Usually, no proven or reliable FPS increase. Microsoft’s Windows documentation does not publish a controlled gaming benchmark showing that the Ultimate Performance plan raises frame rates in Windows 11. A power plan changes processor and system power preferences, but the result depends on your CPU, GPU, cooling, firmware, game, workload and whether the PC is plugged in. The only dependable answer for a particular computer comes from a controlled comparison on that computer.
What a Windows power plan actually changes
A Windows power plan is a collection of power-setting preferences with separate values for AC power and DC (battery) power. The settings influence how Windows balances responsiveness, energy use and processor behavior; they are not a direct “more FPS” switch. Microsoft describes Balanced as adjusting performance and power use according to demand, while High Performance favors maximum performance at the cost of higher power consumption.
That distinction matters because a game’s frame rate is produced by the entire system. Processor policy is only one part of the path. Microsoft notes that GPU behavior and thermal controls are also handled by the PC maker and silicon vendors. A plan that asks for more aggressive processor performance cannot override a GPU limit, a firmware power limit or cooling that is already saturated.
The name Ultimate Performance should therefore be treated as a preset label, not proof of a gaming advantage. The Microsoft pages covering power plans and processor policy explain the settings and their trade-offs, but they do not supply a Windows 11 gaming benchmark for Ultimate Performance. There is no Microsoft-published FPS figure that can be quoted as a typical uplift.

Ultimate Performance, High Performance and Balanced compared

Microsoft’s guidance about applying High Performance settings to gaming devices is design guidance, not a test result. It means a manufacturer may choose more performance-oriented defaults. It does not establish that every Windows 11 PC, every game or every graphics setting will gain frames from Ultimate Performance.
Why the answer varies from one PC to another
When the GPU is the limit
If the graphics processor is already fully occupied rendering a scene, changing processor policy cannot create additional GPU rendering capacity. You may see no frame-rate change even if the CPU is allowed to operate more aggressively. Resolution, ray-tracing features, quality presets and the complexity of the scene can all leave the GPU as the dominant constraint.
When the CPU or game thread is the limit
Some games and scenes depend heavily on one or a few CPU threads. In that situation, a more performance-oriented policy could alter responsiveness or frame-time behavior on a specific machine. That is a possibility to measure, not a guaranteed Ultimate Performance feature. The documented settings do not provide a universal percentage or minimum-FPS improvement.

When heat and firmware controls dominate
Higher-performance settings can increase power use and heat. Laptop and desktop firmware may then adjust clocks, fan behavior or power limits. Microsoft’s documentation warns that dynamic scaling and thermal behavior are part of the overall result. A setting that looks more aggressive on paper can produce little sustained benefit if the system reaches its thermal or electrical limits.
When the power source changes
Plans contain AC and DC values. A laptop tested on battery is not the same experiment as the same laptop connected to its charger. Battery-saving policies, available power and thermal headroom can change the result. Record the power source for every run and do not combine battery and AC results into one conclusion.
Performance slider and Game Mode are separate
Windows 11 can show a performance slider when Balanced or a plan derived from Balanced is selected. Its Best Performance position favors performance over power. That slider should not be confused with the Ultimate Performance plan: changing one does not establish what the other will do, and the available controls can differ by device configuration.

Game Mode is independent as well. Microsoft states: “Game mode operates independently of the Windows performance power slider, and can be engaged in any slider mode.” See Customize the Windows performance power slider. Selecting a power plan does not, by itself, prove that Game Mode was enabled or disabled. If you are comparing settings, record Game Mode separately and keep it unchanged between runs.

How to compare Ultimate Performance with Balanced on your PC
A useful comparison has to separate a real setting effect from normal variation in a game. Microsoft does not publish a required test procedure, so use the following controlled approach as a practical method rather than as an official Microsoft benchmark.
- Choose the two configurations. Compare Balanced with Ultimate Performance, or compare Balanced with the Windows 11 Best Performance slider position. Do not change both controls at once if you want to know which one affected the result.
- Keep the power source constant. Run every test on AC or every test on battery. Record which one you used because the plan has separate AC and DC settings.
- Hold the game setup fixed. Use the same game version, graphics driver, resolution, quality settings, display refresh setting and test scene. A repeatable in-game benchmark or a precisely repeatable route is preferable to an improvised run.
- Control background work. Close or pause unrelated applications and downloads, then use the same background workload for both configurations. A changing workload can hide a small setting effect.
- Leave Game Mode unchanged. Because Game Mode operates independently of the performance slider, changing it during the comparison would add another variable.
- Warm the system consistently. Begin each measured run under comparable conditions. Note whether the chassis, fans and room conditions are already warm, because temperature can alter dynamic scaling.
- Record more than average FPS. Capture average frame rate and frame-time consistency, plus power draw and temperature when your monitoring tools expose them. Average FPS alone can hide stutter or a short boost that does not last.
- Repeat each configuration. Run the same scene several times and look for a repeatable difference. A one-run change is not enough to attribute an effect to the plan.
- Identify the limiting component. Observe whether the CPU, GPU, temperature or another workload is consistently saturated. Interpret the result in that context rather than assuming the plan name explains it.

Should you use Ultimate Performance or Balanced for gaming?
For a desktop that is plugged in
Start with Balanced unless your own repeatable test shows a meaningful improvement from a more performance-oriented setting. Balanced is designed to respond to demand, so a game can receive substantial performance without keeping the system in a high-power state when it is idle. Use High Performance or Ultimate Performance only when the measured result justifies its additional power and heat.

For a gaming laptop
Keep AC and battery use as separate decisions. A high-performance policy can consume more battery and produce more heat, while firmware may still impose limits. Test the mode you actually use for gaming—normally AC power—rather than assuming a result observed on battery will carry over.
For a thermally constrained system
If temperatures rise quickly or clocks fall during a long session, a more aggressive plan may increase short-term power without improving sustained performance. Monitor temperature and frame-time consistency across the full run. A stable result on Balanced can be preferable to a brief burst followed by thermal scaling.

High Performance and Ultimate Performance can keep the system oriented toward performance when the workload changes, but that comes with higher energy use. Microsoft’s guidance on variable workloads emphasizes the trade-off rather than promising a gaming uplift. Balanced is the less costly default when you also care about idle power, fan noise or battery life.

What to check when changing the plan makes no difference
- Confirm which control changed. The power plan and the Windows performance slider are related but distinct controls. Make sure the intended plan is active and note the slider position when it is available.
- Check the power source. A test on DC may use different values from the same plan on AC.
- Check the bottleneck. If GPU utilization or graphics settings are the dominant limit, a processor-policy change may not affect FPS.
- Check temperature over time. A short run can look faster before heat triggers dynamic scaling.
- Check Game Mode separately. Its state is independent of the performance slider, so do not infer it from the selected plan.
- Repeat the scene. Background tasks, asset streaming and ordinary run-to-run variation can obscure a small difference.
- Compare frame times, not only averages. A plan can leave average FPS unchanged while changing consistency—or change neither.

The relevant Microsoft references define power-plan behavior, processor-management options and the Windows performance slider:

These pages contain no named statistic for gaming FPS uplift from Ultimate Performance and no controlled Windows 11 comparison establishing a universal gain. The defensible conclusion is therefore conditional: measure your own machine, keep the test controlled, and weigh any repeatable change against the extra power and heat.
