Electronic bill presentment and payment (EBPP) is a service arrangement that lets a biller deliver a bill online and lets a customer pay it electronically. Presenting the bill and transferring the money are separate steps: EBPP describes the bill-delivery and payment experience, while a network such as ACH may carry the payment.

What does electronic bill presentment and payment mean?

In EBPP, presentment means making a bill available to the customer online—for example, by email or a notice in an online banking account. The customer can then review the bill and pay online when convenient. The Federal Reserve Bulletin gives this definition in its Winter 2004 discussion of electronic bill payment.

Presentment alone does not move money. Payment is a separate action or authorization that transfers funds to the biller. For consumers, direct payment can transfer money from a checking or savings account to pay bills, as Nacha explains.

How does EBPP work?

  1. The biller creates the bill. The amount due and other billing details are prepared for the customer.
  2. The bill is presented online. The customer receives or views it through the biller’s channel or a service that collects bills from multiple billers.
  3. The customer initiates or authorizes payment. Depending on the service, the customer may pay after reviewing the bill or arrange payment another way offered by that service.
  4. Funds are transferred and the payment is posted. A payment network may carry the transfer; the biller or a service provider handles the associated payment process.

The exact steps, payment choices, and responsibilities vary by service. EBPP is the overall arrangement, not a single technical path.

What are the main EBPP service models?

A Federal Reserve Bank of New York paper describes three conceptual models. Its 2002 framework is useful for distinguishing how bills reach customers, but it does not establish which model is most common today.

Model Where the customer sees the bill How the service is organized
Direct or biller-direct On the biller’s own website, app, or other channel The customer views and pays the bill through the biller’s channel.
Customer consolidator In a service associated with the customer, often a financial institution The service gathers bills from multiple billers into one payment experience.
Biller consolidator On a shared provider’s site Participating billers use the provider to present bills and receive payments.

The New York Fed’s 2002 paper on electronic bill presentment and payment describes these models. When evaluating a particular service, check which billers participate, where bills appear, what payment methods are available, how authorization and scheduling work, and who handles support or payment posting.

Is EBPP the same as ACH?

No. EBPP describes the customer-facing arrangement for delivering and paying bills. ACH—the Automated Clearing House—is one network that may carry a payment. The Federal Reserve describes ACH as a nationwide network through which depository institutions send batches of electronic credit and debit transfers; mortgage and utility bill debits are examples. See the Federal Reserve’s overview of Automated Clearinghouse services.

Not every electronic bill is paid through ACH, and presenting a bill does not itself transfer funds. The payment method depends on the service and the customer’s chosen or authorized option.

How does Regulation E relate to electronic bill payment?

Whether a payment arrangement falls under a particular legal rule depends on how the service actually works and what its terms say—not simply on whether someone calls it EBPP. The Federal Reserve’s Official Staff Commentary on Regulation E discusses certain payments made through consumer bill-payment services available electronically. It includes a specific exception for a service whose disclosed terms say payments to identified payees will be made solely by paper check. That commentary addresses a particular coverage question; the EBPP label alone does not determine legal responsibilities.

What EBPP does—and does not—tell you

  • It tells you: bills are delivered or displayed online as part of a service that supports electronic payment.
  • It does not tell you: which network carries payment, whether a customer must pay immediately, which payment methods are supported, or which party handles a specific issue.
  • It does not guarantee: that a particular biller participates in a consolidator service or that every bill can be paid through the same method.
