You may notice that the Avatar has a history in Britannia or that the story assumes the setting has changed over time. If that extra context is important to you, earlier numbered games are a reasonable optional route. If your priority is reaching the Ultima VII premise itself, you can begin with it and learn the situation from the game’s own opening material.

Start with the later game you already want to play

Additional context means that earlier games could make references more meaningful. That is a benefit for a reader who enjoys connected lore, but it is optional enrichment rather than a requirement demonstrated by the catalog.
