No—not always. In normal online multiplayer, each player usually needs access to a separate game license. The major one-copy exception is Steam Remote Play Together: one person owns and runs a supported local multiplayer game while invited friends join the streamed session without buying or launching it. Steam Families can share eligible games, but its exclusions and copy-availability rules mean it is not a universal way to play co-op from one purchase.
The quick rule: identify how the game’s multiplayer works
The number of copies you need depends on whether players are sharing one local session or joining separate online sessions.
Local co-op, split-screen, or local multiplayer
If the game supports Steam Remote Play Together, one purchased copy can be enough. The owner starts the game and hosts the session. Steam streams the game’s video and audio to invited friends, while their controller or keyboard inputs are sent back to the host computer. Friends do not need to own the game or launch it on their own machines.

When every player connects to the game’s servers from their own copy, plan on one license per participating account. Remote Play Together is designed to stream a single local session; it does not create a general exemption from the licensing requirement for ordinary online modes. A developer could provide a separate free-friend-pass or similar program, but that is a game-specific policy, not a universal Steam rule.

Steam Families sharing
Steam Families may let another family member launch an eligible game purchased by someone else. That is different from Remote Play Together: the family member is accessing a shared license, not joining the owner’s streamed local session. Eligibility varies by title, and a single shared copy is not a blanket guarantee that two people can play it concurrently.
Remote Play Together: the one-copy option
Valve describes Remote Play Together as a way to invite Steam Friends to local co-op sessions remotely without requiring them to own or launch the game. Its feature description says one player owns and runs the game, then up to four players—or more with fast connections—can join. The exact experience depends on the game’s local multiplayer design and the host’s network performance.
What the host does
- Owns the game and has it installed on the host PC.
- Launches the game and creates its local co-op, local multiplayer, or shared/split-screen session.
- Invites friends through Steam’s Remote Play Together interface.
- Provides the computer that renders the game and sends the resulting stream to guests.
What invited friends do
- Accept the Steam invitation and connect to the stream.
- Use a supported controller or keyboard input that Steam passes to the host.
- Do not need to purchase, install, or launch the game themselves for the Remote Play Together session.
Because the host is running one local session, the game must actually support the local mode you want to play. A store page that lists only online multiplayer does not, by itself, indicate that Remote Play Together will provide a one-copy session.

How many copies are needed in common situations?

How to check a specific game before anyone buys it
Use the game’s current Steam store information rather than assuming that a genre label such as “co-op” means one-copy play.
- Open the Steam store page. Look for the Remote Play Together feature label in the feature list.
- Read the multiplayer description. Terms such as “local co-op,” “local multiplayer,” “shared screen,” or “split-screen” identify the type of session Remote Play Together is designed to stream. “Online multiplayer” describes a different connection model.
- Check for outside-account requirements. A title that requires a third-party account, subscription, launcher, or separate product key may be excluded from Steam Families sharing.
- Verify the exact player arrangement. Some games support local multiplayer only for a particular mode, campaign, or number of players. The store description and in-game options determine whether your planned group fits.
- If using Steam Families, check eligibility and availability. Confirm that the title is shareable and that an additional family copy is available when two people need to play at the same time.
Do this check for the precise edition you intend to use. A base game, expansion, or bundled version can have different sharing conditions, and downloadable content may not be shareable even when the base title is.
Setting up a one-copy Remote Play Together session
- Install the game on the owner’s PC. The owner must be signed in to the Steam account that purchased the title.
- Connect the host’s controller and test the local mode. Start the game alone and confirm that it offers the local co-op, split-screen, or shared-screen option you need.
- Open the Steam overlay or Friends interface. With the game running, invite the intended Steam Friends using the Remote Play Together option.
- Have each guest accept the invitation. Steam establishes a streamed connection; guests do not need to install or launch the game.
- Assign input slots in the game. The host may need to press a controller button, select a profile, or choose a “join” prompt for each connected player.
- Adjust stream and input settings if necessary. If controls are assigned to the wrong player, use Steam’s Remote Play input controls and then rejoin the in-game session.
The host’s computer does the rendering, so closing the game, signing out, or losing the host connection ends the shared session for everyone.

What affects Remote Play Together quality?
Remote Play Together sends the host’s game video and audio to each guest and returns their inputs to the host. A fast, stable connection generally produces a better result, while congestion, high latency, or a weak host PC can cause delay, compression, or disconnections. Valve’s player description allows up to four participants and notes that more may be possible with fast connections; it does not promise a fixed number for every game or network.
- Host performance: The host must run the game and encode a stream while accepting remote input.
- Upload capacity: The host sends video to every guest, so additional participants can increase bandwidth demands.
- Latency: Reaction-heavy games are more sensitive to delay than turn-based or slower-paced titles.
- Input conflicts: A game designed for one local keyboard may require controllers for additional players.
- Privacy: The host should invite only trusted friends because the streamed session exposes the game window and any input the host permits.
Steam Families is useful, but it is not the same as Remote Play
Steam Families is an account-based sharing system. The person who bought the game retains ownership, and another family member may be able to launch the title from the family library when Steam permits it. This can help a household or family avoid buying a second copy for separate play, but it does not turn every online co-op game into a one-purchase multiplayer license.
Important exclusions
Steam says games requiring an additional third-party key, account, or subscription may be unavailable for sharing. A game can therefore appear in a library while still being ineligible for family access because of an external service requirement. Downloadable content can have separate restrictions as well.

Copy availability and simultaneous play
Family access depends on how many copies the family owns and whether those copies are currently available. Steam states that if no other family copy is available, the user may need to wait or buy another copy. In practice, one family copy should not be treated as a guaranteed concurrent co-op entitlement: if one person is using it, another person may not be able to launch that same shared copy.
When Families may fit
- You want different family members to play an eligible title at different times.
- The game does not require an excluded third-party key, account, or subscription.
- The family has enough eligible copies for the number of people who must play simultaneously.
Common mistakes and how to avoid them
“Co-op” does not automatically mean one copy
Co-op describes the activity, not the license model. Online co-op can require every participant to own the game, while local co-op may work with one copy through Remote Play Together.

The feature is intended to stream a supported local session. It does not let a friend independently download the title from your account or create a separate online character session under your license.

Family sharing is not a free friend pass
Steam Families grants conditional library access to family members. It does not remove a game’s external-account requirements, guarantee downloadable-content access, or promise that one copy can serve multiple simultaneous players.
Player limits come from the game as well as Steam
Valve’s feature description mentions up to four players, or more with fast connections, but a particular title may support fewer local players. Check the game’s own local-player limit before inviting a larger group.
Examples for planning a purchase
Two friends playing a couch-style platformer remotely
If the store page shows Remote Play Together and the game has local two-player support, the owner can buy one copy, host the session, and invite the friend. The friend does not need a license for that streamed session.

If the game’s co-op mode is built around separate online connections and the store page does not offer a qualifying friend pass, plan for four licenses. Remote Play Together is not a substitute for four independent online accounts in that arrangement.
Two household members using Steam Families
If the game is eligible and the household owns one copy, one member may need to wait while the other uses it. Buying a second copy may be necessary when both people need simultaneous access, even though the title appears in both family libraries.
