RCS needs an internet connection, but it does not specifically need mobile data: Google Messages can send RCS chats over Wi-Fi or mobile data. If you have Wi-Fi but no cellular data, RCS can still work. If you have neither Wi-Fi nor mobile data, RCS cannot deliver a message live; SMS or MMS may still work through your carrier if you have cellular service and the app is set to use that fallback.
Does RCS use mobile data?
RCS (Rich Communication Services) is an internet-based messaging service. In Google Messages, RCS chats travel over either Wi-Fi or mobile data. That means an RCS message does not automatically consume your mobile-data allowance: when your phone is connected to Wi-Fi and uses it for the chat, the message uses that internet connection instead.
The important distinction is between mobile data and internet access. Mobile data is internet service from your cellular plan. Wi-Fi is another way for your phone to reach the internet. Turning off cellular data does not, by itself, prevent RCS from working if Wi-Fi remains connected and the conversation supports RCS.
Google’s RCS help pages describe the connection and cost in plan-dependent terms, not with a universal data-use figure. They do not give a fixed number of megabytes per message or a standard price. Mobile-data use is governed by your plan; the cost of Wi-Fi depends on the network. Google says there is no additional messaging cost when you use a Wi-Fi network that does not charge for access. A hotel, public hotspot, or other paid Wi-Fi service may have its own access charge.

Can you send a message without mobile data?
Yes, if your phone has Wi-Fi internet access and RCS is available for that conversation. In that situation, the chat can use Wi-Fi instead of the cellular data connection. You can also send an SMS or MMS without mobile data when you have the required cellular service, although those messages use your carrier’s messaging service rather than RCS.
If you have no internet connection at all, there is no live internet path for RCS delivery. Depending on your app settings, carrier service, and the status of the conversation, Google Messages may let you resend an undelivered message as SMS or MMS. Without a working fallback, the RCS message may remain undelivered until connectivity returns.
These are different situations, so “I have no data” can mean two things. You may have switched off mobile data but still have Wi-Fi, or you may have no internet connection of either kind. In the first case, RCS can still work over Wi-Fi. In the second, SMS/MMS may be an option only if cellular messaging service is available and you choose or have enabled that route.

The distinction is not simply “free versus paid.” RCS over a free-to-use Wi-Fi connection does not add a messaging charge according to Google, but your Wi-Fi provider may charge for access. RCS over mobile data is subject to your plan, while SMS and MMS terms depend on your carrier and plan. Check your own plan for charges, allowances, or restrictions rather than assuming a particular message type is included.
Switching an RCS message to SMS or MMS also changes its delivery method. Google notes that SMS/MMS is not end-to-end encrypted. If privacy matters, check which method the app is about to use before sending sensitive information.
How to check whether Google Messages will use RCS, SMS, or MMS
Google Messages displays a send-method indicator in the conversation. Depending on the message and connection, it indicates whether the message will go by Wi-Fi or mobile data, SMS, or MMS. Look at that indicator before sending if you need to know which path is being used; do not infer it from the app or conversation alone.

To check the RCS settings in Google Messages, open Profile picture → Messages settings → RCS chats. The available wording and controls can vary with app version and platform. Google Messages also provides a setting for whether an undelivered RCS message can be automatically resent as SMS or MMS. Review that option if you want to control automatic fallback rather than deciding only after a message fails.

- Review fallback behavior. Open Profile picture → Messages settings → RCS chats and check the resend option.
- Choose what to do with a failed message. Open the undelivered message’s controls. Google Messages may offer an option to switch that message to SMS or MMS.
Automatic fallback should not be treated as guaranteed. Whether it occurs depends on the selected setting and the app’s behavior, as well as carrier service and the recipient’s situation. If the message is important, inspect the delivery status and available options instead of assuming that an RCS failure has already become a text message.
What happens when the recipient is offline?
An RCS recipient needs to be reachable through the service for a live RCS exchange. If the recipient is offline or you do not have an internet connection, Google Messages’ guidance says a message may be sent as SMS or MMS instead. The message can also remain undelivered and be retried or switched to text, depending on the controls and settings available for that message.

This does not mean every RCS message automatically becomes a carrier text when someone is offline. The fallback setting, message controls, carrier availability, recipient support, and app behavior all affect what happens. Check the status shown in the conversation. If Google Messages offers a switch-to-text control for the undelivered message, you can choose it; otherwise, wait for the connection or service to become available.
Once sent as SMS or MMS, the message is no longer traveling as RCS. Delivery, cost, features, and encryption follow the carrier messaging route. A switch may therefore help reach someone when RCS is unavailable, but it is not an invisible continuation of the same RCS chat.
What must be in place for RCS to work?
An internet connection is necessary but not sufficient. RCS must also be supported and active for the conversation. Google says availability can vary by region and carrier, and its FAQ says all participants need RCS for an RCS conversation. Device, carrier, and messaging-app support matter as well. Google’s documentation directs users with setup or availability problems to check with their carrier.

- Your phone must have internet access: either Wi-Fi or mobile data.
- RCS must be supported and active: availability and setup depend on the device, app, carrier, and region.
- The conversation’s participants must have RCS: Google says all participants need RCS for the conversation to use it.
- A fallback needs a separate route: SMS/MMS depends on carrier cellular messaging service and applicable plan terms.
Do not assume that another person’s phone or a different messaging app has the same RCS controls as Google Messages. Google’s specific settings path applies to Google Messages; support and controls on iPhone, other Android apps, and different carriers can vary. For an iPhone or non-Google app, check the current documentation from that app or ask your carrier whether RCS is supported for your device and region.
At the standards level, the GSMA’s RCS Universal Profile Service Definition Document, RCC.71 version 3.1 (2025), discusses service selection and connectivity that includes cellular coverage or Wi-Fi. That standards context does not establish identical availability or fallback behavior on every carrier, device, or app; those practical details remain service-dependent.
What to do if an RCS message will not send
Start by identifying which connection you actually have and which delivery method the app intends to use. A message can fail because there is no internet for RCS, because the conversation does not have RCS available, or because the fallback route is not available. Taking those in order helps avoid changing the wrong setting.
- If mobile data is off, check Wi-Fi. Connect to Wi-Fi with internet access, then check the send indicator. RCS can use Wi-Fi without mobile data.
- If neither Wi-Fi nor mobile data is available, check cellular service. SMS/MMS may still be possible through your carrier, but it is a separate delivery method and may carry plan-specific terms.
- Inspect the undelivered message. Use its controls to retry or switch to SMS/MMS if that option is offered. A switch is not the same as RCS delivery.
- Review the resend setting. In Google Messages, open Profile picture → Messages settings → RCS chats and check whether automatic resend as SMS/MMS is selected.
- If RCS is unavailable even with internet, check support. Confirm that RCS is active in the app and supported by the carrier, device, region, and conversation participants. Contact your carrier if the setup or availability remains unclear.
Menu labels and the exact presentation of message controls may change between app versions. If the named path does not appear, look in the current Google Messages settings for RCS chats or consult the app’s current help information rather than assuming your phone has the same interface.
