You can edit many images, PDFs, and text-based documents in a browser without sending the files to a server—but “browser-based” alone does not prove that processing stays on your device. Choose a tool that explicitly claims local processing, confirm it supports the exact edit you need, and verify its network behavior before using it for sensitive files.
What “without uploading” means—and what it does not
A browser editor can process a file locally using your device’s CPU and memory, or send it to a remote service. The fact that you opened a website does not tell you which is happening. Look for documentation about the specific tool and operation, not just a general privacy statement.
The available documentation for Photopea, DoxDock, and LocalTools describes local processing, but those statements come from the services or project itself; they are not independent security audits. A local-processing claim is useful, not a universal guarantee. The webpage still has to load, and its behavior can change.

Choose a tool that fits the file and the edit
| Tool | Useful for | What its documentation says | Important limits and checks |
|---|---|---|---|
| Photopea | Image editing, layered graphics, and supported image or PDF formats | Photopea says there are no uploads and that files are processed on your device. Its listed formats include PNG, JPG, GIF, BMP, WebP, SVG, PDF, AI, AVIF, HEIC, and TIFF; listed features include cropping, resizing, layers, and masks. Photopea’s site | This is the service’s own claim, not independent verification. Check its current privacy information and observe network activity if the file is sensitive. |
| DoxDock | Common PDF and image operations such as merging, splitting, conversion, overlays, and text extraction | The project documentation describes local processing, a Content Security Policy (CSP) that restricts outbound connections, and offline use after loading or installing. DoxDock’s repository | Its PDF editor adds content over the page rather than reflowing existing text. Text extraction does not OCR scanned PDFs, and some operations do not support encrypted PDFs. Check the documentation for the specific operation. |
| LocalTools | Common image and PDF tasks, plus document utilities | The site says processing happens in the browser, files are not uploaded, and most tools work offline once loaded. Listed tools include image editing, PDF signing, and PDF-to-text. LocalTools’ site | “Most” offline is not a promise that every tool works offline. Confirm the exact tool’s behavior and requirements before relying on it. |
For image edits
Match the editor to the file type and task. Photopea lists a broad set of raster and vector formats and features such as layers, masks, cropping, and resizing. Confirm that your particular format opens as expected and that the edit you need is available; format support does not necessarily mean every format supports every editing feature.

For PDFs
“Edit a PDF” can mean several different things: add a signature or annotation, place new content over a page, rearrange or split pages, extract text, or change existing text. These are not interchangeable. DoxDock documents an overlay editor that does not reflow existing text, so it may suit annotations or additions but not rewriting a paragraph while preserving the surrounding layout.
If a PDF is a scan, its pages may contain images rather than selectable text. Extracting text from a text-based PDF is different from optical character recognition (OCR), which converts image-based writing into searchable or extractable text. DoxDock’s text extraction documentation says it does not OCR scans. Check for OCR support when working with scanned pages.

For text and document conversion
Confirm whether the tool handles your source and destination formats, and whether the action is conversion, extraction, or editing. LocalTools lists document-oriented utilities such as PDF-to-text, while DoxDock’s documented extraction is limited by whether the PDF already contains text. If the text is embedded in a scan, use a tool that explicitly supports OCR.
Check whether the file stays on your device
- Read the current documentation before opening the file. Find the privacy and technical details for the exact editor and operation. A general “private” or “secure” claim does not establish how file processing works.
- Inspect browser network activity with a non-sensitive sample. Open the browser’s developer tools and select the Network panel before performing the operation. Watch for requests while opening, editing, and exporting the sample. DoxDock’s project documentation describes this check and says its CSP allows connections only to its own origin. That is a project description, not an independent audit; requests to an origin alone do not prove whether file contents were transmitted.
- Test offline behavior separately if you need it. Some tools may need to load or cache first, or require an installation. Load the tool, disconnect from the network, and try the intended operation with a non-sensitive sample. DoxDock describes an offline-capable app, and LocalTools says most tools work offline after loading; neither statement establishes that every feature works offline in every setup.
- Use the tool only if its behavior matches your needs. If documentation is unclear or the observed workflow does not meet your privacy requirements, do not open the sensitive file there.
Editing a file does not remove all sensitive information
A visible edit and privacy cleanup are separate jobs. Photos can contain metadata such as EXIF information or GPS location. Cropping or resizing an image does not necessarily remove that data. LocalTools lists metadata removal as a distinct operation; check whether your chosen workflow removes the specific metadata you want to omit before sharing the image.

Likewise, adding a white rectangle over text in a PDF is not necessarily the same as securely redacting the underlying content. The cited DoxDock documentation describes adding overlays, not secure redaction. Do not treat a visual cover-up as proof that the original information is unrecoverable; use a tool that explicitly supports secure redaction and verify the exported file before sharing it.
