Yes. Your eduroam access can be restricted or withdrawn, but “banned” can mean several different things: your home institution can block your account, a visited campus can restrict access to its network, or a network operator can suspend an organisation’s participation. A failed connection alone does not establish that any of these has happened.

What “banned from eduroam” can mean

eduroam is a service used across participating institutions, but access depends on the institution that issued your credentials, the campus you are visiting, and the relevant national arrangements. A restriction at one level does not necessarily mean a ban everywhere.

Who acts Possible restriction Who may be affected
Your home institution It can withdraw an individual user’s eduroam access through its authentication service. You, using credentials issued by that institution.
A visited institution It can reject a particular home organisation’s realm; depending on its technology, it may be able to block one visiting user. A realm’s users or, in some cases, one visitor at that location.
The network operator In the UK, Jisc may suspend an organisation’s ability to participate as a home or visited organisation. The participating organisation and potentially its users.

These distinctions are described in Jisc’s eduroam(UK) policy. It identifies Issue 5, June 2018, reviewed 27 August 2025. This is a UK policy example, not a single worldwide rule. The European federation service definition concerns federation-level arrangements; its document is dated 26 July 2012 and should not be treated as an individual user policy.

What rules can lead to restrictions?

Under Jisc’s UK policy, users are accountable to the organisation that issued their credentials for both the credentials and activity carried out under them. Users must not let someone else use their credentials or authenticated access, must follow the rules of both their home and visited organisations, and must respond to authorised staff requests concerning service use.

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5)
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
  • Where home and visited rules differ, the more restrictive rule applies.
  • A visited organisation must make its local acceptable-use policy readily available.
  • If told that an activity breaches local policy, a visitor must stop that activity.

Jisc’s UK service information says individual eligibility is tied to membership in a participating organisation and possession of its network login account. Its eduroam service page lists the acceptable-use policy, security policy, and eduroam(UK) policy as conditions of use. Rules and enforcement outside the UK depend on the relevant institutions and national operator.

What sanctions and consequences are established?

The UK policy describes technical controls intended to protect eduroam and its participants. It says such controls should be treated as temporary while an issue is resolved. Measures that affect other organisations must be reported to Jisc, which says it will try to help resolve the problem and restore service. In exceptional operational or security circumstances, the operator may reduce or remove service without notice.

  • Covers up to 1,000 sq. ft. with four external antennas for stable wireless connections and optimal coverage.
  • Supports IGMP Proxy/Snooping, Bridge and Tag VLAN to optimize IPTV streaming
  • Access Point Mode - Supports AP Mode to transform your wired connection into wireless network, an ideal wireless router for home
  • Advanced Security with WPA3 - The latest Wi-Fi security protocol, WPA3, brings new capabilities to improve cybersecurity in personal networks

A network restriction does not, on its own, establish a particular disciplinary penalty or legal consequence. The UK policy requires participating organisations to provide an appropriate disciplinary process for users who breach it, regardless of where the breach happened, but it does not set one universal penalty. The outcome depends on the institution’s rules and the circumstances. The official sources do not establish how often individual users are banned, so they do not support a claim that bans are common or rare.

Is there an appeal process?

The reviewed sources do not establish one universal appeal procedure for individual users. Jisc’s UK policy describes coordination around technical sanctions, but the process for an individual depends on the relevant institution. The European federation service definition describes appeal rights for an excluded member organisation; that is an organisation-level mechanism, not an individual user’s appeal route.

If you believe access was withdrawn, ask the institution that issued your credentials which policy applies and how to request a review or appeal. For a restriction imposed by a visited campus, ask that campus about its local policy and review process as well.

What to do when eduroam stops working

  1. Contact your home institution’s IT helpdesk. The institution that issued your credentials manages your account and is the official first contact for password and access support. See the eduroam FAQ and eduroam support information.
  2. If you are visiting another campus, follow its local instructions. Under the UK policy, your home organisation has primary responsibility for supporting you as a roaming user, while the visited organisation is expected to assist when required.
  3. Ask what kind of issue was identified. Find out whether the cause is an account restriction, a local network restriction, or an account or configuration problem. Request the applicable policy and the relevant review process.
  4. Do not enter your eduroam credentials into a web login page claiming to provide eduroam. The official eduroam warning directs users to contact their institution’s helpdesk instead.

How to interpret a suspected ban

When you contact support, pin down four details: who applied the restriction (home institution, visited institution, or operator), who is affected (you, a realm, or an organisation), what rule or security issue is cited, and what process is available to restore access or request review. Those details help distinguish an actual restriction from a connection failure without assuming that one problem means a permanent or service-wide ban.
