In India’s GST system, an e-invoice authenticates specified supplier invoices through an Invoice Registration Portal (IRP); an e-way bill documents the movement of covered goods. A business may need either one or both: check e-invoice applicability and e-way bill requirements separately. Invoice data can support e-way bill generation, but an e-invoice does not automatically satisfy the movement rules.

What is the difference between an e-invoice and an e-way bill?

Despite the similar names, these are separate GST processes with different purposes. An e-invoice is an invoice the supplier has already prepared and submits to an IRP for authentication and registration. The IRP returns an Invoice Reference Number (IRN) and a QR code. An e-way bill is the movement document used for covered goods consignments; it is generated before movement and relates to the consignment and its transport details.

Question E-invoice E-way bill
What does it do? Authenticates and registers a specified invoice submitted by the supplier through an IRP. Documents movement of goods and supports verification of a covered consignment.
What triggers the check? Supplier turnover, taxpayer and entity applicability, the document, and any applicable exclusions. The goods movement, consignment value, transaction circumstances, and applicable exceptions or state/UT requirements.
What is generated? An IRN and QR code for the registered invoice. An e-way bill associated with the consignment and transport details.
Does one replace the other? No. Registration of an invoice does not by itself establish that an e-way bill is required or fulfill that requirement. No. An e-way bill does not authenticate the supplier’s invoice through an IRP.

The practical rule is to assess each obligation on its own facts. A shipment can require an e-invoice but not an e-way bill, an e-way bill but not an e-invoice, or both. The applicable rules and exemptions determine the outcome, not the presence of one document alone.

Why the distinction matters in practice

The e-invoice question is principally about the supplier, invoice and mandate: does the applicable GSTIN and document fall within the e-invoicing rules? The e-way bill question is about movement: are goods being moved in circumstances covered by Rule 138 or another applicable requirement, and what must accompany that movement? For example, an IRN confirms registration of an invoice; it does not confirm that transport details have been entered or that a movement document has been generated.

Likewise, an e-way bill does not register an invoice with the IRP. If a business uses a connected system, it should still be able to tell which check it performed and what record it generated. That separation helps avoid both missed obligations and unnecessary assumptions based on a single document.

When is an e-invoice required?

The Invoice Registration Portal’s GST e-invoicing mandate page lists the latest rollout step as GST Notification 10/2023: aggregate annual turnover (AATO) of ₹5 crore or more, effective 1 August 2023. The turnover test looks at any preceding financial year from FY 2017–18 onward, based on GST returns. The ₹5 crore figure is therefore not a stand-alone test for every document or every entity.

Check the taxpayer and transaction, not just turnover

First establish whether the relevant GSTIN and entity fall within the mandate. The IRP describes regular taxpayers and SEZ developers as able to generate e-invoices, and says e-commerce operators may generate them for sellers. A recipient or transporter does not generate the supplier’s e-invoice. The IRP page also makes clear that exclusions apply; it does not mean every taxpayer above the turnover threshold must register every document. Check the actual GSTIN’s current enablement and the current exclusions before deciding a specific case.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When e-invoicing applies, the supplier first prepares the invoice and submits it to the common IRP. The IRP authenticates it, assigns the IRN, and returns the QR code. Registered invoice data is shared with the supplier, the GST portal, and the e-way bill system; the IRP also describes auto-population of invoice data in the buyer’s GSTR-2B. This data sharing can reduce re-entry, but it does not combine the two legal applicability tests.

What the ₹5 crore test does—and does not—tell you

The threshold is aggregate annual turnover of ₹5 crore or more, with the IRP describing the look-back as any preceding financial year from FY 2017–18 onward. It is not simply a test of whether this year’s sales have crossed that figure. A business reviewing applicability should identify the relevant GSTIN and turnover history, then check the entity, document and exclusions rather than stopping at the headline number.

Nor should turnover be confused with consignment value. The ₹5 crore figure is relevant to e-invoice mandate applicability; the ₹50,000 figure discussed below is the general consignment-value threshold in the e-way bill rule. They answer different questions and apply to different processes.

When is an e-way bill required?

CBIC’s CGST Rule 138 generally requires a registered person who causes the movement of goods with a consignment value exceeding ₹50,000 to furnish the required information before movement. The rule’s listed circumstances include movement in relation to a supply, movement for reasons other than supply, and inward supply from an unregistered person. The threshold is a general rule, not a safe shortcut for every shipment.

Apply the value threshold alongside exceptions

The official E-Way Bill System FAQ notes exemptions and specific cases in which an e-way bill may be required even below ₹50,000, including handicraft movement and specified job-work movement. It also directs users to state and union-territory requirements for intra-state thresholds. Goods-specific and transaction-specific exceptions may also affect the answer. Check the current Rule 138, notifications, and applicable state/UT rules rather than assuming that every movement above ₹50,000 always requires a bill—or that every movement below it is exempt.

In other words, the threshold is a starting point for the check, not a complete answer about a particular route or item. Identify why the goods are moving, whether the movement is connected with a supply or another purpose, the consignment value, and any relevant exception. For intra-state movement, also determine whether the state or union territory has applicable requirements that change the result. A low value does not by itself settle the question where a specific rule applies.

Who can generate the bill, and what information is needed?

The E-Way Bill System describes generation by the consignor, consignee, or transporter, depending on the circumstances. A transporter who is not registered must enroll on the e-way bill portal. The generator needs the applicable underlying document—such as an invoice, bill of supply, bill of sale, or delivery challan—and transport information, including a transporter ID and transport document number or vehicle number, as applicable.

Transport details matter because the e-way bill relates to the movement, not just to the invoice. Before generation, confirm that the source document and destination, consignment, and transport information match the actual transaction. For a particular shipment, use the current portal and applicable rules to determine which fields are required; the exact information can vary with the movement and transport arrangement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The person who causes the movement should ensure that the required information is furnished before the goods move. Where a transporter generates the bill, the official FAQ describes a process in which the consignor or recipient has furnished the relevant details and handed over the goods for transport. This makes coordination important: the party preparing the transaction document and the party arranging carriage may need to confirm responsibility and exchange the information in time.

How do an e-invoice and e-way bill work together?

A useful sequence is invoice first, movement document as separately required. If e-invoicing applies, the supplier registers the invoice with the IRP. If the goods movement also requires an e-way bill, invoice information can then be used in an integrated flow. Depending on the workflow, the e-way bill can be generated together with the IRN or generated later using the IRN.

  1. Check e-invoice applicability. Assess the supplier’s turnover history, GSTIN and entity status, document, and applicable exclusions.
  2. Prepare and register the invoice when required. Submit the prepared invoice to the IRP and receive the IRN and QR code.
  3. Assess the movement independently. Check consignment value, movement circumstances, exceptions, and state/UT rules to decide whether an e-way bill is required.
  4. Generate the e-way bill when required. Use the available invoice data through the supported IRN-based or combined workflow, and provide the required transport details.
  5. Verify the generated records. Confirm that invoice and movement information reflect the actual consignment and that the e-way bill is available as required for the movement.

If the movement does not require an e-way bill, the existence of an IRN does not create that requirement. Conversely, the absence of an e-invoice does not itself remove an e-way bill obligation. The two checks answer different questions, so a business should not treat an integrated software flow as a substitute for deciding whether each document applies.

Can an e-way bill be generated from an IRN?

Yes. GSTN describes an e-way bill flow that uses an IRN, as well as a combined flow that generates the IRN and e-way bill together. These are ways to use invoice data in the movement-document process; they do not mean that every IRN must have an e-way bill. First determine whether the movement requires one, then use the applicable supported workflow and enter the required transport information.

Because the IRP shares registered invoice data with the GST portal and e-way bill system, an IRN-based process may avoid entering some invoice particulars again. It does not eliminate the need to validate the shipment’s parties, destination, consignment and transport details. Check the resulting records rather than assuming a successful invoice registration also completed the e-way bill step.

Technical integration: IRN-based generation and ship-to details

GSTN’s advisory dated 17 June 2026 addresses combined IRN and e-way bill generation, later e-way bill generation using an IRN, bill-to/ship-to and combined transaction cases, and voluntary closure. Its ship-to and API instructions are implementation guidance for system users and integrators; portal behavior and current schemas should be checked when configuring a live workflow.

Ship-to GSTIN validation

For the combined generation flow, when ship-to details are supplied and e-way bill generation is required, GSTN says the ship-to GSTIN is conditionally mandatory. Where there is no applicable GSTIN, “URP” may be entered where applicable. For the e-way-bill-by-IRN API, GSTN says the GSTIN field under ExpShipDtls is mandatory.

The advisory identifies validation failures involving invalid GSTINs, repeating the bill-to GSTIN as the ship-to GSTIN in a bill-to/ship-to case, and state/PIN mismatches. These are not interchangeable data-entry issues: validate the party details and the state and PIN combination against the intended transaction before submitting the request.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assume ship-to details can be changed later

For B2B and SEZ transactions, GSTN says ship-to details supplied during IRN generation generally cannot be replaced when generating an e-way bill later using that IRN. The advisory describes separate treatment for exports. If an ERP or API integration depends on changing destination details at the later stage, confirm the applicable transaction flow and current GSTN guidance before relying on it.

Voluntary closure and API status

A separate GSTN advisory describes e-way bill closure by bill number or date, including a same-day or immediately succeeding-day closure window, as well as an API route. It states that API changes were proposed for production deployment by 15 June 2026. That is a target date stated in the advisory, not independent confirmation that the changes are live. Check the current portal or system documentation before treating a proposed API change as deployed.

Validity, errors, and corrections

Central validity bands

CBIC Rule 138 sets these central distance-based validity bands for e-way bills:

Distance Validity under the central bands
Less than 100 km One day
100 km to under 300 km Three days
300 km to under 500 km Five days
500 km to under 1,000 km Ten days
1,000 km or more Fifteen days

The Commissioner may extend validity by notification for specified goods. Use the current applicable rule and portal calculation for an actual consignment rather than assuming a distance band settles every case.

What to do if e-way bill details are wrong

The E-Way Bill System FAQ says submitted e-way bill details cannot be edited. Its stated route is to cancel the incorrect bill and generate a corrected one. Under Rule 138, cancellation is permitted within 24 hours of generation when the goods are not transported or are not transported according to the furnished details; cancellation is not permitted after transit verification. Because the time limit and transit-verification condition matter, check the bill promptly and follow the current portal process.

This is why verification should happen before movement: compare the bill against the underlying document and the actual route, parties and transport details. If the information is wrong, do not assume that a portal entry can simply be amended later. The stated correction route has a limited cancellation window and conditions, so the responsible party should act promptly and confirm the current portal process.

Choosing a manual or integrated workflow

Whether a business uses portal entry or ERP/API integration, the important operational difference is how well the process checks applicability, transfers data, and handles exceptions. GSTN’s 17 June 2026 advisory specifically asks system integrators to update systems for revised fields and validations.

  • Applicability checks: The workflow should prompt for turnover history, taxpayer status, transaction and document type, goods, movement, and relevant state/UT rules. A system that only checks invoice value can miss other conditions.
  • Data entry: Confirm whether IRP invoice details flow into e-way bill generation, how transport fields are supplied, and how ship-to information is validated. Reduced re-entry is useful only when the transferred values are correct.
  • Exception handling: Know how users detect validation failures, cancel and regenerate a bill when permitted, reflect changed transport information, and close a bill when needed.
  • Currency and integration: For software or APIs, verify how the provider communicates schema and validation changes and how quickly its integration reflects current GSTN guidance. The June 2026 advisory makes this a practical maintenance issue, not just an initial setup task.

Manual portal use can make individual entries visible to the person handling a shipment, but it still depends on that person selecting the right transaction type, entering accurate data and checking the rules. An integrated workflow can reduce repeated invoice-data entry, but only if its mapping, validations and API behavior are current. Neither approach makes the applicability decision automatically correct.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When comparing systems, ask how they flag missing or inconsistent ship-to details, state/PIN combinations and transport fields; how they communicate failed submissions; and how users correct a bill within the permitted process. For an API connection, also establish who monitors GSTN schema and validation changes and who updates the integration. GSTN’s 17 June 2026 advisory makes maintenance relevant to day-to-day accuracy, not just the initial implementation.

A practical decision checklist

For a specific taxpayer or shipment, work through these questions in order:

  1. Does the supplier’s GSTIN meet the e-invoice mandate’s turnover test, including the preceding-financial-year test from FY 2017–18 onward?
  2. Is the entity, GSTIN, document, and transaction within the e-invoice rules, and is any exclusion applicable?
  3. Is there a movement of goods covered by the e-way bill rules, and what is the consignment value and reason for movement?
  4. Do a below-threshold exception, goods-specific rule, notification, or intra-state state/UT requirement change the result?
  5. If an e-way bill is required, who will generate it, what underlying document and transport details are needed, and will it be generated with an IRN or later using one?
  6. Do party, ship-to, state, PIN, vehicle, and transport details match the actual movement, and can the bill be made available as required?

For a real transaction, consult current CBIC rules and notifications, state/UT requirements, and the official portals’ current applicability and status information. The ₹5 crore mandate and ₹50,000 general threshold are useful starting points, not substitutes for that case-specific check.

Frequently Asked Questions

What is the difference between an e-invoice and an e-way bill?

An e-invoice is a supplier invoice submitted to an IRP for authentication and registration; the IRP returns an IRN and QR code. An e-way bill documents a covered goods movement and its transport details. They address different GST requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When is an e-way bill required?

CBIC Rule 138 generally requires information to be furnished before movement when a registered person causes movement of goods with consignment value exceeding ₹50,000. The rule, notifications, goods-specific exceptions and state or union-territory requirements can affect the answer; some specified cases can require a bill below ₹50,000.

Can an e-way bill be generated from an IRN?

Yes. GSTN describes generating an e-way bill using an IRN, as well as a combined workflow that generates an IRN and e-way bill together. An IRN does not itself make an e-way bill necessary; assess the movement separately and provide required transport details.

Does an e-invoice automatically generate an e-way bill?

No. Invoice information may be used in a combined or later IRN-based workflow, but the e-way bill requirement depends on the goods movement, value, applicable rules and exceptions. Confirm that an e-way bill was actually generated when one is required.

What is the e-invoice turnover threshold?

The Invoice Registration Portal lists an aggregate annual turnover threshold of ₹5 crore or more under GST Notification 10/2023, effective 1 August 2023. The test looks at any preceding financial year from FY 2017–18 onward, based on GST returns, and entity, document and exclusion rules also matter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Who can generate an e-way bill?

Depending on the circumstances, the consignor, consignee or transporter can generate it. An unregistered transporter must enroll on the e-way bill portal. The applicable underlying document and transport details are needed.

Can submitted e-way bill details be edited?

The E-Way Bill System FAQ says submitted details cannot be edited. Its stated route is cancellation and generation of a corrected bill. Rule 138 allows cancellation within 24 hours in specified circumstances and not after transit verification, so check errors promptly.

The Bottom Line

Bottom line: An e-invoice registers and authenticates a specified supplier invoice; an e-way bill covers qualifying goods movement. Check the ₹5 crore e-invoice mandate and ₹50,000 general e-way bill threshold as separate starting points, then verify the taxpayer, transaction, exceptions and state/UT rules. An IRN can support combined or later e-way bill generation, but it does not replace the movement-rule check.
