Yes, but mainly at text-I/O boundaries. Python 3.15 makes UTF-8 the default when an operation such as open() omits encoding=. Code that previously inherited a platform locale can therefore read different bytes, fail to decode a legacy file, or write a different byte sequence after an upgrade. CSV files and file-based JSON are the most visible cases. In-memory JSON serialization is largely unchanged, and bytes already stored in a database are not automatically transcoded.
The safe migration is to make every external text contract explicit: choose the file’s actual codec, pass encoding=, use newline='' for CSV, define JSON serialization options deliberately, and test non-ASCII round trips through each database driver and connection.
What changes in Python 3.15
PEP 686 changes the default for implicit text I/O: Python enables UTF-8 mode by default in 3.15. For example, open('flying-circus.txt') without an encoding uses UTF-8 rather than selecting a codec from the process or operating-system locale. The same principle applies to other text streams that leave the encoding unspecified.

This is a change to how Python translates between bytes and str. It is not a conversion of files on disk, a rewrite of database pages, or a change to the Unicode characters held in memory. A file created with a legacy codec remains a legacy-coded file until an application explicitly reads and rewrites it.

| Situation | Python 3.15 default | Migration implication |
|---|---|---|
open(path) with no encoding |
UTF-8 | Locale-dependent behavior may change; specify the file contract. |
open(path, encoding='locale') |
Current locale codec | Use only when the locale is intentionally part of the format contract. |
PYTHONUTF8=0 or -X utf8=0 |
Previous non-UTF-8-mode behavior | Useful as a temporary compatibility switch, not a substitute for fixing ambiguous I/O. |
Data already held as Python str |

| Bytes stored in a database | Not automatically transcoded | Check the adapter’s conversion and connection encoding rules. |
Python’s 3.15 documentation recommends supplying an explicit encoding for compatibility between Python versions. That also makes code review easier: a reader can see whether a file is intended to be UTF-8, a Windows code page, Shift-JIS, or another format instead of having to infer it from the machine running the program.
CSV: the file codec and newline policy both matter
The csv module works with text strings supplied by a file-like object. It does not identify an unknown character encoding from commas, quotes, or column names. If a partner sends a file encoded as latin-1, cp1252, Shift-JIS, or another codec, that codec must be part of the import contract.
Use an explicit encoding and newline=''
Open CSV files with both settings. The empty newline value lets the CSV reader and writer handle embedded newlines and line terminators themselves. Omitting it can cause embedded line breaks to be interpreted incorrectly and can add an extra carriage return on platforms that write rn.
import csv
with open(path, 'r', encoding='utf-8', newline='') as f:
rows = list(csv.reader(f))
with open(path, 'w', encoding='utf-8', newline='') as f:
csv.writer(f).writerows(rows)
That example establishes a UTF-8 contract. If the source is documented as Latin-1, change only the codec while retaining the newline setting:

with open(path, 'r', encoding='latin-1', newline='') as f:
rows = list(csv.reader(f))
Python 3.15 cannot infer whether a byte such as 0xE9 represents an accented character in Latin-1, a different character in another code page, or invalid UTF-8. Treat an encoding declaration from the producer, a format specification, or a controlled export setting as authoritative. If no contract exists, stop and establish one rather than silently guessing.
What an upgrade can look like
- A legacy file that was previously decoded with the machine’s locale can now raise a decoding error under UTF-8.
- A byte sequence valid under both codecs can produce different characters, so records may appear to load successfully but contain altered text.
- Exports that used to be written in a locale-specific codec are now UTF-8, which can be correct but may surprise an older consumer.
- Line-ending problems can remain even after the encoding is fixed if
newline=''is still missing.
Do not “solve” a decoding error by switching to an arbitrary permissive error handler unless data loss is acceptable and documented. Reopen the file with the producer’s codec, or convert it once to a documented UTF-8 representation and update downstream consumers.
JSON: serialization in memory is stable; file I/O is the migration point
json.dumps() and json.loads() transform Python values and strings. Changing the default text encoding does not alter the core representation of a Python dictionary, list, number, or Unicode string in memory. The risk appears when JSON crosses a byte stream: a file, socket wrapper, pipe, or other text stream that was opened without an explicit codec.

import json
with open('settings.json', 'r', encoding='utf-8') as f:
settings = json.load(f)
with open('settings.json', 'w', encoding='utf-8') as f:
json.dump(settings, f, ensure_ascii=False, indent=2)
Use the documented source encoding for input. For output, choose UTF-8 or another required codec and make that choice part of the interface contract. If a consumer expects only ASCII characters, the default ensure_ascii behavior may be appropriate; if readable non-ASCII characters are required, set ensure_ascii=False. Whitespace and punctuation choices such as indent and separators can also matter to snapshot tests, signatures, or byte-for-byte consumers, so keep them deliberate rather than relying on incidental defaults.

Separate character compatibility from byte compatibility
Two JSON documents can represent the same data while differing in escaped characters, spacing, or final newline. Python 3.15’s UTF-8 default affects the bytes produced when a text stream is opened implicitly; it does not by itself change the choices made by json.dumps(). If an application compares serialized bytes, hashes files, signs payloads, or feeds a strict downstream parser, test the complete serialization pipeline, not just the Python objects.
For network protocols, prefer the protocol’s specified media type and charset rules over a process locale. For a file exchange, record the codec beside the format documentation and pass it explicitly at every open boundary.
Databases: no automatic rewrite, but adapters still define a boundary
Enabling UTF-8 mode does not scan a database and transcode existing rows. A database server, embedded database, or driver may store text and binary data under rules that are independent of Python’s default file encoding. The upgrade can still expose bugs in application code that converts values before sending them or after receiving them.

SQLite and Python values
The sqlite3 documentation describes a clear type boundary: SQL text is returned as Python str, while binary values are represented as bytes. The adapter and application decide how values cross that boundary. A change to implicit file I/O does not rewrite SQLite pages, but an import script that reads a CSV or JSON file and inserts its contents can still change what reaches the database if the input was decoded differently.

This checks a Python str round trip through SQLite. It does not prove that a separate export, backup, or driver will use the same encoding; test those paths independently.
Server databases and third-party drivers
PostgreSQL, MySQL, Oracle, ODBC-based systems, and other drivers have their own client-encoding, connection, and parameter-conversion settings. Those defaults are not replaced by Python 3.15’s file-I/O rule. Inspect the driver documentation and deployment configuration for each supported combination.
Include non-ASCII round-trip tests that insert, query, update, and export representative characters. Where a driver supports an explicit client-encoding setting, configure it rather than inheriting an uncontrolled environment default. Take a backup before any bulk rewrite or migration that changes text representation, and verify the backup before proceeding.

- Inventory implicit text I/O. Search for
open(,Path.open(, CSV imports and exports, JSON file operations, logging handlers, subprocess pipes, and wrappers that eventually create text streams. Mark every call that omitsencoding. - Write down each external contract. For every file or stream, identify the producer, consumer, expected codec, newline convention, and whether the data is text or arbitrary bytes. A file with an undocumented codec is a migration risk, not a UTF-8 guarantee.
- Make the codec explicit. Add
encoding='utf-8'when UTF-8 is the agreed format. Use the documented legacy codec when compatibility requires it. Useencoding='locale'only when the current locale is intentionally the contract. - Correct CSV openings. Pass
newline=''to every CSV reader and writer, then test quoted fields containing commas, quotes, and embedded newlines. - Stabilize JSON output. Decide whether escaped or literal non-ASCII characters, indentation, separators, key ordering, and a trailing newline are part of the consumer contract. Set the relevant options explicitly.
- Review database boundaries. Distinguish Python
strfrombytes, inspect client-encoding settings, and test each supported driver rather than assuming SQLite behavior applies everywhere. - Run under multiple modes during transition. Test normal Python 3.15 behavior, the old behavior with
PYTHONUTF8=0or-X utf8=0, and an environment whose locale differs from your development machine. Differences identify hidden assumptions; they do not determine which codec is correct. - Deploy with rollback protection. Preserve backups, canary a representative workload, compare decoded values rather than only file sizes, and keep a way to revert consumers that cannot yet read the new format.

File round trips
Build fixtures containing accented Latin characters, non-Latin scripts, emoji, combining marks, quoted delimiters, and multiline CSV fields. Read and write them with the exact production code. Legacy-codec fixtures
Keep at least one fixture encoded in every codec promised to partners, such as Latin-1, cp1252, or Shift-JIS. A test that opens the fixture explicitly with that codec proves the compatibility path. A second test should confirm that opening it as UTF-8 fails or changes data, making accidental omission of encoding= visible.
Database round trips
Use a test value containing characters that exercise the deployment’s actual language and punctuation requirements. Insert it as text, fetch it, update it, export it to JSON or CSV, and re-import it. Test binary columns separately with bytes; never assume a text codec can safely carry arbitrary binary data.
Common symptoms and fixes
| Symptom after upgrading | Likely cause | Fix |
|---|---|---|
UnicodeDecodeError while reading a CSV or JSON file |
The file uses a codec other than UTF-8. | Confirm the producer’s codec and pass it explicitly to open(). |
| Names load without an error but characters are wrong | The bytes are valid under more than one codec, or were decoded with the wrong locale. | Compare against a known-good source and use the documented codec; do not rely on visual inspection alone. |
| Extra blank lines in exported CSV | The file was opened without newline=''. |
Use newline='' for both reading and writing. |
| JSON snapshots change even though objects are equal | Escaping, indentation, separators, or stream encoding changed. | Set serialization options and the file encoding explicitly, then decide whether tests should compare bytes or parsed values. |
| Database text changes only in import jobs | The import file was decoded differently before insertion. | Fix the file boundary and add a non-ASCII database round-trip test. |
| Changing Python’s UTF-8 mode does not fix a server connection | Client encoding is controlled by the database driver or server session. | Inspect and explicitly configure the driver’s connection encoding. |
What to standardize in a team codebase
- Require an explicit
encoding=for every text file opened by application code. - Use
newline=''consistently with thecsvmodule. - Document whether each interchange format is UTF-8, a specified legacy codec, or bytes.
- Keep text and binary APIs distinct; use
open(..., 'rb')or'wb'when the payload is not text. - Make JSON options part of a versioned contract when output is consumed by strict tools, signatures, or snapshots.
- Record database-driver client-encoding settings alongside connection configuration and test them in the deployment environment.
- Treat
PYTHONUTF8=0and-X utf8=0as diagnostic or temporary compatibility controls, not as a permanent substitute for explicit formats.
Python 3.15 therefore changes the default assumption, not the underlying meaning of CSV, JSON, or database data. Applications that specify codecs at their boundaries will behave predictably across locales and Python versions; applications that inherit a locale may need both data validation and code changes.
