Short answer: an offshore substation is an electrical facility serving an offshore wind farm’s connection to shore. An energy island is a larger hub or system that collects electricity from several offshore wind farms and sends it to one or more national grids. An energy island can contain substation and converter equipment, but a standalone offshore substation is not automatically an energy island.
The difference in one sentence
The terms describe different scopes. “Offshore substation” names a facility in the electrical connection chain. “Energy island” names a hub project or system built to aggregate offshore generation and route it between offshore farms and domestic or neighboring grids.
That distinction matters because the word island can describe the project’s coordinating role rather than a particular piece of equipment. A hub may be built on a new artificial island, use facilities on an existing island, or combine several offshore electrical assets. The equipment inside it can include substation functions, converter stations and submarine cable connections.
What an offshore substation does
A facility within one wind farm’s connection
An offshore substation is part of an offshore wind farm’s electrical infrastructure. Electricity generated by turbines is collected offshore and passed through electrical equipment that prepares it for transmission toward an onshore point of connection. The substation is therefore one link between the wind farm and the shore-side grid.

The term identifies the facility’s role, not its ownership, building shape or ability to connect countries. A substation can be mounted on an offshore platform or use another offshore structure; the Thor project material cited by the Danish Energy Agency identifies an offshore substation and a grid connection but does not specify the structure in the comparison source.
What the word does not establish
- It does not establish that several wind farms are connected to the same hub.
- It does not establish cross-border power exchange.
- It does not establish that the facility is on an artificial island.
- It does not establish the project’s capacity, construction stage or operating status.
A substation may be essential to a large offshore project while remaining a single-farm connection asset. To call it an energy island, you need evidence of the wider hub function: aggregation of surrounding generation and routing toward one or more grids.
What an energy island or energy hub does
A system-level collection and routing point
The Danish Energy Agency describes an energy island as a hub that gathers electricity from surrounding offshore wind farms and distributes it to Denmark and other countries. The defining feature is the network role: several sources can be brought together and power can be directed to more than one national grid or market.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
This is broader than a single substation. An energy island can coordinate generation, conversion and export infrastructure as one planned system. “Hub” is often the clearest mental model: wind farms are the sources, the hub is the aggregation point, and submarine cables and grid links carry electricity onward.
A project concept, not one universal design
There is no single physical form that every energy island must use. The Bornholm project uses an existing island for electrical equipment. The North Sea concept described by the Danish Energy Agency uses a purpose-built artificial island. Both can be called energy-island projects because the hub function—not the island’s geological origin—is central.
Some proposals also discuss future additions such as storage or Power-to-X production. The Danish Energy Agency presents those as ambitions or possibilities, not guaranteed equipment. They should not be treated as part of every energy island’s installed design.
How the scopes overlap
An energy island can host substation functionality
The Danish Energy Agency’s North Sea project document says the artificial island would host “substation functionality.” In practical terms, that means the hub can include electrical facilities that perform the functions associated with offshore substations while serving a wider aggregation and export role.

Bornholm’s project description goes further by identifying converter stations, submarine cables and grid links. Those components show why the hub is more than a single substation: the project is designed to connect offshore generation with both Danish and German grids.
Why the reverse statement is not valid
It is accurate to say that an energy island may contain a substation. It is not accurate to infer that every offshore substation is an energy island. The broader label requires evidence of multiple-farm aggregation, hub-scale routing or interconnection between grids.

Bornholm: an energy island on an existing island
Why Bornholm qualifies as a hub
The Danish Energy Agency describes Bornholm as the Baltic Sea energy hub, with electrical equipment located on the existing island. The surrounding offshore wind farms are assigned a stated capacity of 3 GW in that project description. The island is therefore the physical location for the hub’s equipment, while the offshore farms provide the generation being collected.
Calling it an “energy island” does not mean a new island is being constructed. Bornholm already exists; the term refers to its planned role in the electricity system.

On 4 September 2025, the European Commission announced a €645.2 million Connecting Europe Facility grant agreement for the Bornholm Energy Island project. The announcement described a hub on Bornholm linking offshore wind farms to Denmark and Germany, with two converter stations and around 200 kilometres of submarine cables.
Those figures describe the project covered by the grant announcement. They are not a measurement of electricity already flowing, and the announcement should not be read as proof that the complete infrastructure was operating on that date.
The January 2026 joint-development agreement
On 26 January 2026, the European Commission reported that Germany and Denmark had reached an agreement on joint development. The Commission described the project as linking 3 GW of offshore generation to the two national grids.

Planned initial and long-term capacities
The Danish Energy Agency describes a purpose-built artificial island in the North Sea intended initially to serve 3–4 GW of surrounding offshore wind farms. The same explainer gives a long-term expansion potential of up to 10 GW.
| Figure | What it refers to | How to interpret it |
|---|---|---|
| 3–4 GW | Initial service range described for surrounding North Sea wind farms. | A planned project capacity range, not measured generation. |
| Up to 10 GW | Long-term expansion potential for the North Sea island and surrounding wind farms. | An upper planning potential, not a guaranteed build-out or operating level. |
Why it is more than a substation
The North Sea concept is described as a hub gathering output from surrounding wind farms and distributing it toward Denmark and other countries. The artificial island would host electrical facilities, including substation functionality. Its identity comes from the combination of aggregation, routing and a shared hub—not simply from placing electrical equipment offshore.
What is not established about its implementation
The cited pages do not establish whether the North Sea island had entered construction, procurement or operation as of 13 October 2026. A current Danish government or project update is needed before making a present-tense claim about those stages. The capacity and equipment descriptions should therefore be written as plans or concepts unless a newer official status report says otherwise.
How electricity moves through the two arrangements
Standalone offshore-wind connection
- Offshore turbines generate electricity.
- Collection infrastructure brings that output to an offshore electrical facility.
- The offshore substation performs the project’s specified electrical connection functions.
- A grid connection carries power toward the onshore point of connection.
This simplified sequence explains why a substation is a component in the connection chain. It does not imply that every project uses identical voltage levels, converter technology or platform design; those details depend on the project specification.
Hub-based, multi-grid arrangement
- Several offshore wind farms produce electricity in the surrounding sea area.
- Subsea connections bring the generation to a shared hub.
- Substation and, where specified, converter equipment condition or convert the electrical flow for onward transmission.
- Submarine cables connect the hub to one or more national grids.
- Grid operators and project partners use the interconnection to route the planned generation to the connected countries.
The Bornholm description explicitly includes converter stations, submarine cables and links to Denmark and Germany. The North Sea description establishes the hub and substation-function concept, while the exact final equipment list should be taken from the project’s latest technical documentation.
Does an energy island have to be artificial?
No. Bornholm is the clearest counterexample in the cited Danish plans: it is an existing island where energy-hub electrical equipment is planned. The North Sea concept is different because it proposes a purpose-built artificial island.

When reading a project announcement, separate these questions:
- Where is the equipment? On an existing island, a new artificial island or another offshore structure.
- What does the hub connect? One wind farm, several wind farms or several national grids.
- What is actually committed? A concept, an agreement, a grant, construction, commissioning or operation.
The physical meaning of “island” answers only the first question. The energy-island designation depends mainly on the hub’s system function.
Can an energy island also be an offshore substation?
It can contain offshore-substation functionality, but the terms still should not be treated as synonyms. A substation is a facility or functional element. An energy island is the larger hub project that may include that element along with converters, cables and grid interconnections.
A useful sentence is: “The energy island hosts substation and converter functions.” A misleading sentence would be: “The offshore substation is the energy island,” unless the source is explicitly using the terms interchangeably and describing the full multi-farm, multi-grid system.
What the capacity numbers mean—and what they do not
Project capacity is not output
The 3 GW, 3–4 GW and up-to-10-GW figures cited for the Danish projects are planning or project capacities. They indicate the amount of offshore generation a project is intended to connect or eventually accommodate. They do not report electricity being produced at a particular moment, annual energy delivered, or equipment that is already operating.
Keep each figure attached to its project
- 3 GW for the North Sea concept: the Danish Energy Agency’s stated initial capacity.
- 3–4 GW for the North Sea concept: the initial service range described for surrounding wind farms.
- Up to 10 GW for the North Sea concept: long-term expansion potential.
- 3 GW around Bornholm: the offshore wind capacity stated in the Danish Energy Agency description.
- 3 GW in the January 2026 Commission announcement: offshore generation the Bornholm project is intended to link to Denmark and Germany.
Because the same project can be described in different documents and stages, always name the project and source date alongside the number.
How to identify which term a source means
Look for facility language
Words such as “offshore substation,” “platform,” “electrical facility” and “grid connection” usually identify an asset within a wind farm’s connection. They do not, by themselves, establish a hub.

Look for hub language
Words such as “gathers output from surrounding wind farms,” “distributes to Denmark and other countries,” “converter stations,” “submarine cables” and “links to two national grids” indicate a wider energy-island or hub role.
Check the verb and date
“Plans,” “intends,” “will link” and “potential” describe a proposal or target. “Announced a grant agreement” and “reached an agreement on joint development” describe milestones, not operation. A present-tense statement that a facility is operating requires a current official commissioning or operating source.
Common misunderstandings
“Every offshore substation connects countries.”
Not necessarily. The word substation identifies an electrical facility; it does not establish international interconnection. Cross-border routing is part of the Bornholm project description because that project is designed to link Denmark and Germany.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →“Every energy island is a man-made island.”
No. Bornholm uses an existing island. The North Sea project is the artificial-island example in the Danish plans.
“The island itself generates the power.”
The surrounding offshore wind farms are the generation sources described in these projects. The island or hub gathers, converts where specified and routes their electricity.
“A grant means the project is operating.”
A grant agreement is a financing and implementation milestone. The September 2025 Bornholm announcement did not, by itself, establish that the full project was in operation.
“Up to 10 GW means 10 GW is being delivered now.”
“Up to 10 GW” is the Danish Energy Agency’s long-term expansion potential for the North Sea concept. It is not a measured output figure or a guarantee that all expansion will be built.

A practical reading checklist
- Identify whether the text names a facility or a system hub.
- Count the stated generation sources: one wind farm or several surrounding farms.
- Check whether one grid or multiple national grids are named.
- List the equipment explicitly stated: substation, converter stations, submarine cables and grid links.
- Label every capacity as planned, potential or operating only when the source does so.
- Record the announcement date and distinguish agreements or grants from construction and commissioning.
- For the North Sea project, verify implementation stage with a newer official update before making a current-status claim.
Bottom line for the Bornholm and North Sea examples
Bornholm and the North Sea concept demonstrate the distinction clearly. Bornholm is an existing island planned as a Baltic Sea hub, with converter stations, submarine cables and links intended for Denmark and Germany. The North Sea project is a proposed artificial island intended to aggregate surrounding offshore wind farms and host substation functionality, with an initial 3–4 GW service range and long-term potential of up to 10 GW. In both cases, the energy-island label describes the hub’s system role; the substation label describes one class of electrical function within that system.
