There is no universally best enterprise MCP gateway in 2026. The right choice is the gateway that can authenticate the calling agent, authorize each server and tool, control the gateway’s access to downstream resources, produce usable audit evidence, and cover every MCP path your organization actually uses. Vendor pages document useful capabilities, but they do not establish a comparative security ranking. Treat selection as an architecture and validation exercise, not a feature-count contest.
An MCP gateway is a mediation point between an AI client or agent and one or more MCP servers. It can centralize identity checks, policy enforcement, routing and telemetry, but it cannot protect traffic that bypasses it or permissions that remain overly broad on the MCP server and the data sources behind that server.
What an enterprise MCP gateway must control
MCP security has two connected authorization boundaries. The first is access to the MCP server and its tools. The second is what that server can do with the databases, files, APIs and other resources behind it. AWS Prescriptive Guidance states the requirement plainly: “Your MCP governance strategy should address authentication and authorization to both the MCP servers as well as the resources they access.” A gateway is valuable only when it helps you enforce and observe both boundaries.

Inbound identity: who is calling?
The gateway should authenticate the client, agent, workload or user before it accepts an MCP session. Evaluate support for your identity provider, OAuth flows, service identities, managed identities, token validation, scopes and identity propagation. Decide whether a call represents a human, a shared application, an autonomous service or an impersonated identity. Those cases require different audit and authorization rules.

Do not treat gateway authentication as proof that the downstream service knows who initiated a request. The caller’s identity and the credential the gateway presents upstream are separate design objects.
Authorization at server and tool level
Server-level allow or deny rules are a starting point, not least privilege. A useful control plane can distinguish discovery from invocation and can authorize individual tools. For example, an agent may be allowed to read an incident but not close it, or to query a reporting database but not execute arbitrary SQL. Require explicit rules for sensitive tools, scopes and tenant boundaries, and define the default behavior for an unlisted tool.
Upstream authentication and resource permissions
The gateway must authenticate to each downstream MCP server, and that server must enforce its own permissions on the resources it reaches. Document the credential type, rotation process, audience, scopes and network route for every upstream. Kong’s documentation illustrates the separation: inbound AI Consumer authentication is configured independently from upstream authentication, with an AWS signing option documented for upstreams that require IAM SigV4. Validate the behavior against the exact Kong version and configuration you deploy.

Useful policies include rate limits, network or IP restrictions, payload inspection, request and response transformation, tool allowlists, and protections against oversized or unexpectedly expensive calls. Establish where each policy runs: before session creation, during tool discovery, at invocation time, or after the upstream response. A rate limit that applies only after a request reaches the server is not equivalent to one that blocks the request at the edge.
Audit and observability
For every invocation, operators should be able to connect the caller, agent or session, selected server and tool, policy decision, upstream identity, result status, latency and error. Define retention, export, redaction and access controls before enabling payload logging; MCP arguments can contain secrets or personal data.
Expect split visibility. A gateway can record connection and policy events while the MCP server records the detailed tool operation and resource access. Microsoft’s guidance explicitly recommends API Management logs and metrics for gateway traffic and MCP server logs for tool-level details. Design a correlation identifier that appears in both places.
How the documented options differ
The products below represent different control-plane and traffic-path approaches. The descriptions are documented vendor capabilities, not independent test results. No source establishes a universal winner, comparative performance, compliance status, pricing parity or suitability for a particular organization.

| Kong AI Gateway | Remote MCP traffic management, authentication, access controls, rate limiting, logging, transformations and observability. AI MCP Server documentation describes default and per-tool ACLs. | Supports an AI Auth Strategy for supported listener modes; inbound consumer authentication is separate from upstream authentication. AWS IAM SigV4 signing is documented for applicable upstreams. | The AI MCP Server documentation says a server currently accepts up to one AI Auth Strategy reference for supported modes. Confirm behavior for the deployed version. |
| Microsoft Foundry AI gateway | Governed MCP entry point with authentication, rate limits, IP restrictions and audit logging. | Requires connecting an AI gateway to a Foundry resource. Microsoft advises least-privilege access and careful review of forwarded headers. | Feature marked preview. Only new MCP tools created in the Foundry portal that do not use managed OAuth are routed through it, so coverage must be verified. |
| Microsoft Global Secure Access MCP firewall | Network- and identity-centric inspection, auditing and policy enforcement for MCP interactions, including tool invocations, resources, prompts and server metadata. | Designed as a network or security-service enforcement approach and does not require MCP client, host or server implementation changes. | Feature marked preview. Documentation lists a valid Microsoft Entra Internet Access license and supported-scenario limitations. |
| Gravitee AI Gateway and Access Management | Shared authentication and authorization, policy enforcement and OpenTelemetry traces for LLM, MCP and A2A traffic. Documentation describes centralized credentials, scopes, access flows, audit logging and monitoring. | Use the documented access-management model to map identities, scopes and policies to MCP servers and tools. | Capabilities come from Gravitee product materials; no third-party comparative verification or product test was collected. |
| AWS governance guidance | Architecture guidance rather than a gateway product. It requires governance for authentication and authorization to MCP servers and the resources they access. | Use it as a design test for any gateway and identity architecture. | Guidance does not provide a product ranking, benchmark or implementation guarantee. |
How to choose an MCP gateway for AI agent tool access
1. Inventory every agent-to-tool path
List each AI client, host, agent runtime, MCP transport, server, tool and protected resource. Record whether the path is interactive or autonomous, whether it crosses a trust boundary, and whether it can currently connect directly. Include development and emergency paths; an undocumented bypass defeats a well-configured gateway.
- Identify the MCP clients and agent frameworks in use.
- Record server locations, network zones and the data or actions each server exposes.
- Mark tools that read sensitive data, change state, send messages, move money or execute code.
- Document existing API gateways, SSE or network-security layers and identity providers.
2. Define identity semantics
For each path, answer whether authorization follows the human requester, the agent workload, a delegated service account or a combination. Decide how delegation is represented in tokens and logs. Require a design for token expiry, refresh, revocation and rotation. If the gateway substitutes its own upstream credential, preserve the original caller identity in a verifiable audit field and enforce least privilege on that credential.
3. Write a policy matrix before comparing products
| Decision | Questions to answer |
|---|---|
| Server access | Which identities may discover or connect to each MCP server? |
| Tool access | Which identities may invoke each tool, with what scopes, arguments and approval conditions? |
| Resource access | What can the downstream server read or change, and how is that permission restricted? |
| Network boundary | Which sources, destinations, regions and private networks are permitted? |
| Traffic controls | What rate, payload, concurrency and timeout limits prevent abuse or runaway cost? |
| Evidence | Which identity, tool, decision, outcome, latency and error fields must be retained and exported? |
4. Check coverage and compatibility
Ask whether every required client and server combination is supported, whether discovery and invocation are both governed, and whether managed OAuth or another authentication mode causes traffic to bypass the gateway. A product can have excellent controls for one onboarding path while leaving existing servers outside enforcement.
Microsoft Foundry is a concrete example of why this check matters: its documented gateway routing applies to new MCP tools created in the Foundry portal that do not use managed OAuth. Treat that as a coverage boundary, not as a minor configuration detail.

5. Map deployment and operations
Choose where the control point runs: in an API gateway, a network security service, an agent platform or a combination. Evaluate high availability, scaling, upgrade procedures, regional placement, administrative roles and failure behavior. Decide whether a gateway outage should fail closed, allow cached read-only operations or route to an approved backup. Confirm support and service-level commitments directly; the available documentation does not establish comparable terms.

6. Verify maturity, licensing and commercial fit
Separate generally available controls from preview features in your risk register. Microsoft labels both the Foundry gateway governance feature and the Global Secure Access MCP firewall as preview. Global Secure Access documentation lists a Microsoft Entra Internet Access license prerequisite. Confirm regional availability, data residency, support level, pricing and licensing for your edition before procurement; these values are not comparable from the documented material alone.
A practical reference request path
- Session establishment: the client connects to the gateway, which validates the token, client identity, audience, issuer, expiry and required scopes.
- Route selection: the gateway maps the requested MCP server to an approved upstream and rejects unknown destinations.
- Discovery control: the gateway applies identity and server policy to tool and resource discovery so unauthorized capabilities are not presented as available.
- Invocation decision: it evaluates the specific tool, caller, arguments, rate, network context and any approval requirement before forwarding.
- Upstream call: the gateway uses the separately configured downstream credential or delegated identity and records the relationship to the original caller.
- Response handling: it enforces response-size, transformation and redaction rules, then returns the result with a correlation identifier.
- Evidence and alerting: gateway and server logs are joined for investigation, with alerts on denied calls, unusual volume, policy changes and repeated authentication failures.
This sequence is a design pattern, not a claim that every product implements every stage. Confirm the actual behavior in configuration and testing.
Controls worth testing in a pilot
Start with read-only, low-risk tools and a small set of representative clients and servers. A pilot should prove enforcement and visibility rather than merely demonstrate a successful connection.
- Allow a properly scoped identity to discover and invoke an approved read-only tool.
- Deny the same identity when it requests a tool outside its scope.
- Test missing, expired, malformed and wrong-audience credentials.
- Test a valid token with an insufficient tool scope.
- Attempt direct client-to-server access and confirm the intended network path blocks or detects it.
- Exceed rate and payload limits, then verify the response, alert and audit event.
- Use a tool that returns an error and confirm the gateway and server preserve matching correlation data.
- Inspect logs for caller identity, session, tool, policy decision, upstream identity, latency, status and sensitive-data handling.
- Rotate or revoke the upstream credential and confirm that old access stops.
- Repeat the tests after a policy update to verify change control and rollback.
Common failure modes and how to correct them
“The gateway authenticated me, so the data is safe.”
Authentication proves an identity, not that the identity should access a particular tool or that the MCP server is restricted to appropriate resources. Add per-tool authorization and review downstream permissions.
One credential hides every human user
A shared upstream service account can simplify integration while destroying accountability and least privilege. Use delegated identity where supported; otherwise bind the gateway credential to a narrowly scoped workload and retain the original caller and agent identity in audit events.
Discovery is open but invocation is blocked
Exposing sensitive tool names and schemas can leak information even when execution is denied. Apply policy to discovery as well as invocation, and test both operations independently.

Logs stop at the gateway
Gateway records may show a successful forward while the server shows a failed tool operation, or vice versa. Establish shared correlation IDs, collect server-level tool outcomes and define retention and redaction rules for both systems.
A new integration bypasses enforcement
New portal-created tools, managed OAuth paths, alternate clients or direct network routes can fall outside a gateway’s documented scope. Maintain an inventory, enforce network reachability, and make onboarding conditional on a route-coverage check.
Preview functionality becomes a production dependency
Record preview status, licensing prerequisites and supported-scenario limits in the architecture decision. Require an exit plan if the feature changes or is withdrawn.
Procurement questions for shortlisted vendors
- Which MCP transports, clients, servers and authentication modes are supported in the exact release we will deploy?
- Can policy distinguish discovery, invocation, resources and prompts, and can it express per-tool rules?
- How are human, agent and service identities represented inbound and upstream?
- What happens when the identity provider, gateway, policy store or upstream is unavailable?
- Which fields are logged by the gateway, which remain on the MCP server, and how are records correlated?
- Can logs and metrics be exported to our SIEM and retained in our required region?
- How are payloads redacted, encrypted, access-controlled and deleted?
- Which paths are excluded, including managed OAuth, legacy servers or direct connections?
- What licenses, regions, support tiers and operational limits apply?
- Which controls are preview, and what change-notification and migration commitments exist?
Decision framework
Select the gateway that passes your route-coverage, identity, authorization, upstream-permission and audit tests with the least operational complexity. A product with per-tool ACLs is not automatically preferable if your clients cannot use its supported authentication mode. A network firewall approach may reduce code changes, while an application gateway may provide richer tool-aware policy; many enterprises will need both layers.
Document each accepted risk, especially unprotected paths, shared credentials, preview dependencies and incomplete server logs. Re-test when clients, servers, identity providers or gateway versions change. The defensible 2026 answer is therefore a governed selection process: compare documented capabilities, prove the complete request path in a controlled pilot, and choose the option that fits your identities, MCP estate, deployment boundary and evidence requirements.
