Not just because you own a boat. In the United States, you need an MMSI before using a DSC radio, a shipborne universal AIS transponder, or an INMARSAT ship earth station. The right way to obtain one depends on whether your vessel needs an individual FCC Ship Station License and how it will be used.

What an MMSI is—and what it is not

A Maritime Mobile Service Identity, or MMSI, is a unique nine-digit identity for a ship station that uses equipment such as Digital Selective Calling (DSC) radio or AIS. The FCC defines the format as nine digits. It identifies the radio station for communications and safety functions; it is not the vessel’s state registration number, hull identification number, or proof of ownership.

Getting an MMSI does not itself require you to buy a radio or other equipment. The requirement is tied to using particular equipment: the FCC says vessel owners must obtain an MMSI from the appropriate source before using a DSC radio, shipborne universal AIS transponder, or INMARSAT ship earth station. If you own a boat but do not use any of those systems, boat ownership alone does not trigger the MMSI requirement described here.

This explanation concerns U.S. vessels and U.S. FCC guidance. Other countries’ flag administrations may set different rules, so an owner of a foreign-flagged vessel should check with that administration rather than assume the U.S. routes apply.

How to decide whether you need one

Start with the equipment and the vessel’s operating circumstances, not simply whether the boat is inside or outside U.S. waters. The FCC distinguishes vessels that need an individual Ship Station License from those that do not. Its stated test turns on applicable radio-equipment carriage requirements, travel to foreign ports, and international communications.

  1. Identify the equipment you will use. If you plan to use a DSC radio, shipborne universal AIS transponder, or INMARSAT ship earth station, obtain an MMSI before using it.
  2. Check whether your vessel is subject to radio carriage requirements. Applicable laws or agreements may require radio equipment for particular vessels. Do not assume that a recreational boat is exempt without checking the requirements that apply to it.
  3. Consider the route and communications. Determine whether the vessel will visit foreign ports or make international communications. These are relevant to whether an individual FCC license is required and to which MMSI route is appropriate.
  4. Choose the corresponding assignment route. If an individual FCC Ship Station License is required, apply through the FCC licensing process, which assigns the MMSI. If no individual license is required, the FCC identifies designated private registration agents as an MMSI source.

The FCC says a ship station does not need an individual FCC license when it is not subject to radio equipment carriage requirements under applicable law or agreement, does not travel to foreign ports, and does not make international communications. These conditions should be considered together. A boat’s location in U.S. waters by itself does not answer the licensing question, and a change in route or communications can change which path is appropriate.

Which U.S. MMSI route should you use?

There are two main routes: an MMSI assigned through the FCC as part of a Ship Station License, or a number obtained through an eligible private registration agent when an individual FCC license is not required. They are not interchangeable for every vessel or use.

Question FCC Ship Station License route Private registration agent route
Who is it for? Vessels for which an individual FCC ship station license is required. Ship stations that do not require an individual FCC license, using a designated private registration agent.
How is the MMSI assigned? The FCC assigns the MMSI through the ship station licensing process. The private agent registers and provides the number under its program.
Foreign-port travel or international communications The FCC licensing route is the one to check when these circumstances make an individual license necessary. BoatUS directs customers who plan to visit or communicate with foreign ports to obtain the FCC Ship Station License and MMSI route.
Search-and-rescue database information described by BoatUS FCC-assigned MMSI registration data goes into the ITU database accessible to international search-and-rescue agencies. BoatUS says its private registration data is transferred to the U.S. Coast Guard search-and-rescue database.
Eligibility or price details Requirements and fees are governed by the FCC licensing process; confirm current details with the FCC. BoatUS describes its program for qualifying recreational boats under 65 feet. Its page lists free registration for members and $25 for nonmembers; confirm current eligibility and price with BoatUS before applying.

BoatUS describes its program as limited to recreational boats under 65 feet that are for recreational use, are not required by law to carry a radio, are not required to hold an FCC Ship Station License, and do not visit or communicate with foreign ports. Meeting one condition does not establish eligibility by itself; review the complete current program terms. The listed $25 nonmember amount is a provider price on an undated BoatUS page checked in 2026, not a government fee, and may change.

The database distinction matters when choosing a route, but do not treat a private-agent MMSI as a substitute once the vessel becomes subject to FCC licensing. The FCC says that if an owner obtains an individual Ship Station License after using a private-agent or foreign MMSI, the owner must use the new FCC-assigned MMSI and cancel the prior private MMSI.

What changes when you travel internationally?

Foreign-port visits and international communications are important decision points under the FCC guidance. A recreational vessel that qualifies for a private-agent number for domestic use should not assume that number remains the right choice after its operating plans change. BoatUS specifically tells customers who plan to visit or communicate with foreign ports to obtain the FCC Ship Station License and MMSI route.

Register and program the MMSI carefully

The MMSI is useful only if the number associated with the vessel and the radio’s setup are correct. A DSC distress alert uses the station MMSI and position information from GPS or a built-in receiver. The Coast Guard explains that this information can help responders locate the vessel, making accurate registration and radio programming a safety matter rather than paperwork alone.

Before applying

  • Establish whether the vessel needs an individual FCC Ship Station License or qualifies for a private-agent registration.
  • Confirm that the registration route matches the vessel’s actual use, including applicable carriage requirements, travel plans, and communications.
  • Check current requirements and fees with the FCC or the private agent. Provider eligibility and pricing can change.
  • Have accurate vessel and emergency-contact information available for registration, and keep it current if details change.

When setting up radios

All equipment on one vessel, including handheld VHF DSC radios, must use the same MMSI, according to FCC guidance. BoatUS likewise advises that radios used only on one boat use that vessel’s MMSI. Follow each radio’s manufacturer instructions for entering the number; the specific menu sequence varies by equipment, and no single set of button presses applies to every model.

Also confirm that the radio can obtain position information from GPS or its built-in receiver as applicable. An MMSI identifies the station, while position information helps responders locate it. If the radio does not show current position data, consult the radio’s instructions and check its GPS connection or receiver configuration rather than assuming that entering an MMSI alone supplies a location.

If you sell the boat or your licensing status changes

An MMSI should not be assumed to transfer automatically with a sale. The FCC notice describes procedures for a new owner to continue or re-register an MMSI depending on whether it was FCC-issued or privately registered. The buyer and seller should identify which issuer provided the number and follow that issuer’s transfer or re-registration process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Update vessel ownership and emergency-contact details as part of the change. If the new owner’s route, license obligations, or intended use differ from the previous owner’s, confirm that the MMSI route remains appropriate before using DSC or other covered equipment. If an owner moves from a private-agent or foreign MMSI to an FCC Ship Station License, the FCC requires use of the newly assigned FCC MMSI and cancellation of the earlier private number.

Common mistakes to avoid

  • Assuming every boat needs an MMSI. The requirement described by the FCC is triggered by use of specified radio or satellite equipment, not mere boat ownership.
  • Assuming every U.S. recreational boat can use a private number. The licensing decision depends on the vessel’s legal carriage obligations, foreign-port travel, and international communications.
  • Choosing by geography alone. Being in U.S. waters does not resolve every relevant licensing condition.
  • Putting different MMSIs in radios used on the same vessel. Vessel-associated radios, including handheld DSC units, should use the same MMSI.
  • Leaving old details in place after a sale or change. Follow the issuing authority’s transfer or cancellation instructions and keep registration and emergency information accurate.
  • Expecting the MMSI itself to fix a missing position input. A distress alert uses both the station identity and position information; check the radio’s GPS or receiver setup.

Does every VHF radio need an MMSI?

The requirement at issue is for using a DSC radio, not simply owning or using any VHF radio. A VHF set without DSC is not identified by the cited FCC guidance as requiring an MMSI on that basis. If your radio has DSC capability and you intend to use it, obtain the appropriate MMSI before using the DSC function.

Is an FCC VHF license required to obtain an MMSI?

Not for every U.S. vessel. The FCC describes an individual Ship Station License as unnecessary when the station is not subject to radio carriage requirements, does not travel to foreign ports, and does not make international communications; designated private agents provide an MMSI route for stations that do not need an individual FCC license. When a license is required, the FCC assigns the MMSI through that process.
