Beerus, Jiren, Dragon Ball Super Broly, Goku Black, Zamasu, Janemba, Golden Frieza and Kid Buu are the strongest candidates to defeat Cell. Beerus, Jiren and Broly have the clearest wins from directly shown feats. Goku Black, Zamasu and Janemba rely on later-era scaling or unusual abilities, while Golden Frieza and Kid Buu are more debatable because the available official material does not directly compare them with Cell.
Which version of Cell is the benchmark?
This comparison uses Cell at his strongest commonly discussed Dragon Ball Z point: Perfect Cell or Super Perfect Cell. Cell is an artificial life-form assembled from the cells of Goku, Piccolo, Vegeta, Frieza and King Cold, allowing him to reproduce their techniques and abilities. He reaches Perfect Form after absorbing Android 17 and Android 18.
That makes Cell unusually difficult to defeat. A challenger must either overwhelm his durability, destroy him so completely that regeneration cannot restore him, or use a power such as sealing that bypasses a conventional knockout. The candidates below are judged on destructive scale, speed and reactions, durability or regeneration, special abilities, and the practical win condition they have against Cell.

| Villain and form | Continuity | Why the matchup favors the villain | Confidence | Likely win condition |
|---|---|---|---|---|
| Beerus | Dragon Ball Super | Planet-level destruction and a decisive gap over early Super Saiyan God Goku | Near-certain | Erase or reduce Cell to dust before regeneration matters |
| Jiren | Dragon Ball Super | Overwhelms Super Saiyan God Super Saiyan Goku and breaks Hit’s Time Lag | Near-certain | Overwhelming speed and force produce a clean knockout or destruction |
| Broly, Super Saiyan Full Power | Dragon Ball Super | Overpowers Super Saiyan God fighters and has explosive, rapidly rising power | Near-certain | Overwhelm Cell before he can recover or adapt |
| Goku Black, Super Saiyan Rosé | Dragon Ball Super | Rosé surpasses Super Saiyan God level and defeats Super Saiyan God Super Saiyan Vegeta | High | Superior later-era power and repeated growth |
| Zamasu, immortal or fused | Dragon Ball Super | Immortality blocks lasting damage; fusion adds a major offensive upgrade | High | Outlast Cell, then incapacitate or seal him |
| Janemba, post-transformation | Dragon Ball Z movie | Defeats Super Saiyan 3 Goku and controls space around attacks | Strong but continuity-dependent | Reflect blasts, evade through space, and cut through space with his sword |
| Golden Frieza | Dragon Ball Super | Later Super form whose placement implies a level beyond the Z-era Cell Games | Plausible, lower confidence | Use later-era speed and power to overwhelm Cell |
| Kid Buu | Dragon Ball Z | High-end Z-era inference based on his role as the final Majin Buu arc villain | Plausible, lower confidence | Continuous assault and regeneration contest |
1. Beerus
Beerus is the clearest answer to “Could Beerus defeat Perfect Cell?” He is Universe 7’s God of Destruction and is described as capable of turning beings and entire planets to dust. In his fight with Goku, he defeated him in two hits, and the energy involved was powerful enough to wipe out Earth.

- Ultimate destruction is coming! Goku and Vegeta face off against legendary Super Saiyan Broly in an explosive battle to save the world.
Cell’s regeneration does not solve that problem. Beerus does not need to win by conventional blunt-force damage; a destruction attack that removes Cell’s body and leaves no recoverable material gives Cell no demonstrated route back. The gap between Beerus and the early Super Saiyan God Goku he defeated is already far beyond the Cell Games benchmark.
2. Jiren
Jiren’s strength surpasses Universe 11’s God of Destruction, Belmod. He sent Super Saiyan God Super Saiyan Goku flying with one hand, shrugged off Goku’s Kamehameha and broke through Hit’s Time Lag while fighting both opponents.
Those feats address the two areas Cell relies on most: surviving attacks and finding time to regenerate. Jiren’s reactions and raw force are presented on a later Dragon Ball Super scale. Cell has no shown counter to an opponent who can casually resist that level of attack and still dominate the exchange.

Broly’s Great Ape power overpowered Super Saiyan God Vegeta and Super Saiyan God Goku. In Super Saiyan form, he swatted aside their combined Kamehameha and Galick Gun. His Super Saiyan Full Power state is described as having “unfathomable potential” far beyond ordinary Super Saiyan.
Rank #2
- Ultimate destruction is coming! Goku and Vegeta face off against legendary Super Saiyan Broly in an explosive battle to save the world.
Broly’s advantage is escalation. Cell may survive an initial strike, but Broly’s transformations continue increasing the pressure while Cell has no demonstrated answer to the combined attacks of the two Super Saiyan God fighters. A sustained Full Power assault should destroy or incapacitate Cell before regeneration can change the result.
4. Goku Black (Super Saiyan Rosé)
Goku Black’s Rosé form surpasses Super Saiyan God level and overpowers Vegeta even in Super Saiyan God Super Saiyan. His power repeatedly jumps after Zamasu heals him, creating a Saiyan-cell growth pattern that has no equivalent in the Cell Games.
This is a later-era scaling argument rather than a direct Goku Black-versus-Cell fight. Even so, Rosé’s shown superiority to a much later version of Vegeta places him in a category Cell has not demonstrated the ability to match. His win comes from superior power and speed, with repeated growth making a prolonged battle increasingly unfavorable for Cell.

Dragon Ball Super’s wish-granted immortality prevents Goku from inflicting lasting damage on Zamasu. The heroes resort to sealing because ordinary attacks cannot finish him, and Zamasu eventually fuses with Goku Black.
Against Cell, immortality changes the required win condition. Cell can regenerate from severe damage, but he cannot permanently defeat an opponent who simply returns from fatal injuries. Fused Zamasu also adds Goku Black’s power to that survivability. This makes Zamasu a high-confidence inclusion, although the cleanest resolution is incapacitation, sealing or another form of removal rather than a simple knockout.
6. Janemba (post-transformation)
Janemba is a Dragon Ball Z movie antagonist, so his placement depends on whether movie continuity is allowed alongside the main series. After transforming, he overwhelms Super Saiyan 3 Goku, reflects energy blasts, moves through space to evade attacks and wields a sword able to cut through space.
Those abilities give Janemba a concrete way around Cell’s usual defenses. Reflection can return Cell’s energy attacks, spatial movement can avoid direct exchanges, and the sword’s space-cutting property is more specific than merely hitting harder. The continuity label matters, but within the film’s power system Janemba has both the offensive threat and the evasive tools to win.

7. Golden Frieza
Golden Frieza is a Dragon Ball Super form, and official character listings place him among the later Super villains and transformations. That saga placement supports the inference that Golden Frieza operates above the Frieza who was only one ingredient in Cell’s genetic design.
Rank #4
- Factory sealed DVD
This is deliberately a lower-confidence pick. The available official material confirms Golden Frieza’s identity and Super-era placement but does not provide a dedicated Golden Frieza-versus-Cell feat comparison. Under a broad cross-saga reading, his later-form power should overwhelm Z-era Cell; under a strict feat-only standard, the matchup remains less settled than Beerus, Jiren or Broly.
8. Kid Buu
Kid Buu is the final villain of the Dragon Ball Z Majin Buu arc. His inclusion is another high-end Z-era inference rather than a direct numerical comparison with Cell. The official roster material confirms the character and saga placement, but it does not publish a specific Cell-versus-Kid-Buu benchmark.
Readers can reasonably dispute this choice if they require only directly demonstrated cross-character feats or restrict the comparison to particular versions. Under the common ordering that places the final Buu threat above the earlier Cell Games villains, Kid Buu has the destructive pressure, speed and regeneration to make Cell’s recovery advantage far less decisive.

How the win conditions differ
Total destruction
Beerus has the most direct route: remove Cell so completely that there is no demonstrated biological material from which he can regenerate. Broly and Jiren can reach a similar result through overwhelming force, even though their showcases emphasize combat dominance rather than a named erasure technique.

Outlasting regeneration
Cell’s healing is valuable only if the opponent can eventually be damaged. Immortal Zamasu reverses that condition: Cell cannot secure a lasting victory, while Zamasu’s fusion supplies additional offensive power. The practical answer may be sealing rather than a conventional finish.
Bypassing durability
Janemba’s reflection, spatial movement and space-cutting sword provide unusual answers to Cell’s defenses. They matter because the matchup is not decided solely by who can produce the larger beam.
Scaling-based conclusions
Goku Black, Golden Frieza and Kid Buu require more interpretation. Their forms or saga positions support a win, but the available material does not stage a direct comparison with Perfect or Super Perfect Cell. They belong in the conversation, while Beerus, Jiren and Broly remain the least controversial answers.
