There is no single “best” enterprise AI platform. The right choice depends on who operates the model, where prompts and outputs are processed, which API features your workload needs, and how much control you require over networking, governance, quotas, and cost. A hosted model catalog, a cloud model API, a provider-run platform, a gateway, and a self-hosted endpoint can expose similar models while creating materially different security and operational obligations.
What you are actually choosing
“Enterprise AI platform” describes several architectures rather than one product category. In a hosted catalog, you select a model from a cloud provider’s service and use that provider’s identity, billing, quotas, regions, and safety controls. A direct model-provider API is operated by the model company, even when it runs on a hyperscaler’s infrastructure. A cloud-hosted model API is operated and processed by the cloud provider. A private deployment may mean a private network path to a managed service, a dedicated cloud endpoint, or a model that your organization runs itself. A gateway can sit in front of any of these and standardize access across applications.
The model name alone does not identify the arrangement. The same model family can have different operators, feature release timing, authentication methods, quotas, billing, retention terms, and geographic processing when accessed through different services.
Comparison at a glance
| Option | What is established | Questions to verify before adoption |
|---|---|---|
| Microsoft Foundry | Catalog of Microsoft and partner/community models. Models sold by Azure include Microsoft support and Azure integration. Azure documents Azure Policy, managed virtual networks, and private endpoint options for serverless deployments. | Commercial arrangement for the exact model, regional availability, content-filtering configuration, network behavior for the resource and deployment, and any preview or model-specific restrictions. |
| Amazon Bedrock | Region-specific inference endpoints. Supports Bedrock-native InvokeModel and Converse, plus OpenAI-compatible Chat Completions and Responses and Anthropic Messages surfaces. Endpoint families do not have identical feature support. | Feature support for the API you plan to use, model and region availability, throughput quotas, and total workload cost. Do not select an endpoint based only on assumed token-price differences. |
| Claude Platform on AWS | Anthropic operates the platform on AWS infrastructure. Billing can run through AWS Marketplace; Anthropic manages quotas and acts as processor. The service supports inference_geo for inference-geography pinning, and Zero Data Retention is available on request. |
Workspace creation date, geography and data path, whether AWS must be the sole processor, compliance requirements, private-offer terms, and required features. Anthropic says workspaces created before September 18, 2026 may have had requests and content processed outside AWS. |
| Claude in Bedrock | AWS operates and processes the service, manages quotas, and bills it as an AWS service. Anthropic documentation directs organizations that require AWS as sole processor or have certain regulated-industry requirements toward Bedrock. | Current model-specific features, regional availability, compliance scope, and whether Bedrock’s API surface satisfies your application. |
| Google Vertex AI | The FTC identifies Vertex AI as a cloud model-as-a-service example that lets developers access models without training their own. | Do not infer feature or security parity from another provider. Verify current Google documentation for catalog, networking, data handling, API behavior, regions, and pricing. |
| Gateway layer | Microsoft API Management can mediate multiple model API formats and self-hosted endpoints, apply identity, quotas, logs and safety policies, and distribute traffic. Its unified model API is marked preview, and capabilities vary by tier. | Whether each needed feature is generally available in your tier and region, backend-specific format limits, logging and privacy behavior, and the gateway-to-backend regional topology. |
Hosted model catalogs and cloud APIs
Microsoft Foundry
Foundry is useful when Azure integration is as important as model choice. Its catalog spans Microsoft and partner or community models, but commercial responsibility differs by listing. A model sold by Azure carries Microsoft support and Azure integration; another catalog entry may have a different provider relationship.
#1 Best Overall
For serverless deployments, Azure documents Azure Policy, managed virtual networks, and private endpoint options. Those controls can restrict access and enforce organizational rules, but they do not by themselves prove that every request stays inside a particular geography or that Azure is the only processor. Confirm the traffic route, resource type, deployment behavior, and model-specific terms.
Microsoft’s own model overview cautions that “These reviews don’t guarantee mitigations of potential risks.” Treat catalog reviews and safety filters as controls to configure and test, not as a substitute for application-level threat modeling. Verify which filtering configuration applies to your model and whether changing it affects allowed content, latency, logging, or compliance evidence.
Amazon Bedrock
Bedrock separates model access from the underlying model maker. Its native InvokeModel and Converse operations are joined by OpenAI-compatible Chat Completions and Responses surfaces and an Anthropic Messages surface. Compatibility is feature-level, not just path-level: structured outputs, tool use, background work, streaming behavior, error formats, and response metadata may differ among endpoint families.

Build a region and model availability check into deployment automation rather than assuming that a successful development call will work after relocation.
AWS states: “Per-token pricing for the same model is identical on bedrock-runtime and bedrock-mantle.” That statement does not establish equal total cost across providers or architectures. Network transfer, gateway calls, provisioned capacity, retries, observability, safety services, reserved throughput, and engineering operations can dominate the bill for a real workload.
Provider-operated Claude services: similar model, different processor
Claude Platform on AWS
Claude Platform on AWS is Anthropic-operated on AWS infrastructure. Anthropic manages quotas and acts as processor, while AWS Marketplace can handle billing. The inference_geo control lets an organization pin inference geography, and Anthropic says Zero Data Retention is available on request.
This arrangement can suit teams that need Anthropic’s platform behavior or features while procuring through AWS. It is not equivalent to an AWS-operated service. Confirm the workspace’s creation date and processing path: Anthropic says workspaces created before September 18, 2026 may have had requests and content processed outside AWS. If a policy requires AWS to be the sole processor, obtain written confirmation that this service meets it before migration.

Claude in Bedrock
Claude in Bedrock is AWS-operated and AWS-processed, with AWS-managed quotas and AWS service billing. Anthropic’s guidance points organizations requiring AWS as sole processor, or meeting certain regulated-industry requirements, toward this option.
Rank #3
The trade-off is that you use Bedrock’s regional controls, quotas, integrations, and API surfaces. Check the exact Claude model, region, and endpoint for tool use, structured output, streaming, message formatting, and safety behavior. A provider-operated Claude workspace and Claude in Bedrock should be treated as separate services in risk assessments, not as interchangeable URLs.
What “private deployment” should mean in a contract
“Private” is not a sufficient architecture description. Ask for a concrete traffic and processing statement:
- Private endpoint: Your application reaches a managed service through private connectivity rather than a public internet route. The service operator may still process the data outside your network boundary.
- Managed virtual network: The platform places service components or access paths in a provider-managed network with defined controls. Verify ingress, egress, DNS, logging, and service-to-service routes.
- Cloud-hosted endpoint: A provider hosts the model and endpoint in your selected cloud region. Determine which company operates the endpoint and acts as processor.
- Self-hosted model: Your organization or its infrastructure provider runs the model server and accepts responsibility for weights, patching, scaling, hardware, isolation, monitoring, and incident response.
A private network path does not automatically mean that model inference, support access, telemetry, or abuse monitoring remains inside your country or tenant. Record the operator, subprocessors, region, retention, support access, and failover geography for the exact deployment.

SDK compatibility reduces migration effort but does not guarantee behavioral compatibility. Create a capability matrix for every candidate endpoint:
Rank #4
- Authentication method, token scopes, tenant isolation, and rotation process.
- Chat, completion, message, and response schemas, including streaming and error formats.
- Structured or constrained output guarantees and schema limits.
- Tool or function calling, parallel tools, tool-result messages, and background execution.
- Context-window limits, multimodal input, file handling, batching, and asynchronous jobs.
- Safety filters, refusal behavior, configurable thresholds, and audit events.
- Idempotency, retries, rate-limit headers, timeout behavior, and regional failover.
Run contract tests against the precise model and endpoint family you will deploy. A request that succeeds through a compatibility layer may silently lose a feature, return a different error shape, or apply a provider-specific safety policy.
A workload-first selection method
Write the workload before comparing vendors. Include the model and task, input and output shape, latency target, throughput, regions, availability objective, data sensitivity, retention requirement, and required tools or structured output. Then score each architecture on six axes.
- Operator and processor: Identify the company operating inference, every processor or subprocessor, billing entity, and support-access path.
- Model and API coverage: Confirm the exact model version, endpoint family, regions, context limit, tools, structured output, streaming, and moderation behavior.
- Network path and geography: Diagram client, gateway, endpoint, storage, telemetry, and failover routes. Mark where prompts, outputs, and logs are processed.
- Identity, governance, safety, and logs: Check policy enforcement, tenant separation, key management, content filtering, audit records, redaction, and retention controls.
- Quotas and resilience: Calculate requests and tokens per minute, burst behavior, concurrency, retry amplification, regional capacity, and a tested fallback.
- Workload cost: Model input and output tokens, cache behavior, retries, network transfer, gateway fees, observability, reserved capacity, and people required to operate the service.
This sequence prevents a low headline token price from hiding a processor mismatch, missing API feature, or inadequate capacity.

Before production approval, require evidence for the following items:
Best Value
- Data classification rules that state which prompts, files, identifiers, and regulated data may be sent.
- Documented retention and deletion behavior for requests, outputs, abuse monitoring, support tickets, and logs.
- Regional processing and disaster-recovery locations for normal traffic and failover.
- Authentication, least-privilege roles, secret rotation, tenant boundaries, and emergency revocation.
- Prompt-injection, data-exfiltration, tool-abuse, and unsafe-output testing with an owner for each mitigation.
- Quota alerts, latency and error dashboards, cost budgets, and a runbook for throttling or provider outage.
- Version pinning and change notification for model updates, filters, API schemas, and preview features.
- Human review and rollback procedures for high-impact decisions.
Common failure modes and fixes
“Private endpoint” was interpreted as private processing
Fix the architecture record to show the endpoint’s operator, processing region, support access, telemetry destinations, and failover path. Obtain provider confirmation for any residency or sole-processor requirement.
An SDK migration broke tool calls or structured output
Compare the capability matrix for the old and new endpoint. Pin a supported API surface, update message and schema handling, and keep contract tests in continuous integration.
A model works in development but is unavailable in production
Check model entitlement, account eligibility, region, quota tier, and deployment type. Provision capacity or choose an approved regional fallback before launch.

Costs rose despite identical token prices
Measure retries, long contexts, output length, concurrency, transfer, gateway and logging charges, and reserved capacity. Recalculate cost using the actual request pattern rather than a per-token comparison.
A gateway became a hidden bottleneck
Verify the gateway tier, preview status, per-backend limits, added latency, logging volume, and regional topology. Load-test the gateway and maintain a direct, policy-compliant emergency route where appropriate.
How to make the final decision
Choose a managed catalog when centralized cloud identity, policy, regional controls, and a broad model menu outweigh provider-specific differences. Choose a direct provider platform when its features, processor relationship, or geography are essential and you can operate a separate governance path. Choose a cloud-hosted API when cloud-native quotas, billing, and network integration matter most. Choose self-hosting only when control, isolation, or predictable capacity justifies hardware, model-serving, patching, and on-call responsibility. Add a gateway when cross-application policy and traffic management solve a real problem, not merely to make unlike APIs look identical.
Document the decision for a specific model, region, account, endpoint, and workload. Recheck catalog membership, geography, processing terms, prices, quotas, and preview status before each production change because these details can change independently of the model’s name.
