Short answer: an e-invoice authenticates a covered GST invoice through the Invoice Registration Portal (IRP), while an e-way bill records and supports verification of a goods movement. They can share data, but neither document universally replaces the other. During transit, the person in charge generally needs the applicable invoice, bill of supply or delivery challan plus the e-way bill copy or number, subject to the exceptions and electronic-presentment rules in CGST Rule 138A.
What is the difference between an e-invoice and an e-way bill?
The documents answer different compliance questions:
- E-invoice: Was the covered invoice reported to the IRP, assigned an Invoice Reference Number (IRN), and returned with signed invoice data and a verification QR code?
- E-way bill: What goods-movement information has been furnished for this consignment, including the transport details required for the journey?
An e-invoice is therefore an invoice-reporting and authentication record. It does not, by itself, establish that goods were loaded, placed on a particular vehicle, or delivered. An e-way bill is a movement record used for transit verification. It does not conclusively prove that the physical goods match every declared field or that the recipient accepted delivery.
Both records sit within the GST compliance chain. Invoice details can flow from the IRP into the e-way bill system, but the connected workflow does not turn one document into the other.

What an e-invoice establishes
IRP reporting and the IRN
For a taxpayer and transaction covered by the applicable e-invoicing rules, the supplier reports the prescribed invoice data to the IRP. The portal validates the submission and returns an IRN together with digitally signed invoice information. The IRN format described in the official IRP FAQ is 64 characters; that is a system-format detail, not a measure of compliance quality or transaction volume.
Signed data and QR verification
The signed payload and QR code let a verifier check that the invoice particulars were reported through the prescribed system. The QR code supports verification of the reported invoice; it is not a delivery receipt, a vehicle log, or a finding that the goods are genuine.
What the e-invoice does not show
An e-invoice normally carries supplier, recipient, invoice, tax and item particulars. It does not, standing alone, show that a consignment was loaded, that a named vehicle carried it, that a route was followed, or that delivery was completed. Those are movement or commercial-performance questions, not what the IRP record is designed to prove.

What an e-way bill establishes
Movement information
An e-way bill records information for the movement of goods. Its invoice-linked Part A contains the transaction and goods particulars used to identify the consignment. Part B contains transport information where required, such as the mode of transport, transporter identity, road-vehicle number and distance.
Transit verification
The e-way bill number or copy gives enforcement personnel a reference to verify the movement data in the e-way bill system. It supports the proposition that movement information was furnished; it is not conclusive physical evidence that every carton, quantity, value or description is exactly as declared, nor is it proof that a recipient accepted the goods.

Part B and changes in conveyance
For road movements, the required Part B transport fields are central to the movement record, subject to the rule’s exceptions. If the conveyance changes, the relevant transport information generally needs to be updated before the goods continue moving. A Part A record with missing transport particulars is not automatically the same as a completed movement document.
Do you need an e-way bill after generating an e-invoice?
Yes, when the movement rules require one. The IRP FAQ addresses the question “After generation of E invoice am I require to generate E-way bill?” Its guidance is that e-way bill generation remains a separate requirement where the movement rules apply. Invoice integration can prefill e-way bill Part A, but every e-invoice is not automatically an e-way bill and an e-way bill is not automatically generated for every invoice.
The exact obligation depends on the movement, consignment value, taxpayer and transaction-specific exceptions. Confirm the current CGST Rules, notifications and any applicable state requirements before dispatch.
When does the general e-way bill rule apply?
CGST Rule 138 generally covers movement of goods where the consignment value exceeds ₹50,000. The movement may be:
- in relation to a supply;
- for a reason other than supply, such as a return, repair or other non-sale movement; or
- because of an inward supply from an unregistered person.
The ₹50,000 figure is the general rule trigger stated in the cited CGST material, not a complete decision test. Rule-based exceptions, special cases, notifications, state-specific requirements and the facts of the transaction can change the result. Do not decide solely from invoice value without checking those conditions.

What must the driver or person in charge carry?
CGST Rule 138A says the person in charge of a conveyance shall carry the applicable underlying document and the e-way bill information, subject to the rule’s exceptions. The underlying document is the one that fits the transaction:

- Bill of supply where the GST rules require that document instead of a tax invoice.
- Delivery challan where goods are moved for a reason covered by challan provisions rather than a sale invoice.
The rule describes “a copy of the e-way bill in physical form or the e-way bill number in electronic form.” A paper printout is therefore not the only presentation method described. The person in charge can present the number electronically, such as on a phone, when the rule’s conditions are met.
Using the e-invoice QR code in transit
For a covered invoice issued in the manner prescribed by Rule 48(4), amended Rule 138A permits the IRN-embedded QR code to be produced electronically for verification in lieu of a physical copy of that tax invoice. This is a specific statutory route for the covered invoice. It should not be generalized into “no invoice information is ever needed” during transport: the appropriate invoice, bill of supply or delivery challan still depends on the movement, and the e-way bill requirement remains separate where applicable.
Rail, air and vessel movements
Rule 138A contains a proviso concerning the e-way bill-copy requirement for goods moved by rail, air or vessel. Do not apply the road-carriage explanation mechanically to every mode. Check the proviso and the carrier’s document procedures for the actual mode used.
Imported goods
The amended rule text includes a bill-of-entry requirement for imported goods. An import movement should therefore be checked against the applicable bill-of-entry and transport-document requirements rather than treated like a domestic invoice-only movement.

How the two systems connect in practice
- Create the invoice in the accounting, billing or ERP system. The system prepares the invoice fields required for IRP reporting.
- Report the covered invoice to the IRP. The IRP returns the IRN, signed invoice data and QR information.
- Use the invoice data for the movement record. Where the connected workflow is used, invoice-linked details can populate e-way bill Part A.
- Complete transport fields. Add the mode, transporter information, road vehicle number, distance and other Part B data required for the journey. If those fields were not supplied in the invoice-reporting transaction, complete them through the applicable e-way bill workflow.
- Give the transport team the documents or references. Keep the applicable invoice, bill of supply or delivery challan available and provide the e-way bill copy or number in the permitted form.
- Update changes before further movement. If the vehicle or other conveyance changes, update the transport information as required before the consignment continues.
This sequence explains why a supplier may see one connected process while still managing two legally distinct records.
Side-by-side comparison
| Comparison point | E-invoice | E-way bill |
|---|---|---|
| Primary role | IRP reporting and authentication of covered invoice data | Reporting and verification of goods movement |
| Main data | Supplier, recipient, invoice, tax and item details, plus IRN and signed QR-coded data | Invoice-linked goods data plus transport particulars such as mode and vehicle information where applicable |
| Core question | Was the covered invoice reported through the IRP and assigned an IRN? | What movement details have been furnished for this consignment? |
| Typical workflow actor | Supplier reports invoice data to the IRP | Supplier, recipient or transporter may generate or update it as the rules allow |
| Transit relevance | Supports the underlying invoice record; the Rule 138A QR route can apply to a covered invoice | Specifically records movement information for transit verification |
| Replacement relationship | Not a universal substitute for an e-way bill | Not a universal substitute for an invoice, bill of supply or delivery challan |
The table describes the general architecture. Applicability can differ by taxpayer category, transaction type, transport mode and current notification.
What each document can and cannot prove during a roadside check
What an e-invoice can support
- The covered invoice data was submitted through the IRP.
- The submission received an IRN.
- The signed data and QR code can be checked against the reported invoice particulars.
What an e-invoice cannot establish on its own
- That goods were physically loaded or dispatched.
- That a particular vehicle carried the goods.
- That the declared quantity and description exactly match the physical consignment.
- That delivery occurred or the recipient accepted it.
What an e-way bill can support
- Movement-related particulars were furnished in the e-way bill system.
- The consignment has invoice-linked data and, where required, transport details for verification.
- The person in charge can present the e-way bill copy or number in the permitted form.
What an e-way bill cannot establish on its own
- That the physical goods perfectly match every declared field.
- That the goods are genuine merely because an electronic record exists.
- That the recipient accepted delivery or that the transaction was commercially completed.
These limits follow from the scope of the reporting and verification rules. Neither record is described in the cited provisions as conclusive evidence of the physical state of goods or completed delivery.
Can you show the e-way bill number on a phone?
Yes. Rule 138A expressly describes the e-way bill number in electronic form as an alternative to a physical e-way bill copy. The number can therefore be presented electronically, subject to being accurate and accessible for verification. Keep the underlying invoice, bill of supply or delivery challan information available in the form permitted for the movement; the e-way bill number alone does not erase those document requirements.

Practical dispatch checklist
- Confirm whether the supplier and transaction fall within the current e-invoicing rules; do not rely on an old turnover phase table.
- Check whether the movement triggers Rule 138 or a state or notification-based requirement.
- Verify the consignment value and document why an exception applies when one is used.
- Ensure the invoice, bill of supply or delivery challan describes the actual movement.
- After IRP reporting, record the IRN and retain access to the signed invoice data and QR code.
- Complete e-way bill Part B transport fields where required.
- Give the driver or person in charge the e-way bill number or copy and the applicable underlying document.
- Update conveyance details before further movement when the transport arrangement changes.
- For rail, air, vessel or import movements, check the specific Rule 138A proviso and bill-of-entry requirements.
- Recheck portal instructions before dispatch when using a recent workflow change.
Common mistakes and how to correct them
Mistake: treating an IRN as an e-way bill
Correction: use the IRN to verify the invoice and complete a separate e-way bill process whenever the movement rules require one.

Mistake: assuming invoice integration fills every transport field
Correction: inspect Part B. Add mode, transporter, vehicle and distance information through the e-way bill workflow when those details were not submitted with the invoice data.
Mistake: carrying only a printed invoice
Correction: provide the e-way bill copy or number as required. Where Rule 138A’s electronic QR route applies, use it only for the covered invoice conditions stated in the rule.
Mistake: using road rules for every transport mode
Correction: check the rail, air and vessel proviso and the carrier’s procedure.
Quick wins for a faster PC:

Correction: use delivery acknowledgements, proof-of-delivery records and commercial documents for delivery questions; the e-way bill is a movement record.
Mistake: relying on a historical e-invoice applicability chart
Correction: verify current notifications and the taxpayer’s exact applicability. Historical phase tables can be out of date.
June 2026 portal implementation note
A GSTN advisory dated 17 June 2026 addresses mandatory Ship-to GSTIN capture in bill-to/ship-to transactions and voluntary closure of e-way bills. This is implementation guidance tied to that date, not a complete restatement of e-way bill law. If a bill-to/ship-to transaction or voluntary closure is involved, check the latest GSTN portal instructions before submitting or closing the record.
How to decide which record a question is asking about
- If the question is “Was the invoice reported and authenticated?” check the IRN, signed data and QR code.
- If the question is “What movement details were furnished for this consignment?” check the e-way bill and its Part B transport data.
- If the question is “What must travel with the goods?” identify the applicable invoice, bill of supply or delivery challan, then add the e-way bill copy or number required by Rule 138A.
- If the question is “Was delivery completed?” look for delivery evidence; neither electronic GST record alone answers that question.
For any disputed movement, preserve the invoice data, IRN, e-way bill history, vehicle updates and delivery records together. That creates a traceable compliance file without confusing the purpose of one record with another.
Final answer
An e-invoice proves that covered invoice particulars were reported through the IRP and assigned an IRN with verifiable signed data. An e-way bill proves that movement particulars were furnished for a consignment and provides the transit reference used for verification. When the movement rules apply, generate and carry the e-way bill as a separate record even if the e-invoice has already been generated. Apply the current Rule 138 and Rule 138A requirements, exceptions and transport-mode provisions to the specific transaction.
