Submit an indexed, invoice-by-invoice reply that connects every disputed input-tax-credit (ITC) amount to the notice allegation and to a specific attachment. At minimum, include the notice and annexures, an invoice-level ITC schedule, the relevant tax invoices or debit notes, import bills of entry or ISD documents where applicable, a purchase-register-to-return reconciliation, and payment evidence when non-payment is alleged.

Read the notice itself for the exact form, tax period, legal provision, disputed amount, upload route and deadline. A return-scrutiny notice in FORM GST ASMT-10 can be answered in FORM GST ASMT-11, but another proceeding may require a different response. Keep the acknowledgement, ARN and an exact copy of every file submitted.

  • Verify the communication identifier and issuing authority.
  • Prepare a numbered answer to each allegation.
  • Label each attachment so the officer can find the evidence for each invoice and objection.
  • Use legible, searchable PDFs and preserve the complete filing record.

What an ITC denial reply must prove

An effective reply does more than attach a stack of invoices. It should show, for each disputed entry, that the document is valid, the supply occurred, the purchase was used in the business, the supplier and recipient details are consistent, the transaction was reported as required, and any payment or reversal issue has been addressed. The notice may focus on only one of these points, so organize the evidence around the actual allegation rather than uploading unrelated records.

Start with an indexed case file

Put the notice, annexures and proof of service at the front of the file. Add a contents page with attachment numbers, then use the same numbers in the written reply and the invoice schedule. If a representative files, include the signed authority letter or authorization. Include prior correspondence, any earlier clarification, and the tax, interest or reversal workings that support the amount stated in your response.

Primary tax document Supplier tax invoice or debit note, with all applicable particulars The documentary basis for the ITC claim
Special document Bill of entry for import IGST, or ISD invoice or credit note where applicable The prescribed document for import or input-service-distributor credit
Transaction evidence Purchase order or contract, goods-receipt note, delivery challan, relevant e-way bill, and service-completion or acceptance record That the supply was actually received and used for business, where those facts are challenged
Accounting and payment Purchase register, vendor ledger, bank statement, payment voucher and settlement evidence How the entry was recorded and whether consideration was paid
Return reconciliation Supplier-reported invoice data available to the recipient, GSTR-3B, credit notes, amendments and reversal entries Why the amount in the claim agrees, or why a difference arose

Meet the Rule 36 document requirements

Rule 36 of the CGST Rules recognizes tax invoices, debit notes and the relevant import or ISD documents as the basis for ITC. Check every copy for the particulars applicable to the transaction, including the tax amount, description of goods or services, taxable value, supplier GSTIN, recipient GSTIN and place of supply for an inter-State supply. If a required field is illegible or missing, obtain a corrected document or explain the available evidence instead of assuming that a purchase order can replace the tax document.

Operational records such as a purchase order, delivery record or service-acceptance certificate are useful corroboration. They are practical evidentiary recommendations, not a separately enumerated list in Rule 36. Attach them when they answer an allegation about receipt, business use, quantity, delivery or service completion.

Match the evidence to the allegation

Defective or incomplete invoice

Provide a clear scan of the invoice or debit note and identify the page containing each disputed field. If the supplier issued a corrected invoice, attach both versions and explain the correction, date and accounting treatment. Reconcile any debit note with the original invoice and show that the taxable value and tax have not been counted twice.

Supplier-reporting or data mismatch

Prepare a chronology showing when the invoice was issued, recorded, visible in the supplier-reported data available to you, amended or corrected, and included in your return. Attach supplier correspondence, corrected invoice evidence and corrected-return evidence where available. A supplier correction by itself does not guarantee ITC; the statutory conditions and the facts described in the notice still have to be met.

Non-payment to the supplier

If the objection says consideration was not paid, include the vendor ledger, bank statements, payment vouchers and evidence of set-off, netting or another settlement method. Add a calculation for each invoice showing the invoice date, payment or settlement date, value and tax, and the date on which the prescribed 180-day period was reached. The applicable CBIC ITC rules provide reversal and interest consequences when the recipient fails to pay the supplier the value and tax within that period. If an amount was reversed and later reclaimed, show both entries and the supporting workings.

Failure to establish receipt or business use

Use the evidence that follows the goods or service through the transaction: purchase order or contract, delivery challan, goods-receipt note, e-way bill where relevant, warehouse or service records, and a service-completion or acceptance certificate. Link each record to the invoice number, quantity and date. For services, explain who accepted the work, what was delivered and how the cost relates to the registered business.

Import or ISD credit

For import IGST, attach the bill of entry and the accounting and payment record that identifies the imported goods and tax. For distributed input services, attach the ISD invoice or credit note and the allocation working. Do not substitute a domestic supplier invoice for either prescribed document.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Blocked credit, duplicates, credit notes or timing differences

Mark entries that were never eligible, duplicated, covered by a credit note or already reversed. Provide the relevant credit note, journal entry, reversal return and calculation. For timing differences, state the two periods involved and show when the amount entered the purchase register, appeared in supplier-reported data and was claimed or reversed in GSTR-3B. A transparent admission and quantified correction is safer than leaving an unexplained difference in the schedule.

Build an invoice-level disputed-ITC schedule

The schedule is the index for the entire response. Give every row a unique attachment reference and make the totals agree with the amount in the notice and the amount reported in the return.

Column Entry to make
Invoice or debit-note number and date Use the supplier’s number and date exactly as shown on the document
Supplier GSTIN Copy the GSTIN from the document and identify any amendment
Taxable value and tax Show the value and each relevant tax component; total the disputed amount
Supply and return period State the period in which the supply was recorded and the period in which it was claimed in GSTR-3B
Supplier-reported status State whether the invoice was visible, amended, credited or absent in the supplier-reported data available to the recipient, with the date checked
Payment status Give payment, set-off or settlement date; identify unpaid balances
GSTR-3B treatment Show the table or line in which ITC was claimed, reversed or omitted
Reason for difference Explain amendment, duplicate, credit note, blocked-credit classification, timing or other cause in one sentence
Attachment reference Point to the invoice, reconciliation page, payment proof and any operational record answering the allegation

Sign the schedule or identify the responsible authorized person, then cross-check that its tax totals match the reconciliation and the proposed denial. If an invoice is not disputed, list it separately and explain why it was excluded from the response calculation.

Step-by-step filing workflow

  1. Verify the communication. Check the issuing authority and the identifier on the notice. DGGI states that official communications may be checked using the applicable DIN, eOffice issue number or GSTN RFN number. Record the verification result in your file.
  2. Extract the notice requirements. Write down the form, tax period, disputed invoices, quantified amount, legal section or rule, annexure references and last date. Check whether the notice asks for a portal reply, a physical submission, or both.
  3. Collect and index evidence. Create the invoice schedule, assign attachment numbers and rename PDFs consistently, for example by invoice number and attachment number. Keep the original files unchanged in a separate folder.
  4. Draft the numbered response. Repeat each allegation in a short heading, give the factual answer, cite the schedule row and attachment number, and state the relief requested. Ask for withdrawal or correction of the proposed denial where the evidence resolves it; quantify any amount accepted, reversed or payable.
  5. Reconcile before signing. Tie the purchase register to supplier-reported data and GSTR-3B. Explain every variance, including amendments, duplicates, credit notes, blocked-credit classifications and reversals. Check that the payment analysis covers the 180-day issue if raised.
  6. Upload through the named portal workflow. Follow the route and file limits stated in the notice. Upload legible PDFs, confirm that each attachment opens after upload, submit the response and save the ARN or acknowledgement.
  7. Preserve the submission. Download the filed reply, acknowledgement, uploaded files and any portal-generated receipt. Keep a local copy with the notice, proof of service and a record of the submission date.

Know which GST form applies

For return scrutiny, the CBIC rules provide a specific sequence. The officer issues FORM GST ASMT-10 describing the discrepancy and quantified amounts. The registered person may explain or accept it in FORM GST ASMT-11, and the officer communicates the result in FORM GST ASMT-12.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The proper officer may issue a notice in FORM GST ASMT-10, informing him of such discrepancy and seeking his explanation thereto within such time, not exceeding fifteen days from the date of service of the notice.”

Central Board of Indirect Taxes and Customs, CGST Assessment and Audit Rules

The fifteen-day period in that statement is a maximum stated for the explanation in ASMT-10; use the actual date and deadline printed on your notice. Other proceedings can use different forms, legal provisions and response periods. Do not file ASMT-11 merely because an ITC objection exists—use it only when the notice calls for it.

Reconcile the three data sets before replying

A useful reconciliation has one row per invoice and three principal sources: your purchase register, the supplier-reported invoice data available to you and the relevant GSTR-3B claim. Add columns for amendments, credit notes, payment, reversals and the attachment answering the difference.

  • Notice to reconciliation: prove that the notice’s disputed total can be reproduced from named schedule rows.

Where you accept an error, show the reversal or payment calculation, the return period in which it was made and any interest calculation required by the applicable rule. Where you dispute the finding, state the precise factual mismatch and attach the record that resolves it.

File preparation and upload controls

  • Scan every page upright and at a readable resolution; ensure GSTINs, dates, tax amounts and invoice numbers can be read.
  • Use bookmarks or a contents page for a large PDF and keep attachment numbering identical in the reply, schedule and filenames.
  • Do not merge unrelated invoices into an unidentified file. A reviewer should be able to move from a schedule row to its invoice and supporting record in seconds.
  • Keep signed authority documentation and any certification required by the notice with the main reply.
  • After submission, retain the portal acknowledgement and the exact uploaded version, not only a later edited working copy.

Choose the response route when the notice offers alternatives

Issue shown in notice Evidence or action to prioritize Decision to address
Document defect Correct invoice or debit note and a clear explanation of each required particular Whether correction cures the defect or an amount must be reversed
Supplier-reporting mismatch Supplier correspondence, corrected invoice or return evidence and chronology Whether to await correction, explain the statutory conditions or reverse the disputed amount
Non-payment Payment, set-off or settlement proof and 180-day calculation Whether reversal, payment and later re-claim treatment is required
Import or ISD evidence Bill of entry or ISD invoice/credit note with allocation or accounting trail Whether the prescribed document supports the exact credit claimed
Duplicate, credit note or blocked credit Register, credit note, journal and reversal return Which entry should be removed and the tax, interest or reversal amount
High-value or contested denial Complete indexed file and professional review Whether representation, correction, reversal or an appeal is appropriate under the notice

Always read the notice for its stated appeal consequences and limitation language. A reply deadline is not automatically an appeal deadline, and filing a clarification does not by itself replace any separate statutory remedy.

Common mistakes that weaken an ITC reply

Uploading invoices without an explanation

Fix this by giving every allegation a numbered answer and every answer an attachment reference. The officer should not have to infer which of hundreds of pages supports a particular invoice.

Using a purchase order as the only proof of ITC

A purchase order demonstrates an arrangement, not the prescribed tax document. Attach the tax invoice or debit note and use the order, receipt and acceptance records as corroboration.

Ignoring a small reconciliation difference

Small differences can explain a large apparent mismatch when periods or amendments are involved. Quantify each difference, identify its cause and show the return or ledger entry that resolves it.

Claiming that supplier correction guarantees credit

Supplier evidence addresses reporting, but eligibility still depends on the statutory conditions and the facts in the notice. State exactly what the correction proves and address the remaining conditions separately.

Missing payment and reversal consequences

If non-payment is raised, do not submit only a bank statement. Provide the invoice-level 180-day analysis, settlement evidence and any reversal or interest workings.

Using the wrong form

ASMT-11 belongs to the ASMT-10 scrutiny sequence. Confirm the form and portal workflow named in the communication before submitting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a professional review is sensible

A GST practitioner or chartered accountant review is particularly useful for a high-value denial, multiple tax periods, disputed supplier reporting, import or ISD allocations, non-payment reversals, or a case that may proceed to a demand or appeal. Give the reviewer the notice, indexed schedule, reconciliation, payment analysis, prior correspondence and the exact acknowledgement after filing. Organization or reconciliation software can help sort invoices and identify variances, but it cannot establish ITC eligibility or replace the prescribed documents and a reasoned reply.
