For an Indian GST refund claim involving export of services, keep the issued export invoices, a statement listing each invoice number and date, and the corresponding Bank Realisation Certificate (BRC), Foreign Inward Remittance Certificate (FIRC) or other accepted remittance evidence, as applicable. Preserve the filed FORM GST RFD-01 and acknowledgement, relevant return data, accounting entries, source documents and, where used, the LUT or bond. The refund attachment is only one part of the evidence file: the underlying records must let you trace an export from contract and invoice through receipt of consideration, return reporting and the amount claimed.
The CBIC GST Refund Rules identify the invoice-number/date and BRC/FIRC statement for a services-export refund. The CBIC Accounts and Records Rules also require relevant accounts and documents, with source-document links and an audit trail available when demanded.
What belongs in a services-export refund file
Build one file for each claim period, with a master index and a consistent identifier for every invoice. Separate documents that are specifically associated with the refund application from records that prove the wider transaction. This distinction prevents a common failure: submitting a neat RFD-01 schedule while being unable to explain the accounting entry or the payment received.

Retain the final invoices issued to the overseas customer, including any permitted amendments, credit notes or debit notes that affect the claim. Create a schedule containing the exact invoice number and invoice date used in the refund statement. The service-invoice particulars must comply with the applicable invoice provisions; compare the issued document with the requirements in the CBIC Tax Invoice, Credit and Debit Notes rules.

- Record the customer name, export-service description, taxable value, currency and the GST treatment used for that invoice.
- Cross-reference every amendment to the original invoice and show whether it changes the refund amount or the period in which it is claimed.
- Use the same invoice numbering and dates in the schedule, books, return data and remittance reconciliation; explain any legitimate timing difference.
A contract, statement of work, purchase order or customer acceptance record is not a substitute for the invoice. It is supporting evidence that helps establish what service was supplied and to whom, so keep it with the invoice when available.
Evidence that consideration was received
Keep the bank-issued BRC, FIRC or other relevant remittance evidence for each receipt and link it to the invoice or group of invoices that the receipt settles. The export-of-services guidance describes receipt in convertible foreign exchange, or in Indian rupees where the Reserve Bank of India permits it; an overseas customer by itself does not prove that condition. See the CBIC Sectoral FAQs and CBIC’s Circular No. 125/44/2019-GST (18 November 2019) for the receipt requirement.
Do not describe a BRC or FIRC as universally interchangeable in every case. The document issued depends on the banking and remittance circumstances, and the current portal or officer may accept specific evidence for the transaction. Preserve the underlying bank credit advice, remittance message, customer payment reference and ledger entry where they exist, even when a BRC or FIRC is available.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Give each receipt a unique reconciliation reference.
- Map partial payments, advances, net-of-bank-charge receipts and one payment covering several invoices in a schedule.
- Explain exchange-rate or timing differences in a reconciliation note rather than silently altering an invoice value.
- Where rupee receipt is relied on, retain the material showing that the RBI-permitted circumstance applies.
Refund application and filing record
For a refund on account of export of services, the rules refer to an electronic application in FORM GST RFD-01 and a statement pairing invoice numbers and dates with the related BRC/FIRC information. Keep the exact RFD-01 data submitted, the generated ARN or acknowledgement, every attachment, deficiency memo, clarification, reply, sanction or rejection order and correspondence with the department. The prescribed statement is the core application evidence; retaining the complete filing copy is prudent control over what the business actually claimed.

Save a read-only copy at submission and a second copy of any version subsequently corrected. Note the filing date, tax period, refund category and the person who approved the figures. If the portal changes its screens or attachment rules, follow the current workflow rather than relying on an old screenshot or checklist; the rule text remains the legal reference.
Returns and export reporting
Retain the GSTR-1 export-invoice data, filed return and reconciliation used for the claim. The GST Portal’s GSTR-1 guide describes two broad approaches: export without payment of IGST and seek a refund of eligible input tax credit, or export after paying IGST and seek a refund of the tax paid. Keep the records for the route actually used, including the relevant GSTR-1 and other return-period calculations.
Reconcile the invoice schedule to the values reported in GSTR-1 and to the amount in RFD-01. Preserve explanations for invoices reported in a later period, amendments, cancellations, credit notes and differences caused by the return period versus the bank-receipt date. A return extract alone does not replace the invoice or remittance evidence.
Books, ledgers and source documents
Keep the sales register, customer ledger, foreign-currency or receipt ledger, input-tax-credit records and general-ledger entries supporting the claim. The accounts rules cover relevant documents for exported services and recognise paper or electronic records. They also address an audit trail and interlinkages to source documents and financial accounts on demand; see the CBIC Accounts and Records Rules.

Your system should allow a reviewer to start with an invoice and reach the contract or work record, revenue entry, bank receipt, return line and refund calculation without manual guesswork. Preserve system-generated reports in a readable format and document any migration, reversal or journal entry that changes the original trail. Access controls, file naming and a change log are practical safeguards, not substitutes for the statutory records.
LUT or bond records, when exporting without payment of IGST
If the business uses the without-payment route, retain the applicable Letter of Undertaking (LUT) or bond, its filing or acceptance evidence and any related correspondence for the period and registration concerned. Keep these records beside the invoices and refund calculation rather than in a separate compliance folder that cannot be tied to a claim. The CBIC Sectoral FAQs describe the LUT/bond route and the associated refund of accumulated input tax credit, but procedural requirements can change, so confirm the current filing conditions before submission.
Eligibility comes before document assembly
A complete file does not turn an ineligible supply into an export of services. The applicable statutory conditions must be tested on the facts, including the export-of-services requirements and the receipt condition. In particular, an overseas customer, foreign address or foreign-currency invoice is not by itself conclusive. Review the current law and the CBIC guidance linked above before classifying the supply or calculating a refund.

Two broad refund routes
| Question | Export without payment of IGST | Export after paying IGST |
|---|---|---|
| Tax paid at export | No IGST is charged under the applicable LUT/bond route. | IGST is paid on the export supply. |
| Refund generally sought | Refund of eligible accumulated input tax credit, subject to the law and claim conditions. | Refund of the IGST paid, subject to the law and claim conditions. |
| LUT or bond | Applicable undertaking or bond records should be retained. | An LUT or bond is not the defining document for the tax-paid export route. |
| Records to reconcile | LUT/bond evidence, export invoices, GSTR-1 and ITC/refund computation, plus receipt evidence. | Export invoices, IGST payment in the returns and books, GSTR-1 and the IGST-refund computation, plus receipt evidence. |
| Decision standard | The route and eligibility depend on the transaction facts and the law applicable when the claim is filed; neither route is universally preferable. | |
The route descriptions come from the CBIC Sectoral FAQs and the GST Portal GSTR-1 guide. Use them to identify the records to reconcile, not as a replacement for checking the current statute, notifications and portal procedure.

How to link invoices to foreign payments
A clear invoice-to-payment schedule is the most useful working paper in the file. Prepare it before opening the refund application and retain the version used for submission.
- Assign a stable key. Use the GST invoice number and date as the primary key, adding an internal line ID if one receipt settles multiple invoices.
- Enter the receipt evidence. Record the BRC, FIRC or other accepted bank-document number, issue date, credited amount, currency, bank reference and the account ledger entry.
- Allocate the receipt. Show the amount applied to each invoice. For a partial or combined payment, include an allocation worksheet and the customer remittance advice when available.
- Explain differences. Identify bank charges, withholding, credit notes, advances, refunds to the customer and exchange or cut-off differences. Do not force the bank amount to equal the taxable value where the documents show a legitimate difference.
- Trace to accounting. Link the schedule row to the sales register, customer ledger and bank statement or bank advice. A reviewer should be able to reproduce the allocation.
- Trace to returns and RFD-01. Add the GSTR-1 reporting reference and the RFD-01 statement line or working-paper cell used in the claim.
- Lock the submitted version. Save the final schedule with the ARN or acknowledgement and record any post-filing correction separately.
A practical filing and archive checklist
Use a folder structure that works for an electronic audit as well as a paper review. Keep the index at the top and avoid filenames that omit the invoice number or period.
- Eligibility: contract or service-order evidence, customer details, place-of-supply analysis and the receipt-condition support relevant to the transaction.
- Invoice set: issued invoices, amendments, credit/debit notes and the invoice-number/date schedule.
- Receipt set: BRCs, FIRCs, bank credit advice, remittance references and allocation worksheets.
- Tax and returns: GSTR-1 and other relevant return copies, export-reporting reconciliation and the route-specific refund computation.
- Application: RFD-01, statement upload, attachments, ARN or acknowledgement, notices, replies and orders.
- Accounting: sales and customer ledgers, bank entries, input-tax-credit support, journals and source-document links.
- LUT/bond: undertaking or bond, acceptance, renewal or related correspondence where the without-payment route is used.
- Governance: preparer and reviewer sign-off, submission date, version history, access permissions and a backup in a readable format.
Common gaps and how to correct them
The invoice schedule has no payment mapping
A list of invoice numbers without a BRC/FIRC reference or allocation does not show that consideration was received for the claimed supplies. Obtain the bank evidence, connect it to the customer ledger and document partial or combined settlements before filing or responding to a query.
The business treats every overseas sale as an export
Recheck the statutory export-of-services conditions and the permitted form of receipt. If one condition is uncertain, separate that invoice from the refund population and obtain case-specific professional advice rather than relying on the customer’s foreign location.

Return data and books disagree
Compare invoice dates, amendments, credit notes, tax values and reporting periods. Prepare a reconciliation that explains timing or correction entries; never overwrite the original return or ledger merely to make totals match.
The LUT is missing from a without-payment claim
Locate the filed undertaking or bond and its acceptance evidence for the relevant period. If the route or validity cannot be established, pause the claim and verify the current procedural requirement before asserting that the supply was made without payment of IGST.
Only the downloaded refund form was retained
Reconstruct the file from the portal acknowledgement, uploaded statement, invoices, bank records, ledgers and return copies. Preserve the reconstruction with an explanation of what was retrieved and what remains unavailable; a form without source documents leaves the claim difficult to defend.

Retention, access and review policy
Do not adopt a universal number of years for every services-export refund record based on this guide. The cited material establishes the duty to maintain accounts and relevant documents, but it does not establish one all-purpose retention period for every record type and taxpayer. Check the current statutory records rule, limitation provisions, assessment or audit exposure and any applicable company or accounting requirements for the specific business.
Until that review is completed, keep the complete claim file together for the longest applicable period identified by the business’s tax adviser or governing policy. Make electronic records searchable, preserve the original file format where practical, test backups and restrict deletion rights. Schedule periodic checks that links still open and that a new staff member can follow an invoice from source document to refund outcome.
What a defensible file looks like
A defensible services-export refund file is a chain, not a stack of disconnected PDFs. The invoice identifies the supply; the contract or work record explains it; the BRC, FIRC or accepted remittance evidence shows the relevant receipt; the books record the transaction; the returns report the chosen route; and RFD-01 states the amount claimed. LUT or bond evidence completes that chain when the export was made without payment of IGST. When each link carries the same invoice number, date and reconciliation reference, responding to a departmental query becomes a matter of retrieval and explanation rather than reconstruction.
