Usually, yes. In the United States, a roadable aircraft must generally be flown by someone holding an FAA pilot certificate appropriate to the aircraft, along with the required category, class, instrument privileges, medical qualification and, in many cases, an aircraft-specific type rating. A vehicle is not license-free merely because it can drive on roads. The main exception is a vehicle that genuinely meets the FAA’s narrow ultralight definition; that exception normally does not fit a larger, passenger-carrying flying car.

The short answer: a flying car is usually an aircraft when it leaves the road

“Flying car” is a consumer description, not an FAA certificate category. Once a roadable vehicle takes off, the FAA regulates the flight operation according to the aircraft’s design and certification. A vehicle that rises vertically, transitions to wing-borne cruise and returns to vertical flight will generally be evaluated as powered-lift. Its pilot must hold the certificate and ratings required for that powered-lift aircraft.

The fact that the same machine can be registered for road use does not replace aviation credentials. You may need a driver’s license and road registration for the driving portion, but those documents do not authorize takeoff, flight or landing. Aviation rules, airspace rules and the aircraft’s operating limitations apply as soon as you conduct a flight.

How the FAA classifies an eVTOL or roadable aircraft

The FAA describes powered-lift as an aircraft capable of vertical takeoff, vertical landing and low-speed flight using engine-driven lift or thrust in those regimes, with nonrotating airfoils providing lift in horizontal flight. Many advanced-air-mobility designs follow that pattern: they depart in a helicopter-like mode, transition to airplane mode for cruise, then transition back before landing.

That combination means an eVTOL flying car is not automatically treated as only a helicopter or only an airplane. The certification category reflects its transition capability and control system. The FAA’s certification decision for a particular model controls the legal details; two vehicles marketed as flying cars could therefore require different training, ratings or operating limitations.

Which FAA certificate can satisfy the requirement?

The FAA’s powered-lift FAQ lists three certificate paths. A pilot flying a powered-lift aircraft must hold one of the following:

Certificate path What it permits in principle Important qualification
Private Pilot certificate, powered-lift category Private, noncommercial operation within the privileges and limitations of the certificate The pilot still needs the applicable powered-lift ratings, training and aircraft authorization.
Commercial Pilot certificate, powered-lift category Commercial operations when all other operating, compensation and company requirements are met A commercial certificate alone does not authorize every aircraft or every type of service.
Airline Transport Pilot certificate with powered-lift category and type rating Airline-transport-level privileges for operations requiring an ATP The aircraft, operation and applicable regulations determine whether an ATP is required.

These are certificate levels, not a single universal “flying-car license.” The exact combination depends on the vehicle’s FAA certification, whether it is operated privately or commercially, whether instrument flight is authorized, and what medical standard applies.

Why an individual type rating may be required

The FAA requires individual powered-lift type ratings because powered-lift aircraft can differ substantially in configuration, controls and operating characteristics. A pilot who qualifies on one model cannot assume that qualification automatically transfers to another model with different rotors, propellers, flight-control logic, transition procedures or emergency behavior.

A type rating is an aircraft-specific authorization placed on the pilot certificate. The model’s certification basis and FAA-approved training program determine what must be demonstrated. Depending on the design, training can cover vertical takeoff and landing, transition between lift modes, energy management, flight-control automation, abnormal procedures, single-engine or propulsion failures, and landing-site limitations.

Some aircraft may be certificated so that a single pilot can operate them with one set of flight controls. The powered-lift rule created alternate pathways for initial powered-lift pilots and instructors in such aircraft, but those pathways did not remove the requirement for pilot certification.

How to find the license and ratings for a specific flying car

Do not choose training based only on a manufacturer’s marketing label. Use the aircraft’s FAA status and intended operation in this order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the legal aircraft model. Obtain the model designation used in its FAA type certificate, special airworthiness certificate, experimental authorization or other approval. A prototype, kit aircraft and type-certificated aircraft can have very different rules.
  2. Confirm the FAA category and class. Ask whether the aircraft is certificated as powered-lift and what category/class appears on the pilot certificate. Do not assume that a helicopter or airplane rating covers a powered-lift aircraft.
  3. Check for a model-specific type rating. The FAA may require an individual powered-lift type rating. The aircraft flight manual, operating limitations and approved training materials should identify the designation.
  4. Determine the operation. Private recreation, compensated passenger flights, flight instruction, charter and airline-style service can trigger different certificate, experience and operational requirements.
  5. Check instrument privileges. If the aircraft or planned route requires operation under instrument flight rules, the pilot needs the applicable instrument privileges and must meet currency and equipment requirements. A basic visual-flight qualification is not a blanket authorization for instrument conditions.
  6. Verify medical eligibility. The required medical standard depends on the certificate and operation. Confirm the appropriate FAA medical qualification before paying for training or scheduling a practical test.
  7. Use an FAA-authorized instructor or training program. Powered-lift transition procedures and automation can be model-specific. Training in a conventional airplane or helicopter may provide useful experience but does not by itself qualify you to fly the flying car.

What changed under the 2024 powered-lift rule?

The FAA’s final rule, Integration of Powered-Lift: Pilot Certification and Operations, was published on November 21, 2024. It became effective January 21, 2025; one amendatory instruction took effect July 21, 2025. The rule established a ten-year Special Federal Aviation Regulation, SFAR No. 120, to set pilot-certification and operating requirements while the FAA gains operational experience with powered-lift aircraft.

The rule clarified how powered-lift pilots and instructors can qualify, including alternate pathways for aircraft with single flight controls. It did not create a license-free category for ordinary passenger-carrying flying cars. A pilot still needs an FAA certificate and the ratings required for the specific aircraft and operation.

Can you fly a flying car without a license as an ultralight?

The FAA says that people flying ultralight vehicles do not need a pilot’s license. That statement applies only when the vehicle satisfies the ultralight requirements; it is not a general exemption for anything marketed as a flying car.

Ultralight status is narrow. A vehicle that carries substantial fuel, equipment or passengers, has a roadable cabin, or is designed for regular two-person transport may fall outside the ultralight framework. A larger eVTOL intended to carry a driver and passenger will normally need aircraft certification and a certificated pilot. Calling a vehicle an “ultralight” in advertising does not make it one legally.

If a manufacturer claims that its roadable aircraft is license-free, ask for the regulatory basis and the vehicle’s weight, seating, fuel or battery, speed and operating limitations. You should be able to identify the exact FAA rule that makes the claim true for that model. Without that documentation, assume a pilot certificate is required.

Where can a licensed pilot take off and land?

A pilot certificate does not authorize arbitrary road takeoffs, rooftop landings or operations from an unsuitable site. The FAA says powered-lift may fly anywhere aircraft are allowed to fly today, but the actual answer for a particular flight depends on the aircraft’s capabilities and equipment, the pilot’s qualifications and the applicable airspace.

Before operating, verify the aircraft’s approved takeoff and landing surfaces, required clearances, performance margins, weather limits, noise or local restrictions and any airport or vertiport authorization. Controlled airspace, temporary flight restrictions, prohibited or restricted areas and local airport procedures can all limit a flight even when the pilot is properly certificated.

Road access creates a separate question. A public street, parking area or private driveway may not be an approved aviation operating site. Local zoning, property permission, fire rules, emergency-access requirements and state or municipal restrictions can apply independently of FAA pilot certification.

Driving and flying are two different legal activities

Activity Typical authority or requirement What it does not authorize
Driving on public roads State driver’s license, vehicle registration, insurance and roadworthiness requirements Takeoff, flight or landing.
Operating as an aircraft FAA pilot certificate, category/class and possibly type and instrument ratings; aircraft airworthiness and operating approval Driving on public roads or ignoring state vehicle laws.
Using a particular site Airport, vertiport, landowner, zoning and local-operations permissions as applicable Permission to enter controlled airspace without the required clearance or equipment.

A roadable aircraft can therefore be legal to drive but not yet legal to fly, or legal to fly from an approved airport but not legal to land on a chosen street. Treat the road and aviation checklists as separate compliance tasks.

What training should a prospective owner expect?

Training normally starts with the knowledge and aeronautical experience required for the certificate level, followed by aircraft-specific instruction. The amount and content are set by the applicable FAA rules and the aircraft’s approved training program, not by a generic number of hours advertised for ordinary driver training.

  • Ground knowledge: airspace, weather, navigation, aircraft systems, performance, regulations, human factors and emergency planning.
  • Flight skills: takeoff, landing, hovering or low-speed control where applicable, transition management, cruise, approach, abnormal procedures and rejected-landing decisions.
  • Automation management: understanding what the flight-control system does, what it does not do, and how to respond to degraded or failed automation.
  • Aircraft limitations: maximum weight, battery or fuel reserves, wind and temperature limits, runway or landing-zone requirements and dispatch restrictions.
  • Evaluation: the FAA practical-test standards and any type-rating check required for the model.

Prior airplane or helicopter experience can make learning easier, but it does not substitute for powered-lift instruction. Transition between vertical and wing-borne flight introduces workload and failure modes that must be trained on the approved aircraft or an FAA-accepted simulator.

Common mistakes that lead to illegal or unsafe assumptions

“It has wheels, so my driver’s license is enough.”

Wheels address road mobility, not aircraft operation. Flight still requires the applicable FAA certificate, ratings, aircraft approval and operating permissions.

“It is electric, so it is automatically an ultralight.”

Propulsion type does not determine ultralight status. Weight, seating, performance and the complete regulatory definition matter.

“A helicopter rating covers every eVTOL.”

Powered-lift designs can have different controls and transition procedures. The FAA may require a powered-lift category and an individual type rating.

“A pilot certificate lets me launch from my driveway.”

Site suitability, local permission, airspace and aircraft operating limitations remain separate requirements.

“A prototype’s demonstration flight proves customers can fly it.”

Development or demonstration operations may use different certificates, experimental permissions, crew qualifications and restrictions than a customer-owned aircraft. Confirm the legal status of the specific serial-numbered aircraft.

A practical pre-purchase and preflight checklist

  • Ask for the aircraft’s FAA certification category, airworthiness status and operating limitations.
  • Obtain the exact pilot certificate, category/class, type rating, instrument and medical requirements in writing.
  • Confirm whether the aircraft is approved for single-pilot operation and what training is accepted.
  • Identify approved takeoff and landing locations, required surfaces and local permissions.
  • Separate road registration, insurance and driver licensing from aviation compliance.
  • Check current FAA rules, airspace restrictions, weather limits and any model-specific notices before each flight.
  • Do not rely on the term “flying car,” a sales brochure or an ultralight claim without the underlying FAA documentation.

Bottom line for US flying-car buyers and pilots

For almost any passenger-carrying roadable aircraft or eVTOL, plan on needing an FAA pilot certificate. The aircraft will commonly be handled as powered-lift, and the FAA may require a powered-lift category rating plus an individual type rating. The certificate level—private, commercial or ATP—depends on how you intend to operate it. Instrument privileges, medical qualification, training and site permissions add further conditions.

The only prominent license-free path is a vehicle that truly qualifies as an FAA ultralight, and that is a narrow category rather than a loophole for a full-size flying car. Before flying, verify the model’s FAA certification and operating limitations, then satisfy aviation, road and local requirements separately.
