A gas-supply disruption can raise wholesale electricity prices without causing an immediate blackout. The link is the power system’s dispatch order: when gas-fired generators are needed to balance low wind, low solar or a demand spike, a shortage makes those units more expensive or unavailable. The market then relies on costlier generation, imports, storage, demand response or, in the worst case, controlled curtailment.
The size and timing of the effect depend on weather, storage inventories, LNG and pipeline access, transmission capacity, non-gas generation and the rules of the affected market. Household bills may move differently from wholesale prices because hedging, taxes, network charges and regulated tariffs delay or dilute the shock.
How a gas disruption reaches the electricity market
Gas and electricity are linked by the generators that burn gas to produce power. In many systems, combined-cycle and open-cycle gas turbines can change output faster than coal, nuclear or some hydro units. That flexibility makes them useful when electricity demand changes quickly or when wind and solar output falls.

- Fuel becomes more expensive. A pipeline interruption, production outage or shipping problem can lift the price paid for gas. A gas generator must then bid electricity at a higher marginal cost to cover its fuel.
- Fuel becomes physically unavailable. A plant may have capacity on paper but be unable to run at its normal level if deliveries or on-site supplies are insufficient.
- The system changes its dispatch order. The market calls on imports, coal, hydro, batteries, demand response or other units that are available, often at a higher short-run cost.
- A marginal unit sets the wholesale price. In a uniform-price market, all dispatched generators may receive the offer of the last unit needed to meet demand. If that unit is gas-fired, a gas-cost shock can set the price for the whole market interval.
This is why a physical gas shortage does not have to occur at every power plant to affect electricity prices. A constrained regional hub, pipeline route or interconnector can be enough if the affected area cannot replace the missing supply cheaply.
Why electricity prices can rise even when gas is only part of the fuel mix
Power markets dispatch resources in merit order: lower short-run operating costs are used first, followed by more expensive resources until demand is covered. Wind, solar, run-of-river hydro and nuclear typically have low marginal fuel costs, but their available output is limited by weather, water conditions, maintenance or operating constraints. Gas plants often fill the remaining gap.
When gas costs rise, the relevant question is not “What share of annual electricity is gas?” It is “Is gas setting the price during the hours that matter?” A market can have a modest annual gas share yet experience a large price response during a cold evening, a wind lull or a major plant outage. Conversely, abundant hydro, strong wind, low demand or unconstrained imports can prevent a gas shock from reaching the electricity price in a particular hour.
ACER’s 2024 figures for the EU member states covered in its analysis illustrate the time horizon. The correlation between gas and electricity prices was 0.86 for month-ahead products and 0.56 for day-ahead products. The stronger longer-term relationship is consistent with gas being a major input to the expected cost of power, while short-term prices are also shaped by weather forecasts, renewable output, outages, transmission congestion and bidding behavior. These are correlations, not a universal conversion rate from a gas-price change to an electricity-price change.
Why gas still matters as renewables grow
Wind and solar reduce fuel consumption when their output is available, but they are variable. A power system must balance demand and supply continuously, including during periods when renewable production is low. Gas turbines can ramp up, hold reserves and follow load, so they provide a flexibility service as well as energy.

The International Energy Agency describes this role as increasingly important as variable renewables expand and extreme weather becomes more frequent. During a slow-wind period in Europe in the first half of November 2024, gas-fired power output rose nearly 80% year on year. That increase shows how quickly gas generation can become the balancing resource when wind output is unusually weak; it does not mean gas output rises by that amount in every low-wind event.
Gas is not the only flexibility option. Hydroelectric reservoirs, interconnectors, batteries, pumped storage, industrial load shifting and consumer demand response can all help. Their ability to replace gas depends on duration and location. A battery may cover a short evening peak but not several windless days. An interconnector may provide power only if neighboring systems have spare capacity. Hydro output may be limited by water availability or environmental rules.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Do gas and electricity prices always move together?
No. They are linked when gas-fired generation is economically or physically important, but the relationship is neither one-for-one nor constant.
When the link is strong
- Electricity demand is high because of cold or hot weather.
- Wind, solar or hydro output is below forecast.
- Nuclear, coal or other non-gas plants are unavailable.
- Cross-border transmission is constrained or neighboring markets are also short.
- Gas-fired units are the marginal generators setting the clearing price.
When prices can diverge
- A gas-price move occurs while wind or solar output is abundant.
- Hydro reservoirs or nuclear units supply most of the marginal energy.
- Electricity demand changes independently of gas demand.
- Transmission congestion separates the electricity market from the gas-affected area.
- Short-term bidding, outages or forecast revisions dominate the next market interval.
Longer-term contracts, hedges and fuel procurement can also make a generator’s effective cost differ from the spot gas price. The ACER month-ahead and day-ahead correlations should therefore be read as evidence of a relationship over specific products and covered countries in 2024, not as a promise that every daily electricity price will track gas.
How storage limits the size and timing of a shock
Gas storage acts as a buffer between continuous or seasonal supply and winter demand. Operators inject gas when demand is lower and withdraw it during cold spells, delivery interruptions or periods of high power-sector use. This can keep a short disruption from immediately becoming a shortage at generators.

ACER states that EU gas storage can supply up to 25–30% of total gas consumed during winter. The figure describes the potential contribution of storage to Union winter consumption, not a guaranteed share available to every country, plant or day. Usable deliverability also depends on withdrawal rates, pipeline pressure, gas quality, location and commercial access.
Storage changes timing rather than eliminating risk. A disruption may first appear as higher prices as traders value remaining inventory. If cold weather persists or replenishment is difficult, stocks can fall faster and withdrawal capability can decline. A full cavern in one region cannot necessarily serve a distant power plant if the network between them is constrained.
How LNG and interconnectors replace a lost route
Liquefied natural gas can arrive by ship from a different producing region, while pipeline interconnectors can redirect gas from another national market. Together they reduce dependence on one pipeline or supplier. Regasification terminals, cross-border pipelines and reverse-flow capability determine whether an alternative source can reach the generators that need it.
Substitution has limits. LNG cargoes compete in a global market, so a European buyer may need to outbid buyers elsewhere. Ships require available loading capacity, suitable weather and terminal slots. Regasification plants and downstream pipelines can become bottlenecks even when LNG is available at sea. Interconnectors can face congestion, maintenance or a shortage in the neighboring system itself.
The IEA assessed the end of Russian transit through Ukraine in January 2025 as not creating an imminent EU security-of-supply risk, citing storage, interconnectivity and LNG access. It also said the change tightened market fundamentals and increased the EU’s need for LNG. The conclusion was therefore about near-term system adequacy under the conditions assessed, not proof that any future route loss will be harmless.

Does a gas disruption automatically cause blackouts?
No. The first effects are usually procurement stress, higher wholesale prices, altered dispatch and pressure on system operators. A blackout becomes more likely only when the available combination of stored gas, imports, interconnection, demand response and non-gas generation cannot cover demand and reserve requirements.
ACER reported that average electricity-outage duration in the EU was under two hours per customer in 2024, and that none of the outages it recorded were caused by inadequate electricity supply. This statistic covers the EU reporting context and year identified by ACER; it does not mean gas disruptions are impossible or that every country has the same reliability.
System operators have emergency tools before disconnecting customers. They can call reserve generators, reduce voltage where permitted, interrupt contracted industrial load, ask consumers to reduce demand, import through available interconnectors or curtail selected customers under predefined rules. If those measures are exhausted, controlled outages may be used to prevent a wider, uncontrolled collapse.
Why geography and system design change the outcome
The same gas event can produce different results in neighboring countries. A country with several LNG terminals, diversified pipelines, full storage and strong interconnectors has more replacement options than an isolated market dependent on one route. A country with abundant hydro or nuclear capacity may need little gas for electricity, while a system with limited non-gas generation can be highly exposed during peak demand.

Electricity networks and gas networks also fail differently. Gas can be stored in large quantities for seasonal use, while electricity must be balanced nearly instantaneously. A gas pipeline constraint may therefore be manageable if storage and alternative routes cover the next few days, but a simultaneous electricity transmission outage can prevent available power from reaching consumers.

Coordination across borders matters because national measures may shift pressure onto neighbors. ACER found that only 10% of national electricity risk-preparedness plans included joint measures to mitigate electricity crises and assist neighboring countries. A system-wide assessment should examine shared reserves, cross-border flows, emergency communications and the rules for exporting during a domestic shortage.

The European Commission said on 9 October 2025 that the EU was well prepared for winter 2025–2026 and the months that followed, based on the annual ENTSOG Winter Supply Outlook. Preparedness is conditional: storage levels change, demand can be colder than expected, and infrastructure can fail during the season.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhy wholesale prices and household bills differ
A gas shock is usually visible first in wholesale products such as day-ahead, month-ahead or futures contracts. Retail bills are assembled differently. Suppliers may have purchased gas and electricity months or years earlier, used financial hedges, or set a regulated tariff. Taxes, levies, network charges and supplier margins can be larger than the short-term wholesale change.
As a result, a sharp wholesale spike may be delayed or partially absorbed for households on fixed or regulated contracts. Customers on indexed or variable tariffs may see a faster effect. The reverse is also possible: a retail increase can persist after wholesale prices fall because contracts and regulatory adjustments reset slowly.
How to compare resilience options
No single technology solves every gas-security problem. Compare measures on four questions:
- How quickly can it respond? Batteries, demand response and flexible turbines can address short peaks; new pipelines, terminals or generation usually take longer to build.
- How much winter energy can it provide? Storage, diversified LNG contracts, hydro reservoirs and firm generation matter during multi-day or seasonal stress, not just one high-price hour.
- How flexible is it? Interconnectors, demand response, hydro and gas can follow changing conditions, while some resources are constrained by minimum run times, weather or recharge needs.
- What external risks remain? Imported fuel, shipping, infrastructure concentration, weather dependence and cross-border rules each create different vulnerabilities.
Storage and LNG primarily address fuel availability. Interconnectors and demand response provide access to flexibility. Renewable, nuclear and hydro generation can reduce gas consumption but have different construction times, operating profiles and weather or water constraints. A credible plan combines these resources with transmission investment, reserve rules and coordinated emergency procedures.

A practical checklist for interpreting a gas-supply headline
- Identify the affected country, pipeline, LNG terminal or production region.
- Check whether the event changes physical volumes, prices, or both.
- Look at current storage, withdrawal rates and the expected weather period.
- Ask whether gas-fired plants are likely to be marginal in the affected electricity market.
- Check available imports, interconnector capacity and the condition of neighboring systems.
- Separate wholesale electricity prices from the retail tariff relevant to a household or business.
- Look for the date, scenario and geography behind any resilience claim.
What readers should remember
Gas disruptions raise electricity prices when gas-fired generators are needed and their fuel becomes costly or scarce. Storage, LNG, interconnectors, demand response and non-gas generation can absorb the shock, but each has limits of duration, location, infrastructure and weather. Blackouts are a later-stage adequacy risk, not an automatic consequence. The decisive factors are the system’s flexibility and coordination at the moment demand, renewable output and fuel availability come together.
