Ethereum’s “gas limit” can mean either the execution allowance on one transaction or the total execution capacity of a block. The base fee is a separate price per unit of gas, calculated by the protocol from demand in the preceding block. Your transaction also has a priority fee (tip) and a maximum fee per gas, which caps what you are willing to pay.

Keeping gas quantity, price per gas and total ETH cost separate makes wallet estimates, block explorers and transaction errors much easier to understand.

What is the Ethereum gas limit?

Gas measures the execution work required by an Ethereum operation. A gas limit is a ceiling on how much of that work may be charged. It is not a fee quote and it is not denominated in ETH or gwei.

Transaction gas limit

A transaction’s gas limit is the maximum gas that transaction is allowed to consume. A simple native-ETH transfer uses far less gas than a contract call that touches storage, checks permissions and emits events. Wallets estimate the required amount and usually add a safety margin.

If execution reaches the transaction limit before the call completes, the transaction fails. The gas consumed while attempting the call is still charged; an unused portion of the limit is returned. Raising the limit does not make a transaction execute faster or reduce its price. It only permits more execution work before the protocol stops it.

Block gas limit

A block’s gas limit is the maximum aggregate gas that all transactions in that block may consume. It is a capacity bound for the entire block, not a setting on any one user transaction. The block also records gas_used, the amount actually consumed by included transactions.

The Ethereum.org block documentation consulted on October 12, 2026, lists a 30 million gas target and a 60 million gas limit. The target is the level around which the protocol adjusts the base fee; the limit is the maximum capacity. These figures are current page-stated values, not permanent protocol constants, so developers should verify the live documentation before relying on them.

Term Scope What it limits or reports Who determines it
Transaction gas limit One transaction Maximum execution gas that call may consume Sender or wallet, subject to protocol validity
Block gas limit All transactions in one block Maximum aggregate execution gas in the block Block-building protocol rules and proposer settings
gas_used One block or transaction Actual execution gas consumed Result of executing the included transactions

What is the Ethereum base fee?

The base fee is a protocol-calculated price per gas unit. Under EIP-1559, each block has a base fee derived from how much gas its parent block used compared with the parent block’s target. A sender does not choose the base fee and cannot negotiate it away. Ethereum.org describes the rule plainly: “The base fee is set by the protocol—you have to pay at least this amount for your transaction to be considered valid.”

The base fee is burned rather than paid to the block’s fee recipient. EIP-1559’s abstract states: “The base fee is burned.” Burning removes that ETH from circulation; it is distinct from the optional priority fee paid for inclusion.

Why did the base fee go up?

If the preceding block used more gas than its target, the next block’s base fee rises. Usage below target makes the next base fee fall. This feedback mechanism makes the price respond to recent demand instead of requiring a central operator to publish a manual rate.

EIP-1559 specifies an adjustment denominator of 8. Under the mechanism described by the specification and Ethereum.org’s explanation, the base fee can change by at most 12.5% from one block to the next in either direction. A sequence of busy blocks can therefore raise the fee quickly, while a quiet sequence lowers it progressively. The adjustment is based on block gas usage relative to the target; your individual transaction’s gas limit does not directly set the network base fee.

What is the difference between base fee and priority fee?

Question Base fee Priority fee
Who sets it? The protocol, for each block The transaction sender, through the transaction’s tip cap
What does it respond to? Prior-block gas demand relative to the target How much incentive the sender offers for inclusion
Where does it go? Burned Paid to the block’s fee recipient
Can it be omitted? No; a valid type-2 transaction must cover the block base fee It can be low, but a higher tip may make selection more attractive when block space is contested

The priority fee is commonly called the tip. It is not a second network-wide base price. Two users submitting transactions in the same block can offer different priority fees while paying the same base fee per gas. Builders and validators can prefer transactions with more attractive effective tips, but no fixed tip guarantees inclusion at a particular time.

What does max fee per gas mean?

A type-2 (EIP-1559) transaction has two sender-controlled caps:

  • max_fee_per_gas is the highest total price per gas the sender authorizes.
  • max_priority_fee_per_gas is the highest tip per gas the sender offers.

The maximum fee is a ceiling, not necessarily the amount you will pay. The sender must be willing to cover the block’s base fee. If the maximum fee is below that base fee, the transaction cannot be included under type-2 rules.

effective gas price = base fee + min(max priority fee, max fee - base fee)

For a transaction that is included, the total charge is:

transaction fee = gas actually used × effective gas price

Suppose a transaction offers a 3 gwei priority-fee cap and a 40 gwei maximum fee. If the block base fee is 30 gwei, the effective tip is 3 gwei and the effective price is 33 gwei. If the base fee is 38 gwei, only 2 gwei remains under the 40 gwei cap, so the effective tip is 2 gwei and the effective price is 40 gwei. If the base fee is 41 gwei, the cap is too low for inclusion.

These calculations apply per unit of gas. The amount of ETH actually charged also depends on execution. A transaction with a 100,000-gas limit that uses 62,000 gas is charged for 62,000 gas, not 100,000; the unused allowance is refunded. The declared limit still matters for account-balance checks, because the sender must be able to cover a worst-case authorization before execution begins.

Is my gas limit the same as the block gas limit?

No. The transaction limit protects one execution, while the block limit caps the sum of all executions in that block. A transaction can have a 200,000-gas limit even though the block’s total capacity is measured in tens of millions of gas. Many such transactions can fit in one block, provided their actual gas use stays within the block limit.

The two limits interact operationally. If a block is near capacity, a transaction may wait even when its own gas limit is valid. If a transaction’s limit is too low for its contract path, it can fail even in an otherwise empty block. Increasing a transaction limit cannot expand the block’s capacity.

How do I read gas limit and gas used in a block?

For a historical block, inspect the fields recorded in that block rather than assuming today’s values. Execution payloads and block-explorer views commonly expose:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • gas_limit: the block’s aggregate capacity bound.
  • gas_used: the gas actually consumed by transactions in that block.
  • base_fee_per_gas: the protocol price per gas for that block.

Reading the numbers

  1. Compare gas_used with gas_limit. A value close to the limit indicates a full block; a much lower value indicates unused capacity.
  2. Compare usage with the target that applied at that time. The target is the reference point for the next base-fee adjustment, not an additional amount users can spend.
  3. Use base_fee_per_gas as the mandatory per-gas component for transactions included in that block. Add the transaction’s effective priority fee to understand the effective gas price.
  4. Multiply that effective price by the transaction’s actual gas used to estimate the execution charge. Do not multiply the block limit by a fee and call the result a transaction cost.

Historical analysis must preserve the block’s own parameters. The 30-million target and 60-million limit shown in the Ethereum.org documentation are not a substitute for reading the fields of an older or future block.

How should users set fees in a wallet?

Most wallets recommend a base-fee-aware maximum fee and a priority fee. Treat those values as estimates, not promises. The base fee can move between submission and inclusion, and users compete for limited block space.

A practical checklist

  • Confirm the transaction gas limit is sufficient for the operation. A failed contract call can still consume gas.
  • Set a max_fee_per_gas high enough to cover a possible base-fee increase during the time you are willing to wait.
  • Choose a priority fee appropriate to the urgency of inclusion. A larger tip can improve attractiveness when demand is high, but cannot guarantee a block or deadline.
  • Check that your balance covers the worst-case authorization: gas limit multiplied by max fee per gas, plus any ETH value being sent.
  • After inclusion, inspect actual gas used and the effective price rather than assuming the full allowance was spent.

A transaction whose maximum fee is below the current block base fee is not merely slow; it is ineligible for inclusion until conditions change or the transaction is replaced with a higher cap. Wallet interfaces differ, so the labels and defaults may not be identical across products.

What should developers inspect?

When debugging fee behavior or building analytics, record the block’s gas_limit, gas_used and base_fee_per_gas together with each transaction’s gas limit, gas used and fee fields. This separates four common causes of confusion:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A contract used more gas than the transaction limit, causing an execution failure.
  • The transaction was valid but not selected because its effective tip was unattractive during competition.
  • The maximum fee was below the base fee required by the candidate block.
  • The transaction used less gas than authorized, so the sender received the unused allowance back.

For simulations and production tooling, label units explicitly: gas is execution quantity, gwei is a common display unit for price per gas, and ETH is the currency used for the final charge. Avoid storing a single “gas price” number without identifying whether it means base fee, tip, maximum fee or effective price.

About proposed protocol changes

EIP-8261 is a proposal that discusses proposer-set block gas limits and references EIP-1559’s elasticity rule of 1/1024. It is not evidence that a proposed schedule is active on Ethereum. Do not build monitoring or fee logic on a proposal unless the network’s activated specifications and live client documentation confirm it.

Common mistakes and fixes

Mistake Why it is wrong Better interpretation
Calling the gas limit a fee Gas is a work allowance, not a price Combine actual gas used with the effective price per gas
Assuming the full transaction limit is charged Unused gas is refunded after successful execution Use the receipt’s actual gas used
Treating the base fee as a validator tip The base fee is burned Separate it from the priority fee paid to the block fee recipient
Using max fee as the expected final price It is only a ceiling Calculate base fee plus the effective tip
Assuming a high tip guarantees speed Inclusion depends on available block space and builder selection Use a fee appropriate to current competition and accept timing uncertainty
Copying today’s block limit into historical analysis Capacity settings can change Read the values recorded for the specific block

Key takeaways

  • Transaction gas limit and block gas limit are different capacity bounds.
  • The base fee is protocol-set, demand-responsive and burned; the priority fee is sender-set and paid to the block fee recipient.
  • max_fee_per_gas caps the total per-gas price, while max_priority_fee_per_gas caps the tip.
  • Actual cost equals gas used multiplied by effective gas price, not the declared gas limit multiplied by the maximum fee.
  • Wallet recommendations help estimate fees but cannot promise inclusion.
  • The Ethereum.org page consulted October 12, 2026, lists a 30-million gas target and 60-million gas limit; verify current values before treating them as operational assumptions.
