Egypt has approved a pipeline of 30 public-private partnership (PPP) projects with combined planned investment of EGP 41 billion, reported as more than $771 million. Finance Minister Ahmed Kouchouk said some projects have already entered implementation, while additional projects are being prepared. The announcement describes a developing investment pipeline—not 30 completed or operating assets.
What Egypt approved
Reuters reporting carried by Zawya on 15 October 2026 quoted Finance Minister Ahmed Kouchouk saying: “Egypt has prepared and approved 30 projects under the public-private partnership (PPP) initiative over the past period, with a combined EGP 41 billion in investment.” The dollar figure in the headline is more than $771 million; the Egyptian-pound amount is the stated program value and should be treated as the primary reported figure because exchange rates change.
Kouchouk made the announcement during a panel discussion on the sidelines of the International Monetary Fund and World Bank meetings in Bangkok. He said that some projects had moved into implementation and that the government was preparing further PPP projects. No complete public list of all 30 projects, individual budgets, procurement dates or operating status was provided in the announcement.
What the announcement means for the pipeline
“Approved” does not mean that every project has reached financial close, construction or operation. A PPP pipeline can contain projects at different stages, including preparation, approval, tendering, contract award and implementation. For this group, the available reporting confirms implementation for some projects but does not identify which ones or give a project-by-project schedule.

The government’s stated rationale is to use private participation to improve execution quality, management and long-term maintenance. That objective matters because a PPP normally assigns defined construction, operating and maintenance responsibilities to a private partner while the public side retains oversight and service obligations. The eventual risk allocation, payment mechanism and performance standards will depend on each concession or contract.
Which sectors are represented?
A related account of Egypt’s PPP activity identifies several infrastructure and public-service areas. It does not establish that every sector listed below is represented in all 30 approved projects, nor does it name each project.

How much private capital is involved?
Arab Finance, in an update dated 14 October 2026, repeated the EGP 41 billion total and attributed a statement to Kouchouk that private-sector participation accounts for 65% of total investments in Egypt. That percentage is a contemporaneous ministerial statement reported by a secondary business outlet, not an independently audited ratio for the 30-project pipeline. It should not be read as proof that private investors will fund exactly 65% of the EGP 41 billion.
The EGP 41 billion figure is a combined planned-investment value. It does not state how much has already been spent, how much will be financed by debt or equity, or whether the total includes public contributions, land, guarantees or viability-gap support. Those details normally appear in project-specific feasibility studies and tender documents.

Who governs Egypt’s PPP program?
The World Bank’s Egypt PPP country profile describes a three-level institutional structure:
- PPP Supreme Committee: regulates PPP activities at the national level.
- PPP Central Unit: implements and manages the PPP program.
- Ministry-level satellite units: support project development within the relevant ministries.
The documented legal framework includes Egypt’s PPP Law No. 67 of 2010, amendment Law No. 153 of 2021 and executive regulations issued in 2022. A project’s procurement route, approvals and contractual rights therefore need to be checked against the applicable law and the issuing ministry’s documents rather than inferred from the headline announcement.

Support for preparing projects
Egypt has also been described as having a dedicated PPP fund for feasibility studies and transaction-advisory services. The related report says the European Bank for Reconstruction and Development provided an initial EUR 10 million investment to support that preparation effort. The available information does not establish the fund’s current eligibility rules, application process, project list or whether any referral arrangement is available.

Better preparation can make a project more bankable, but it does not guarantee that a tender will be launched or that a private bidder will be selected.

What private investors should watch next
Companies assessing opportunities should look for formal notices from the relevant Egyptian ministry or PPP authority rather than relying on the aggregate announcement. The most useful information will be published at project level:
- Stage: whether the project is approved, under preparation, tendering, awarded or in implementation.
- Scope and capital requirement: the assets to be delivered, required capacity and expected private investment.
- Payment mechanism: user revenues, government availability payments, a blended model or another structure.
- Risk allocation: construction, demand, currency, land, regulatory and operation-and-maintenance responsibilities.
- Procurement timetable: qualification requirements, request-for-proposal dates, bid deadlines and financial-close milestones.
- Public sponsor: the ministry or public entity responsible for the service and contract.
International and domestic bidders will also need local legal, tax, technical and financing advice. The 30-project figure signals policy direction and potential volume; it is not a substitute for a tender notice, concession agreement or financial model.
What is still unknown
- The names and locations of all 30 projects.
- The amount committed or spent on each project.
- Which projects are already tendering or under construction.
- Individual sponsors, lenders, tariffs, guarantees and revenue arrangements.
- A consolidated procurement calendar.
Until those details are released, readers should treat the announcement as confirmation of an approved, multi-sector pipeline with some projects already moving into implementation—not as a completed portfolio.
