Startup investments do not directly replace or reduce the reserve assets Tether reports for USDT. Tether’s September 2024 BDO report says private-equity and venture-capital assets held by Tether Investments are outside the reserves backing the tokens, and Tether repeated that segregation in its Q4 2025 announcement. A startup loss therefore is not an automatic, dollar-for-dollar deduction from the disclosed USDT reserve pool.
The risk is indirect. Losses, hard-to-sell private assets, valuation uncertainty, capital needs, related-entity stress or a confidence-driven redemption run could weaken the wider group’s ability to absorb losses or meet redemptions quickly. Segregation lowers the direct accounting channel; it does not eliminate balance-sheet, liquidity, governance or contagion risk.
What Tether says is inside and outside USDT reserves
USDT reserves are the assets Tether presents as backing outstanding tokens. Tether Investments is the group’s proprietary-investment arm, which holds venture-capital, private-equity and other strategic positions. The distinction matters because an asset can belong to the wider Tether group without being counted as a reserve asset for USDT.

The 2024 reserve figures and the 2025 group figures are from different reporting dates and should not be combined as if they were one same-day balance sheet. They establish the accounting distinction and the scale of the entities, not a forecast of future losses or a guarantee that every reserve asset can be sold instantly.
Why a startup loss is not a direct reserve loss
Direct accounting channel
If a startup investment is recorded outside the reserve pool, a write-down of that investment does not automatically subtract the same amount from reported USDT reserves. For example, a loss recognized by Tether Investments would not, under the stated presentation, turn one dollar of treasury or other reserve assets into a dollar less of reserves. The reserve account and the investment account are separate in the disclosures.
This is an accounting and organizational boundary, not a promise that the group can never transfer money between entities. The reports establish where the assets are classified; they do not provide a public, transaction-by-transaction description of every future capital movement.
Indirect balance-sheet channel
Private investments still affect the wider group’s equity and earnings. Large losses could reduce retained capital, consume profits that might otherwise strengthen liquidity, or create a need for additional funding. Management might choose to sell other assets, raise capital, or move resources within the group. Those actions could affect the practical cushion available during a redemption surge even if the headline reserve category remains legally or operationally separate.

The available disclosures do not quantify the probability that startup losses would cause a USDT depeg. It is more accurate to treat this as a conditional pathway: the larger and more stressed the loss, and the more closely the investment arm is linked to the issuer’s funding, the greater the potential pressure on loss absorption and confidence.
Liquidity and valuation channel
BDO says private-equity and venture-capital assets are generally valued at cost unless they are listed or valued using the price of the latest capital raise. Those methods can leave a reported value unchanged even when a private market has weakened. BDO also notes that extraordinary conditions, or illiquidity at a custodian or counterparty, can delay the amount ultimately realized.
A valuation that is reasonable for financial reporting is not the same as cash available today. A startup stake may have no active market, transfer restrictions, lengthy sale negotiations or a price that is visible only when a new financing round occurs. During a panic, attempts to sell quickly could produce a discount or fail to close on the desired timetable. That distinction matters to USDT holders because redemption is a liquidity event, not merely an accounting exercise.

Stablecoin users expect to redeem at or near par. Federal Reserve Governor Michael Barr has said that stablecoins are not protected by deposit insurance and that issuers do not have central-bank liquidity access, making the quality and liquidity of reserves critical to long-run viability. He also said stablecoins must be reliably and promptly redeemable at par during stress affecting the issuer or related entities.

Those comments describe a run dynamic. News of losses in a prominent investment portfolio could cause holders to redeem even if reserves still exceed token liabilities on paper. Redemptions can then force the issuer to convert assets rapidly, making liquidity, settlement arrangements and counterparties more important than a static surplus. A confidence shock does not prove that reserves are insufficient, but it can test whether they are available in the form and timeframe users expect.
Systemic-interconnection channel
Federal Reserve staff have identified growing links among stablecoin issuers, crypto companies, payment rails and venture-capital activity as structural vulnerabilities. Tether’s investments can create strategic relationships and may support infrastructure, but they can also add counterparties, shared service providers and dependencies. Stress at one connected firm may transmit operational, funding or reputational pressure to another even when the assets are not formally in the same reserve pool.
What “segregated” does—and does not—mean
- It does mean: Tether’s stated reserve calculation excludes the private-equity and venture-capital assets held by Tether Investments. A startup’s mark-down is not automatically a one-for-one reduction in the disclosed reserve total.
- It does not mean: the wider corporate group is immune to losses, capital calls, governance failures or funding needs created by those investments.
- It does not establish: that every reserve asset is cash, instantly saleable or held without counterparty exposure.
- It does not guarantee: redemption at par under every market condition. That depends on asset quality, custody, settlement, banking access, operational capacity and user confidence.
- It does not make valuation uncertainty disappear: private assets can remain recorded at cost or a last-round price until a later transaction reveals a different realizable value.
Stress scenarios to consider

How to evaluate the risk using public disclosures
1. Separate reserve figures from group assets
Start with the reserve report, not the headline total-assets number. Ask which assets are explicitly included in reserves, which are excluded, and whether liabilities refer only to tokens or to the entire group. Tether’s 2024 BDO figures show why this matters: reserves of US$125.472 billion exceeded token-issuer liabilities of US$119.380 billion by US$6.092 billion at that date. That excess is a snapshot, not a permanent guarantee.

Look for the form, maturity, custody and settlement conditions of reserve assets. A reserve asset can have a quoted value while still taking time to transfer or sell. For private investments, check whether the value is based on cost, a recent financing round or an observable market price, and whether the report warns of extraordinary conditions or counterparty illiquidity.

3. Track the investment portfolio’s size and concentration
The more-than-$20-billion proprietary portfolio reported for Q4 2025 spans multiple sectors, so it should not be interpreted as a $20-billion startup bet. Useful questions include how much is venture capital, how much is private equity or infrastructure, whether positions are concentrated in a few companies, and whether any investment creates obligations to provide follow-on funding.
4. Examine related-entity exposure
Review disclosures for shared owners, service providers, custodians, banking partners, financing arrangements and guarantees. Formal reserve segregation reduces direct mixing, but a common counterparty or operational dependency can still transmit stress. The Federal Reserve’s warnings about interconnections are relevant precisely because legal separation does not remove network effects.
5. Watch redemption performance during volatility
In a stressed market, the practical test is whether eligible holders can redeem promptly at the stated terms. Observe any published changes to redemption procedures, delays, fees, eligibility rules or settlement channels. A temporary market-price deviation can reflect trading conditions, but persistent discounts combined with redemption friction would be a more serious warning sign.

6. Distinguish disclosed facts from inferences
Disclosed facts include the reserve-exclusion statement, the reported balances, the portfolio-size announcement and identified investments such as the $100 million Anchorage Digital equity investment announced on February 5, 2026. It is an inference—not an established fact—that a particular startup loss would trigger a depeg. Any such conclusion requires assumptions about loss size, group capital, liquidity, counterparties and user behavior.

Could startup losses cause a USDT depeg?
They could contribute to a depeg under a chain of unfavorable conditions, but the disclosures do not show that a startup loss by itself would mechanically depeg USDT. The plausible chain is: private investments lose value; the loss weakens group capital or confidence; users accelerate redemptions; liquid resources or settlement capacity prove insufficient under the speed of demand; and USDT trades below par while the market absorbs the shock.
Breaking that chain at any point reduces the danger. Reserve assets that are liquid and properly custodied can meet redemptions. Adequate group capital can absorb investment losses without touching reserve assets. Diversified counterparties can prevent one failure from blocking settlement. Clear, timely disclosure can limit rumors that otherwise turn an accounting loss into a run.
Practical takeaway for USDT users
- Do not treat a Tether startup investment as part of the assets directly backing your tokens when Tether’s reports explicitly exclude it.
- Do not treat exclusion as proof that the wider group has no exposure to investment losses or related-entity stress.
- Use reserve reports from the same date when comparing reserves with token liabilities; avoid mixing the September 2024 BDO snapshot with December 2025 group totals.
- Give greater weight to liquidity, custody, redemption access and counterparty diversification than to a single surplus figure.
- Interpret private-asset values cautiously because cost or last-round pricing may not equal a panic-sale price.
Bottom line
Tether’s disclosed structure places startup and venture investments outside the reserves backing USDT, so a startup write-down is not an automatic reduction of reserves. The meaningful risk is indirect: private-asset losses can weaken group capital, valuation uncertainty can hide how quickly money could be raised, related entities can transmit stress, and a confidence-driven redemption run can expose liquidity limits. USDT reserve risk therefore depends less on whether Tether invests in startups than on how large those investments are relative to group resources, how transparent and liquid the actual reserves are, and how the organization performs when redemptions and counterparties are under pressure.
