A shutdown script that fails at 300 resources is not, by that count alone, hitting a universal AWS limit. The cause is more likely in the script or deployment: incomplete discovery, API throttling, too much parallel work, timeouts, permissions, or partial-failure handling. AWS’s documented scheduling options also have different resource coverage and scaling models, so first identify the failure and then choose an approach that matches your fleet.

Is 300 an AWS shutdown limit?

AWS’s Systems Manager Quick Setup Resource Scheduler documentation states a maximum of 5,000 instances per Region per configuration. AWS’s Instance Scheduler on AWS documentation describes capacity in terms of thousands of EC2 instances and hundreds of RDS databases or clusters per scheduling target, while noting that latency and API throttling constrain scaling. Neither figure establishes a universal 300-resource ceiling for AWS or for every account, Region, API, or script.

Those capacity statements describe particular AWS scheduling solutions, not a guarantee that a custom script will successfully process the same number. The exact cause in your environment cannot be determined without the script and its error output. The AWS figures cited here were available on documentation pages accessed October 7, 2026; check current service quotas and the current solution release before deploying.

How to find the failure point

Capture a run that includes the 300-resource case, and use its logs and API responses to locate the first failed stage. A job can report an overall failure after some resources have already stopped, so distinguish partial completion from a run that never reached the stop calls.

  1. Record the run: Save start and end timestamps, the IDs of intended and processed resources, per-resource outcomes, API error codes, Lambda duration, and any timeout or concurrency errors. Identify whether failures occur at the same count, after a similar elapsed time, or only in a particular account or Region.
  2. Verify discovery and selection: Confirm that API responses are fully paginated, account and Region scope are correct, and the selection includes only intended resources. For a tag-driven scheduler, check exact tag keys and values and the schedule name assigned to each target.
  3. Check request pressure: Look for throttling responses and determine whether the script sends a burst of calls or limits concurrency. Confirm that the SDK’s retry and backoff behavior is enabled and suitable for the operation. Check current Service Quotas in the specific account and Regions involved; quota limits may vary and change.
  4. Inspect execution limits: For Lambda-based work, compare observed duration and concurrency with the function’s timeout and available concurrency. A run that keeps discovering or waiting for work can time out even if the downstream service would eventually accept every request.
  5. Check permissions and governance: Review IAM permissions, applicable service control policies, tag policies, and CloudWatch logs. If the scheduler writes tags, check whether the resources have room for them and whether tag-governance rules allow those writes.
  6. Confirm the intended lifecycle action: Stopping an EC2 instance is different from terminating it. For RDS, check that the target type and current service state support the operation your automation is attempting. The AWS material cited here establishes that Instance Scheduler supports RDS, but does not establish every state transition or exception for every RDS resource.

When an error points to throttling, reduce request pressure and make retry behavior observable rather than simply repeating the whole batch. When resources are missing from the target list, fix pagination, scope, or tags first. If the run ends at a consistent elapsed time, inspect the execution timeout and accumulated work. Preserve per-resource outcomes so a retry can focus on unfinished work instead of treating a partly successful run as an all-or-nothing operation.

Which scheduling approach fits the fleet?

AWS documents both managed scheduling paths and custom automation. They are not interchangeable: one is an event-driven option for tagged EC2 instances, while the other covers EC2 and RDS and uses a scheduling interval to evaluate resource state. Choose according to target types, account and Region topology, policy needs, and the operations your team can support.

Uses tags to associate resources with schedules and evaluates resource state on its scheduling interval. The solution uses Lambda, EventBridge, and DynamoDB. Tag governance, IAM and encryption setup, CloudWatch monitoring, and attention to runtime, concurrency, cross-Region latency, and API throttling.
Custom Lambda and EventBridge automation Depends on the implementation and the quotas and behavior of the AWS services it calls; no general capacity figure is established here. Can implement bespoke scheduling policy and target selection. Your team owns discovery, pagination, batching, retries, idempotency, observability, quota handling, and recovery from partial failures.

Quick Setup is a fit when scheduled actions on tagged EC2 instances meet the requirement. Instance Scheduler is a closer match when the schedule must cover both EC2 and RDS or support centralized multi-account and multi-Region use. Custom automation can be appropriate for policy that managed configuration does not meet, provided the team owns its failure handling and monitoring.

What changes when the fleet grows?

Resource count is only one part of the workload. Execution time, request concurrency, service throttles, cross-Region latency, and the time between scheduled actions can determine whether a design stays within its operating limits. AWS’s Instance Scheduler guidance recommends keeping average Scheduling Request Lambda runtime under 90 seconds and peak runtime below four minutes; the handler timeout is five minutes. These are solution-specific operating recommendations, not a general Lambda limit for every scheduler.

The Instance Scheduler documentation says the solution includes retries for temporary throttling, but warns that excessive throttling can reduce its upper scaling limits. Retries help with transient errors; they do not make sustained request pressure or a too-large workload disappear. Measure duration and outcomes in the deployed topology rather than extrapolating from a headline capacity figure.

Tag capacity is another operational constraint. Instance Scheduler may write up to six tags. AWS resources typically allow 50 tags, but a resource already near its limit or subject to restrictive tag policies may reject informational tag writes. AWS advises monitoring CloudWatch logs and outcomes such as StopFailed to spot failed actions and related issues.

How to validate a fix safely

  • Start with a small, representative group that includes the relevant resource types, Regions, accounts, tags, and permissions.
  • Run the schedule and compare intended targets with per-resource results; confirm that missed targets and failures are visible rather than hidden by an overall success status.
  • Increase the group size in stages while measuring runtime, throttling, concurrency, and delay from the scheduled time to the completed action.
  • Test recovery after a partial run, ensuring the next attempt can process unfinished resources without causing unwanted actions on resources already in the desired state.
  • For a managed scheduler, validate its current release, supported Regions, IAM and encryption configuration, and the account and Region layout before broad rollout.

Scheduling can reduce running hours when resources are only needed during part of the week. AWS illustrates this with “up to 70% cost savings” for an example that reduces weekly running time from 168 hours to 50. That is an AWS example of reduced running hours, not a guarantee of the same reduction in any customer’s total bill.
