No. EIP-8061 is designed to move existing validators out faster and process consolidations at higher capacity, while keeping Ethereum’s limit on activating new validators. A fresh deposit must still clear the activation queue, complete activation processing and pass an additional delay before rewards begin. The proposal has no confirmed mainnet activation date in the sources available for this article.
What EIP-8061 changes
EIP-8061, “Increase exit and consolidation churn,” was created on October 17, 2025 by Francesco D’Amato and Anders Elowsson. Its abstract says the proposal would “roughly double the consolidation churn” and “quadruple the exit churn,” restoring exit capacity’s proportionality to total stake while “maintaining the existing cap on activations.”
In practical terms, the proposal creates more room for validators that are already in the set to leave and for the network to consolidate validator accounts. That can reduce congestion in the exit queue, improve staking liquidity and help the validator set reach a target size more quickly. It does not add capacity to the lane that admits new validators.

The design also discusses preserving a weak-subjectivity period of roughly seven days while throughput changes. That is a security constraint, not an assurance that a particular deposit will activate within seven days.

Why faster exits do not make new validators active sooner
Ethereum’s consensus layer uses separate activation and exit queues. The limits are intended to stop large portions of ETH from entering or leaving the validator set too quickly, which could weaken network security. The Staking Launchpad documentation describes the exit queue this way: “The exit queue prevents large portions of the ETH from potentially being used in an attack and then quickly exiting from the network all at once.”
EIP-8061 leaves the activation limit at 256 ETH per epoch. An epoch is approximately 6.4 minutes, so the protocol can process at most about 57,600 ETH of new activation capacity per day under the cited parameters. Exit capacity can increase independently; unused exit capacity does not automatically become activation capacity.

The activation-to-reward sequence
- Deposit: ETH is deposited for a validator and the deposit is recognized by the consensus layer.
- Activation queue: The validator waits for its turn under the activation cap. The length is demand-sensitive: more deposits increase the backlog, while withdrawals or lower demand can reduce it.
- Activation processing: The protocol moves the validator from the queue into the active set according to its processing rules.
- Reward-start delay: A February 5, 2026 regulatory filing described an additional four-epoch delay—approximately 25 minutes—after activation processing before rewards begin accruing.
Therefore, “the validator is activated” and “the validator has started earning” are separate milestones. The queue wait is normally the dominant part, but the post-processing delay still applies.

How long is Ethereum’s activation queue?
Queue estimates change with deposits, exits and protocol conditions. They are snapshots, not guaranteed delivery dates for a new validator.

Both observations are consistent with a demand-sensitive queue: the same activation cap can produce very different calendar waits when the amount waiting changes. A prospective staker should check the live queue immediately before depositing rather than rely on either historical estimate.

EIP-8080, “Let exits use the consolidation queue,” would allow exits to consume available consolidation-queue capacity. Its formula could raise maximum exit churn when consolidation capacity is free. It is related to EIP-8061’s effort to relieve exit congestion, but it does not remove or bypass the activation queue for new validators.

The Glamsterdam roadmap describes EIP-8061 as reorganizing limits into separate lanes and giving validator consolidations dedicated capacity. That roadmap page was updated on August 6, 2026; roadmap descriptions and timing can change as protocol work evolves.

- The proposal page lists a last-call deadline of November 1, 2026.
- An Ethereum Foundation checkpoint dated January 20, 2026 listed EIP-8061 and EIP-8080 among protocol work items.
- The Glamsterdam roadmap later described the proposed lane structure, with its page updated August 6, 2026.
Those milestones show active protocol consideration. They do not mean the rules are already enforced on mainnet, and they do not establish when a particular validator will activate.
