Yes. Create must be installed on a dedicated Minecraft server, and every player who connects must also have Create installed on their client. The client and server must use matching Create versions and matching dependency versions. Create is therefore a client-and-server mod, not a server-only mod.
If a server starts with Create but a player cannot join, the first checks are the client’s Create installation, the Minecraft mod loader, and the exact versions of Create and its dependencies. A client without the required mod normally fails during the mod-handshake stage before entering the world.
What “server-side” means for Create
A dedicated Minecraft server has its own mods directory and loads mods before accepting connections. A player’s Minecraft installation has a separate client-side mods directory. For Create, both locations matter:
- The dedicated server needs the Create mod so it can load Create’s blocks, items, systems, recipes and world logic.
- Every connecting client needs Create so the player’s game can understand the content and network messages supplied by the server.
- The client and server must agree on the Create version and on the versions of any required dependencies.
Installing Create only on the server does not turn it into a server-only mod. The Modrinth project identifies Create’s platform as “Client and server,” and a Create server setup guide identifies a missing client installation as the usual reason a player cannot join a server that runs Create.

This requirement applies even when the server administrator believes that Create’s machines or animations are “handled by the server.” Minecraft still has to synchronize mod declarations and content during connection, and the client must have the corresponding code and assets to render and interact with that content.
What you need to install
On the dedicated server
Put the Create jar in the server’s mods directory, alongside the required loader and any dependencies specified for that Create release. Start the server with the loader for which that Create build was published. A vanilla server without a compatible mod loader cannot load Create.

Each player must install the same Create build in the client’s mods directory. The player also needs the same dependency versions expected by that build. “The latest Create” is not a sufficient description: two releases can differ even when both appear current in a launcher or download list.
Use one loader family
The CurseForge listing identifies Create builds for Forge and NeoForge and also notes a port in the Fabric ecosystem. These are separate loader targets. A Forge jar cannot be substituted for a NeoForge or Fabric-targeted jar simply because the Minecraft version looks similar. Select the loader and Minecraft version first, then download the Create release built for that combination.

Do not mix loader families in one installation. If the server runs NeoForge, installing a Forge Create jar on a client will not satisfy the handshake; the same is true for a Fabric port paired with a Forge or NeoForge installation.
How to install Create on a dedicated server and clients
The exact launcher and hosting panel labels vary, but the sequence is the same. Complete these steps for the server and then repeat the client portion for each player.

- Identify the server target. Record the Minecraft version, the loader (Forge, NeoForge or the appropriate Fabric-ecosystem setup), and the Create release selected for the pack. Do not begin with the jar file alone; its loader target is part of compatibility.
- Install or select the matching loader. The server must be started with a loader that supports the selected Create build. A client must use the same loader family and a compatible Minecraft version.
- Install Create on the server. Stop the server, place the Create jar in the server’s
modsdirectory, add every dependency required by that release, and start the server again. If the server reports a missing dependency, stop it and install the exact dependency build named in the error or release information. - Install Create on each client. Each player places the same Create jar, and the same dependency versions, in the client’s
modsdirectory. A launcher-managed mod profile is acceptable when it produces the same files and versions as the server pack. - Remove conflicting duplicates. Do not leave two Create jars for different releases in either
modsdirectory. Duplicate or stale jars can produce dependency errors, loader errors or an apparently random choice of version. - Restart completely. Restart the server after changing its mods and restart the client after changing its profile. A reload of a world or a resource-pack refresh does not replace a full mod-loader restart.
- Connect with a test player. Check that the server reaches its normal ready state, then connect with a client built from the same mod set. If the handshake fails, use the first missing or mismatched mod named in the client or server log rather than repeatedly changing unrelated files.
What happens when the client and server do not match
Create and its dependencies are checked during the connection handshake. The visible message depends on the loader and launcher, but the underlying issue is usually one of these:

The phrase “can’t join the server, has Create on server” is therefore an important clue, not evidence that Create is server-only. The server installation is only half of the requirement.

Version matching: what “the same version” includes
Matching means more than matching the visible Minecraft version. Compare all of the following:
- Minecraft version: The client and server must run a compatible Minecraft release supported by the selected Create build.
- Loader family and loader build: Forge, NeoForge and Fabric-based installations are not interchangeable. The exact loader build may also matter to a particular release.
- Create version: Use the same Create file on the server and every client. Do not rely on a launcher’s “latest” option if it has selected a different release.
- Dependencies: Install the same required dependency versions on both sides. A dependency mismatch can fail the handshake even when the Create filename appears identical.
- The rest of the mod pack: Other mods can add their own required versions or conflicts. When troubleshooting, compare the complete mod list rather than only searching for Create.
Supported Minecraft and loader versions change as Create releases change. There is no single permanent compatibility matrix that covers every release, so use the compatibility information attached to the specific Create file you selected. If a server pack is distributed as a profile or archive, use its manifest when available instead of rebuilding the versions manually.
Create configuration files and where they belong
Create uses three TOML configuration files:
create-client.tomlcreate-common.tomlcreate-server.toml
The client and common settings are part of the installation’s normal configuration files. The server configuration is different: create-server.toml is stored in each world save rather than in the global configuration folder. This matters when an administrator changes a Create server setting and expects it to apply automatically to every world. A change made in one world’s server configuration does not automatically become a universal setting for other saves.
Always stop the relevant game or server before editing a TOML file, make a backup, and change only documented keys. A malformed TOML file can prevent startup. Configuration placement does not change the installation rule: the Create mod jar still belongs on the server and on every client.

Dedicated server, LAN world and single-player differences
Dedicated server
A dedicated server has an independent mod installation. Install Create and its dependencies in the server’s mods directory, then give players a matching client profile. The server cannot make an unmodded client compatible by placing the jar on the server alone.
LAN world hosted from a modded game
When a player opens a world to LAN, the game is still running an integrated server inside the host process. The host’s installation supplies both the client and integrated-server sides, but other players still connect with their own clients. Those clients need the compatible Create installation and dependencies.

Single-player
There is no separate server folder for an ordinary single-player world. The mod is loaded by the modded client and its integrated server. You do not perform a second manual server installation, but this convenience does not mean Create is a server-only mod; it means one installation supplies both logical sides locally.

Installing only on the host
This is the most common mistake. A server can start successfully while an unmodded player is rejected. Distribute a complete client profile, not merely instructions to connect to the server address.

Downloading a similarly named file for another loader
Create files can look interchangeable in download lists. Verify the loader label and Minecraft version on the specific file. A Forge client cannot satisfy a NeoForge server by using a Forge build with the same apparent game version.
Updating one side first
Updating Create on the server while clients still use the previous release creates a predictable mismatch. Stage updates as a set: stop the server, update the server and client profile together, test one connection, then let other players update.

A second Create jar or an old dependency can make logs confusing and can cause duplicate-mod or dependency errors. Keep one intended version of each mod in the active profile.
Assuming configuration files replace the mod
Editing create-server.toml cannot install Create, and copying a server configuration to a client cannot satisfy a missing client mod. Configuration controls behavior after the mod has loaded; it does not provide the mod’s code.
A practical troubleshooting checklist
- Confirm that the server is running a supported mod loader rather than vanilla.
- Check that Create is present in the server’s active
modsdirectory. - Check that the failing client has Create in the profile actually being launched.
- Compare the exact Create filenames or release identifiers on both sides.
- Compare every required dependency and its version on both sides.
- Confirm that the client and server use the same loader family and compatible Minecraft version.
- Remove duplicate or obsolete jars, then restart both sides.
- Read the first relevant handshake or missing-mod message in the logs. Later errors are often consequences of the first mismatch.
- If only one world behaves differently, inspect that world’s
create-server.tomlrather than changing the global configuration folder.
How to distribute a reliable Create server pack
For a group, the least error-prone approach is to distribute one tested client profile containing the loader, Create, dependencies and the rest of the server’s required mods. Record the exact Minecraft version, loader family, Create release and dependency versions in the pack’s instructions. When updating, publish the complete replacement profile and update the server at the same time.
Administrators should keep a backup of each world before changing Create versions or server configuration. If a new release fails to start, revert the server and clients as a matched set rather than asking players to mix old and new files. Keep the world-specific create-server.toml with the world backup so its settings can be restored along with the save.
Bottom line for server owners and players
Create must be installed on the dedicated server and on every connecting client. Use a loader-compatible Create build, match the Minecraft and loader targets, and keep Create and dependency versions identical across the connection. Forge and NeoForge builds are distinct, and a Fabric-ecosystem port must be treated as its own loader target. If a player cannot join a server that already has Create, check the player’s mod profile and exact version set before changing server settings.
