ETH’s inflation rate and net issuance are related, but they are not the same metric. Issuance adds newly created ETH, while burns remove ETH from supply. Net issuance is the difference over a defined period; a net issuance rate expresses that change as a percentage of a stated starting supply. The result can be positive or negative, and it changes with validator issuance and network activity.

What do ETH inflation rate and net issuance mean?

In this context, “inflation” means a change in the monetary supply of ETH. It does not mean consumer-price inflation or a change in ETH’s market price. Ethereum’s supply changes as protocol rules create ETH and remove it. The Ethereum Foundation’s historical explanation of Ethereum’s issuance model distinguishes monetary inflation from price inflation, though its early issuance assumptions should not be treated as present-day figures: The Issuance Model in Ethereum.

  • Total supply is the amount of ETH counted as existing at a particular time under a source’s accounting convention.
  • Gross issuance is ETH created under protocol rules. In today’s proof-of-stake system, this principally means validator rewards.
  • Burn is ETH removed from supply. The best-known mechanism burns transaction base fees under EIP-1559.
  • Net issuance is gross issuance minus ETH burned or otherwise removed during the same interval, using a stated accounting convention.
  • Net supply change is the amount by which total supply rose or fell over that interval.

Positive net issuance means supply increased during the measured interval; negative net issuance means supply decreased. Neither outcome is guaranteed permanently by the protocol. Ethereum.org describes ETH supply as dynamic and points to issuance and burns as the main drivers: Understanding ETH Supply and Issuance. That page, last updated June 6, 2026, summarizes the central point this way: “The total supply of ETH is dynamic and changes constantly due to two main factors:”

These terms answer different questions. Gross issuance asks how much ETH protocol rules added. Net issuance asks how much supply changed after subtracting burns and other removals counted by the chosen method. A rate then expresses that net change relative to a baseline supply. Confusing the three can make a large gross issuance figure sound like an equivalent increase in circulating supply, or make a short spell of net burning sound like a permanent supply policy.

“Total supply” also needs a source and an accounting convention. A dashboard may expose a current total, while a node tracing workflow may report categorized additions and removals over blocks. Those figures should not be combined casually: first check what the source includes and how it defines the interval. For percentage calculations, the denominator is usually the supply at the period’s start, but a dashboard may use a different stated method. A rate without that context is difficult to interpret or compare.

How to calculate a net issuance rate

A percentage is meaningful only when its interval and denominator are clear. A useful calculation for a defined period is:

Net issuance rate = (ETH issued during the period − ETH burned during the period) ÷ ETH supply at the period’s start × 100.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, suppose an imaginary interval begins with 100 million ETH, during which 100,000 ETH is issued and 120,000 ETH is burned. Net issuance is −20,000 ETH; the interval’s net issuance rate is −0.02%. These are illustrative numbers, not a report of Ethereum’s current supply or rate.

The numerator and denominator answer separate parts of the question. The numerator is the net amount added or removed during the interval. The denominator provides the baseline against which to express that amount as a percentage. If the same net change is divided by a different starting supply, the resulting rate differs. That is one reason two percentage figures can disagree even when their underlying ETH amounts seem similar.

That calculation is for the stated interval. If a dashboard takes a shorter interval and scales it to a year, the result is an annualized rate, not the amount supply actually changed over the last calendar year. A short-period annualization assumes, in effect, that the observed pace continues. Validator participation, transaction demand, and protocol activity can change, so it is not a guaranteed forecast. Check the dashboard’s methodology and timestamp before comparing its percentage with another figure.

For a fair comparison, ask whether both figures cover the same duration and use the same kind of observation. One might be a realized change over a completed calendar year; another might be a recent run rate projected across a year. Calling both “annual” does not make their underlying periods equivalent. A rate can also be expressed as a percentage while the amount is reported in ETH per day or over a block range; retain the units and time window rather than treating those values as interchangeable.

When a shorter sample is annualized, the result can move quickly if the sample changes. A burst of network activity can raise base-fee burning over that sample; lower activity can reduce it. Likewise, validator participation affects issuance. Annualization is useful as a way to describe a recent pace, provided the source labels it honestly, but it should not be presented as a promise about the next year.

Why gross issuance and net issuance diverge

Issuance and burning act in opposite directions. Validator rewards add ETH, while burning subtracts it. Therefore, a report of gross issuance alone does not tell you whether total supply rose or fell. To determine net supply change, compare issuance and removals over the same interval and according to compatible accounting rules.

Ethereum’s transition from proof of work to proof of stake—the Merge—took place in September 2022. After the transition, execution-layer proof-of-work issuance ceased, while validator issuance continued on the consensus layer. Ethereum.org’s Merge explainer gives historical estimates to illustrate the change, not current rates:

Historical Merge-era figure What it describes Qualification
About 13,000 ETH per day Issuance to miners before the Merge Ethereum.org’s historical illustrative estimate under the assumptions on its Merge page
About 1,700 ETH per day Issuance to stakers after the Merge Illustrative estimate assuming about 14 million ETH staked
About 88% reduction Reduction in gross new issuance after the transition Historical comparison based on the page’s estimates, not a live measurement
About 4.61% annualized Estimated gross issuance before the Merge Historical estimate split into about 4.09% execution-layer and 0.52% consensus-layer issuance
About 120.52 million ETH Total supply at the Merge Historical estimate for that point in time, not current supply
About 16 gwei average gas price Illustrative burn threshold to offset the page’s estimated daily issuance Rough historical estimate tied to the assumptions on the Merge page, not a fixed threshold for today

These figures are useful for understanding why the Merge changed the scale and source of new ETH issuance. They should not be quoted as today’s issuance, supply, inflation rate, or break-even gas price. See Ethereum.org’s explanation of how the Merge impacted ETH supply for the context and assumptions behind the historical comparison.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The approximately 88% reduction refers to gross new issuance in that historical comparison. It does not mean net issuance fell by exactly 88%, because net issuance also depends on burns. The 16 gwei figure is likewise not a protocol-set threshold: it was a rough average gas-price estimate that would offset the explainer’s illustrative daily issuance under its assumptions. If issuance, staking participation, or transaction activity differs, the balance point differs too.

The durable takeaway from the Merge comparison is structural: the proof-of-work miner issuance stream ended, while proof-of-stake validator issuance continued at a lower illustrated scale. That history helps explain why a pre-Merge gross issuance rate should not be carried forward as a present-day estimate. For a current reading, use a live source with a timestamp rather than extrapolating from the comparison table.

What EIP-1559 burns—and what it does not

EIP-1559 divides transaction fees into a protocol-calculated base fee and a priority fee. The base fee adjusts with demand for block space and is burned; the priority fee goes to the block producer. As the specification puts it, “The base fee is always burned (i.e. it is destroyed by the protocol).” Read the EIP-1559 specification for the fee mechanism.

This means that “transaction fees are burned” is too broad: EIP-1559 burns the base fee, not the priority fee. Nor does every burn necessarily come from ordinary transaction base fees. Ethereum’s supply accounting can include other removal mechanisms, and some data tools distinguish burn categories. When base-fee burning exceeds issuance over a period, net issuance can be negative; when issuance exceeds burns, net issuance is positive. A period of negative net issuance does not establish that ETH is permanently deflationary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The relationship is responsive to block-space demand. The base fee is protocol-computed and adjusts with gas demand; therefore, the amount burned can vary as activity varies. This is why an ETH burn total from one busy interval cannot by itself establish an ongoing rate. For the same reason, the historical gas-price estimate in the Merge explainer should not be treated as a universal point at which ETH becomes deflationary.

There are also burn categories beyond EIP-1559 base fees. Geth’s supply tracer documentation distinguishes EIP-1559 burns, blob burns, and miscellaneous burns. When comparing a dashboard that reports a single “burn” total with a tool that separates categories, check whether the same components are included. Otherwise, the difference may reflect accounting scope rather than a disagreement about the same measurement.

How to read a supply dashboard without confusing the metrics

Two sites can show different ETH supply rates without either being wrong: they may measure different intervals, use different denominators, annualize different observations, or include different categories of issuance and burns. Before comparing values, check the following:

  • Gross or net: Does the figure show newly issued ETH alone, or issuance after burns?
  • Actual interval or annualized pace: Is it a realized change over a named period, or a shorter sample scaled to a year?
  • Time window and timestamp: Does the figure cover a calendar year, a rolling interval, or a live estimate? What is its “as of” time?
  • Denominator: If it is a percentage, what starting supply is used?
  • Included categories: Does the source count EIP-1559 base-fee burns, blob-fee burns, and other protocol accounting fields?
  • Accounting and chain handling: Does it handle withdrawals and chain reorganizations consistently?

Ethereum.org points readers to Ultrasound Money and Etherscan for live ETH supply and issuance data. Treat any live value as a timestamped snapshot, not an evergreen fact. If a source does not explain its interval or calculation, avoid presenting its percentage as a general, timeless “ETH inflation rate.”

For a dated snapshot, record the source, the time checked, the displayed metric’s label, and its measurement interval. If the dashboard explains whether a rate is annualized and what it counts, preserve that method alongside the number. If it does not, do not silently fill in the missing definition. A useful comparison can say that one source reports an annualized net rate and another a realized supply change over a specified period; it should not imply they are directly equivalent.

There is no single stable “current inflation rate” that can be quoted without a date and method. Issuance changes with staking participation, while burn changes with transaction demand and the accounting categories included. A live dashboard is appropriate for a current snapshot, but the value can change after the page is read. For evergreen explanation, describe the calculation and the moving parts rather than hard-coding a number that will go stale.

How to reproduce supply accounting from chain data

For a reproducible analysis, define the interval first, then use a source that exposes its accounting fields and document how those fields are combined. Go Ethereum (Geth) documents a supply tracer that can record per-block issuance and burn fields. Its documented categories include validator withdrawals under issuance, as well as EIP-1559, blob, and miscellaneous burns. That is a reminder to inspect the tracer’s definitions rather than assume every field matches another dashboard’s terminology.

  1. Choose start and end points. Record the exact block range or timestamps, plus the chain and data source.
  2. Identify the fields included. Determine which issuance and burn categories the tool reports, and whether its accounting treats transfers or withdrawals differently from newly created ETH.
  3. Sum the interval consistently. Calculate issuance minus the relevant removals over the same range; do not subtract a burn total from a differently dated issuance total.
  4. Calculate the rate if needed. Divide the net change by the stated starting supply and multiply by 100. If you annualize, label the result and describe the interval used.
  5. Handle reorganizations. Geth warns that its tracer does not handle chain reorganizations itself, so downstream processing must account for them.

The field descriptions and reorganization caveat are in Geth’s Live tracing documentation. This method requires a suitable node and data-processing workflow; it is not necessary just to understand a public dashboard, but it helps analysts explain precisely what their own figure counts.

The workflow matters because a block range is not just a technical detail: it defines the interval whose additions and removals are being compared. If the issuance fields include validator withdrawals, as Geth documents, make that explicit rather than assuming the label means only newly minted rewards. Similarly, name the burn fields included. A reproducible calculation is one another analyst can follow from the same start and end points, field definitions, and supply baseline.

Geth also places responsibility for reorganization handling on downstream processing. A tracer output should not automatically be treated as a final, reorg-adjusted historical series. Analysts using it need a process that addresses reorganizations before summing values for a reported interval. Anyone who does not need this level of reproducibility can use the public dashboards Ethereum.org points to, while still checking their labels and timestamps.

What a negative rate does—and does not—tell you

A negative net issuance rate says that, under the selected source’s accounting method, supply fell over the measured interval. It does not say ETH’s price rose, that demand for ETH exceeded supply in every market, or that the same result will hold next month. Monetary supply and market price are different measures, and the sign of net issuance can change as validator rewards and burns change.

Likewise, a positive rate does not mean ETH has a fixed, mechanically predictable annual inflation rate. It describes supply growth for the stated interval and denominator. Readers should be wary of claims that omit those qualifiers or use a single live annualized reading as a forecast.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Deflationary” is therefore best used with a time qualifier in this context: ETH supply was deflationary over a particular interval if the chosen accounting method shows more ETH removed than issued during that interval. The word does not establish a permanent cap, a guaranteed future decline in supply, or a prediction about market value. The EIP-1559 specification itself describes the outcome conditionally: if more ETH is burned than generated, ETH is deflationary for that interval; if more is generated than burned, it is inflationary.

Do proposed supply changes already affect ETH?

No conclusion about current supply accounting should be based on a proposal alone. EIP-8363, “Tapered Issuance Burn,” proposes deducting a staking-ratio-dependent portion of validator rewards, with a described saturation point. The proposal text is not evidence that the change has been adopted or activated. Unless an up-to-date primary source confirms activation, treat its mechanics and projected curves as a proposal, not as a rule already changing ETH supply. See EIP-8363.

This distinction matters when reading charts or commentary about future issuance. A proposal’s modeled effects are conditional on its design and assumptions; they should not be mixed into a present-day supply calculation as though they were enacted. For a claim that a rule has changed, look for confirmation from a current primary source and distinguish activated protocol behavior from suggested policy.

Frequently Asked Questions

What is Ethereum’s inflation rate?

It is the percentage change in ETH supply over a stated period relative to a stated baseline supply. The answer depends on whether the figure is gross issuance or net issuance after burns, the interval used, and the denominator. A live or annualized figure should include its timestamp and method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is ETH inflationary or deflationary?

It can be either over a measured interval. If issuance exceeds ETH burned or otherwise removed, net supply rises; if removals exceed issuance, net supply falls. Neither outcome is guaranteed permanently, because validator issuance and burn vary.

What does ETH net issuance mean?

Net issuance is gross ETH issuance minus ETH burned or otherwise removed during the same period, using a stated accounting convention. Positive net issuance means supply increased during that interval; negative net issuance means it decreased.

Does EIP-1559 burn all Ethereum transaction fees?

No. EIP-1559 burns the protocol-calculated base fee. The priority fee is paid to the block producer. Other burn categories, including blob and miscellaneous burns in Geth’s tracer, may also appear in supply accounting.

How can I check Ethereum’s current supply or issuance rate?

Ethereum.org points readers to Ultrasound Money and Etherscan for live supply and issuance data. Check the page’s timestamp, interval, denominator, and whether the rate is gross, net, or annualized. For a reproducible chain-data analysis, Geth documents a supply tracer, though its output requires downstream reorganization handling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Did the Merge make ETH permanently deflationary?

No. The Merge ended execution-layer proof-of-work issuance in September 2022, while validator issuance continued on the consensus layer. Whether supply rises or falls over a later period depends on issuance and burns during that period.

Has EIP-8363 changed ETH supply already?

EIP-8363 is a proposal for a staking-ratio-dependent tapered issuance burn. The proposal text alone does not establish adoption or activation, so treat it as a proposal unless a current primary source confirms that it has become active.

The Bottom Line

Bottom line: Gross issuance measures ETH added; net issuance subtracts ETH burned or otherwise removed over the same interval. A net issuance rate is that change divided by a stated starting supply, so always check the time window, denominator, accounting categories, and timestamp. ETH can be inflationary or deflationary over a given period, but neither result is guaranteed permanently.
