El Niño and La Niña are opposite phases of ENSO (the El Niño–Southern Oscillation), a coupled ocean–atmosphere pattern in the tropical Pacific. El Niño is the warm phase; La Niña is the cool phase. By changing where heat and moisture rise into the atmosphere, each phase shifts large-scale circulation, the Pacific jet stream and storm tracks. The result is a change in seasonal probabilities—not a guarantee that a particular city will be wet, dry, hot, cold or hit by a storm.
The practical way to use ENSO is to combine the phase with your region, season and hazard. A general El Niño map cannot replace the latest local forecast, flood statement, drought information or emergency guidance.
What El Niño and La Niña mean
ENSO is one climate system with three commonly described states:

| Phase | Ocean condition | Atmospheric pattern | Typical implication |
|---|---|---|---|
| El Niño | Unusually warm sea-surface temperatures in the central and eastern equatorial Pacific. | Trade winds weaken and tropical rainfall shifts eastward, changing where heat and moisture are released. | Storm tracks, temperatures and precipitation odds shift in many regions. |
| La Niña | Unusually cool sea-surface temperatures in the central and eastern equatorial Pacific. | Trade winds and the tropical Pacific circulation generally strengthen or shift in the opposite direction, keeping more convection toward the western Pacific. | Many of the El Niño-associated seasonal tendencies reverse, although the response varies by place and season. |
| Neutral | Neither a sustained warm nor cool event with the required ocean–atmosphere coupling. | No dominant ENSO-related shift is established. | Other climate patterns and ordinary weather variability play a larger role. |
ENSO is therefore more than a warm or cool patch of water. The atmosphere must respond to the ocean anomaly, and that two-way coupling is what allows a disturbance in the tropical Pacific to influence weather thousands of miles away. NOAA explains the interaction in its ENSO overview.

How NOAA identifies a U.S. El Niño event
NOAA’s U.S. explainer uses an operational set of conditions rather than temperature alone: monthly sea-surface temperatures in the Niño-3.4 region must be at least 0.5°C above normal for five consecutive overlapping three-month periods, together with an atmospheric response such as weakened prevailing trade winds and an eastward displacement of tropical rainfall. This is NOAA’s stated U.S. criterion; agencies and research groups can use related but non-identical definitions.
El Niño events occur, on average, every two to seven years and commonly last nine to 12 months, although duration and strength vary. La Niña follows its own irregular cycle and can persist for more than one season. The phase can also transition from one state to another, so a forecast made early in an event is not a permanent description of the coming year.
How a tropical Pacific anomaly changes weather elsewhere
The useful physical chain is:
- Sea-surface temperatures change. During El Niño, warmer water spreads eastward along the equatorial Pacific; during La Niña, the central and eastern Pacific are cooler than average.
- Trade winds and upwelling respond. The normal east-to-west trade-wind pattern weakens during El Niño and tends to strengthen during La Niña. That changes the amount and location of cold, nutrient-rich water rising near the South American coast.
- Rainfall and rising air move. Tropical thunderstorms follow the warmest water. El Niño shifts a larger share of convection eastward; La Niña keeps more of it toward the western Pacific.
- Atmospheric circulation reorganizes. The redistribution of heat and moisture changes upper-level winds and planetary-scale wave patterns.
- Jet streams and storm tracks shift. NOAA JetStream describes an eastward shift of the Pacific jet-stream trough during El Niño and a westward shift during La Niña, altering where storms are most likely to travel across the Pacific and North America.
- Regional odds change. A location may have a higher chance of a wet winter, a lower chance of one, or no strong ENSO signal at all. The effect is a seasonal background influence, not a day-by-day forecast.
This explains why the same phase can produce flooding in one region and drought in another. The atmosphere is redirecting circulation, not applying one uniform weather pattern to the entire planet.

| Region or hazard | El Niño tendency | La Niña tendency |
|---|---|---|
| Southern United States in fall through spring | More frequent or persistent wet conditions are favored; unusually heavy rain can produce flooding. | Drier conditions are more common. |
| California and the southern U.S. in Northern Hemisphere winter | A southward storm track often brings more storms and wetter conditions. California can face flash flooding and debris flows when rainfall is far above normal. | The southern storm track is often less active, increasing the chance of dry conditions. |
| Pacific Northwest and northern tier | Parts of the Northwest and northern tier tend to be warmer and drier, while areas toward the Great Lakes can share that warmer/drier tendency. | The Northwest tends to be cooler and wetter than average. |
| Central California to Florida and the East Coast in winter | NOAA describes a broad tendency toward wetter and cooler-than-normal conditions. | The southern wet signal is generally reduced; local outcomes vary. |
| Australia, Indonesia and parts of southern Asia | Drought risk can increase, especially where the displaced convection reduces seasonal rain. | Rainfall can increase in some areas, but the response is not identical across the region. |
| Peru, Chile and Ecuador | El Niño years can bring exceptionally heavy rainfall and flooding in parts of the west coast of South America. | The risk pattern is different and depends on the location and season. |
| Atlantic tropical cyclones | El Niño tends to hinder Atlantic hurricane formation by increasing unfavorable wind shear. | La Niña often removes that suppressing influence, but it does not guarantee an active season. |
| Central and eastern Pacific tropical cyclones | El Niño tends to support more activity in summer. | Activity can be reduced relative to El Niño, though basin-specific exceptions occur. |
These are probability shifts, not promises. NOAA’s El Niño and La Niña education page and JetStream ENSO impacts guide describe the regional mechanisms and exceptions.
North America: why the familiar winter pattern is only a tendency
El Niño winters
When El Niño is established, the Pacific jet stream commonly takes a more southward route. More Pacific storms can reach California and the southern United States, then continue toward the Southeast and parts of the East Coast. That setup raises the odds of a wetter, cooler winter across a broad southern belt, from central California to Florida, while the northern tier is more likely to be warmer and drier.
“Wetter” does not mean continuously rainy. A season can be dry for weeks and still finish above normal after a few major storms. In California, a sequence of atmospheric-river events can produce flash flooding, landslides and debris flows even while nearby locations receive less precipitation. Conversely, an El Niño winter can fail to deliver its textbook pattern if other atmospheric circulation features dominate.

La Niña generally shifts the Pacific jet stream and storm track northward. The southern United States consequently has a greater chance of a dry winter, while the Pacific Northwest is more likely to be cool and wet. Northern mountain snowpack, river levels and wildfire conditions can be affected, but the outcome depends on the exact track of each storm and on temperatures that determine whether precipitation falls as rain or snow.

Season matters
The strongest North American ENSO signal often appears during the cool season, but an event does not switch off during summer. Spring and fall transitions can be less predictable, and the relationship between ENSO and a particular heat wave, thunderstorm outbreak or winter storm is weaker than the relationship with seasonal averages. Use the phase as context for a three-month outlook, not as an explanation for every daily anomaly.
Global effects beyond the United States
Australia, Indonesia and southern Asia
During El Niño, the center of tropical convection can move away from the maritime continent. Australia, Indonesia and parts of southern Asia may then experience reduced seasonal rainfall and elevated drought risk. The effect is uneven: coastal and inland districts, wet and dry seasons, and individual El Niño events can differ substantially. A national label such as “Australia will be dry” hides those regional differences.
Western South America
Warmer water and enhanced convection near the eastern Pacific can bring unusually heavy rain to parts of Peru, Ecuador and Chile during El Niño. Flooding, landslides and damage to transport or agriculture are possible, but not every location along the coast receives the same rainfall and not every El Niño produces the same impacts.

Mountains, coastlines, elevation, soil moisture and existing drought all modify the ENSO signal. A seasonal outlook may show increased precipitation odds for a large region while a particular valley remains near normal. Local observations and regional forecasts are needed for operational decisions.

ENSO and tropical cyclones
ENSO affects the background wind patterns that tropical cyclones develop within, but it is only one ingredient. El Niño commonly increases upper-level winds over the Atlantic, which can suppress organization of Atlantic tropical storms and hurricanes. At the same time, it tends to favor activity in the central and eastern Pacific during summer. La Niña often produces the opposite basin-level tendency.
These relationships describe seasonal statistics. They cannot tell you whether a named storm will form, where it will track, how strong it will become or whether a particular coastline will be hit. Sea-surface temperatures, atmospheric moisture, wind shear, short-term waves and many other factors matter. Follow official tropical-cyclone advisories for immediate risk.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Strength, probabilities and the limits of an ENSO forecast
A stronger ocean anomaly can make a large-scale influence more likely, but strength is not a direct conversion from Pacific temperature to local damage. NOAA’s Climate Prediction Center cautions that stronger events often come with greater confidence in broad impacts, while also noting that the magnitude of the Relative Oceanic Niño Index (RONI) does not necessarily equal the strength of an influence or the size of an expected local effect.
Official outlooks are probabilities across seasons, not deterministic predictions. The CPC probability product uses nine overlapping three-month seasons and combines current observations—including reanalysis, in-situ measurements and satellite data—with multiple model ensembles. Its verification uses a 1991–2020 climatological base period and defines the Niño-3.4 region for RONI as 170°–120°W and 5°S–5°N. The outlook is updated monthly with the ENSO diagnostic discussion.

For example, a 60% chance of above-normal precipitation means the wet category is favored over the alternatives; it does not mean rain will fall during 60% of the days or that a flood is 60% certain. The size of the probability shift also matters. A forecast that moves wet-season odds from 33% to 40% should be treated differently from one that moves them from 33% to 70%.
Current NOAA status: a dated October 8, 2026 snapshot
NOAA’s Climate Prediction Center ENSO Diagnostic Discussion issued October 8, 2026, listed an El Niño Advisory. The discussion said a strong-to-very-strong El Niño was likely to continue through January–March 2027, with the probability remaining greater than 83%. It reported a Niño-3.4 anomaly of +2.1°C in the latest diagnostic and anomalies above +4.0°C in portions of the eastern equatorial Pacific. Read the dated bulletin at NOAA CPC’s ENSO Diagnostic Discussion.
Those numbers describe that bulletin’s observation and forecast window; they are not an undated statement about conditions at the moment you read this article. - Define the decision and time window. Specify whether you are planning for a winter heating season, a spring planting period, a wildfire season, a flood-prone month or tropical-cyclone season.
- Identify the relevant region. Use the smallest official forecast area that matches your location. A continental ENSO map is background context, not a neighborhood forecast.
- Check the current ENSO phase and discussion. Start with the latest NOAA CPC ENSO probabilities and diagnostic discussion. Note the issue date and whether the forecast is for El Niño, La Niña or neutral conditions.
- Read the seasonal temperature and precipitation outlook. CPC publishes the current seasonal outlook. Compare its probability categories with the ENSO tendency rather than substituting one for the other.
- Translate the outlook into a hazard. For a wet signal, review drainage, floodplain and landslide exposure. For a dry signal, review water restrictions, fire-weather information and agricultural needs. For temperature risk, check heating or cooling capacity and vulnerable people.
- Set update points. Recheck monthly outlooks and local short-range forecasts. A seasonal probability does not replace watches, warnings or emergency-management instructions as an event approaches.
Common mistakes when interpreting El Niño and La Niña
- Treating a tendency as a guarantee. ENSO tilts the odds; it does not dictate the weather in every city.
- Ignoring the season. A winter pattern cannot be copied directly into summer, spring or fall.
- Confusing phase with impact. An observed El Niño is a climate state. A seasonal outlook is a forecast of probabilities. Flooding, drought or a hurricane is an impact that still requires separate evidence.
- Using one countrywide label. Mountains, coasts and elevation create sharp local contrasts inside the same nation.
- Assuming a strong event guarantees a strong local response. NOAA specifically warns that RONI magnitude does not map directly to influence strength or damage.
- Using ENSO to predict one storm. Individual storms depend on shorter-term atmospheric and ocean conditions.
- Relying on an old advisory. ENSO guidance is updated monthly. Always check the issue date and open the latest CPC products before acting.
Bottom line
El Niño warms the central and eastern tropical Pacific and usually shifts convection and the Pacific jet in ways that favor wetter southern U.S. winters, drier northern-tier conditions, drought risk in parts of Australia and Indonesia, and heavier rain in parts of western South America. La Niña generally reverses many of those tendencies, favoring a drier southern United States and a cooler, wetter Northwest. Neither phase determines local weather by itself. The useful forecast is the combination of ENSO phase, season, regional outlook and current local warnings.
