Employee pushback can slow workplace AI adoption, but the evidence does not show that it is always the biggest barrier. McKinsey’s 2025 report named leadership as the biggest barrier to success, while research also points to worker concerns, training gaps, peer behavior, and poor rollout choices. Companies are more likely to earn useful adoption by listening to employees, explaining how work and accountability will change, and testing specific workflows with the people who do them.
Why are employees resisting AI at work?
“Resistance” can mean several different things: worry about job prospects, uncertainty about how to use a tool, lack of confidence in its output, or simply seeing no reason to change a working process. Those are different problems and call for different responses. Low use is not, by itself, proof that employees are unwilling to adapt.
In a February 2025 survey, Pew Research Center found that 52% of US workers felt worried about future AI use at work; 33% felt overwhelmed, 36% hopeful, and 29% excited. These sentiments can coexist. On job prospects, 32% thought workplace AI would lead to fewer opportunities for them, while 6% thought it would lead to more. These are workers’ expectations, not measured job losses.
Adoption is also social. Gartner reported that 37% of surveyed employees who could use AI said they did not because their coworkers were not using it. That finding, from a July 2025 survey of 2,986 employees, suggests that individual willingness may depend partly on whether using AI feels normal and supported in a team.

Training and implementation matter too. The OECD’s 2025 publication of a 2022–23 survey of 840 enterprises across G7 countries said roughly every second AI-adopting enterprise had difficulty retraining or upskilling staff. Staff reluctance to retrain or upskill was cited by 45% of manufacturers and 34% of ICT enterprises. In a different population, EY’s 2025 survey found that 59% of US desk workers at companies with at least $1 billion in revenue cited insufficient AI-skills training as an organizational barrier. These studies examine different populations and questions, so their figures should not be treated as directly comparable.
Is employee pushback really the biggest barrier?
Not universally. McKinsey’s report, based on an October–November 2024 survey of 3,613 employees and 238 C-level executives, says employees were more ready for workplace AI than leaders assumed and identifies leadership as the biggest barrier to success. Its findings are primarily about US workplaces, though the survey covered the US and five other countries. The statement is McKinsey’s conclusion from that survey, not a rule that applies to every organization.
A useful way to interpret the evidence is to treat adoption as a system rather than a contest between employees and technology. Leadership sets priorities and expectations; managers connect tools to daily work; training builds capability; peer behavior signals what is acceptable; and governance sets boundaries. A breakdown in any of these can look like employee resistance from a distance.

How can companies get employees to use AI?
There is no guarantee that any single intervention will improve adoption. The following practices align with the reported barriers and recommendations, but the cited surveys do not establish a causal effect size for each one.
- Listen before setting a mandate. Ask employees which tasks are frustrating, what they worry about, and where they would or would not trust AI to help. Make it safe to give candid feedback, then explain what the company changed in response.
- Explain the work and accountability boundaries. Say what the tool is meant to do, what remains a human decision, what data may be entered, and where people can raise concerns. Do not promise job security or productivity gains unless the company can substantiate those claims.
- Pilot one defined workflow with its users. Recruit willing, collaborative employees from the roles involved. Measure output quality, time, errors, rework, workload, and employee experience. If results are poor, investigate tool fit and process design rather than blaming participants.
- Provide role-based instruction and support. Pair concise guidance with practice on actual tasks, safe-use rules, and a clear route to get help. Account for different levels of confidence and baseline skill instead of assuming everyone starts at the same point.
- Measure adoption in context. Combine employee feedback with usage data. Logins or prompt counts do not show that work improved; assess quality, timeliness, rework, confidence, and whether the workflow is better than before.
- Coordinate governance across functions. Bring HR, technology, security, legal, and business leaders together so workforce impact and risk controls are considered alongside the intended business use.
Gartner recommends involving HR in AI governance, using employee-impact planning, piloting with collaborative and digitally curious staff, and tailoring learning to employees’ adoption attitudes and usage. EY found an association between clear leadership communication about agentic AI strategy and higher reported use and confidence among its respondents. That association does not prove that communication alone caused the difference.
How should managers introduce AI at work?
Managers translate a company-level decision into a change employees encounter in real tasks. Start with a workflow that has a clear purpose and manageable risk, rather than asking a team to “use AI” without specifying how. Agree on the task, the tool’s role, human review points, and the conditions under which an output must not be used.

During a pilot, make it easy to report incorrect outputs, extra work, or concerns about data and job impact. Share what the team learns and whether the workflow will be changed, expanded, or stopped. A pilot is useful even when it shows that a tool is unsuitable for the task.

Gartner has warned that AI deployment decisions made without HR involvement can contribute to poor adoption and mismatched expectations between employees and executives. The practical implication is to include people responsible for workforce planning early, not only after a tool has been selected.
What AI training do employees need?
Training should match the work, the tool, and the risks. A general overview may help explain the organization’s approach, but employees also need to practice the tasks they are expected to perform and know where human judgment remains essential.

- Task practice: Let employees try the tool on representative work and compare its output with the standard they need to meet.
- Output review: Teach people how to check accuracy, spot missing context, and decide when to correct or reject a result.
- Safe use: Explain approved uses, data boundaries, and how to escalate uncertainty under the organization’s rules.
- Ongoing help: Provide a way to ask questions as workflows and tools change, rather than treating one introductory session as sufficient.
Training is not a substitute for a useful workflow or clear leadership. EY’s finding that 59% of its surveyed US desk workers cited insufficient AI-skills training as an organizational barrier applies to workers at large companies and should not be generalized to every occupation or workplace.

The available figures here describe expectations, not what will happen to any particular role. Pew’s 2025 US worker survey found that 32% expected workplace AI to lead to fewer job opportunities for them and 6% expected more. It does not establish how many jobs AI will eliminate or create.

For an employee, the most useful questions are specific to the employer’s plan: which tasks may change, whether responsibilities or staffing decisions are under review, what training is available, and how the company will involve affected teams. Employers should answer honestly rather than using broad assurances that they cannot support.

How to tell whether adoption is working
Use evidence about the work, not activity alone. A team may log in often without producing better results, or use a tool selectively because only a few tasks benefit. Compare the pilot with the existing workflow and review both operational outcomes and employee experience.
- Did output quality meet the required standard after human review?
- Did the task become faster, or did checking and rework absorb the time saved?
- Did errors, delays, or workload change?
- Do employees understand when and how to use the tool?
- Did the workflow improve enough to justify expanding it?
Results should determine the next step: adjust the workflow, provide more support, narrow the use case, or stop using the tool for that task. Adoption is not a goal in isolation; the point is to improve work responsibly.
