El Niño helped create the wetter conditions that brought heavy rain and flooding to parts of the Paraná–Paraguay basin in late 2023, including southern Brazil near the Argentina–Brazil–Paraguay Triple Frontier. However, the available official records do not establish one flood that struck Puerto Iguazú, Foz do Iguaçu and Ciudad del Este simultaneously, nor do they provide a three-city death, displacement or damage total.
What the Triple Frontier is
South America’s Triple Frontier is where Argentina, Brazil and Paraguay meet around the Iguazú and Paraná rivers. The principal nearby cities are Puerto Iguazú in Argentina, Foz do Iguaçu in Brazil and Ciudad del Este in Paraguay. Because these cities share a river system but have different national monitoring and emergency agencies, a regional flood signal does not automatically mean that all three urban areas experienced the same water levels or impacts at the same time.
How El Niño shaped the 2023–24 rainfall pattern
The World Meteorological Organization (WMO) describes 2023 as a year when Latin America and the Caribbean experienced a double influence: an El Niño episode superimposed on long-term climate change. The transition from La Niña to El Niño during the middle of 2023 changed precipitation patterns across the region.

Conditions then shifted toward heavier rainfall, with El Niño-linked precipitation contributing to intense rain and flooding in parts of South America. This sequence matters: the same broad basin can move from unusually dry conditions to damaging high water within one season.

- 6 FT SLIDING DOOR BARRIERS: Use as protection for sliding doors, french doors, and similar at risk areas; Fresh water activated barriers offer easy protection against flooding and leaks in 5-10 min
- NO SAND REQUIRED: Evenly filled with water absorbing Sand Gel that stays in place; No sand, shovels, or heavy lifting required; Foldable and lightweight before deployment for compact storage
- 2 PACK: Measures 72 L x 5 W and expands up to 3 H inches; Great for absorbing and diverting water in front of sliding doors or around leaking appliances; Buy multiple for more coverage
- HEAVY-DUTY: Thick puncture-resistant fabric is built to last unlike traditional sandbags that rip and leak; Sand Gel filler solidifies once set to resist leaking for dependable performance
- EASY TO USE: Lay in the path of slow moving water to activate or pre-soak in a bucket to prep for fast moving water; Avoid contact with chlorine or salt water which can prevent activation or deactivate the gel; Packaging may vary
WMO Secretary-General Celeste Saulo summarized the wider regional context in Spanish: “Desafortunadamente, 2023 fue un año en el que los peligros climáticos batieron récords en América Latina y el Caribe.” In English, the statement means that climate hazards broke records in Latin America and the Caribbean in 2023.
When the rain and flooding intensified
Brazil’s Instituto Nacional de Meteorologia (INMET) places the local change in southern Brazil from September 2023, when heavier rain and flooding began. Excess rainfall also delayed agricultural planting, particularly soybean planting. El Niño reached its strongest point in December, when INMET measured a temperature anomaly of 2.0°C above average.

The event then weakened but remained moderate. INMET reports that the anomaly fell from 1.5°C to 1.2°C above average between February and March 2024, while forecasts pointed toward a transition to neutral conditions.

How large was the wider regional impact?
WMO counted 67 meteorological, hydrological and climate-hazard events across Latin America and the Caribbean in 2023. Storms and floods accounted for 77% of those reported events. Those figures describe the entire region, not a measured total for the Triple Frontier, but they show why a basin-scale El Niño story should not be confused with a single, uniform city event.

The agricultural consequences were measurable in Brazil. Conab estimated that climate influences during planting and crop development reduced the country’s 2023 summer-crop output by 25.7 million tonnes, as reported by INMET. The estimate covers Brazil nationally and is not a crop-loss calculation for Iguazú-area farms.
What river studies show about the Paraná–Paraguay system
A 2025 study by Argentina’s National Water Institute examined Paraná and Paraguay river levels and flows through 2023. Its station network extended from Puerto Pilcomayo to Corrientes, providing a basin perspective rather than a city-by-city account of the Triple Frontier. The study explicitly relates the series of extreme events to El Niño and La Niña.

River gauges and discharge records are the most useful way to test whether a particular report describes a local flood, a downstream river crest or widespread basin conditions. Rainfall totals alone cannot show how quickly water moved through the connected rivers or whether urban drainage, tributary inflows and river levels peaked together.
Did all three border cities flood at once?
That conclusion is not established by the cited official material. The evidence supports El Niño-associated heavy rain and flooding in the broader basin, especially in southern Brazil from September 2023 onward. It does not document one event demonstrably flooding Puerto Iguazú, Foz do Iguaçu and Ciudad del Este at the same time.

- Wide Application: The reusable long sand bags for flooding are suitable for all kinds of places that need flood control, such as house doors and windows, fences, gates, sewer entrances, parking lots, garden gates, elevator entrances, garage entrances, basement skylights, etc., which are strong barriers against heavy rains, floods and wind.
- Package Includes: You will receive 4pcs 6ft canvas sand bag tube, 24ft in total length, sufficient quantity and length for your waterproof treatment. You can also share our high-quality canvas flood protection sand bags to your relatives and friends for joint waterproofing.
There is also no verified Triple-Frontier total in the available records for deaths, displaced residents, damaged buildings or transport disruption. A precise claim about those outcomes would require local civil-protection bulletins, municipal incident logs and gauge data matched to the same dates.
How to evaluate a new flooding claim from the region
Readers comparing reports or later El Niño episodes should separate the climate driver from the observed impact. A useful comparison records:
- River response: gauge height and discharge, including the station and measurement time.
- Rainfall signal: the anomaly, accumulation and duration, rather than a single intense shower.
- Geographic scope: the named city, tributary or river basin actually affected.
- Human and infrastructure effects: confirmed deaths, displacement, road closures and structural damage.
- Attribution confidence: whether El Niño explains the conditions or whether other weather systems contributed.
This approach prevents a regional seasonal pattern from being presented as a synchronized disaster in three countries.

The strongest defensible reading is that El Niño increased the likelihood of heavy rainfall and high-water episodes in the Paraná–Paraguay basin during late 2023, after a drier phase earlier in the year. The Triple Frontier sits inside that interconnected system, so the cities can face related hazards, but their exposure and timing must be verified separately. The documented peak in December 2023 and the subsequent weakening by March 2024 describe the climate episode; they do not, by themselves, establish the exact flood conditions at any one city.
