Yes. You need the Risk of Rain 2 base game to play Hallowed Concepts. In co-op, however, only one player in the lobby needs to own the expansion for its monsters, levels, and items to appear. Players who do not own it cannot select its new survivors or permanently unlock its content.
What you need to play Hallowed Concepts
Hallowed Concepts is downloadable content, not a standalone game. On Steam, its listing says Risk of Rain 2 is required. The Xbox Store likewise says the game is sold separately. Steam’s Hallowed Concepts listing and the Xbox Store listing are the relevant storefronts to check for your platform’s purchase requirements.

The expansion launched October 8, 2026, for PC, Xbox Series X|S, and PlayStation 5, according to 2K’s launch notes.
What happens if only one co-op player owns it?
The owner can enable the expansion’s monsters, levels, and items for the whole lobby, so every player does not need to purchase Hallowed Concepts just to encounter those additions in a shared run. But lobby access is not the same as owning the DLC: nonowners cannot select the new survivors or permanently unlock the expansion’s content, including items and logbooks.

Can nonowners play Enforcer or Acolyte?
No. Players without Hallowed Concepts cannot select its new survivors. 2K’s October 2026 launch notes identify Enforcer as unlocked by default for expansion owners and Acolyte as unlockable within the expansion; those unlock conditions do not grant survivor access to nonowners.

The same notes distinguish these DLC additions from changes for the base game or earlier content, including new skills for six original survivors and an optional Karma system. Those changes should not be mistaken for Hallowed Concepts ownership benefits.
Platform and online-play details
The Xbox Store states that Hallowed Concepts requires a separately sold game and that the one-owner rule applies to enabling its listed content in a multiplayer lobby. It also says online multiplayer on console requires an eligible Game Pass subscription. Check the current Xbox listing for the subscription terms that apply to your account and region.

The official information cited here establishes the base-game and multiplayer ownership rules on Steam and Xbox. It does not establish equivalent Epic Games Store entitlement wording; if you are buying through Epic, check that store’s current product listing. The official store and patch pages also do not specify how DLC ownership works in modded sessions, so consult the relevant mod’s current documentation before relying on the same rules.
