activision Blizzard games Call of Duty Mobile and Diablo Immortal.
What the EU action actually means
The European Commission says the Consumer Protection Cooperation (CPC) Network launched coordinated actions over commercial practices that may breach EU consumer law. These actions involve scrutiny and engagement with the companies, not a final court judgment. If concerns remain unresolved, CPC authorities may consider national enforcement measures. The Commission’s coordinated-actions update describes both matters as ongoing.
The headline phrase “declares war” is therefore rhetorical, not a description of a legal ban or a finding of wrongdoing. The Commission has not reported a final liability finding or remedy against the publishers in these actions.

Ubisoft and Activision Blizzard are in separate actions

The second action covers a broader set of concerns than virtual currency alone. The Commission lists these allegations as matters under scrutiny; they should not be read as findings that the companies violated the law.

Are video game microtransactions illegal in the EU?
No blanket ban is described in the Commission materials. The scrutiny concerns particular commercial practices and how they may comply with consumer law. A purchase using virtual currency is not, by itself, identified as categorically illegal in the cited materials.
The relevant framework is the CPC Network’s non-exhaustive key principles on in-game virtual currencies, published on 21 March 2025. They describe how consumer-protection legislation applies to these practices; they are guidance, not a new standalone ban.

What the CPC principles ask companies to consider
Show the real price clearly
Consumers should receive transparent pricing and relevant information before they commit to a purchase. When a game presents a price in virtual currency, the principles focus on whether players can understand the real cost of the content and the terms of the transaction.

The principles address practices that obscure the cost of game content or make consumers buy virtual currency when that structure prevents them from making an informed purchase. The issue is how the transaction is designed and disclosed, not simply whether a game has a virtual currency.

Respect withdrawal rights
The principles also address consumers’ right of withdrawal. The relevant question is whether the purchase flow and information provided respect the rights that apply to the transaction; the principles do not establish that every in-game purchase has identical withdrawal terms.
Take account of vulnerability, especially children
The principles call attention to vulnerable consumers, particularly children. This is especially pertinent to the separate Microsoft/Activision Blizzard action, which includes concerns about direct exhortations to children and parental-control settings selected in advance.

A 3 June 2025 Commission workshop report on applying the principles says they were adopted in March 2025 and led by the Netherlands Authority for Consumers and Markets and the Norwegian Consumer Authority. The workshop included consumer authorities, game companies, consumer organisations, European Consumer Centres, academics, and other experts.

What players and families should take from this
- The proceedings are not a ban. The cited materials describe consumer-law scrutiny of specified practices, not a prohibition on all microtransactions.
- The companies are not one combined case. Ubisoft EMEA SAS and For Honor appear in the virtual-currency action; Microsoft and Activision Blizzard are named in a distinct action involving two other games and a wider list of concerns.
- There has been no reported final ruling in these actions. The Commission describes them as ongoing and says national enforcement may be considered if concerns are not resolved.
- The practical questions are about the transaction and its design. Clear real-world pricing, adequate information before purchase, withdrawal rights, and safeguards for vulnerable players are central themes in the CPC principles.
