Short answer: VLC runs on Windows 11 and plays DVDs plus most common video files. Blu-ray playback is conditional: VLC can use the Windows-compatible libbluray library for Blu-ray functions, but VideoLAN says libbluray alone is not enough for most commercial discs protected by AACS or BD+. No player can honestly promise “every” video format; support depends on the file’s container, video and audio codecs, subtitles, encryption and sometimes the hardware.
Your computer also needs an optical drive that can read the disc. A Windows 11 laptop without a built-in drive can use an external USB DVD or Blu-ray drive, but the drive does not remove the copy-protection limitation on commercial Blu-ray media.
What VLC supports on Windows 11
VideoLAN’s Windows download page states that VLC runs on all Windows versions through the latest Windows 11. The page listed VLC 3.0.24 when checked on October 13, 2026; that is the version shown by the source at that time, not a guarantee that every computer configuration behaves identically. Download the current Windows build from the official VLC for Windows page rather than an unofficial mirror.

VideoLAN describes VLC as playing most multimedia files and codecs, and its feature information lists DVD playback and representative formats. “Most” is deliberately different from “all”: a file can fail because its codec is unusual or damaged, its container is unsupported, it uses encryption or digital-rights management, or the computer cannot decode it reliably.

- Insert the DVD into the computer’s internal drive, or connect an external USB DVD drive and wait for Windows to recognize it.
- Open VLC. If Windows displays an AutoPlay prompt, close it or choose VLC without starting a different application.
- In VLC, select Media > Open Disc….
- In the Disc Selection dialog, choose DVD. Confirm that the correct drive letter is selected; it may not be the same letter on another PC.
- Leave Disc device pointed at that drive. Select Play. VLC should begin with the disc menu or the main title, depending on the DVD’s authoring.
VideoLAN lists DVD support, but the application cannot read a disc that the hardware cannot physically access. If the drive does not appear in File Explorer, test another USB port, reconnect the drive directly rather than through an unpowered hub, and check whether Windows sees the device in Settings or Device Manager. A drive that reads data discs but not DVDs may have a failing laser or a media-compatibility problem.
If the DVD opens but will not play
- Try Media > Open Disc… again and verify the drive letter.
- Test a second, known-good DVD to separate a disc fault from a drive or VLC problem.
- Check whether the disc is visibly scratched or dirty; clean it gently from the center outward.
- Update VLC from the official Windows page, then restart the application.
- If menus fail but the video title is known, use Media > Open Disc… and try a title number instead of relying on the menu.
Can VLC play Blu-ray discs?
Sometimes, but not every Blu-ray. VideoLAN documents Blu-ray navigation and playback functions through libbluray, and libbluray supports Windows. Its documentation also gives the decisive limitation: “Most commercial Blu-Ray are protected by AACS or BD+ technologies and this library is not enough to playback those discs.” Read the full statement on VideoLAN’s libbluray page.

That means two separate requirements must be met:
- Hardware: the PC needs a functioning Blu-ray-capable optical drive. A DVD-only drive cannot read Blu-ray media.
- Software and protection: VLC must have the relevant Blu-ray support, while the disc’s encryption and menu implementation must be playable. An external Blu-ray drive supplies hardware access; it does not by itself solve AACS or BD+ protection.
Trying an unprotected or compatible Blu-ray
- Connect or install a Blu-ray-capable drive and insert the disc.
- Open VLC and choose Media > Open Disc….
- Select Blu-ray and confirm the drive letter.
- Enable menu playback if the dialog offers that option, then select Play.
- If the disc does not start, try again with menus disabled so VLC opens a title directly; some authoring schemes are less reliable than others.
If a retail disc protected by AACS or BD+ fails, that result is consistent with VideoLAN’s own warning. Reinstalling VLC, changing the USB cable or buying a faster drive cannot turn libbluray into a licensed decryption system. Use only playback software and media-handling methods that are lawful where you live; protection requirements vary by disc and jurisdiction.
What to check before buying a Blu-ray drive
- Confirm that the drive explicitly reads Blu-ray, not only CD/DVD.
- Check that Windows 11 recognizes the drive and that it has a suitable USB connection or internal interface.
- Verify the disc region and physical format if the disc or drive specifies them; VLC’s general file support does not override drive or media restrictions.
- Do not assume a drive bundled with playback software will make VLC play protected discs. The drive and the licensed application are separate parts of the solution.
Does VLC play every video format?
No. “Every video format” is too absolute for VLC or any general-purpose player. VideoLAN’s wording is “most multimedia files” and its published list is representative, not exhaustive. The official examples include MPEG-2, MPEG-4, H.264, MKV, WebM and WMV. A filename extension alone does not tell you whether a file will work: an .mkv, for example, is a container that may hold different video, audio and subtitle codecs.

For a normal, unencrypted file, VLC is a sensible first player because it bundles support for many codecs instead of requiring a separate codec pack. That still does not promise success with every camera format, professional mezzanine codec, damaged download, proprietary stream or rights-managed file.

- Open VLC and choose Media > Open File…, or drag the file into the VLC window.
- Choose the file and select Open. VLC will begin decoding the available streams.
- If you need a different audio track or subtitle, use the Audio and Subtitle menus during playback.
- For several files, choose Media > Open Multiple Files… and add them to a playlist.
If Windows associates the extension with another application, that does not indicate that VLC lacks support. Right-click the file, choose Open with, select VLC, and optionally set it as the default for that extension. Association changes affect launching, not the codecs inside the file.

Troubleshooting: identify the failure before changing settings

Change one variable at a time. Testing a second disc, a second file and a second drive gives more useful evidence than repeatedly reinstalling the player. Keep the distinction clear: a hardware-read failure happens before VLC can decode anything, while a codec or protection failure occurs after the data is accessible.

Bottom line for Windows 11 users
Install the current official VLC Windows build and expect reliable playback for DVDs and a broad range of ordinary video files when your PC has the necessary hardware. Treat Blu-ray as a compatibility case, not a guarantee: libbluray provides Blu-ray functions on Windows, but VideoLAN says most commercial discs protected by AACS or BD+ need more than that library. Finally, replace “every format” with “most common formats”; the exact codec, container, protection and condition of each file determine the result.
