Yes, the CPU matters for gaming, but it is not always the part limiting performance. The processor prepares game logic, simulation, draw calls and other work for the graphics card. If it cannot finish that work quickly enough, frame rates and frame-time consistency suffer. If the GPU is already saturated—especially at higher resolutions—a faster CPU may produce little visible change.

The right choice depends on the games you play, your graphics card, resolution, settings, monitor refresh rate and whether the PC also handles streaming or content creation. There is no reliable universal “bottleneck percentage.”

What the CPU actually does during a game

It prepares each frame

A game frame is a chain of work rather than a single GPU calculation. The CPU runs game rules, input, artificial intelligence, physics, world streaming, audio, animation, networking and the commands that tell the GPU what to render. The GPU then performs the highly parallel graphics work. A fast graphics card cannot render work that the processor has not prepared.

Intel’s explanation of CPU impact quotes François De Pascale, identified as the lead systems designer for HITMAN 2: “This will affect things like audio, crowds, cloth simulation, NPC animation, and destruction, just to name the major ones.” In that game-specific example, multi-core hardware allowed the experience to more closely match what the designers intended. It is an illustration of how one engine uses CPU resources, not a rule that every game scales identically.

It affects smoothness, not just the average FPS number

Average frames per second describes throughput over a run, while frame-time consistency describes how evenly those frames arrive. A processor that is occasionally overwhelmed can produce pauses or stutter even when the reported average looks acceptable. “1% low” results are commonly used to expose this behavior: they represent the slower portion of the run and can reveal CPU scheduling or simulation limits that an average conceals.

When the CPU is most important

High-refresh, lower-resolution gaming

At 1080p with a powerful graphics card, the GPU has fewer pixels to process than it would at 1440p or 4K. The CPU can therefore become the part that determines how quickly frames are prepared. Competitive shooters and other fast-paced games played at 144 Hz, 240 Hz or higher make this particularly visible because the target frame rate is high. Intel’s guidance recommends considering the CPU as well as a high-end GPU when the goal is very high frame rates.

Simulation-heavy and CPU-intensive games

Large strategy maps, crowded cities, complex physics, real-time simulation and games with extensive non-player-character behavior can place a substantial load on the processor. Engine design matters: one title may distribute work across many threads while another relies heavily on a few main threads. The same CPU can therefore perform very differently from one game to the next.

A fast GPU paired with an older processor

If the graphics card finishes its assigned work quickly but the CPU is late supplying the next batch of commands, GPU utilization can fall and frame rate stops scaling with graphics-card capability. Upgrading the GPU alone will not remove that limit. Background applications, recording, browser tabs and overlays can add to the processor load, although the size of the effect depends on the software and system.

When the GPU matters more

Higher resolutions and demanding visual settings increase the amount of work performed by the graphics card. At 1440p or 4K, with ray tracing or high quality presets enabled, the GPU commonly becomes the limiting component. In that situation, moving to a faster CPU can leave average FPS nearly unchanged because the graphics card is already operating at its limit.

Intel advises buyers targeting higher resolution to budget for the display and a high-end graphics card. The practical implication is to balance the two components around a specific target rather than selecting the most expensive processor by default. A CPU that is ideal for 1080p competitive play may offer little benefit in a 4K single-player build when the same GPU and settings remain in use.

Why game, hardware and test conditions change the answer

AMD lists the game engine, CPU architecture, graphics card and memory among the factors that shape gaming performance. Memory speed, capacity and configuration can affect some engines, while a different engine may show little change. The operating system, driver versions and background workload also form part of a benchmark’s context.

For that reason, compare results made with the games you actually play, or with titles that have similar engine behavior. Intel’s CPU benchmark guide recommends checking game-specific results instead of treating one aggregate score as a universal prediction. Its gaming CPU guide likewise frames processor choice around the games, frame-rate goal and the rest of the system.

A current CPU comparison—and what it does and does not prove

Tom’s Hardware compared Intel’s Core Ultra 7 270K Plus with AMD’s Ryzen 7 9700X across 17 games. The review used 1080p and an NVIDIA GeForce RTX 5090 to reduce graphics-card limits and make processor differences easier to observe. That is a useful controlled test, but it is not a prediction for every GPU, resolution or game.

Measure Core Ultra 7 270K Plus Ryzen 7 9700X Context
17-game geometric-mean average FPS 162.2 FPS Not stated as an absolute figure in the cited comparison 1080p with RTX 5090; Intel led the geomean by 2.4%
1% lows 6.1% higher than the Ryzen in the suite Baseline for the comparison Same 17-game test, not a guaranteed result in another system
Average gaming power draw 107.7 W 87.8 W Measured in Tom’s Hardware’s test setup; not a universal draw

The processors traded wins across individual games, and some results were effectively tied. The small aggregate lead therefore demonstrates two points at once: CPU performance can matter when GPU limits are minimized, and a suite average can hide game-specific variation. The review is documented in Tom’s Hardware’s comparison, with its power measurements reported in the same coverage.

How to tell whether your own CPU is limiting gaming

  1. Define the target. Write down the games, resolution, graphics preset, desired average FPS and monitor refresh rate. A 60-FPS 4K target is a different problem from a 240-FPS 1080p target.
  2. Observe both components during a repeatable scene. Use an in-game benchmark or the same section of gameplay and record GPU utilization, CPU utilization by core, average FPS and 1% lows. A total CPU percentage can hide one heavily loaded thread, so per-core behavior is useful.
  3. Change one limit at a time. Lowering resolution or graphics quality reduces GPU work. If FPS rises substantially, the GPU was limiting performance. If it barely changes while a CPU core remains heavily loaded, the processor or game thread may be the constraint.
  4. Check frame-time behavior. Stutters that coincide with asset streaming, simulation spikes or background activity point to a different problem than a consistently GPU-limited frame rate. Close unnecessary programs and repeat the test before deciding on new hardware.
  5. Compare with independent game benchmarks. Look for the same title, resolution and graphics card where possible. Intel’s benchmark advice is to mirror the intended use rather than rely on a synthetic score or a different game.

These observations identify the limit in a particular configuration; they do not produce a permanent bottleneck percentage. The limiting component can change when you alter resolution, settings, drivers, a game update or the graphics card.

Choosing a CPU upgrade without wasting money

Start with the games and display

List the titles that matter most and separate competitive games from visually demanding single-player games. Note whether your monitor is 60 Hz, 144 Hz, 240 Hz or another refresh rate. If the current system already reaches the monitor’s refresh rate while the GPU is busy, a faster CPU is unlikely to improve the visible result. If frame rate falls below the refresh target while the GPU is underused, investigate the processor.

Use comparable, game-specific tests

Prefer reviews that test your games at a similar resolution and with a similar graphics card. A 1080p test with an RTX 5090 deliberately exposes CPU differences; it should not be read as the expected percentage gain for a mid-range GPU at 4K. Read both average FPS and 1% lows, and note whether each processor wins consistently or only in selected titles.

Include the complete platform cost

A processor upgrade may require a new motherboard, memory, cooler or power supply. Confirm the socket, BIOS support, memory type and cooler mounting before purchasing. The benchmarked processors are examples from a real comparison, not a blanket recommendation, and compatibility depends on your existing platform.

Account for non-gaming work

Many games use multiple cores, but Intel notes that higher core counts become increasingly valuable for CPU-heavy encoding and content creation. If the PC streams, records, renders video or compiles software while gaming, evaluate those workloads separately. The best gaming-only choice may not be the best mixed-use choice.

Weigh power and cooling

The cited comparison measured 107.7 W for the Core Ultra 7 270K Plus and 87.8 W for the Ryzen 7 9700X during gaming in its specific test system. Higher measured draw can require stronger cooling and affect noise, heat and electricity use, but that result should not be generalized to every game or motherboard. Check independent power and temperature measurements for the exact models and settings you are considering.

Common mistakes about CPU bottlenecks

Assuming one percentage applies everywhere

A claim such as “the CPU bottleneck is 20%” is incomplete without naming the game, GPU, resolution, settings and frame-rate target. Change any of those and the limit can move. Use a measured comparison in your own workload instead.

Buying cores instead of performance for the workload

More cores are not automatically faster in every game. Engine scheduling, architecture, clock behavior, cache and memory all influence results. Extra cores become more persuasive when the system also performs encoding, rendering or other parallel work.

Reading an average FPS chart as a guarantee

An aggregate lead can be only a few percent while individual games show a larger win, a loss or a tie. Check the games you play and the 1% lows if smoothness matters.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the graphics card and resolution

Testing a processor with a top-tier GPU at 1080p is useful for isolating CPU performance. It does not establish the gain you will see with a different graphics card or at 1440p and 4K. Treat test conditions as part of the result.

Practical upgrade decisions by scenario

Your situation Likely priority What to verify
1080p competitive gaming below a high-refresh target CPU and memory may deserve attention Per-core load, 1% lows and GPU utilization in the actual games
4K with ray tracing and a heavily loaded GPU Graphics card is usually the first constraint Whether lowering resolution or settings raises FPS
Simulation or city-building game with slowdowns during large events CPU performance and game-engine behavior Repeatable late-game or crowded-scene benchmarks
Gaming while streaming or encoding CPU core count and sustained performance Encoding workload, temperatures and power limits
GPU upgrade on an older platform Check CPU headroom before buying the fastest GPU Whether the current processor already leaves the GPU underused

A concise checklist before you buy

  • Set a specific resolution, refresh-rate and FPS goal.
  • Identify the games that determine the decision.
  • Measure GPU use, per-core CPU load, average FPS and 1% lows.
  • Compare independent reviews using similar games and test conditions.
  • Price the whole platform, including motherboard, memory, cooling and power delivery.
  • Verify socket, BIOS and cooler compatibility.
  • Include streaming, encoding or creation workloads if they are part of your routine.
  • Review power measurements for the exact processor and configuration.

Bottom line

The CPU matters whenever it cannot prepare game work fast enough, when a high-refresh target exposes frame-time limits, or when the game itself is simulation-heavy. The GPU matters more when resolution and visual settings saturate it. Balance both around your games and monitor, use game-specific benchmarks, and treat every headline percentage as a result of its particular test setup—not a promise for every gaming PC.
