For most institutional Ethereum projects, begin with Arbitrum, an OP Stack deployment (including Base), or Polygon CDK, then test Scroll and Linea when zkEVM alignment is a hard requirement. Keep zkSync and Starknet in the same evaluation rather than treating “ZK” as an automatic assurance of security, privacy, or regulatory readiness. The right choice depends on proof model, where data is available, who can sequence transactions or upgrade contracts, how users exit during an outage, liquidity, and the institution’s custody and reporting controls.

What an institutional buyer is actually choosing

Ethereum defines Layer 2 (L2) as a solution that handles transactions away from Ethereum Mainnet while using Mainnet’s security model. The documentation’s wording is precise: “Layer 2 is a collective term for solutions designed to help scale your application by handling transactions off the Ethereum Mainnet while taking advantage of the robust decentralized security model of Mainnet.” That definition does not mean every network marketed as an L2 has identical guarantees. An optimistic rollup, a validity-proof rollup, a sidechain, a plasma design, and a validium make different assumptions about fraud proofs, validity proofs, data availability, operators, and exits.

Institutions should therefore procure a complete operating model, not just a chain endpoint. For each candidate, document the proof system, data-publication location, sequencer authority, censorship-resistance path, bridge contracts, withdrawal process, upgrade keys, incident response, and evidence needed for custody, accounting, compliance, and audits.

Shared L2 or dedicated application chain?

A mature shared L2 offers existing applications, bridges, wallets, and market liquidity. A dedicated chain launched with a framework such as OP Stack, Arbitrum Orbit, or Polygon CDK can provide application-specific fee policy, sequencing, permissions, and upgrade control, but the institution then owns more of the operational surface: sequencer uptime, monitoring, bridge liquidity, governance, key management, and recovery procedures. A dedicated chain is not “safer” by default; it is a different allocation of responsibility.

Why data availability changes the risk profile

Rollups publish transaction data to Ethereum so independent parties can reconstruct state and challenge or verify updates. A validium keeps some or all transaction data off Ethereum to improve throughput and reduce cost. That can be appropriate for a controlled application, but users and auditors must understand who stores the data, how many independent data providers exist, and what happens if they withhold it. A procurement document should state the data-availability guarantee in plain language instead of relying on the word “rollup.”

Shortlist at a glance

The following candidates are the practical alternatives to zkSync and Starknet for an institutional project. The categories reflect the architecture described in Ethereum’s institutional and scaling documentation; current implementation details and decentralization status must be verified before signing a contract.

Candidate Proof model Ethereum and EVM fit Data-availability approach Best institutional use
Arbitrum One / Orbit Optimistic-rollup model for One; Orbit can support a configurable application chain Strong EVM compatibility and mature tooling One uses the rollup model; an Orbit deployment must specify its publication and availability configuration Shared liquidity today, with an option to launch a customized chain
Optimism / OP Stack / Superchain Optimistic-rollup model Standardized EVM stack; Superchain connects OP Stack chains Rollup publication for shared deployments; a new chain’s configuration must be documented Institutions wanting a repeatable stack and interoperability among OP Stack chains
Base OP Stack optimistic-rollup model Ethereum-compatible general-purpose environment Uses the OP Stack rollup design; verify current operational parameters Projects for which Coinbase distribution and a general-purpose OP Stack environment are useful
Polygon CDK / Polygon ZK products Validity proofs for ZK rollups; configurable designs can include validium EVM-oriented, with configurable chain architecture Can be configured for on-Ethereum data or off-chain data availability; the selected mode is decisive Teams prioritizing validity proofs, configurable availability, or a dedicated chain
Scroll Validity-proof ZK rollup Native zkEVM Layer 2 with close EVM alignment Rollup data and proof assumptions must be checked against the deployed version Applications that value close Ethereum execution compatibility with ZK proofs
Linea Validity-proof zkEVM rollup Ethereum-equivalent zkEVM built by Consensys Rollup data and proof assumptions must be checked against the deployed version Organizations already standardizing on the Consensys ecosystem and EVM equivalence
zkSync and Starknet (baseline systems) ZK validity-proof families with different virtual-machine and ecosystem choices Evaluate their execution compatibility on the same workload as alternatives Confirm the exact data and bridge guarantees of the selected network Baseline comparisons when ZK-specific requirements drive the project

How the leading alternatives differ

Arbitrum One and Arbitrum Orbit

Arbitrum One is a mature shared Ethereum scaling choice for teams that want conventional EVM contracts, established wallet support, and access to an existing application ecosystem. It is a natural first comparison for an institution moving Solidity contracts from Mainnet without redesigning the execution environment.

Arbitrum Orbit extends the decision to a dedicated chain. The institution can define application-specific economics and operational policies, but that flexibility adds vendor-management and governance work. Before selecting Orbit, require a written diagram showing the sequencer, batcher, data publication, proof verification, canonical bridge, emergency exit, and every upgrade authority. Ask which components are operated by the institution, which are operated by a service provider, and which can be changed without an on-chain delay.

Optimism, OP Stack, and the Superchain

The OP Stack is a standardized way to spin up an Ethereum L2, while the Superchain is a set of interoperable OP Stack chains. This standardization can reduce bespoke engineering and make it easier to share deployment patterns, monitoring, and tooling across several application chains.

Optimism’s statistics page reports that OP Stack chains handled 66.8% of all Ethereum layer-2 transactions in an average month of 2026 so far. That is a dated, live-dashboard figure, not a permanent market-share ranking; recheck it when making a procurement decision. The figure is useful as evidence of current OP Stack activity, not as proof that every OP Stack chain has identical liquidity, decentralization, or support.

For a shared deployment, compare the institution’s required contracts and wallets against the OP Stack’s EVM behavior. For a dedicated deployment, price the full operating burden: sequencer redundancy, data publication, fault-proof operations, bridge liquidity, alerting, key ceremonies, and a tested plan for halting or recovering the chain.

Base

Ethereum’s institutional directory describes Base as a secure, low-cost L2 built on the OP Stack with Ethereum compatibility. It is relevant when distribution through Coinbase and a general-purpose OP Stack environment matter. Those advantages should be translated into measurable requirements: which custody providers support deposits and withdrawals, which institutional applications are available, how transaction and fee records are exported, and who can change network parameters.

Commercial, governance, and decentralization details can change. Treat Base as an OP Stack candidate whose current operating model must be rechecked, rather than assuming that the characteristics of another OP Stack chain transfer automatically.

Polygon CDK and Polygon ZK products

Polygon technology can launch ZK rollups and validiums, and Polygon CDK is listed among the major rollup-launch frameworks. This makes it attractive to institutions that want validity proofs or a configurable data-availability model. The configuration is the decision: an on-Ethereum data publication model gives a different recovery and audit story from a validium that stores data away from Mainnet.

Require the proposed design to state the proof-generation service, verifier contracts, data committee or storage operators, sequencer controls, bridge contracts, and user escape mechanism. If the institution chooses a validium, document how users obtain the data needed to prove ownership and withdraw when an operator or data provider is unavailable. Product names cover multiple architectures, so evaluate the exact Polygon deployment rather than the family name.

Scroll

Ethereum’s ZK-rollup documentation describes Scroll as a native zkEVM Layer 2 for Ethereum. It is a candidate when the institution wants validity-proof scaling while keeping execution close to Ethereum’s EVM behavior. That alignment can simplify contract-porting and developer tooling assessments, but it does not remove the need to inspect proof-generation operations, upgrade authority, bridge contracts, and withdrawal timing.

Linea

Ethereum describes Linea as an Ethereum-equivalent zkEVM L2 built by Consensys and aligned with the Ethereum ecosystem. EVM equivalence and Consensys ecosystem integration may reduce friction for organizations already using related tooling or support relationships. The evaluation still needs network-specific evidence for sequencer control, data publication, proof verification, key governance, and incident handling.

zkSync and Starknet as baselines

Do not remove zkSync or Starknet simply because this article compares alternatives. Keep each as a baseline on the same workload and controls. Confirm how contracts are compiled, how wallets and custodians integrate, how data is made available, how bridges are secured, and what governance can upgrade. “ZK” describes a proof approach; it does not by itself establish EVM equivalence, privacy, liquidity, or institutional support.

Axis Questions the procurement team should answer Why it matters
Proof model Is the state protected by an optimistic fault-proof process or a validity proof? Who runs challengers or provers, and what is the dispute or proving window? Determines finality, withdrawal timing, operational dependencies, and failure recovery.
Ethereum equivalence and EVM tooling Will existing Solidity bytecode, debugging, account-abstraction, indexing, and security tools work unchanged? What compiler or precompile differences exist? Controls migration cost and the availability of auditors and developers.
Data availability Where are transaction data and state commitments published? Can an independent party reconstruct state during an operator outage? Defines whether users and auditors can verify balances and exit.
Sequencer and censorship resistance Who orders transactions? Is there a forced-inclusion or escape path, and how quickly can it be used? Addresses transaction censorship, downtime, and market-abuse scenarios.
Bridge and escape hatch What is the canonical bridge? Which contracts are upgradeable? Can users withdraw without permission from the operator? Bridges are a primary loss and liquidity risk; exits must be tested, not assumed.
Finality and withdrawals When is a transaction economically final? How long do optimistic withdrawals take compared with proof-based withdrawals, and what liquidity is needed for faster exits? Affects settlement, collateral, treasury movements, and customer disclosures.
Privacy Is privacy provided by the protocol, by application encryption, or not at all? Who can see transaction and identity data? Public-chain settlement may conflict with confidentiality, market-sensitive information, or data-minimization policies.
Liquidity and ecosystem Which venues, wallets, custodians, stablecoins, bridges, and monitoring tools support the exact network? Liquidity and operational integrations determine whether the chain is usable at scale.
Governance and upgrade keys Who can change bridge, verifier, sequencer, fee, or emergency contracts? Are there timelocks, multisignature controls, or independent oversight? Upgrade authority is a direct counterparty and smart-contract risk.
Operational support Are there documented service levels, incident contacts, status feeds, log access, archival data, and tested recovery procedures? Institutions need evidence for business continuity and audits.
Cost predictability Which costs are execution fees, data-publication fees, proof-generation costs, bridge fees, or operator charges? How do they behave under congestion? Budgeting and customer pricing depend on the whole fee stack, not a single quoted gas price.
Regulatory, custody, and reporting integration Can the institution identify beneficial owners, screen transfers, reconcile balances, retain records, and produce regulator-ready reports? A technically sound chain can still fail legal, accounting, or custody requirements.

Security, bridge, and governance due diligence

Start with the asset and bridge path

Ethereum’s institutional directory recommends issuing assets on L1 and bridging them to L2 to preserve redeemability and interoperability. That recommendation makes the bridge a first-class procurement requirement. Map the asset’s canonical representation, mint and burn authority, pause controls, message relays, confirmation thresholds, and recovery path. Test a normal deposit, a normal withdrawal, a delayed message, and an operator outage on a non-production environment.

Write the forced-exit procedure

A runbook should identify the exact contract call or wallet flow that lets a user bypass a sequencer, the data needed to construct the request, the waiting period, and the team responsible for monitoring completion. Include how a custodian proves ownership, how fees are funded during an outage, and how customer support communicates a delayed withdrawal. If the procedure depends on a data provider, key holder, or bridge operator, name that dependency and its substitute.

Control upgrade and emergency powers

Request an inventory of proxy administrators, pausers, guardians, sequencer keys, prover keys, data-availability committee members, and multisignature signers. Record quorum, geographic separation, hardware-key policy, rotation, compromise response, and timelocks. Governance that can upgrade a verifier or bridge without notice should be treated as a material counterparty risk, even when the underlying mathematics is strong.

Finality, liquidity, and operational economics

Optimistic versus validity-proof settlement

Optimistic systems generally rely on a challenge period before a canonical withdrawal is finalized; validity-proof systems rely on an accepted proof for each state transition. The exact timing depends on the deployed network, proving service, Ethereum congestion, and bridge implementation. Do not publish one generic “finality” number for an entire technology family. Model separate times for user-visible transaction inclusion, economic finality, canonical bridge withdrawal, and an institution’s internal settlement policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Liquidity is more than total value locked

Measure the depth available for the institution’s actual assets and transfer sizes. Check native and bridged stablecoins, market-maker coverage, withdrawal liquidity, custodian support, and the number of independent routes back to Ethereum. A network can have substantial aggregate activity while lacking the pair, venue, or redemption path your treasury needs.

Make fees predictable

Separate execution gas from data-publication costs, proof costs, bridge charges, and any dedicated-chain operator fee. Define a stress scenario with Ethereum congestion and a large batch of institutional transactions. The procurement model should specify who absorbs fee spikes, whether fees can be paid in an approved asset, and how customers receive an auditable fee record.

Privacy, compliance, and reporting

None of the listed networks should be selected on the assumption that a ZK proof automatically provides transaction privacy. ZK rollups use cryptographic proofs for state validity; public inputs, transaction data, bridge events, and application-level records may still be observable. If confidentiality is required, specify whether the application encrypts data, uses a permissioned execution layer, or relies on another privacy mechanism, and identify what regulators, auditors, custodians, and counterparties must be able to inspect.

Build reporting around immutable event data and the institution’s legal entities. Capture L1 and L2 transaction hashes, bridge messages, token contract addresses, block timestamps, sequencer batches, fees, and reconciliation status. Retain enough data to reproduce a customer balance at a historical cutoff. Confirm that analytics and custody vendors support the exact chain ID and token representation, not merely the same protocol family.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A decision tree for selecting the network

  1. Choose a shared L2 first when liquidity and standard EVM tooling dominate. Compare Arbitrum One, a shared OP Stack environment, and Base against the institution’s custody, asset, and application requirements.
  2. Choose a dedicated chain when control is worth the operating burden. Evaluate OP Stack, Arbitrum Orbit, and Polygon CDK with a written responsibility matrix for sequencing, data, bridges, upgrades, monitoring, and incident response.
  3. Choose a ZK-native path when proof-based settlement or zkEVM alignment is central. Compare Polygon ZK products, Scroll, and Linea, while keeping zkSync and Starknet as baselines for the same contracts and controls.
  4. Reject any candidate that cannot document an independent exit. Require a tested bridge and forced-exit runbook, data-availability explanation, and clear upgrade-key governance before production approval.
  5. Run a regulated-operations pilot. Reconcile deposits and withdrawals, generate accounting and compliance reports, rotate keys, trigger an incident drill, and measure the actual fee and settlement path under load.

What to request in the RFP

  • Current architecture diagram showing sequencer, batcher, prover or challenger, data publication, bridge, and verifier contracts.
  • Chain-specific proof, finality, withdrawal, and forced-inclusion documentation with version dates.
  • Complete upgrade and emergency-key inventory, including signer identities, quorum, timelocks, and rotation procedures.
  • Bridge threat model, audit reports, incident history, pause policy, and user-exit instructions.
  • Data-retention, archival-node, monitoring, status-page, and service-level commitments.
  • Supported wallets, custodians, stablecoins, exchanges, indexers, and compliance tooling for the institution’s jurisdictions.
  • Fee examples for ordinary, congested, and bridge-heavy workloads, with the assumptions behind each figure.
  • Dedicated-chain responsibility matrix if using OP Stack, Orbit, or Polygon CDK, including who funds and operates redundancy.

Bottom line

There is no universally best institutional alternative to zkSync and Starknet. Arbitrum is a strong default for mature EVM compatibility with an Orbit path to customization. Optimism and the OP Stack are compelling when standardized deployment and Superchain interoperability matter; Base is relevant when its distribution and general-purpose OP Stack environment fit the project. Polygon CDK is suited to teams that need configurable ZK or validium architecture. Scroll and Linea deserve focused evaluation when close zkEVM alignment is the deciding requirement.

The defensible choice is the one whose data availability, sequencing, bridge exits, governance keys, liquidity, costs, and regulated-operations controls are documented and tested for your exact application. Ethereum’s stated objective for L2s is to provide “differentiated features, services, customizations, go-to-market strategies, and zones of control, while also offering extra scale.” Treat those differences as procurement criteria, not marketing labels.
