Yes—some smart-home devices keep working during an internet outage, but only when power, your router or local network, and any required hub remain available. Devices that depend on a manufacturer’s cloud usually lose app control, remote access, notifications, and cloud automations. Matter, Zigbee, Bluetooth, and other hub-based systems can continue locally.

First identify what failed

“The internet is down” can describe three different failures, and each produces a different result.

Broadband outage, but the router and Wi-Fi still work

Your modem may have lost its connection to the internet while the router continues broadcasting Wi-Fi and routing traffic inside the home. Phones, hubs, and devices can still communicate over that local network. This is the situation in which local-control products have the best chance of working.

Router, Wi-Fi, or Thread network failure

If the router is off, the Wi-Fi network has failed, or a Thread network has lost its required border router, the phone and controller may no longer be able to reach devices. A broadband connection is not required for every local protocol, but a functioning local path is.

Power failure

A power cut can stop the router, smart-home hub, lights, cameras, locks, or heating equipment. No protocol can provide local control to a device that has no power. Battery devices may remain awake, but their hub or network may still be unavailable.

Failure Likely local control What usually stops
Internet connection only Often available for local devices Remote access, cloud services, many notifications
Router or home Wi-Fi off Unavailable for Wi-Fi devices; hub-dependent systems may also be unreachable Phone apps, network automations, voice paths using the router
Thread border router off Thread devices generally become unreachable Matter-over-Thread control through that network
Power outage Only independently powered equipment may remain active Powered hubs, routers, lights, cameras, locks, and heating controls

How offline smart-home control works

Cloud control sends a command from your phone or voice assistant to a manufacturer’s server and then back to your device. If the internet connection is unavailable, that round trip fails even though the device is powered.

Local control keeps the command inside the home. A phone, hub, speaker, or automation controller communicates directly with the device over Wi-Fi, Thread, Zigbee, Bluetooth, or a combination of those networks. The internet may still be needed for initial setup, account authentication, firmware updates, integrations, or remote access, but it is not needed for every subsequent command.

Local control is not the same as local setup

A device can be capable of offline operation yet require an internet connection for onboarding or occasional maintenance. Verify that the specific function you need—turning a light on, running an automation, unlocking a door, or viewing a recording—has a local path after setup.

Automations may be stored in different places

An automation can run locally on a device, hub, controller, or speaker, or it can run on the manufacturer’s cloud. Local automations can continue during a broadband outage if their trigger, controller, and target are powered and connected. Cloud automations stop when the cloud cannot be reached. Product labels such as “works with” or “smart” do not by themselves establish where an automation executes.

Can Matter devices work without the internet?

Matter is designed for local control. Google’s Home Help documentation says Matter-enabled devices work locally over an existing home wireless network without needing to connect to the cloud over the internet. Commands can be sent directly to a Matter device over home Wi-Fi or a Thread network.

That benefit has conditions:

  • You need a compatible Matter controller in the ecosystem you use.
  • A Wi-Fi Matter device still needs the local Wi-Fi network and router to be operating.
  • A Matter-over-Thread device needs a functioning Thread border router.
  • The controller, border router, and device must have power.
  • Functions that rely on a remote service, cloud account, or internet-based integration can still fail.

Therefore, a broadband outage with the router and local network alive is a favorable case for Matter. A failed router or powered-off Thread border router is not.

Will smart lights work if Wi-Fi is down?

It depends on whether “Wi-Fi is down” means the internet connection is down or the local wireless network itself is down.

Wi-Fi internet access is down, but the local network works

Wi-Fi devices that support local control may continue responding through the local network. Zigbee, Bluetooth, and Matter-over-Thread products do not use Wi-Fi for their device-to-hub radio link, although their hub or controller may still use the router for local communication.

The Wi-Fi network itself is unavailable

A Wi-Fi-only device normally cannot be reached from a phone or controller until Wi-Fi returns. A separate Zigbee or Bluetooth network may continue if its hub and power remain available. Physical wall switches, pull cords, or other manual controls remain the dependable fallback.

A concrete example: Philips Hue

Philips Hue documentation explains that its lights communicate over Zigbee or Bluetooth, depending on whether a Bridge is being used, and addresses direct control when the internet is down. With a powered Hue Bridge, the local Zigbee path can continue even when broadband access is unavailable. Bluetooth-equipped lights can use their supported local Bluetooth path, subject to the range and control limits of that setup.

Which connectivity methods are most resilient?

Technology or design Local path Hub or controller requirement Effect of internet outage Effect of router failure
Cloud-only Wi-Fi device Manufacturer server Usually no separate hub, but cloud account is required Commands and cloud automations commonly fail Unavailable
Local-control Wi-Fi device Home Wi-Fi and local controller or app Depends on product and ecosystem Basic local commands may continue Usually unavailable
Matter over Wi-Fi Home Wi-Fi Matter controller Local commands can continue Usually unavailable
Matter over Thread Thread mesh Matter controller and Thread border router Local commands can continue if both remain powered Depends on whether the Thread border-router function remains available
Zigbee Zigbee radio network Zigbee hub or coordinator Local control can continue through the hub May continue if the hub has its own local network path; a router failure can make the hub unreachable
Bluetooth or Bluetooth Mesh Direct Bluetooth or a local Bluetooth gateway Varies by product Nearby direct control may continue Direct control may continue; gateway-based functions depend on the gateway
Cloud voice skill or integration Internet and service provider Voice assistant and cloud service Usually fails Fails

The table describes common architectures, not a guarantee for every model. Check the product’s documentation for the exact offline functions, controller requirements, and automation behavior.

Does Alexa work during an internet outage?

Alexa’s behavior is conditional. Amazon documents local Echo-to-device voice interactions for supported local connections, including Zigbee, Bluetooth Mesh, Matter over Wi-Fi, and Matter over Thread. Amazon describes this local connection as allowing Alexa to control a device during internet outages.

That does not make every Alexa command available offline. A voice request that requires a cloud skill, online music or weather service, remote account, manufacturer server, or internet-based routine can fail. Local voice control also depends on the Echo, hub or border router, router, and device remaining powered and connected on the home network.

What stops working first when the internet is unavailable?

Remote access

Control from outside the home normally requires the manufacturer’s server and your broadband connection. It will usually be unavailable even when the device still works locally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Push notifications

Door, motion, leak, and camera alerts often travel through a cloud service. A locally functioning sensor may detect an event without being able to deliver the notification to your phone.

Cloud video and integrations

Cloud recording, remote viewing, third-party integrations, and services that process data online can stop. A camera or hub with local storage may continue recording, but the recording must be reachable through a surviving local path.

Account and device management

Adding a device, changing an account setting, downloading firmware, or reauthorizing an integration may require internet access even if an already-configured local command works.

How to test your own devices safely

Testing during normal conditions reveals which functions are genuinely local and prevents discovering the limitation during an emergency.

  1. List each dependency. Record the device, its hub or controller, the radio it uses, whether an automation is important, and the physical control that can replace it.
  2. Test a broadband-only outage. Leave the router, hubs, and devices powered. Disconnect only the modem’s broadband connection or internet uplink.
  3. Test direct control. Try the manufacturer app while your phone is connected to the home Wi-Fi. If the app offers a local-only indicator or status, record it; do not assume that a successful screen refresh proves cloud independence.
  4. Test automations. Trigger each important routine, such as a motion light, scheduled thermostat change, or leak response. Note whether the trigger, controller, and action all complete.
  5. Test voice control. Try a simple local command through the voice assistant. Then test a cloud-dependent request separately so you know which category failed.
  6. Test router failure separately. Power off the router while leaving hubs and devices powered. Check whether Zigbee, Bluetooth, Thread, or direct physical controls still work.
  7. Test power failure in a controlled way. Disconnect noncritical equipment briefly, never disable a lock or heating system in unsafe conditions, and check what returns automatically when power is restored.
  8. Write down the result. Keep a short outage plan listing which switch, key, local button, or backup controller operates each critical device.

Designing a smart home that degrades gracefully

Choose a local protocol for critical functions

For lighting, sensors, and basic controls, consider products that document local operation through Matter, Zigbee, Bluetooth, or another hub-based protocol. A Zigbee smart-home hub or a Matter controller with a Thread border router can provide a local coordination point, but the exact compatibility must match your ecosystem and device mix.

Keep the network path powered

A local device is only as resilient as its dependencies. If lighting or security matters during an outage, consider backup power for the router, hub, controller, and modem. A battery backup can preserve the local network during a short power interruption, but it cannot restore a missing broadband service and should be sized for the equipment you actually need.

Retain physical controls

Keep ordinary switches for lights, mechanical keys or interior releases for locks, and manual controls for heating or ventilation. Do not make internet access the only way to open a door, illuminate a stairway, or maintain a safe temperature.

Separate convenience from safety

Use cloud-dependent features for convenience when appropriate, but give critical actions a local or mechanical fallback. A notification that fails silently is not an adequate substitute for a local alarm, visible status indicator, or manual inspection.

Troubleshooting an offline device

The device works from its physical switch but not the app

Check whether only broadband failed or whether the local router is also down. If the local network is alive, verify that the hub and phone are on the same network and powered. If the product is cloud-only, app failure during an internet outage is expected rather than a pairing fault.

A Zigbee or Bluetooth device stopped with the internet

Check the hub or gateway first. The radio network may still be operating, but a powered-off hub, failed local network connection, or cloud-only app path can prevent control. Use the device’s physical control while diagnosing.

A Matter-over-Thread device is unreachable

Confirm that the Matter controller and Thread border router are powered. A Thread device may remain in the mesh while the controller path is unavailable; restoring the border-router function can be necessary even when broadband is still down.

An automation failed but manual control works

The automation may be cloud-hosted or its trigger may depend on an online service. Test the same action manually over the local path, then inspect the automation’s documented execution location before relying on it during an outage.

What to look for before buying

  • Explicit documentation of local control during an internet outage.
  • The required controller, hub, coordinator, or Thread border router.
  • Whether the app can communicate locally or requires a manufacturer server.
  • Whether schedules and automations execute on the device or in the cloud.
  • What happens when the router is off, not merely when broadband is disconnected.
  • Physical switches, keys, buttons, or manual override procedures.
  • Local storage for cameras and sensors if notifications or cloud recording are unavailable.
  • Recovery behavior after power returns, including whether devices reconnect automatically.

Bottom line

Smart-home devices do not all fail together when the internet goes down. A broadband outage with power, the router, and the local network intact can leave Matter, Zigbee, Bluetooth, and hub-based devices usable. Cloud-only controls, remote access, notifications, and online integrations commonly stop. A router failure removes many Wi-Fi paths, while a power failure can remove every powered component. Test each device under all three conditions, keep critical functions locally controlled, and retain a physical fallback.
