Choose document management software by starting with the documents, people, and controls your organization needs to manage—not by picking a universal “best” product. Map how documents are created, found, approved, shared, retained, and disposed of; turn that map into required capabilities and acceptance tests; then validate a shortlist using your own workflows and realistic documents.

What document management software needs to manage

A document management system (DMS) should support documents across their lifecycle: creation, review, publication, retention, and eventual disposal. Microsoft Support describes this lifecycle in its SharePoint document-management overview. The specific tools and controls required depend on your processes and obligations.

Start with the work rather than a feature list. Inventory the document types you handle and trace what happens to each one: who creates it, where it is stored, who reviews or approves it, how others find and use it, and what must happen when it reaches the end of its useful life.

Map the documents and people

  • List important document classes, such as contracts, policies, invoices, project files, or records, and note which ones have formal retention requirements.
  • Identify the users and roles involved: contributors, reviewers, approvers, administrators, and records or compliance staff.
  • Record where documents originate and move, including authoring tools, email, shared workspaces, business applications, and paper intake.
  • Describe frequent tasks and consequential exceptions, such as a restricted document being shared incorrectly or an approval being missed.

Microsoft’s requirements guidance recommends defining user journeys and core use cases, documenting current collaboration, and mapping those use cases to capabilities. Use that approach to surface the actual problems a system must solve before comparing products.

Which capabilities should you compare?

Compare systems against the same requirements, not against a vendor’s feature checklist. A capability matters only if it supports a real workflow, control, or operational need in your organization.

Area Questions to answer
Lifecycle and workflow Can the system support the required creation, review, approval, publication, retention, and disposition steps? Can process owners see where work is waiting?
Findability Can users find documents using useful metadata or indexes and full-text search? If you scan paper, does the proposed capture process make scanned content searchable through OCR?
Access and governance Can you set permissions appropriate to users and documents? What audit, eDiscovery, retention-policy, or label capabilities do you need, and what plan and configuration provide them?
Fit with existing work Does the system work with your authoring tools, email, collaboration environment, identity setup, and business applications? Which integrations are essential?
Deployment and operations Does the available deployment model meet your requirements? What migration, administration, support, and user-training work will be needed? Confirm current options with each vendor.
Commercial fit Does the relevant license include every required feature? What are the implementation and ongoing operating costs, and what contract terms apply?

For version control, metadata, search, and permissions, define what successful use means for your users. For example, specify which document version an approver must see, which fields make a record retrievable, and which roles may access a confidential file. Those decisions make demonstrations and pilots more useful than a generic feature tour.

How to build and validate a shortlist

  1. Inventory document classes and lifecycle steps. For each important type, map where it is created, reviewed, shared, stored, retained, and disposed of. Include paper-originated documents if they are part of the workflow.
  2. Interview the people who own the work and the controls. Talk with everyday users, process owners, IT and security staff, and records or compliance roles. Capture common tasks as well as high-consequence exceptions.
  3. Separate mandatory requirements from preferences. Mark each requirement as mandatory, desirable, or optional. Define acceptance tests—for example, whether a representative user can retrieve the right file, whether an unauthorized role is denied access, whether an approval completes, and whether a retention action behaves as required. Set thresholds from your own needs rather than assuming a universal benchmark.
  4. Shortlist for environment fit. Consider systems that fit your identity, office, collaboration, and business-application environment. Evaluate specialist platforms separately when capture, indexing, or workflow automation is central to the job.
  5. Request scenario-based demonstrations. Use realistic document samples and role-specific scenarios. Ask vendors to show the required search, permissions, approval flow, integration, retention action, and import or migration path. Confirm licensing, administration, and integration details in writing.
  6. Pilot with representative users. Compare baseline and post-pilot results using measures your organization collected, such as task completion, retrieval success, or process exceptions. Do not assume savings or productivity gains without your own data.

Plan retention, security, and governance before rollout

Retention and deletion are design requirements, not settings to leave until after deployment. Define applicable retention rules and a file plan or equivalent, decide how labels or policies will be applied, and verify who can administer them. Microsoft’s records-management guidance for Microsoft 365 notes that requirements and licensing vary by feature. Confirm the exact features, roles, and licenses you need for your configuration.

Security and compliance capabilities also depend on configuration and licensing. Microsoft’s SharePoint and OneDrive security guidance describes capabilities including auditing, eDiscovery, and retention policies; their presence does not make a deployment secure or compliant by itself. Check the requirements that apply to your organization and jurisdiction, and validate the configured controls.

Governance should include ownership of system settings and content policies, along with training and an adoption plan. Microsoft’s business-requirements guidance for SharePoint and OneDrive calls out governance, compliance, training, and user adoption as planning considerations. Assign responsibilities before rollout so users know where documents belong and administrators know who may change controls.

Which types of systems merit evaluation?

SharePoint and OneDrive in a Microsoft 365 environment

Microsoft positions SharePoint and OneDrive as file-storage options within Microsoft 365 and provides guidance on requirements mapping, governance, and adoption. They may merit evaluation when they fit your existing environment, but availability of particular lifecycle, security, and records features depends on configuration and plan. Verify current service descriptions and licensing rather than assuming a subscription includes every control you need.

A dedicated workflow-oriented DMS

A specialist DMS may merit evaluation when document capture, indexing, and process automation are central requirements. DocuWare describes capabilities including capture from multiple sources, automated indexing, full-text search, workflows, mobile access, integrations, and centralized archiving. These are vendor-described capabilities, not independent evidence of performance; demonstrate the exact workflows and integrations your organization requires.

If paper intake matters, include the capture workflow in the evaluation. DocuWare says OCR can make scanned PDFs searchable, but that does not establish compatibility with a particular scanner or recommend specific hardware. Test the full path from paper capture through indexing, retrieval, and any required approval or retention process.
