For the EU Digital Product Passport (DPP), you need software that can connect a product’s persistent identifier to accurate, current product data and make the right data available to the right users. You do not need one prescribed vendor or universal software stack: the applicable product-group rules determine the required data, carrier, identity level and access conditions.
What the Digital Product Passport requires
Regulation (EU) 2024/1781, the Ecodesign for Sustainable Products Regulation (ESPR), establishes the framework for DPP requirements. For a covered product, Article 9 links market placement or putting the product into service to having a passport available in accordance with the applicable delegated act and the Regulation’s technical provisions. The data must be accurate, complete and up to date. Read Regulation (EU) 2024/1781 on EUR-Lex.
The ESPR is not a single, exhaustive DPP specification. Product-group delegated acts—and, for some products, separate EU legislation—determine the concrete requirements. These can include required data, the data carrier and where it appears, whether the passport identifies a model, batch or individual item, and how people can access it before a sales, hire or hire-purchase contract. Obligations apply to operators placing in-scope products on the Union market, whether the products are made in the EU or imported. As of 11 October 2026, the Commission’s implementing decision on harmonised DPP standards, Decision (EU) 2026/1736, was published on 15 July 2026. Standards and implementation details can change; verify the current legal text and the applicable product rules before treating a design as compliant. See Implementing Decision (EU) 2026/1736.

What a DPP software system needs to do
A data carrier—such as a QR code—provides a way for a device to access the passport. It is not the passport itself: the underlying system must resolve the product identity and deliver the applicable data under the relevant access rules. The Regulation calls for persistent unique product identification, interoperability and safeguards against vendor lock-in.
Manage identity and resolution
Maintain a persistent unique product identifier and connect it to the data carrier. Model the identity level explicitly: the relevant act may require a passport for a model, batch or individual item. A stable resolution mechanism should continue to work through product lifecycle changes; a single public URL is not a complete identity or passport strategy.

Annex III lists possible data elements, including the unique product identifier and identifiers for economic operators and facilities. It also refers to identifier and carrier standards, including the ISO/IEC 15459 series where applicable. The annex is not a universal checklist of fields required for every product; the applicable product rules establish which elements are required or permitted.

The framework calls for open standards and interoperable formats, with data that is machine-readable, structured, searchable and transferable as appropriate. It requires technical, semantic and organisational interoperability between DPPs and is designed to avoid vendor lock-in.

As an engineering approach—not a legally prescribed software blueprint—separate these concerns in your system design:
- Product identifiers and the mechanism that resolves them to passport data.
- An authoritative product data model aligned to the applicable product rules.
- Validation and provenance for incoming data.
- Publication, versioning and update workflows.
- Access policies and controls on who can change which data.
- Integration with other product, supply-chain and compliance systems.
Control access and changes
The framework provides free and easy access for relevant actors according to their respective rights. Customers, manufacturers, importers, distributors, dealers, repairers, refurbishers, remanufacturers, recyclers and authorities may have different access. Design permissions around those distinctions: do not assume every field is public or that every participant can edit it.

Personal data relating to customers must not be stored in the DPP without their explicit consent under the applicable data-protection rule. Keep customer identity and other personal information outside the passport unless the legal basis and consent requirements for the specific use have been established.

The responsible economic operator or a DPP service provider can store the passport. The operator must also make a backup copy available through a service provider. When evaluating a system or provider, assess portability, identity persistence, backup and recovery, access control, update auditability, standards support and coverage of the applicable product rules. These are practical evaluation criteria, not official vendor certifications or endorsements.

Choosing a physical data carrier
The Regulation defines a data carrier broadly: it can be a linear barcode, a two-dimensional symbol or another device-readable automatic identification and data-capture medium. The carrier must be physically present on the product, its packaging or accompanying documentation, as specified by the applicable delegated act.
QR code labels can be useful for prototyping or applying a physical carrier, but a generic QR label does not by itself make a DPP compliant. The product-specific rules govern carrier choice, format, location and presentation; no particular label stock, printer or QR-code generator is approved by this general framework.
Keep the EU registry distinct from passport storage
The Regulation sets 19 July 2026 as the deadline for the Commission to set up a DPP registry storing at least unique identifiers. The registry is not the full public or operational store for every passport field: registry contents are addressed separately from the passport requirements and product-specific rules. Check the current legal text for the registry data and obligations relevant to the product you handle.

Turn the framework into a product-specific implementation plan
- Confirm coverage. Identify the product group, applicable delegated act or separate sector law, and its application date. Do not infer that every product already needs a DPP from the framework alone.
- Extract the requirements. Record the required fields, carrier and placement, model/batch/item identity level, access rules and any relevant standards from the operative product rules.
- Map data ownership. For each required field, identify the authoritative source, responsible contributor, validation method and update process.
- Design identifiers and access. Connect persistent product identities to carriers, then define read and write permissions for each relevant actor.
- Test portability and resilience. Verify that data can be exchanged in interoperable formats, exported without vendor lock-in and recovered from the required backup arrangement.
- Recheck legal and technical changes. The Commission’s sector information and current legal texts should be checked during implementation, because timelines, standards references and product requirements can evolve.
