For most investors building a core international allocation, a developed-markets (DM) ETF is the easier starting point: its markets are generally more accessible, liquid and operationally predictable. An emerging-markets (EM) ETF can add countries, industries and economic drivers missing from DM indexes, but it brings greater currency, political, governance, liquidity and settlement risk.
There is no universally correct EM percentage. The appropriate choice depends on your home-market exposure, time horizon, ability to tolerate drawdowns, tax residence, fund domicile, benchmark rules and the specific ETF’s costs and construction. Treat an all-country fund and separate DM/EM funds as portfolio-design alternatives, not as inherently superior choices.
What “developed” and “emerging” mean in an ETF benchmark
An ETF does not invest in an abstract label; it follows a defined index. The index provider decides which countries qualify and how much of each market is represented. MSCI says it evaluates markets annually using economic development, market size and liquidity, and market accessibility. Its framework can promote, demote or move a country between developed, emerging, frontier and standalone classifications.

The MSCI World Index represents large- and mid-cap companies in developed-market countries and aims to cover approximately 85% of each country’s free-float-adjusted market capitalization. The MSCI Emerging Markets Index applies the same large- and mid-cap approach to selected emerging-market countries and also targets approximately 85% of each country’s free-float-adjusted market capitalization. These are broad, investable segments, not complete ownership of every listed company.

Country status can change. MSCI announced Greece’s move from emerging-market to developed-market status in March 2026, with implementation planned for May 2027. A fund following an affected index may therefore change its holdings even when its portfolio manager has made no discretionary decision. Always read the benchmark methodology and the provider’s rebalance notices.
DM and EM ETFs differ in ways that affect your results
| Decision axis | Developed-markets ETF | Emerging-markets ETF | What it means for you |
|---|---|---|---|
| Market access | MSCI reports high ratings across nearly every accessibility criterion for developed markets. | MSCI reports more frequent shortfalls in foreign-exchange liberalization, clearing and settlement, transferability, stock lending and short selling. | EM securities can be harder or more expensive to buy, sell, lend and replicate. |
| Sources of return dispersion | In MSCI’s analysis, industry factors explained about 35%–55% of return dispersion and style factors 30%–50%; country effects were 12%–15% in recent years. | Country effects explained 60%–90% of return dispersion for most of the study period, falling below 50% in the latest readings. | DM results are often driven more by industries and styles; EM results can hinge more on country-specific events. |
| Trading and implementation cost | More liquid, accessible markets generally produce lower trading frictions. | FX, brokerage, settlement and replication frictions tend to rise as accessibility falls. MSCI found roughly a 40-basis-point median annual expense-ratio gap between developed-market and frontier-market ETFs, illustrating the cost gradient. | Compare the total expense ratio, bid-ask spread, tracking difference and trading venue rather than choosing on headline fee alone. |
| Diversification | Adds exposure outside a home market but can be concentrated in the largest developed economies and mega-cap companies. | Adds countries and sectors absent from DM indexes but can be concentrated in a few large markets and exposed to policy and currency shocks. | Inspect country, sector and single-company weights before assuming either fund is broadly diversified. |
| Classification stability | Countries can be promoted, demoted or reassigned. | The same classification changes apply, potentially forcing index turnover. | Check the benchmark’s rules and rebalance calendar. |
MSCI describes these accessibility differences as operationally distinct trading environments with significant variation in transaction cost, settlement risk and counterparty infrastructure. The index statistics are snapshots and will change as markets, classifications and company weights change.
Why a developed-markets ETF is often the core international choice
Broader operational access
Developed exchanges generally offer more consistent currency convertibility, settlement systems, disclosure practices and shareholder access. That does not eliminate losses, but it usually makes an ETF easier to trade and for the fund provider to replicate. Tighter spreads and deeper liquidity can matter when you are investing a lump sum, rebalancing or selling during a stressful market.
Multiple industry and style drivers
MSCI’s dispersion analysis found that industry factors typically accounted for 35%–55% of developed-market return differences, while style factors such as value, growth, size or momentum accounted for 30%–50%. Country effects were only 12%–15% in recent years. A DM ETF can therefore spread risk across many industry and style exposures rather than making your result depend primarily on one country’s policy, currency or banking system.

Useful separation from a home-market portfolio
If your salary, property, pension and existing investments are tied to one country, a broad DM ETF can reduce home-country concentration. Review the fund’s country weights, however: a global developed index is still dominated by the largest markets and companies, so it is not an equal-weight allocation to every developed economy.
What an emerging-markets ETF adds—and what it costs
Different countries and industries
EM indexes can include companies and sectors that have little or no representation in a developed-market index. Their economic cycles, demographics, commodity exposure and policy choices may differ from those of developed economies. That can improve portfolio diversification when the rest of your holdings are concentrated in one country or in developed-market sectors.
More country-driven outcomes
For most of the period examined by MSCI, country effects explained 60%–90% of emerging-market return dispersion; the latest readings were below 50%. Elections, capital controls, regulatory changes, commodity shocks, sanctions, political instability and changes in foreign-investor access can therefore move an EM ETF independently of global industry trends.

Your return is affected by both the local share price and the currency translation into your trading or reporting currency. Restrictions on converting or repatriating capital, delayed settlement, limited stock lending or changes in clearing arrangements can add operational risk even when the underlying businesses remain sound.

“Emerging” does not mean guaranteed faster growth
Higher forecast economic growth does not automatically produce higher shareholder returns. Valuations, profitability, dilution, corporate governance, currency moves, government policy and investor flows determine index performance. An EM allocation should be justified by diversification and risk capacity, not by a promise of outperformance.
How to decide between DM, EM and an all-country fund
Choose a DM ETF as the default core when
- You want broad international equity exposure with relatively low implementation friction.
- Your existing portfolio is heavily concentrated in your home country or in a small number of industries.
- You have limited tolerance for wide spreads, difficult trading conditions or sharp country-specific drawdowns.
- You prefer a simpler benchmark whose country and sector changes are easier to monitor.
Add an EM ETF when
- You already have substantial developed-market exposure and can tolerate larger deviations from your home market.
- You understand that currency, political, governance and market-access risks can dominate returns for long periods.
- You can hold through severe drawdowns without selling solely because one country or region is out of favor.
- You have checked that the ETF’s domicile, tax treatment, currency and distribution policy fit your account.
Consider one all-country fund when simplicity matters most
A fund covering both developed and emerging markets can automate the relative split, reinvestment and rebalancing. This reduces the number of trades and the chance that you forget to rebalance. The trade-off is less control: you accept the fund’s classification rules, country weights, emerging-market percentage and treatment of countries that are promoted or demoted.
Use separate DM and EM funds when control matters most
Two funds let you set and maintain your own split, tilt toward or away from EM, and choose different tax or currency treatments where available. They also create more work: you must compare two benchmarks, monitor two sets of costs and rebalance when one sleeve drifts. A separate-fund structure is not automatically cheaper; trading spreads, commissions, taxes and the cost of rebalancing can outweigh a small expense-ratio difference.
A practical selection process
- Map your existing exposure. List home-country shares, pension funds, employer stock, property-related investments and any global funds. Identify how much developed-market and emerging-market exposure you already own indirectly.
- Define the job of the new ETF. Decide whether it is your entire international allocation, a DM core, an EM satellite or a replacement for a concentrated regional holding. The same ETF can be appropriate for one job and unsuitable for another.
- Verify the benchmark. Confirm the index name, large-/mid-cap or all-cap scope, country list, free-float methodology, reconstitution schedule and treatment of frontier or standalone markets. Do not infer exposure from the ticker alone.
- Inspect concentration. Review the latest country, sector and top-company weights. A fund labeled “emerging markets” may be dominated by a few large countries; a “world” fund may be dominated by a few developed-market mega-cap companies.
- Compare total implementation cost. Check the ongoing expense ratio, historical tracking difference, bid-ask spread, average trading volume, exchange listing and any dealing commission. A lower stated fee does not guarantee a lower investor cost.
- Check fund structure and taxes. Confirm domicile, legal structure, withholding-tax treatment, estate-tax implications where relevant, reporting requirements, and whether dividends are accumulated or distributed. Rules vary by investor residence and account type; obtain local tax advice for a binding answer.
- Check currency details. Distinguish the ETF’s trading currency from the currencies of its holdings. A listing in your local currency does not remove the underlying foreign-exchange exposure. If a hedged share class exists, review its hedge method, cost and scope rather than assuming “hedged” means risk-free.
- Set a rebalancing rule before buying. Use a calendar or a tolerance band that fits your tax and trading costs. A written rule prevents you from changing the allocation solely because a region has recently outperformed or underperformed.
How much emerging-markets exposure should you have?
No single percentage is supportable for every reader without personal portfolio, tax and risk information. Start with the purpose of the allocation and your ability to withstand losses, then test whether the proposed EM weight would still be acceptable after a prolonged period of underperformance.

Useful questions include:
- How large is your home-country bias after counting workplace plans and pensions?
- Could you keep the EM position through a sharp currency decline, a market closure or a multi-year period of weak returns?
- Are your future spending needs in the same currency as the EM holdings, or would a currency fall damage your ability to pay bills?
- Would a larger EM sleeve force you to sell at an unfavorable time to meet a near-term goal?
- Does your tax account make frequent rebalancing expensive or administratively difficult?
An investor with a long horizon, diversified income and high risk capacity may choose a larger EM share than an investor approaching a fixed-currency spending goal. That is a suitability judgment, not a benchmark fact. If you cannot explain the expected drawdown and the rebalancing rule, the allocation is probably too large for your risk capacity.

The SEC-filed description of the iShares MSCI Emerging Markets ETF (EEM) says it seeks investment results that correspond generally to the price and yield performance, before fees and expenses, of the MSCI Emerging Markets Index. That statement identifies the intended benchmark relationship; it does not guarantee exact returns, eliminate tracking difference or make the fund suitable for every account.
For developed-market exposure, MSCI lists linked exchange-traded products including the iShares Core MSCI World UCITS ETF (SWDA LN), Xtrackers MSCI World UCITS ETF and SPDR MSCI World UCITS ETF. Availability, ticker symbols, share classes and tax treatment differ by exchange and country. Verify the local listing rather than assuming that a ticker from another market is tradable in your account.

| Index and country list | Two funds with similar names may classify countries differently or exclude small markets. |
| Replication method | Physical sampling, full replication and swap-based structures have different operational and counterparty characteristics. |
| Expense ratio and tracking difference | The fee is stated in advance; tracking difference shows the realized gap after fees, trading and withholding taxes. |
| Spread and liquidity | A wide bid-ask spread can cost more than a small annual-fee difference, especially for a large or urgent trade. |
| Domicile and tax documents | Withholding, estate and reporting rules depend on both the fund’s legal home and your own residence. |
| Accumulation or distribution | Cash dividends may suit spending needs; accumulation can simplify reinvestment but may have different tax reporting. |
| Currency and hedging | The trading currency, asset currencies and any hedge are separate facts that affect returns and risk. |
Risks that are easy to underestimate
Developed-market risk remains equity risk
“Developed” is a classification, not a safety rating. Developed-market stocks can lose substantial value during recessions, financial crises, wars, valuation contractions or industry disruptions. A DM ETF reduces some market-access and country-specific risks; it does not protect principal.

Index concentration can defeat the label
Market-capitalization weighting directs more money to companies whose market values are already large. Review the top holdings and country weights at least when you buy and whenever the provider changes the index. If a single country, sector or company dominates your total portfolio after combining all funds, the label “global” is not enough diversification.
Classification changes create turnover
When a country moves between developed, emerging, frontier or standalone status, index providers and fund managers may need to trade. That can create temporary turnover, taxable distributions or tracking differences. Greece’s planned transition from EM to DM in May 2027 illustrates why classification is a moving input rather than a permanent attribute.
Common mistakes and fixes
- Choosing by ticker alone: open the factsheet and confirm the benchmark, domicile, share class and distribution policy.
- Assuming a lower fee wins: compare realized tracking difference, spread, commissions and taxes.
- Equating growth with returns: evaluate valuation, profitability, currency and governance as well as economic forecasts.
- Treating EM as a single trade: inspect country and sector concentration and understand the fund’s rebalancing rules.
- Ignoring currency exposure: separate the listing currency from the currencies of the underlying companies and decide whether any hedge is appropriate.
- Setting an allocation without a sell discipline: write the rebalancing rule before the first purchase.
- Overlooking account and tax constraints: confirm local eligibility and tax consequences with your broker or a qualified adviser.
Bottom-line decision framework
Use a developed-markets ETF when you need a liquid, relatively straightforward international core and can accept ordinary equity-market volatility. Add an emerging-markets ETF when its different countries and sectors improve your diversification and your finances and behavior can absorb greater currency, political, governance and trading risk. Choose an all-country fund for automated maintenance; choose separate funds when you need control over the DM/EM split and are willing to manage the extra monitoring.
Whichever route you take, make the decision from the actual index and fund documents: coverage, classification, holdings, costs, tracking, domicile, taxes, currency and rebalancing rules. Those details—not the words “developed” or “emerging” on a product name—determine how the ETF will behave in your portfolio.
