A production LLM gateway can accept a logical route and send a request to a specific model or provider, including a different one from the client’s original choice. To govern that change, keep the requested route separate from the route actually used, define exactly when substitutions are allowed, and log enough decision and execution metadata to explain each request later. Ordinary gateway logs can support an audit, but do not by themselves prove that records are tamper-proof or establish compliance with a particular law.
What dynamic routing, fallback, and retry mean
These terms describe different decisions. A gateway may support one, several, or none of them; confirm the behavior in the implementation you deploy rather than assuming every gateway supports the same triggers.
- Dynamic routing: The client names a logical route, and the gateway selects a concrete provider and model using its current configuration and eligibility rules. The logical route is the request; the selected provider/model is the execution.
- Fallback: If a configured condition occurs, the gateway tries another eligible route or provider. The condition might be a request error or a predetermined timeout, if the implementation supports those triggers.
- Retry: The gateway repeats an attempt after a failure. A retry might go to the same provider, while a fallback may move to a different model or provider. Record which happened; the words are not interchangeable.
Cloudflare AI Gateway documents dynamic routes identified with a dynamic/<route-name> model value, with response headers that identify the selected model and provider. Its documentation says dynamic routes accept the OpenAI chat completions request shape; other formats, including Anthropic Messages, return an error. Routes are scoped to the gateway where they were created. These constraints matter when a client expects to switch between API formats or when teams assume a route is shared across gateways. (Cloudflare, “Using a dynamic route,” updated October 2, 2026.)
Cloudflare also documents configured fallback steps that can run after a model request error or a predetermined timeout. Its cf-aig-step response header identifies the successful step. That is useful operational metadata, but teams should still decide whether and how to expose it to their clients and preserve it in their own traces.

What a governed routing decision should record
A useful record explains both why a route was chosen and what happened when it ran. Treat the following as a recommended design, not a vendor-prescribed or industry-standard schema. Cloudflare documents model/provider and fallback-step metadata; Microsoft documents telemetry, logs, and token metrics; LLM Gateway documents routing metadata and per-attempt logs. The available fields vary by product and configuration.
| Decision or event | Record to consider | Why it matters |
|---|---|---|
| Request identity | Application request or trace ID, client identity or service account, timestamp, and requested model or logical route | Lets an operator find the original request and distinguish client intent from gateway behavior. |
| Policy and eligibility | Route and policy/configuration version; eligible candidates; constraints applied, such as region, data handling, tool or format compatibility, and credential availability | Explains which destinations were considered and why others were excluded. |
| Selection and substitution | Selected provider and model, selection reason if available, whether the route changed, and the substitution trigger or fallback step | Shows whether the gateway followed the intended route or invoked a rule because of policy or an execution condition. |
| Attempts | Ordered attempt sequence, provider/model per attempt, start and end times, status or error, retry/fallback classification, and credential source or identity | Makes failures and cross-provider transitions distinguishable instead of collapsing them into one final outcome. |
| Response and usage | Final status, returned model/provider metadata where available, latency, token usage, and cost fields if exposed | Supports operations, usage review, and reconciliation with application or provider records. |
| Payload handling | Whether prompt and response bodies were retained, redacted, or omitted; applicable policy; access and retention controls | Documents the privacy/observability choice without assuming that useful auditing requires storing raw content. |
Do not assume every gateway exposes every field. Identify gaps before relying on a gateway record as the only evidence, and correlate it with application-side request IDs and provider-side billing records when available.
Specify substitution policy before enabling it
Write down which changes the gateway is permitted to make, under which conditions, and who may approve changes to those rules. A substitution that helps availability can still violate an application’s format, residency, data-handling, or model-capability requirements.

- Allowlist providers and models rather than treating every configured backend as an acceptable destination.
- State region and data-handling constraints, plus any requirements for tool calls, structured output, streaming, or model capabilities.
- Specify which credentials may be used for each candidate and whether a fallback may use a different credential source.
- Document exclusions and the policy/configuration version used to make each decision.
Make triggers and limits explicit
For each route, distinguish a policy-driven selection from a failure-driven fallback. Define the errors or timeouts that permit a transition, the allowed number and order of attempts, and the behavior when all candidates fail. Avoid broad rules such as “switch providers on error” unless the team has determined which errors are safe to replay and which are not.

Test before and after streaming begins. A request that has already emitted part of a response may not be safely replayable as though nothing happened. Test tool-call and structured-output compatibility for every candidate, as well as provider-bound reasoning or other state that may not transfer across providers. LLM Gateway’s documentation calls out provider-bound reasoning as a case where cross-provider replay may be invalid; verify such behavior in the implementation rather than treating a vendor description as an independent test.
Govern policy changes and recovery
- Use a human-reviewed change path for allowlists, trigger rules, and route configuration.
- Keep a rollback route or known-good configuration and alert on unexpected destination changes.
- Monitor authentication failures, error rates, and telemetry export failures so that a missing audit record is treated as an operational issue.
- Assign owners for identity, alerting, and log access before moving production traffic.
Microsoft’s AI Gateway tier preview documentation recommends monitoring operational errors and maintaining rollback for critical applications. The specific controls and availability status should be checked for the deployed service, region, and date.
Choose an implementation by control and operational fit
Managed gateway services, API management products, and custom routing code distribute responsibility differently. The table compares documented examples, not a ranking or a claim that similarly named products have equal capabilities.

The practical comparison is broader than whether a product can route requests. Evaluate policy review and enforcement, API/model compatibility, transparency of substitutions, payload logging and retention, credential boundaries, retry and circuit-breaker behavior, regional options, rollback, and operational ownership. Verify status and geography at deployment time; a preview feature is not equivalent to a generally available service.

Keep observability useful without retaining every payload
Raw prompts and completions can help diagnose certain incidents, but retaining them also creates privacy, access-control, and retention questions. Cloudflare documents controls to exclude an entire request log or omit raw payloads while retaining selected metadata; its documentation says logs are enabled by default per gateway and describes different logging eligibility for gateways created before and after September 24, 2026. Check the current account-specific rules and retention terms rather than assuming one default applies to every gateway.
Decide separately whether to retain request metadata and payload bodies. If bodies are omitted or redacted, document the choice, who can change it, how long records remain available, and what diagnostic evidence will be lost. A metadata-only record can still show requested and selected routes, attempts, errors, timing, and usage when the gateway exposes those fields, without preserving the full conversation.
Gateway logs are records created by the gateway operator. They can be useful evidence, but ordinary logs alone do not establish that a record is tamper-proof or that the provider processed a request exactly as logged. A June 2026 preliminary preprint by Fei Wang and Zebai Tian proposes binding route, endpoint, stream, and completion evidence to an attested runtime. The authors explicitly say it is preliminary and does not establish full production capacity or complete provider/workload coverage. Treat this as an emerging research direction, not a mature control or settled practice.
Do gateway logs satisfy a regulatory audit requirement?
Do not infer a universal legal requirement or a prescribed routing-log schema from vendor documentation. NIST’s AI Risk Management Framework is a general AI risk-management resource; its reviewed landing page does not establish a gateway-specific audit schema. Applicable obligations depend on the organization, jurisdiction, use case, contracts, and other controls. Review provider terms and data-residency arrangements separately: a gateway’s logging or policy feature does not itself establish provider compliance.
For governance purposes, define what evidence your own review requires, who can access it, how long it is retained, and how it is correlated with application and provider records. Then validate that the deployed configuration actually produces those records, including when a fallback succeeds, an attempt fails, or telemetry export is unavailable.
