An e-invoice registers and authenticates an eligible business invoice through India’s Invoice Registration Portal (IRP), which returns an Invoice Reference Number (IRN) and QR code. An e-way bill documents the covered movement of goods. They serve different compliance purposes, and one does not replace the other. A transaction involving goods may require both, depending on the invoice mandate and the movement rules that apply.
What is the difference between an e-way bill and an e-invoice?
The simplest distinction is that an e-invoice is about an eligible invoice, while an e-way bill is about goods in transit. The word “e-invoice” does not mean any invoice stored or sent electronically: it refers to invoice data registered with the IRP under the GST e-invoicing mandate. An e-way bill is a movement document under the applicable GST rules.
| Question | E-invoice | E-way bill |
|---|---|---|
| Main purpose | Register and authenticate eligible invoice data with the IRP | Document covered movement of goods |
| What triggers it? | Whether the taxpayer, transaction, and turnover fall within the e-invoicing mandate | Whether goods movement falls within Rule 138 and other applicable provisions, including the general consignment-value threshold and exceptions |
| Who may generate it? | The eligible supplier submits invoice data; an e-commerce operator may generate on behalf of a seller in applicable cases | The consignor, consignee, or transporter may generate in the circumstances described by the rules and portal guidance |
| What does the system issue? | An IRN and QR code | An e-way bill number (EBN) and transport-related details |
| When is it required? | In line with the applicable invoice registration requirements | Before commencement of covered movement |
| Can both be needed? | Yes. A shipment can involve an eligible e-invoice and a required e-way bill; integrated workflows do not merge their legal purposes. | |
The IRP describes e-invoicing as electronic authentication of eligible business invoice data, while CBIC Rule 138 addresses movement documentation. GSTN’s 17 June 2026 advisory describes both combined and sequential system flows. These are separate compliance checks, even when software handles them in the same workflow.
The two value tests are also different. E-invoice applicability depends in part on the supplier’s aggregate annual turnover history, along with entity type and transaction rules. The general e-way bill trigger refers to the value of a particular consignment and whether it is moving in a covered circumstance. A supplier’s turnover does not tell you whether a shipment needs an e-way bill; nor does a consignment’s value by itself determine whether the invoice must be registered through the IRP.

When does e-invoicing generally apply?
First determine whether the supplier and invoice fall within the e-invoicing mandate. The IRP’s published applicability information says that the mandate is assessed using aggregate annual turnover in any preceding financial year from FY 2017–18 onward, alongside entity type and transaction applicability. It lists the Rs. 5 crore-and-above tier as effective from 1 August 2023. That is a threshold in the published rollout timeline, not a complete statement of every current exclusion or covered transaction.
The IRP describes the process as the supplier first preparing a standard invoice and then submitting its prescribed data to the portal. The IRP registers the data and issues an IRN and QR code. The IRN is the registration reference; the QR code is the corresponding invoice-verification output. The portal does not replace the supplier’s underlying obligation to prepare an accurate invoice.
The IRP page says that only regular taxpayers and SEZ developers can generate e-invoices, while e-commerce operators can generate them on behalf of sellers where applicable. A recipient or transporter does not generate the supplier’s e-invoice. This distinction matters when setting up responsibilities: invoice registration belongs on the supplier side of the transaction, even if an e-commerce operator or accounting system helps submit the data.
Published rollout timeline
The IRP’s mandate page lists these historical effective dates and turnover tiers. They show how the threshold was phased in; they should not be used on their own to decide whether a particular taxpayer or transaction is covered today.
| Turnover tier listed by IRP | Effective date | Notification listed by IRP |
|---|---|---|
| Rs. 500 crore and above | 1 October 2020 | Notification 61/2020 |
| Rs. 100 crore and above | 1 January 2021 | Notification 88/2020 |
| Rs. 50 crore and above | 1 April 2021 | Notification 05/2021 |
| Rs. 20 crore and above | 1 April 2022 | Notification 01/2022 |
| Rs. 10 crore and above | 1 October 2022 | Notification 17/2022 |
| Rs. 5 crore and above | 1 August 2023 | Notification 10/2023 |
These figures and dates are from the IRP’s e-invoicing mandate page. Check the current notification and applicable exclusions for the supplier and document involved rather than relying only on the rollout table. The IRP page says only regular taxpayers and SEZ developers can generate e-invoices, and that e-commerce operators can generate them on behalf of sellers. Recipients and transporters do not generate the supplier’s e-invoice.
In practice, verify the mandate at the level of the taxpayer and transaction, not just the particular invoice amount. A business should review its aggregate annual turnover in the relevant preceding financial years, its entity status, and whether the transaction or document is covered or excluded under current rules. If applicability is uncertain, the historical rollout table is a starting point, not a substitute for checking the latest notification and the IRP’s current instructions.

When do you need an e-way bill?
Under the general Rule 138 framework, a registered person who causes goods to move with a consignment value exceeding Rs. 50,000 must furnish the prescribed information before movement if the movement is for a supply, for a reason other than supply, or due to an inward supply from an unregistered person. The rule begins its requirement with “Every registered person who causes movement of goods of consignment value exceeding fifty thousand rupees —” and then specifies the covered situations.

The threshold is not a standalone answer for every shipment. Rule 138 contains exceptions and prescribed cases, and state or union-territory provisions can affect intra-state movements. The E-Way Bill System FAQ also cautions that specified categories and notifications may change the result. Confirm the current provision for the actual goods, route, and type of movement in the current Rule 138 text and applicable jurisdictional notifications.
Is an e-way bill required below Rs. 50,000?
Not automatically under the general value trigger: Rule 138 allows the registered person or transporter to generate an e-way bill below Rs. 50,000 at their option. But a value below that amount does not settle every case, because other prescribed circumstances, exemptions, or notifications may apply. Do not use the general threshold as a substitute for checking whether a specific movement is covered.
Who can generate it, and what information is needed?
The E-Way Bill System FAQ describes generation by the consignor, consignee, or transporter in the circumstances it covers. An unregistered transporter must enroll on the portal. The process requires the relevant invoice, bill of supply, or delivery challan and applicable transporter or vehicle details. The generator should use the document appropriate to the movement rather than treating the e-way bill as a replacement for the underlying transaction document.
The person in charge of the conveyance must carry the applicable invoice, bill of supply, or delivery challan, as well as a copy of the e-way bill or its number, physically or in another way permitted by the rule. The applicable form of carriage and record should be checked against the current rules. Consult the E-Way Bill System FAQ for portal guidance and the relevant rule text for legal requirements.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsBefore the vehicle starts, check that the movement document and transport information correspond to the actual consignment. This includes using the appropriate underlying document and ensuring that the relevant transporter or vehicle details are captured. The e-way bill records the movement; it does not stand in for the invoice, bill of supply, or delivery challan that supports the goods movement.

How long is an e-way bill valid?
CBIC Rule 138 sets distance-based validity bands. The listed durations are subject to notified extensions and the current rule in force:
| Distance band | Validity listed in Rule 138 |
|---|---|
| Under 100 km | One day |
| 100 km to under 300 km | Three days |
| 300 km to under 500 km | Five days |
| 500 km to under 1,000 km | Ten days |
| 1,000 km or more | Fifteen days |
Use the current rule to establish how the distance and validity are calculated for the actual consignment. Do not assume that a bill remains valid simply because the goods have not yet reached their destination; the validity period is tied to the rule’s prescribed distance bands and may be affected by notified provisions. Plan the dispatch and route with the applicable period in mind, and verify current requirements if a delay or extension becomes relevant.
Can generating an e-invoice automatically generate an e-way bill?
Not necessarily. An IRN confirms invoice registration; it does not, by itself, establish that an e-way bill has been generated. GSTN’s advisory dated 17 June 2026 describes a flow that generates an IRN and e-way bill together, as well as a separate flow in which an e-way bill is generated later using an IRN. Both options illustrate the distinction: the e-way bill is a separately identifiable movement record, even if the systems exchange data or process both records through one integration.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →The advisory also covers applicable Bill-to/Ship-to transactions. It describes a conditional requirement to capture the Ship-to GSTIN when Ship-to details are provided and e-way bill generation is required; where a GSTIN is unavailable, it describes using “URP” where applicable. Those are system and API field details, not a general rule that every shipment has the same data entry. Businesses implementing an integration should verify the advisory and current portal instructions before setting field validation or automation rules.
For a business using integrated software, it is useful to distinguish a successful response for each output. A workflow may send invoice data to the IRP and then handle e-way bill generation in the same session, or it may generate the e-way bill later using the IRN. In either case, confirm that both records actually exist when both are required: an IRN and QR code for the invoice, and a separate EBN with the relevant movement details for the e-way bill.
How to decide which document a transaction needs
Assess the invoice and the movement independently. The questions below are a practical sequence for avoiding the common mistake of treating one document as proof that the other requirement has been met.

- Check the supplier and invoice for e-invoicing applicability. Review the supplier’s aggregate annual turnover history, entity type, transaction type, and current notifications or exclusions. If the mandate applies, prepare the standard invoice and register its data through the IRP to obtain the IRN and QR code.
- Check whether goods are moving. A service-only transaction without covered goods movement does not create an e-way bill requirement merely because an invoice exists. For goods, identify the reason for movement, consignment value, and route.
- Apply the movement rules. Test the general Rule 138 trigger and check for exceptions, prescribed cases, and state or union-territory requirements, especially for intra-state movement. Establish whether the e-way bill must be generated before movement.
- Generate and verify each required record. If both requirements apply, confirm the IRP has returned an IRN and QR code and separately confirm that an EBN and the required transport details exist. An integrated system may perform these steps together or generate the e-way bill later using the IRN.
- Prepare the conveyance records. Ensure the person in charge has the applicable invoice, bill of supply, or delivery challan and the e-way bill copy or number in a permitted form. Check that the validity period and transport details fit the planned movement.
This sequence separates the legal questions from the software workflow. An enterprise system can populate data from one record into another, but data reuse does not remove the need to test both sets of rules.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →For example, an eligible supplier dispatching goods should not stop after receiving an IRN: it must also test whether that particular consignment and movement trigger an e-way bill requirement. Conversely, the fact that a shipment meets the movement-document test does not by itself determine whether the supplier must register the invoice with the IRP. If goods are not moving, an e-way bill does not arise simply because an invoice was registered; if covered goods do move, the movement test still applies even when the invoice-side question has already been settled.
At dispatch, a useful final check is to compare the planned movement with the documents and data on hand: the invoice, bill of supply, or delivery challan; the e-way bill number if required; relevant transporter or vehicle details; and the validity period for the route. This is an operational check, not a replacement for determining legal applicability. The supplier, transporter, and system operator may have different roles, so decide who will generate or verify each record rather than assuming that the software or another party has done so.
Common situations: which document should you check?
| Situation | E-invoice question | E-way bill question |
|---|---|---|
| Eligible supplier sells goods and ships them | Does the supplier and transaction fall within the mandate? If yes, register invoice data with the IRP. | Does the movement meet Rule 138 or another applicable provision? If yes, arrange the e-way bill before movement. |
| Goods move for a reason other than supply | Is there an eligible invoice or other document within the e-invoicing rules? | Rule 138 expressly includes covered movement for reasons other than supply; test value and applicable exceptions. |
| Goods arrive as inward supply from an unregistered person | Assess the applicable invoice and transaction requirements for the parties involved. | Rule 138 includes covered inward movement from an unregistered person; check who is responsible for the required information. |
| Consignment value is below Rs. 50,000 | Turnover and transaction eligibility are separate from the consignment value threshold. | The general rule permits optional generation below the threshold, but prescribed cases and notifications still need checking. |
| Invoice is registered but no transport occurs | If the mandate applies, invoice registration remains an invoice-side requirement. | An IRN alone does not create an e-way bill; examine whether any covered goods movement exists. |
| Goods are moved within a state or union territory | Apply the supplier and transaction mandate independently. | Check local provisions and notifications; do not assume the general central threshold answers every intra-state case. |
The table is a screening aid, not a substitute for a case-specific determination. For any shipment, the exact goods, value, direction of supply, reason for movement, and jurisdiction can matter.

- Calling any emailed PDF an e-invoice. The GST e-invoice described by the IRP is registered through the IRP and carries the IRN and QR code; an electronic file alone does not demonstrate that registration.
- Assuming every invoice needs an IRN. E-invoicing is subject to turnover, entity, transaction, and exception rules. Verify current applicability rather than applying the threshold history to every supplier.
- Assuming every shipment over Rs. 50,000 requires an e-way bill without exception. The general trigger is subject to the Rule 138 framework, other prescribed cases, and applicable notifications.
- Assuming a shipment below Rs. 50,000 is always exempt. Optional generation and other prescribed cases exist, and specific notifications may affect the answer.
- Treating a successful IRN response as proof of an EBN. Confirm the e-way bill record separately, whether it was generated together with the IRN or through a later IRN-based flow.
- Using one nationwide assumption for all intra-state movements. Confirm the state or union-territory provisions relevant to the route and goods.
- Overlooking the movement document or transport data. The e-way bill does not replace the underlying invoice, bill of supply, or delivery challan, and required conveyance details still matter.
- Confusing system convenience with legal coverage. A combined API flow can reduce duplicate entry, but it does not make an e-way bill automatic in every case or collapse the invoice and movement tests into one.
- Relying on a historical threshold table without checking present rules. The rollout timeline records effective dates for tiers; current taxpayer, transaction, exception, and jurisdictional rules still need to be checked for the case at hand.
Frequently Asked Questions
What is the difference between an e-way bill and an e-invoice?
An e-invoice is eligible invoice data registered and authenticated through the IRP, which issues an IRN and QR code. An e-way bill records covered movement of goods and includes an EBN and transport-related details. They have different triggers and are not interchangeable.
When do I need an e-way bill?
Under the general Rule 138 framework, a registered person causing movement of goods with consignment value exceeding Rs. 50,000 must furnish the prescribed information before movement for covered situations, including movement for a supply, for a reason other than supply, or due to inward supply from an unregistered person. Exceptions, prescribed cases, and state or union-territory rules can affect the result.

Is an e-way bill required below Rs. 50,000?
The general rule allows the registered person or transporter to generate one below Rs. 50,000 at their option. However, the value alone does not resolve every case; prescribed circumstances and applicable notifications should also be checked.
Does generating an e-invoice automatically generate an e-way bill?
No. An IRN confirms invoice registration, not that an e-way bill exists. GSTN describes workflows that generate both together and a separate flow that generates an e-way bill later using an IRN. Confirm the EBN and movement details separately when an e-way bill is required.
Can an e-invoice replace an e-way bill, or can an e-way bill replace an invoice?
No. The e-invoice authenticates eligible invoice data, while the e-way bill documents covered goods movement. A movement may require both, and the e-way bill does not replace the underlying invoice, bill of supply, or delivery challan.

Who generates the e-invoice and who can generate the e-way bill?
The eligible supplier submits invoice data for IRP registration; an e-commerce operator may generate on behalf of a seller in applicable cases. The E-Way Bill System FAQ describes e-way bill generation by the consignor, consignee, or transporter in the circumstances it covers. An unregistered transporter must enroll on the e-way bill portal.
How long is an e-way bill valid?
CBIC Rule 138 lists distance-based bands: one day for under 100 km, three days for 100 to under 300 km, five days for 300 to under 500 km, ten days for 500 to under 1,000 km, and fifteen days for 1,000 km or more. Notified extensions and the current rule text can affect the applicable period.
The Bottom Line
An e-invoice answers whether eligible invoice data has been registered with the IRP; an e-way bill answers whether covered goods movement has been documented. Test invoice applicability and movement requirements separately. Where both apply, verify both the IRN and QR code and the e-way bill number and transport details before dispatch, while checking current exceptions and jurisdiction-specific rules.
