Sometimes—but not automatically. Moving final production out of China reduces supply-chain risk only when it creates independent, scalable capacity for the materials, components, processing and logistics that matter in the disruption you are trying to withstand. If a new factory still imports critical inputs from China, is owned by the same China-based group, or cannot ramp up during a shock, the map has changed without removing the dependency.

What a production move can—and cannot—change

A manufacturing location is only one layer of a supply chain. A product assembled in Vietnam, Mexico, India or another country may still depend on Chinese-origin minerals, chemicals, components, tooling, machinery, packaging, software, shipping services or contract manufacturers. Ownership can matter too: a facility outside China may be controlled by a Chinese company whose purchasing and production decisions remain tied to the same network.

For that reason, the useful buyer question is not simply “Where is it made?” It is: Which critical dependencies become independent, how much alternate capacity exists, and can that capacity supply us during the specific disruption we are hedging against?

Why final-assembly relocation often leaves upstream exposure

China+1 is diversification, not decoupling

“China+1” generally means adding production or sourcing in at least one other country while retaining a China presence. It can reduce single-country concentration, preserve existing capabilities and provide a second qualified site. It does not promise that the second site has independent inputs.

The UK Government’s review of supply-chain vulnerability describes complete movement away from China as difficult in the short run. Specialized products and sole-source suppliers can be especially hard to replace. A China+1 plan is therefore best treated as a staged hedge: it buys optionality while you qualify alternative upstream sources, rather than serving as proof that dependence has ended.

Ownership and input origin are separate tests

Ask two different questions during supplier due diligence:

  • Who operates and controls the facility? Ownership, financing, engineering support and purchasing authority can connect an apparently new source to the original risk.
  • Where do its critical inputs and processes come from? A plant may have a new address while still importing a sole-source component, refined material or intermediate from China.

Record both answers at each tier. A change in customs origin for the finished good is not evidence that every tier has diversified.

What the available evidence shows

Vietnam illustrates the difference between location and independence

A July 17, 2026 analysis by the Board of Governors of the Federal Reserve System examined Vietnam’s export growth after the 2018–19 U.S.-China tariff increases. The patterns are consistent with production relocating from China to Vietnam, but newly established foreign-invested firms remained more reliant on Chinese imports than older firms. Chinese-owned firms also increased their role in Vietnam’s U.S. export growth.

The authors interpret this as geographic movement with many China-linked input relationships still intact. It is evidence about Vietnam and tariff-induced changes, not a quantified estimate for every destination, product or industry. Use it as a due-diligence warning: rising exports from a new country do not, by themselves, establish full decoupling.

Concentration is measurable, but it is not a universal country label

The OECD’s 2025 Supply Chain Resilience Review: Navigating Risks reports a 25-percentage-point increase over the past two decades in China’s role in other countries’ significant import concentration. The same review says about 30% of global exports are overly concentrated in a few trading partners. Those figures describe broad trade patterns; they do not say that every product has the same exposure or that every move away from China lowers risk.

Critical bottlenecks can remain hidden upstream

The International Energy Agency’s 2026 review of energy-technology supply chains found that production outside the largest exporting country could, in principle, meet much non-China demand at final manufacturing stages. Yet every major chain it analyzed had at least one step where less than one-quarter of demand could be met without the largest manufacturer. The practical lesson is to locate the weakest process—such as a material, component, refining step or specialized piece of equipment—rather than judging resilience from the final factory alone.

Use a disruption scenario before choosing a destination

Resilience is scenario-specific. A site that helps with a tariff may not help with a port closure, earthquake, export control, cyber incident, pandemic restriction or failure of a single supplier. Define the event, its geographic scope, expected duration and service requirement before comparing countries.

Scenario Questions to test
Trade restriction or tariff Does the new origin change the relevant customs treatment, and are its inputs subject to the same restriction?
Port, route or border closure Can freight use an independent route, port and carrier, or does the alternative converge on the same chokepoint?
Natural disaster or local outage Are sites, utilities, labor pools and key suppliers in separate hazard zones?
Supplier failure Is there a qualified second supplier for every critical part, process and tool?
Export-control or geopolitical shock Could ownership, technology licenses or upstream jurisdictions trigger the same restriction?

A buyer’s step-by-step independence test

  1. Map every critical tier. Start with the finished product and work backward through assemblies, components, materials, processing, tooling, software and logistics. Capture supplier legal entity, facility location, ownership, country of origin and the share of your volume supplied.
  2. Identify concentration points. Mark any tier with one supplier, one country, one port, one process or one qualified tool. Include suppliers’ suppliers where a shortage would stop your line.
  3. Separate origin from ownership. Request bills of material, input-country data and a corporate-ownership chart. Ask which inputs are imported, which are locally produced and which are bought through related companies.
  4. Test alternate capacity. Obtain documented nameplate capacity, current utilization, lead times, minimum order quantities, workforce requirements and expansion constraints. A nominal second source that is already full is not a disruption backup.
  5. Check qualification time. Measure engineering changes, audits, regulatory approvals, tooling, reliability testing and customer requalification. Compare the time to qualify with the warning period in your scenario.
  6. Model logistics and recovery. Compare ports, border procedures, inland transport, carrier options, transit-time variability and recovery-time objectives. Test whether the alternative depends on the same shipping lane or customs regime.
  7. Price the entire hedge. Include duplicate tooling, supplier development, audits, inventory, freight, compliance, financing, scrap during ramp-up and the cost of unused capacity. Compare these costs with the loss your scenario would cause.
  8. Run a disruption exercise. Ask each supplier to demonstrate how it would allocate constrained output, communicate changes and ramp an alternate line. Record assumptions and assign owners for unresolved gaps.
  9. Monitor continuously. Update ownership, input origin, capacity, sanctions exposure, financial health, transport routes and lead times. Independence can erode after a merger, capacity cut or upstream substitution.

How the main relocation strategies differ

Strategy What changes Risk it can reduce What it may leave unresolved
China+1 Adds a country while retaining China capability Single-country production concentration; some tariff or local-outage exposure Chinese inputs, ownership, shared tooling, common ports or limited second-site capacity
Nearshoring Moves production closer to the customer market Long transport routes, transit variability and some border or time-zone friction Upstream concentration and regional disasters; nearby production can still import from China
Reshoring Returns production to the home country Foreign transport and selected geopolitical exposure Imported materials, higher cost, limited skills, qualification time and domestic bottlenecks
Friendshoring Uses countries treated as trusted or strategically aligned Some geopolitical and export-control risks Commercial capacity, input independence, policy changes and concentration within the trusted group

These labels describe direction, not a guaranteed result. Evaluate the actual product network and disruption scenario rather than ranking countries in the abstract.

The cost and resilience trade-off

Duplicating suppliers, holding more inventory and operating smaller plants can reduce the impact of a shutdown, but they can also reduce efficiency. The OECD modeled broad relocalisation scenarios in which global trade fell by more than 18% and global real GDP by more than 5%; GDP volatility increased in more than half of the modeled economies. These are economy-wide scenarios, not a forecast of the savings or losses from one company’s move.

The OECD’s conclusion is a useful discipline: “The report emphasises that resilience is not about eliminating risk but about managing it.” A buyer should therefore set a service target—such as maximum tolerated downtime or recovery time—and choose the least-cost configuration that meets it, rather than pursuing geographic separation at any price.

Common failure modes and corrective actions

“The finished product has a new country of origin, so the risk is gone.”

Correction: Trace critical inputs and processes to the tier where a shortage would stop production. Require evidence for origin claims instead of relying on the assembly address.

“A low-cost country is automatically the safest choice.”

Correction: Score each option against concentration, upstream independence, capacity, recovery, total cost and scenario fit. The reviewed evidence does not establish one universally lowest-risk alternative country.

A practical decision rule for buyers

Approve a move as a risk-reduction project only when you can demonstrate all five conditions below:

  • The targeted disruption is explicitly defined.
  • At least one critical dependency becomes independent of the original country or supplier.
  • The alternative has qualified capacity, or a funded and timed path to obtain it.
  • Logistics and recovery paths do not reproduce the same chokepoint.
  • The total cost is justified by the downtime, margin and customer-service loss avoided.

If any condition is missing, classify the project accurately: it may be a tariff optimization, capacity expansion, market-access move or lead-time improvement rather than a complete supply-chain-risk reduction.
