No. Android’s Ads privacy controls limit several advertising signals—ad topics, app-suggested ads and ad measurement—but they are not a universal switch that prevents every app from collecting or using data. Android itself warns that ads related to a removed topic or blocked app can still appear. Google’s developer guidance also says apps can have their own privacy settings and, in some circumstances, use persistent or proprietary identifiers.
Use the controls to reduce the ad signals Android shares, then treat Advertising ID, app permissions and each app’s own privacy options as separate parts of your privacy setup.
What Android’s Ads privacy feature actually controls
The menu governs three specific features in Android’s advertising stack. It does not inspect or disable every form of telemetry, analytics, account activity or data collection performed by apps.

These categories are deliberately narrower than “tracking.” Turning them off can reduce particular ad-related data flows, but it does not prove that an app cannot recognise a device, associate activity with an account or collect data under its own policies.

How to open Ads privacy settings
- Open Settings on your Android device.
- Tap Google.
- Choose All services.
- Open Privacy & security.
- Tap Ads, then Ads privacy.
- Open Ad topics, App-suggested ads or Ad measurement to review the individual control.
The exact labels and placement can vary by Android release, device manufacturer and rollout status. Android Help notes that you may not see topics until the feature is fully available on your device and apps begin using it. If a label is absent, use the Settings search field for “Ads privacy” or “Ad topics” rather than assuming the control has been removed.
What happens when you change each control
Ad topics
Android builds a set of interest topics from the apps used on the device. Participating apps may request those topics when selecting advertising. Android says it shares up to three topics at a time with an app and deletes topics after four weeks.
You can remove one topic at a time or turn Ad topics off. Removing a topic stops Android from sharing that topic again through this feature. It does not erase every record an app may already have, and Android explicitly says an ad related to the removed topic can still be displayed. An ad can be related because of other signals, because the advertiser selected broad content or because the app uses a different personalisation method.
App-suggested ads
An app can recommend ad suggestions to Android. Other apps may then use relevant suggestions when showing ads. In the Ads privacy menu, you can block a specific app from making these suggestions.

Android says the associated suggestion data is deleted when you block the app. That action is limited to this suggestion mechanism: it does not uninstall the app, revoke its permissions or force the app to delete information it holds under its own policy. Android also warns that ads related to the blocked app may still appear.
Ad measurement
Ad measurement lets apps share a limited amount of information used to assess advertising performance, such as when an ad was shown. The menu provides a separate switch for this feature.
Switching it off addresses the Android ad-measurement API. It is not a blanket prohibition on an app counting events inside its own software or sending analytics through another system. If you need to understand those practices, check the app’s privacy settings and policy as well as Android’s system controls.
Advertising ID is a separate privacy decision
Do not treat the Ads privacy page as if it were the Advertising ID page. Google Play services supplies Advertising ID as a user-resettable and user-deletable advertising identifier. Google’s Play Console documentation says that, on supported devices, deleting it causes API attempts to return zeros.

The identifier has its own controls, and the wording differs by Android version and device software. To locate them, search Settings for Advertising ID and read the option presented by your device. Depending on the release, you may be offered a reset, deletion or an option to limit the use of the identifier. Record the date if you are testing a change, then revisit an app that previously used personalised ads; a change in ad relevance is not proof that all tracking stopped.
Google’s developer guidance includes two qualifications that matter:
- Apps may expose their own settings that affect advertising or data use.
- There are circumstances in which apps may use persistent or proprietary identifiers.
Consequently, deleting Advertising ID can remove or replace one shared ad identifier without preventing every way an app might associate activity with a user or device.
What the controls do not promise

- Stop an app from collecting data needed for its own operation or governed by its privacy policy.
- Delete an account profile or information an app already stored on its servers.
- Revoke permissions such as location, contacts, camera or notifications.
- Prevent an app from using its own account identifiers, session information or other permitted identifiers.
- Prevent every ad from being personalised through a method outside these Android features.
- Guarantee that two apps cannot infer that activity belongs to the same person.
This is why an ad can remain relevant after you remove a topic, block an app suggestion or disable measurement. The controls change a defined data pathway; they do not make the device anonymous or force all applications to stop processing information.
A practical privacy setup for Android advertising
- Review Ad topics. Remove topics you do not want shared, or switch the feature off if you do not want Android supplying topics through this mechanism.
- Review App-suggested ads. Block individual apps whose suggestions you do not want Android to accept. Blocking is per app, not a declaration that all advertising data from that app has been erased.
- Decide on Ad measurement. Turn the control off if you do not want to participate in this Android measurement feature. Keep in mind that an app can still operate separate analytics.
- Check Advertising ID separately. Search Settings for the identifier controls and choose reset or deletion according to your privacy goal and the explanation shown on your device.
- Audit app-level settings. Open the privacy or advertising section inside apps you use frequently. Look for personalisation, data sharing and account-linked advertising options.
- Review permissions. In Android’s app-permission screens, remove access that an app does not need. A permission change is independent of Ads privacy.
- Recheck after major updates. Android releases, manufacturer interfaces and staged feature rollouts can change labels and availability. Verify the controls again after a system update.
Why a setting may be missing or appear ineffective
The menu is not present
Feature availability can depend on Android version, device software and rollout. Search Settings for the menu names, install available system updates, and confirm that Google Play services is current. If the control still does not appear, your device may not have received the feature.
Ad topics are empty
Android says topics may not appear until the feature is fully available and apps begin using it. An empty list does not demonstrate that no app collects data; it only means there are no topics currently displayed in this control.

That result is expected under Android’s documentation. Related ads may still appear after a topic is removed or an app is blocked, and ads can be selected using other signals or by the app’s own systems. Judge the setting by whether the specified Android signal is disabled, not by whether every advertisement becomes generic.

An app still shows personalised content
Check the app’s own privacy and advertising settings, its account status and its permissions. Also confirm whether you changed Advertising ID; that identifier is separate from the three Ads privacy controls.
Developer changes do not automatically remove the consumer setting
The Android Developers API reference currently states that TopicsManager was deprecated in API level 37. It also says the Rubidium Relevance APIs have no direct replacement and that calls will be rejected in future Android releases. This is an API lifecycle notice for developers.
It is not evidence that the consumer-facing Ads privacy menu has already disappeared from phones. Android’s API documentation separately lists AdServices permissions for Topics and Attribution APIs and identifies those APIs as part of the surface added in API level 34. Device availability, app adoption and future API behavior can change independently, so developers should consult the current API reference when targeting a specific Android release.

How to interpret the result
If you disable every control in Ads privacy and delete Advertising ID where your device allows it, you have reduced the Android advertising signals covered by those settings. You have not obtained a guarantee that apps cannot track you in every sense. The remaining questions are app-specific: what data the app collects, which permissions it has, whether you use an account and which identifiers or analytics it operates.
The most accurate expectation is therefore limited but useful: Android’s controls can reduce particular forms of ad personalisation and measurement while leaving other app data practices outside their scope.
